Smart City Policies Revisited: Considerations for a Truly Smart and Sustainable Urbanism Practice

  • The notion of smart cities, presently, is a highly popular topic in urban policy circles. This concept is adopted by many cities across the world-with an aim of increasing urban smartness in various ways and areas. Productivity, innovation, liveability, wellbeing, accessibility, sustainability, governance, planning, and citizen participation are among these areas. Despite good policy intentions, smart city initiatives in practice had only limited impact in delivering the desired urban outcomes. This paper aims to investigate the smart city phenomenon and its planning practice approaches from an evolutionary perspective. The study places smart city plans and strategies of a number of cities across the globe under the microscope. The findings reveal that current smart city efforts are not adequate to combat the challenges of the Anthropocene epoch-that is already upon us. This paper concludes with a consolidated definition of smart and sustainable cities and considerations for moving towards Post-Anthropocentric urbanism-that is truly smart and sustainable urbanism-to avoid an imminent urban ecocide.

  • The development of mobile communication technology is transforming the market of mobile communication devices, which is used to be merely for simple communication, into the one which offers features of personal digital assistant (PDA), fax communication and Internet access. Unlike a mobile phone which comes out as a complete package and whose functions cannot be changed, a smart phone can be upgraded by its user, adding or removing apps as he pleases. OS's of smart phones are iOS-based Apple, Google Android, Window Mobile, and others. Due to its convenience and powerful features, many people use smart phones its high price. On the other hand, consumer complaints are rising on poor A/S for occasional malfunction. This study analyzes how A/S cases can be classified into groups according to quality factors. We evaluate factors such as consumer impression and consumer satisfaction. By dual quality evaluation using KANO method, we would like to show the different A/S strategy for smart phones, compared with mobile phones.

스마트교육의 속성과 구현 실태에 관한 연구 (A Study on the Defined and Realized Attributes of SMART Education)

  • 스마트 기술의 발달과 다양한 스마트 매체의 등장은 개인의 학습 환경과 학교교육 현장에 획기적인 변화를 가져왔다. 이에 정부는 학습 환경의 변화에 발맞추어, 2011년 스마트교육 추진 전략을 발표했고, 스마트교육이라는 용어를 공식적으로 등장시켰다. 이후 정부를 중심으로 스마트교육을 학교 현장에 도입하고자 다양한 정책이 실행되어 왔으며, 스마트교육에 관한 연구도 활발히 진행되어 왔다. 그러나 스마트교육이라는 개념이 등장한지 6여 년이 지난 지금까지도 스마트교육은 정체성에 대한 혼란을 안고 있으며, 스마트교육에 대한 명확한 이해가 부재한 상황에서 기술적 측면을 중심으로 정책이 추진되면서 일선현장의 교사들은 스마트교육을 단순히 스마트 기기를 활용한 수업으로 이해하고 있는 경우가 많으며, 이로 인해 스마트교육은 단순히 스마트 기기를 활용한 수업으로 자리잡아가고 있는 실정이다. 본 연구는 스마트교육의 이론적 기틀 마련을 위해 선행연구 분석을 토대로 스마트교육의 속성을 정의하였으며, 스마트교육 연구 가운데 실증 및 사례 연구를 검토 분석하여 실제 교육현장에서 스마트교육이 어떤 속성들을 중심으로 구현되고 있는지를 살펴보았다. 선행연구 분석 결과 도출된 스마트교육의 속성은 정보통신기술(T), 열린 학습 환경(E), 자기주도 학습(S), 맞춤형 학습(C), 소셜 러닝(SL)의 5가지로 나타났다. 실증 및 사례연구를 토대로 분석한 결과, 실제 교육현장에서 구현되고 있는 스마트교육의 속성은 정보통신기술을 기반으로 한 스마트기기 및 매체의 활용을 중심으로 나타났으며, 자기주도 학습, 맞춤형 학습은 스마트교육 환경에서 적절히 활용되지 못하고 있었다. 추후 연구를 통해 스마트교육이 가지고 있는 특성을 교육 현장에서 제대로 활용하여 교육적 효과를 제고하기 위한 연구가 필요하다는 시사점을 도출하였다.

교량의 동적 거동 계측을 위한 스마트폰 가속도센서의 적용성에 관한 연구 (A Study on the Applicability of Smart-phone Accelerometer for the Measurement of Dynamic Behavior in Bridges)

  • In recent years, measurement in a smart-phone environment is attracting attention in various fields due to its easy set-up process, various functions, convenience and expandability. Even in the field of safety evaluation and maintenance of large-scale infra-structures, the appropriate application of these effective and convenient measurement techniques can be of great help. In this paper, an experimental study was conducted to investigate the effectiveness, problems and complementary methods of applying smart-phone accelerometers to the measurement in infra-structure such as bridges. In model bridge subjected to impact and moving loads, the measured accelerations using a smart-phone and a professional accelerometer were directly compared in time domain. And the statistical and frequency characteristics of the measured signal and transfer function were also examined in frequency domain. The results show that the accuracy of measurement using smart-phone sensor is primarily affected by its incomplete sampling performance. In conclusion, smart-phone sensors cannot be considered suitable for precise assessment, where measurements must be accurate over a wide frequency range, but we can say that the technique is still useful and fairly accurate for some purpose over a limited frequency range, such as the low pass frequency range, which is a major concern for civil structures.

스마트 복약관리 및 모니터링 시스템에서 다중 사용자 인증 방법 (A Multi-User Authentication Scheme for a Smart Medication Management and Monitoring System)

  • 장기 투약이 필요한 만성질환자에 대해서는 직접복약관리가 가장 확실한 방법임에도 불구하고 인적, 경제적 비용으로 인하여 실제 적용하는 것은 쉽지 않은 일이다. 이에 대한 대안으로 등장한 IT기술 기반의 스마트 복약관리 및 모니터링 시스템은 이의 구현을 위해서 특별한 장치의 도움을 요구한다. 본 논문에서는 이 장치의 역할을 수행하기 위해서 개발된 스마트 약상자를 여러 환자가 공유하기 위한 인증 절차를 제안한다. 본 논문에서 제안하는 인증 절차를 통해서 스마트 약상자가 장기 투약이 필요한 환자로 하여금 올바르게 약을 복용하도록 하여 완치율을 높이는 데 기여할 수 있을 것으로 기대된다.

Qualitative Approach: Business Scenarios for Sustainable Smart Cities Development

  • Purpose: Smart city has been observed to benefit most urban areas in different nations. Despite its advantages in the promotion of environmental sustainability and improving business competency in the current context, various literature review papers should be introduced to analyze its drawbacks. The present research aims to provide valuable suggestions for sustainable smart cities development. Research design, data and methodology: Using the qualitative content analysis (QCA), the current author could understand the target audience's motivations and habits by gathering data. This implies that the author may predict the kinds of future initiatives. As a result, the current researcher could ensure developed pertinent research questions and a well-planned method for analyzing the replies. Results: The implementation of green city development suggests encouraging the greening of public spaces and reducing heat from the atmosphere caused by the emission of gases from vehicles and companies. Smart cities are offering a new industrial paradigm that is based on the convergence of information technology. Conclusions: The projection illustrates that most people are migrating to the cities, which calls for an immediate transformation to overcome the immense pressure of making the city accessible, sustainable, prosperous, and safer. Therefore, implementing smart cities within the current world promotes efficiency and increases business sustainability.

Generational Perspectives on Smart Tourism: A Focus on Baby Boomers

  • This study investigates the adoption of technology in smart tourist destinations, with a focus on the Baby Boomer generation. The objective is to analyze the perceived utility, intention to use, and risk perception of this generation regarding Information and Communication Technologies (ICT) in the context of smart tourist destinations. Data were collected through questionnaires administered to elderly groups belonging to the Baby Boomer generation in two Brazilian cities. Data analysis was conducted using statistical tools such as SPSS and Microsoft Excel, with an emphasis on regression analysis with moderation. The results indicate that when Baby Boomer tourists feel insecure about technology, they tend to not perceive its utility, impacting its acceptance. On the other hand, lower risk perceptions lead to an increase in perceived utility and, consequently, a greater intention to use technology in travel planning. The moderating role of risk perception in the relationship between perceived utility and intention to use is emphasized. The findings highlight the need for managers of smart destinations to consider the risks perceived by tourists, focus on diverse age groups, and implement strategies that address digital exclusion.

  • 어려운 세계 경제 여건 속에서도 스마트폰 산업은 높은 성장률을 보이고 있으며 이를 둘러싼 생태계 변화가 급속히 이루어지고 있다. 이런 가운데 지속적인 글로벌 경쟁력 우위를 지키기 위해서는 스마트폰과 관련된 생태계 변화를 선제적으로 파악하고 이에 알맞은 정책을 구사해 나가야 한다. 미국, 유럽을 비롯한 세계 각 국이 새로운 스마트폰 생태계에서 경쟁력을 유지하기 위해 부단히 노력하고 있다. 한국도 실기하였음을 인정하고 과거 IT 강국 위상을 되찾기 위한 노력을 하고 있다. 본고에서는 변화하는 스마트폰 생태계 속에서 각광 받게 될 새로운 범주의 서비스나 제시하고 우리 정부에서 추진하고 있는 노력에 더하여 어떠한 노력이 더 필요한가를 제시하였다. 본고가 앞으로 한국의 스마트폰 환경 하에서의 적절한 생태계 정책을 마련하는데 도움이 되기를 기대한다.

스마트폰 증후군 예방을 위한 애플리케이션 개발 (Development of Application for Preventing Smart-phone Syndrome)

  • As smart phone became popular, its excessive uses cause adverse effects called smart-phone syndrome such as Turtle-neck syndrome in physical side and smart-phone addiction in mental aspects. Turtle-neck syndrome incurred by incorrect posture when you watch smart-phone, which causes a serious health problems. However, these syndromes can be detected by gyro-sensor and timer, and prevented by correcting the posture and halting the function with smart-phone application (App). Thus, this paper proposes App that helps user to realize bad posture and addiction to smart-phone, and to acquire the correct habit by inducing user to stretch neck or to stop operation with warning message. If we tried to adjust bad posture and addiction in using smart-phone through this application, the social losses from smart-phone syndrome would be minimized as a result.
