In a situation of the increasing skepticism in the capitalism, the instability in public welfare system and disintegration of community, social economy has come to the fore as an alternative. The community enterprise, especially, has shown the potential to form a virtuous cycle in local regeneration system; residents recognize local problems by themselves; discover and utilize the local resources and assets in the process of solving the problems as an entrepreneurial form; and consequently create social and economic capital which can be reinvested in the local community. Given these aspects, Korean government has implemented supporting policies for the promotion of community enterprises, and new government's "Urban Regeneration New Deal Project" are putting more importance on the role of social and community enterprises as a propulsion unit. Then, the development status and institutional supports for community enterprises in the UK is revealed, and investigates case studies which are playing a revolutionary role in urban regeneration or local economic revitalization. Based on this analysis, it draws the main factors for the sustainable and autogenous community enterprise as follows: flexibility in legal forms, community owned assets, diverse fund streams and invigorating social investment market, active partnership between public and private sectors, ardent enterprisers and intermediate support organizations.

  • As a case study in the field of policy implementation research, this study focuses on how the logic of consumer choice and provider competition operates on the front line of policy processing. To find the implementation process of the program, 39 interview data were analyzed, including voucher users, care workers, social workers in 4 agencies and local public officers in one of the district in Seoul, and relevant officials from the Ministry for Health, Welfare and Family affairs and the Center for Social Service Management. The main results are as follows: In the level of policy implementation, user choice and competition, which was the main logic behind the implementation of the voucher program, did not occur as expected by policy makers. Instead of user choosing his/her provider, it was found that the providers were choosing its users. Secondly, the case study found that providers have formed a caucus which allocated the local users equally amongst the providers. In this process, local public officers have supported the meeting by providing them with a list of users. Such results may be interpreted as a habitual execution from the tradition of supply-side subsidy, rather than the way of implementation in the market system. Thirdly, although voucher users could not choose their preferred agency in the first stage of service, some other choices exists so that users may choose their preferred care-giver and time for service. Finally, the change of agency and care-giver in the way of delivering services were observed.

  • This study aims to evaluate psychometric properties of the korean version of the secondary traumatic stress scale. A total of 238 practitioners in child protection agencies are recruited using complete enumeration method. The psychometric properties of the instrument are tested by item-analysis, exploratory factor analysis,(EFA) and convergent and construct validity. The results show that the internal consistency values for the two dimensions of the K-STSS are good. While the convergent and discriminant validity is empirically confirmed, the construct validity is not supported. The EFA with the common factor analysis method reveals the factor structure in the observed variables. The findings of the study confirmed that although it was reliable and discriminant, the K-STSS needed to be explored more in a way to support construct validity.

  • This study examined the impact of indebtedness on depressive symptoms and suicidal ideation. The data came from the 4th to 10th waves of the Korea Welfare Panel Study, collected from 2009 to 2015. Analyses were conducted using logistic regression for longitudinal data that combines the fixed effects and random effects approaches. The results show that a high level of indebtedness substantially increased the risk of depressive symptoms. The household leverage ratio-the ratio of total household debt to disposable personal income-of 400% or higher increased the odds of probable depression by 50% compared with the ratio under 100%. When the percentage of personal income that goes toward paying debt is 30% or higher, the odds of probable depression went up by 66% than when the percentage of debt payment of disposal income is under 10%. The findings suggest that debt relief agencies and their programs need to incorporate means to identify and address emotional stress related to the excessive debt. This study also contributed to enriching the literature on social determinants of health by demonstrating that indebtedness is an important socioeconomic characteristic affecting individuals' mental health.
