A Plan for Cooperation in Fisheries between South and North Korea for Unification in the 21st Century (21세기(世紀) 통일기반(統一基盤) 구축(構築)을 위한 수산협력(水産協力) 방안(方案) - 수산물교역을 중심으로 -)

  • Facing the current difficulties of fisheries industry nationally and internationally, economic cooperations between South and North Korea are needed urgently. Applying the process of economic integration to fisheries sector of separated nation, cooperation processes are divided as follows; (1) indirect and direct fisheries trade, (2) reciprocal use of fishing grounds, (3) joint venture in fisheries sector, (4) free movement of production factors and common fisheries policy. Here, fisheries trade falls under economic interchange stage. Reciprocal use of fishing ground and fisheries joint venture come in economic cooperation stage. Finally. free factor movement and common fisheries policy are related with economic integration stage. This paper investigates the schemes for fisheries cooperation between South and North Korea in preparation for a unified Korea, focusing on fisheries trade. The paper is composed of 5 chapters. Chapter 2 discusses structure and characteristics of North Korea trade, and trade situation between South and North Korea. Then, the present condition of North Korea fisheries industry and fisheries trade trend between South and North Korea are presented in chapter 3. Next, chapter 4 tackles the most common problems encountered in fisheries trade between South and North Korea, and the devices and schemes to raise fisheries trade between South and North Korea. Finally, chapter 5 summarizes and concludes the research results.

  • Since 2003, the biggest trade partner of South Korea has not been America but China. China appears to be a strong competitor of South Korea in every field of international market and even in IT industry, which has been one of the most competitive field of Korean Economy. IT Industry is now becoming a driving locomotive of economy in South Korea and China. It is reported that the IT gap between South Korea and China is shorten to be 1.7 years in 2006, from 2.6 years in 2003 and will be within one year in 2010. China has been aware of the urgent need of developing electronic and information industry in order to improve its productivity. In the results of the efforts to develop its IT industry, China has achieved average 25% yearly growth rate of IT manufacturing industry since 1991. Since 2004, South Korea has pursued IT 839 strategy. How South Korea and China can sustain the continuous development of IT industry. South Korea IT is expected to utilize China's through the mutual cooperation, which results in mutual benefit. To achieve the mutually benefited cooperation and specially to result in Small & Medium sized Korean companies' cooperation with China's, China is expected to improve the market system and create an environment of admitting intellectual property.

The South-North Oscillation Centered on 1996 in Korean Summer Rainfall Variability (한반도 여름 강우량의 변화에서 1996년을 중심으로 나타나는 남북진동 패턴)

  • In accordance with the time series of rainfall in summer (June, July and August) in South and North Korea for recent 28 years (1981-2008), rainfall is substantially increased in South Korea since 1996, while it is significantly decreased in North Korea. In particular, the decreasing tendency of rainfall in summer in North Korea is more definitely observed during the $2^{nd}$ rainy season (late August - mid September) in intraseasonal variation. Such a feature is also confirmed in the spatial distribution of oscillation pattern between South and North Korea on the basis of 1996 which is obtained by empirical orthogonal function analysis using the summer rainfall observed in all weather observation stations in South and North Korea. For the decreasing tendency of rainfall in North Korea, it is found that northeasterlies from anticyclonic circulation centered on around Baikal Lake weaken convective activity during summer. On the contrary, the increasing tendency of rainfall in South Korea is related to the strengthened cyclonic circulation in the southern region of China and accordingly, enhances southwesterlies in South Korea.

Comparison of Biology Contents and Names of Organisms in the Elementary School Science Textbooks of South and North Korea (${\cdot}$북한 초등학교 과학 교과서 생물영역 내용 및 생물명 비교 연구)

  • The purpose of this study was to compare the biology parts of the elementary school science textbooks of South and North Korea. For this purpose the contents and the names of organism introduced in the textbooks are compared and analyzed. As results of this study, there are a lot of differences in the content and names of organism in the textbooks. Life science in the elemenatry school science of North Korea ($46.9\%$ in 3th grade, $32.7\%$ in 4th grade) is treated more seriously than South Korea. The most part of North Korea textbooks are occupied with the names and values of various organisms, and the using method of them. The common contents of both textbooks are only $8.54\%$ of total contents of elementary school science of South Korea. Also only 39 names of organism are introduced in the both textbooks of South and North Korea. For the science curriculums establishment after unification, it should be the most important efforts to understand the cause of these differences, and to analyze those differences in contents and organisms introduced in the textbooks of South and North Korea.

Research on Factors Affecting South Korea's OFDI Based on a Spatial Measurement Model

  • Purpose - This paper empirically investigates via a spatial lag model from the perspective of space economy to find the influencing factors of South Korea's OFDI along with 60 countries. Design/methodology - In the study of regional economic phenomena, we must first test the corresponding spatial correlation, and on this basis, complete the construction of the spatial model. For the target research object, after testing the spatial correlation, if there is spatial correlation, a spatial measurement model is needed. This paper uses the global Moran's I index for calculation. Based on the characteristics and research needs of the research object, this paper selects the spatial lag model to verify the existence of the spatial effect and factors affecting OFDI. Findings - Our results show that export scale, infrastructure, technology level, political stability, resource endowment, market size, distance and labor cost have a certain impact on Korea's OFDI, but at present the distance and market size factors are the most important influencing factors for South Korea's OFDI, The technical level and political stability have little effect on South Korea's OFDI, and are not main factors determining South Korea's OFDI. Originality/value - Through spatial measurement verification, it was found that the spatial effect has a significant impact on OFDI, along with more than 60 countries. On this basis, relevant suggestions are put forward, which have strong practical significance for South Korea's OFDI to achieve healthy and sustainable development.

A Comparative Study on Fisheries System between South Korea and North Korea (남북한 수산제도의 비교연구)

  • For establishment of post-Unification fisheries program, this research has opened a fisheries Act system for South and North Korea and searched a policy direction to make new Fisheries Act for future South and North Korean fisheries program. In addition, North Korea's present fishery industry must be accurately understood and acknowledge in its point of issues in order to develop and improve to rational direction and to overcome the present South and North's fishery industry. As a level to prepare for future unification, reform and reaction of long-termed and well organized South and North's fisheries program must be arranged. Consequently, fishing permits of South and North, licensing system, fisheries resource management system, fisheries adjustment system, foreign fishing regulations system will be compared in this research, and also find an improvement on North Korea's fisheries related act in preparation of future unification.

  • South Korea and Mongolia are both the member countries of the World Trade Organization, but neither was the country with FTA. Nowadays, South Korea widely concludes the FTA with other countries, and the trade area has extended toward the neighboring continents and seas. Mongolia is a country with smallest economic entity but large in area and with abundant underground resources. And it's a main strategic zone of Eurasia. After the disintegration of the Soviet Union, Mongolia began to turn to market economy, and eagerly made effort to open and reform. With the expanse of trade and economy cooperation between South Korea and Mongolia, Mongolia started its sea road expanding. And the south Korea went to inland to get the necessary resources. Both of them feed its needs and obtain its profits.

Comparison Between South and North Korea in Mathematics Textbooks (남북한 수학 교과서의 비교 -북한의 고등중학교(중등반) 기하를 중심으로-)

  • Half century has passed since Korean peninsula was divided into South and North Korea. Now a days, there are many differences of politics, economy, culture and education between South and North Korea. Especially mathematics education in which I am interested has a lot of changes and differences. This is proved true by defects' proof. For those reasons, I compared South Korea's education ideology, goal and system, and goals of mathematics education with North Korea's. I compared geometric(1-4 years, published by Pyong-yang Educational Book Publication Co. 1991) of mathematics texts(1-6 years) which are used in the secondary school with mathematics text of South Korea in contents and organization of them. As a result of this comparison, education ideology and goal are distinctly different from those of South Korea because of the difference of pursuing humanity. In North Korea, the curriculum is very strict without autonomy. There are 1283 mathematics classes which are occupied 19% for six years during the secondary school. The contents are very similar, but there is a little difference in the definition of a term. The problems which praise Kim Il-sung and his son and reveal loyalty to them were found, and there were a lot of problems in order to promote hostile feeling against U.S.A and South Korea, too. In conclusion, mathematics education of Korean peninsula should be reunified in the fields of the terms and contents at first.

An Empirical Study on the Effects of the US-China Trade Disputes on Korean Business Performance (미국과 중국의 무역분쟁이 한국기업의 경영성과에 미치는 영향에 대한 실증연구)

  • Purpose - The study attempted to analyze how the U.S.-China trade dispute affects a highly trade-dependent South Korea. Currently, major domestic and international institutions have issued a number of conflicting predictions that the trade dispute between China and the United States will have a positive and negative impact on South Korea. Accordingly, the present study attempted to analyze using actual data. Design/methodology/approach - The analysis was conducted using actual import and export data from the United States and China and actual import and export data from the United States and China from South Korea. The analysis measured the number and amount of imports and exports by year and month, and the rate of increase and decrease. We also looked at trade dispute days, import and export outcomes and what the impact was. In addition, as a result of the US-China trade dispute, the amount of change in Korea's imports and exports was analyzed. Findings - Empirical analysis shows that South Korea's exports to the United States and China have increased. The analysis results are as follows. First, exports to the United States increased by 5.65% in 2018 and 6.45% in 2019 compared to 2017. Second, exports to China surged 12.34% in 2018 compared to 2017. This increase in South Korea's exports to the United States and its mass exports to the United States shows that South Korea has benefited from the trade dispute between the United States and China. Research implications or Originality - South Korea, which is highly trade-dependent, has been heavily affected by the U.S.-China trade dispute. Various predictions are made about this. The analysis showed that South Korea's export volume has increased. In the end, the effect of the trade transition to the 3rd country did not occur. Rather, the U.S.-China trade dispute appears to have helped South Korea.
