Membrane filtration is a promising technology for efficient solid/liquid separation in water purification. In FY 1991, the Ministry of Health and Welfare, Japanese Government launched a comprehensive research project "MAC 21" for development of membrane technology and its application to public water supply. The project was conducted by the Water Purification Process Association (WPPA), under the supervision of the Institute of Public Health. By the research project from FY 1991 to FY 1993, we confirmed that microfiltration (MF)/ultrafiltration (UF) technology was applicable to water purification and MF/UF was a effective method for the removal of such contaminants as particulate matter and coliforms. The Guideline Committee organized under the Technical Committee prepared a the guidelines on application of membrane system to small-scale public water supplies, based on the results as written above. The guidelines has been published in Dec., 1994 by WPPA.4 by WPPA.
We have been developing a magnetic separation device that can be used in low magnetic fields for paramagnetic materials. Magnetic separation of paramagnetic particles with a small particle size is desired for volume reduction of contaminated soil in Fukushima or separation of iron scale from water supply system in power plants. However, the implementation of the system has been difficult due to the needed magnetic fields is high for paramagnetic materials. This is because there was a problem in installing such a magnet in the site. Therefore, we have developed a magnetic separation system that combines a selection tube and magnetic separation that can separate small sized paramagnetic particles in a low magnetic field. The selection tube is a technique for classifying the suspended particles by utilizing the phenomenon that the suspended particles come to rest when the gravity acting on the particles and the drag force are balanced when the suspension is flowed upward. In the balanced condition, they can be captured with even small magnetic forces. In this study, we calculated the particle size of paramagnetic particles trapped in a selection tube in a high gradient magnetic field. As a result, the combination of the selection tube and HGMS (High Gradient Magnetic Separation-system) can separate small sized paramagnetic particles under low magnetic field with high efficiency, and this paper shows its potential application.

Successful sediment management at the watershed scale requires an understanding of the erosion, transport and sedimentation processes at the specific site scale. However, studies on the sediment runoff characteristics in a small uppermost watershed, which serves as a sediment supply function, are very rare. Therefore, this study attempted to investigate the fluctuations in major sediment supply areas and sediment runoff in the uppermost mountain small watershed, and for this purpose, ArcSWAT (Soil and Water Assessment Tools with GIS interface) was applied to the Woldong reservoir catchment located in Gosam-myeon, Anseong-si, Gyeonggi-do. The model results were manually calibrated using the monitoring data of the Woldong reservoir sedimentation rate from 2005 to 2007. It was estimated that annual average of 34.4 tons/year of sediment was discharged from the Woldong reservoir basin. This estimate almost coincided with the monitoring data of the Woldong reservoir during the low flow period but tended to be somewhat underestimated during the high flow period. Although the SWAT model does not fully reflect the erosion process of gully and in-channel, this underestimation is probably due to the spatial connectivity of sediment transport and the storage and reactivation of the sediment being transported. Most of the forested hillslopes with a well-developed organic horizon were evaluated as having a low risk of erosion, while the places with the highest risk of erosion were predicted to be distributed in the logged area with some weeds or shrubs (classified as pasture) with relatively steeper slopes, and in the bare land. The results of this study are expected to be useful in developing strategies for sediment control and reservoir management.
Due to the increased water demand and severe drought as an effect of the global warming, the effluent from wastewater treatment plants becomes considered as an alternative water source to supply agricultural, industrial, and public (gardening) water demand. The effluent from the wastewater treatment plant is a sustainable water source because of its good quality and stable amount of water discharge. In this study, the water reuse system was developed to minimize total construction cost to cope with the uncertain water demand in future using two-stage stochastic linear programming with binary variables. The pipes in the water reuse network were constructed in two stages of which in the first stage, the water demands of users are assumed to be known, while the water demands in the second stage have uncertainty in the predicted value. However, the water reuse system has to be designed now when the future water demands are not known precisely. Therefore, the construction of a pipe parallel with the existing one was allowed to meet the increased water demands in the second stage. As a result, the trade-off of construction costs between a pipe with large diameter and two pipes having small diameters was evaluated and the optimal solution was found. Three scenarios for the future water demand were selected and a hypothetical water reuse network considering the uncertainties was optimized. The results provide the information about the economies of scale in the water reuse network and the long range water supply plan.

The Waimea Basin is located on the northern tip of the South Island of New Zealand. It is a highly productive area with intense water use with multi-stakeholder interest in water. Irrigation from the underground aquifers here makes up the largest portion of used water; however the same aquifers are also the key urban and industrial sources of water. The Waimea/Wairoa Rivers are the main sources of recharge to the underlying aquifers and also feed the costal springs that highly valued by the community and iwi. Due to the location of the main rivers and springs close to the urban centre the water resource system here has high community and aesthetic values. Recent enhanced hydrological modelling work has shown the water resources in this area to be over allocated by 22% for a 1:10 year drought security for maintaining a minimalistic flow of 250 l/s in the lower Waimea River. The current irrigated land area is about 3700 hectares with an additional potential for irrigation of 1500 hectares. Further pressures are also coming on-line with significant population growth in the region. Recent droughts have resulted in significant water use cutbacks and the threat of seawater intrusion in the coastal margins. The Waimea Water Augmentation Committee (WWAC) initiated a three year stage 1 feasibility study in 2004/2005 into the viability of water storage in the upper parts of the catchment for enhancing water availability and its security of supply for consumptive, environmental, community and aesthetic benefits downstream. The project also sought to future proof water supply needs for the Waimea Plains and the surrounding areas for a 50 - 100 year planning horizon. The broad range stage 1 investigation programme has identified the Upper Lee Catchment as being suitable for a storage structure to provide the needs identified and also a possibility for some small scale hydro electricity generation as well. The stage 2 detailed feasibility investigations that are underway now (2007/2008), and to be completed in two years is to provide all details for progressing with the next stage of obtaining necessary permits for construction and commissioning a suitable dam.
A long-term energy system in the future is expected to be based on the ideal circulation system between water and hydrogen in the sense that the hydrogen prepared from water eventually returns to water again after its use. Currently, with respect to the hydrogen energy system, it is predicted that the turning-point at which the production cost of hydrogen will become to be lower than that of fossil fuels would be after 2010. However, fuel cell technology would be able to be practically used for the applications to the transportation vehicles and small-scale power sources from 2004, and therefore, an efficient construction of the infrastructure covering hydrogen production and supply systems would be required with short-/mid-term technologies for the $CO_2$ reduction associated with fossil fuel utilization. In this paper, the hydrogen quantity available in domestic market has been estimated focusing on the hydrogen by-produced from domestic industries, and also the infrastructure for hydrogen-driven vehicles like fuel cell cars has been reviewed.

Recently, the use of renewable energy has been increased due to growing concern on the energy-saving at buildings and the reduction of $CO_2$ emission. In the field of architecture, to reduce the energy consumption of heating, cooling and hot water supply, heat pump systems with renewable energy has been developed and used in various applications. However, there have been many of researches on the large-scale commercial heat pump systems, but the research and the field application of a compact heat pump system is rare. Therefore, in order to develop the compact heat pump for the small-scale residential building, this study conducted the performance test and feasibility study for a hybrid heat pump using the heat source of air, solar and ground. In the results of experiments through a trial product, the average COP of cooling mode with ground heat source was 4.75, and it of heating mode was 4.03. Furthermore, the average COP of cooling mode with air heat source was 2.60, and it of heating mode was 2.92. Finally, payback period of the system was calculated as 9.2 years.

To supply safe drinking water to areas lacking in water supply and drainage system, such as rural area and military bases in proximity to Demilitarized Zone, effective method for treating organic contaminants such as MTBE is required. This study focuses on seeking optimal conditions for effective degradation of MTBE using a bath type ultrasound reactor. Effectiveness of MTBE degradation by ultrasound is dependent on the frequency, power, temperature, treatment volume, initial concentration, catalyst, etc. In this study the degradation rate of MTBE by ultrasound was proportional to power/unit volume ratio and removal is relatively more efficient for 0.1 mM than for 1 mM of MTBE solution. Efficiency of ultrasound treatment for 1 mM MTBE solution was enhanced under bath temperature of $30^{\circ}C$ compared to $4^{\circ}C$, but the temperature effect was negligible for 0.1 mM MTBE solution. Also for 0.1 mM MTBE solution, effect of catalyst such as $TiO_2$ and $Fe^0$ on treatment speed was negligible, and zeolite even increases the time taken for the degradation. Under these specific experimental conditions of this study, the most determinant factor for degradation rate of MTBE in solution was frequency and power of ultrasound. The results have shown that a continuous ultrasound reactor system can be used for small scale remediation of organically polluted groundwater, under optimal conditions.
This study is aimed at identifying the national economic value of the irrigation facilities by reviewing the existing papers on economic values of the irrigation facilities and presenting current status of dual O & M problems of the irrigation facilities. This study suggested the unified O & M system rather than continuing the existing dual O & M system of irrigation facilities based on the surveyed results of the activities of irrigation fraternities in Chungnam Province. The findings and proposals for the successful unified and mono O & M system of the irrigation facilities are as follows: (1) Total number of irrigation facilities in the nation accounts for 67,582, while the total length of irrigation and drainage canals amounted to about 174,259km. On account of the total length of structural canals was estimated at 31%, much losses of water and much O & M costs have been inevitable for the full irrigation rice culture. In spite of the past heavy investment for irrigation facilities, the ratio of rain-fed and partially irrigated paddy fields accounts for 23% in 2003. Both Korea Agricultural and Rural Infrastructure Corporation (KARICO) and the city and Gun Governments have managed the irrigation facilities separately by irrigation fraternities. The KARICO have commanded 59% of irrigation paddy area with 18% of the total irrigation facilities, while the city and Gun governments covered 41% of irrigation paddy area with 82% of the existing number of irrigation facilities representing small and medium scale. (2) The 1999 demand prices of irrigation water per ton expressed in 2000 constant market price was estimated at 388 won, the supply price was amounted to 184 won per ton. Considering the supply and demand curve of the irrigation water, the existing irrigation facilities could not satisfy the demand of irrigation water. (3) In 1999, total present added value of the irrigation facilities during the economic life accounted for 48 trillion won, while total supply cost was 44.7 trillion won. The marginal benefit and cost ratio of irrigation water was 1.08. (4) The total O & M cost per year amounting to 681.1 billion won have been required to maintain and repair the existing irrigation facilities in Korea. For the successful unified O & M of irrigation facilities covering whole irrigated paddy field in Korea, 950 billion won of O & M costs are required to keep up the marginal benefit of irrigation water as 2,800 billion won per year. The total O & M cost as 950 billion won should be allocated 40%, 380 billion won for O & M costs of irrigation facilities and 60%, 570 billion won for improvement of irrigation facilities. (5) The study investigated and reviewed the present O & M status of the irrigation facilities by small and medium irrigation fraternities. Most of the farmers belong to the irrigation fraternities preferred not only unified O & M but also KARICO take-over of the whole O & M activities of the irrigation facilities. The prevailing O & M cost per 10a expended by the Corporation was amounted to 104,890 won, while that of city and Gun governments was only amounted to 4,600 won per 10a. regarding the small amount of O & M cost expended by city and Gun governments, it is evident that the existing irrigation system have been managed ineffectively and deteriorated the facilities comparing that of KARICO. In conclusion, the Government could not satisfied the demand of irrigation water by suppling water with existing irrigation facilities. Therefore new additional investment and financial support for irrigation water development should be made to convert rain-fed and partially irrigated paddy fields into fully irrigated ones. The operation and maintenance cost should be supported to keep the marginal values of rice production of existing irrigation facilities in the national economy and to modernize the obsolete irrigation facilities. By unifying the existing dual O & M systems, all the farmers belong to the irrigated paddy fields have to be equally benefited and could be increased their farm income and be stabilized their rural lives.
The Chuncheon Mullori area is an underprivileged area for water welfare that does not have a local water supply system. Here, water is supplied to the village by using a small-scale water supply facility that uses underground water and underground water as the source. To solve the problem of water shortage during drought and to prepare for the increasing water demand, a sand dam was installed near the valley river, and this facility has been operating since May 2022. In this study, in order to evaluate the reliability of water supply when a sand dam is assumed during a drought in the past, groundwater runoff simulation results using MODFLOW were used to generate inflow data from 2011 to 2020, an unmeasured period. After performing SWAT-K basin hydrologic modeling for the watershed upstream of the existing water intake source and the sand dam, the groundwater runoff was calculated, and the relative ratio of the monthly groundwater runoff for the previous 10 years to the monthly groundwater runoff in 2021 was obtained. By applying this ratio to the 2021 inflow time series data, historical inflow data from 2011 to 2020 were generated. As a result of analyzing the availability of water supply during extreme drought in the past for three cases of demand 20 m3/day, 50 m3/day, and 100 m3/day, it can be confirmed that the reliability of water supply increases with the installation of sand dams. In the case of 100 m3/day, it was analyzed that the reliability exceeded 90% only when the existing water intake source and the sand dam were operated in conjunction. All three operating conditions were evaluated to satisfy 50 m3/day or more of demand based on 95% reliability of water supply and 30 m3/day or more of demand based on 99% of reliability.
