The radar observation system in Japan is operated by two governmental groups: Japan Meteorological Agency (JMA) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan. The JMA radar observation network is comprised of 20 C-band radars (with a wavelength of 5.6 cm), which cover most of the Japan Islands and observe rainfall intensity and distribution. And the MLIT's radar observation system is composed of 26 C-band radars throughout Japan. The observed radar echo from each radar unit is first modified, and then sent to the National Bureau of Synthesis Process within the MLIT. Through several steps for homogenizing observation accuracy, including distance and elevation correction, synthesized rainfall intensity maps for the entire nation of Japan are generated every 5 minutes. The MLIT has recently launched a new radar observation network system designed for flash flood observation and forecasting in small river basins within urban areas. It is called the X-band multi parameter radar network, and is distinguished by its dual polarimetric wave pulses of short length (3cm). Attenuation problems resulting from the short wave length of radar echo are strengthened by polarimetric wavelengths and very dense radar networks. Currently, the network is established within four areas. Each area is observed using 3-4 X-band radars with very fine resolution in spatial (250 m) and temporal (1 minute intervals). This study provides a series of utilization procedures for the new input data into a real-time forecasting system. First of all, the accuracy of the X-band radar observation was determined by comparing its results with the rainfall intensities as observed by ground gauge stations. It was also compared with conventional C-band radar observation. The rainfall information from the new radar network was then provided to a distributed hydrologic model to simulate river discharges. The simulated river discharges were evaluated again using the observed river discharge to estimate the applicability of the new observation network in the context of operations regarding flood forecasting. It was able to determine that the newly equipped X-band polarimetric radar network shows somewhat improved observation accuracy compared to conventional C-band radar observation. However, it has a tendency to underestimate the rainfall, and the accuracy is not always superior to that of the C-band radar. The accuracy evaluation of the X-band radar observation in this study was conducted using only limited rainfall events, and more cases should be examined for developing a broader understanding of the general behavior of the X-band radar and for improving observation accuracy.

The effect of tube diameter on heat and mass transfer characteristics of absorber in absorption chiller/heater using LiBr solution as a working fluid has been investigated by both of numerical and experimental study to develop a high performance and compact absorber. The diameter of the heat exchanger tube inside absorber was changed from 15.88mm to 12.70mm and 9.52mm. In numerical study a model of vapor pressure drop inside tube absorber based on a commercial 20RT absorption chiller/heater was performed. The effect of tube diameter, longitudinal pitch, vapor Reynolds number, longitudinal pitch to diameter ratio on vapor pressure drop across the heat exchanger tube banks inside absorber have been investigated and found that vapor pressure drop decreases as tube diameter increases, longitudinal pitch increases, vapor Reynolds number decreases and longitudinal pitch to diameter ratio increases. In experimental study, a system includes a tube absorber, a generator, solution distribution system and cooling water system was set up. The experimental results shown that the overall heat transfer coefficient, mass transfer coefficient. Nusselt number and Sherwood number increase as solution flow rate increases. In both of study cases, the heat and mass transfer performance increases as tube diameter decreases. Among three different tube diameters the smallest tube diameter 9.52mm has highest heat and mass transfer performance.
Since late of 2000, KIER has developed a novel pyrolysis process for production of fuel oils from polymer wastes. It could have been possible due to large-scale funding of the Resource Recycling R&D Center. The target was to develop an uncatalyzed, continuous and automatic process producing oils that can be used as a fuel for small-scale industrial boilers. The process development has proceeded in three stages bench-scale unit, pilot plant and demonstration plant. As a result, the demonstration plant having capacity of 3,000 tons/year has been constructed and is currently under test operation for optimization of operation conditions. The process consisted of four parts ; feeding system, cracking reactor, refining system and others. Raw materials were pretreated via shredding and classifying to remove minerals, water, etc. There were 3 kind of products, oils(80%), gas(15%), carbonic residue(5%). The main products i.e. oils were gasoline and diesel. The calorific value of gas has been found to be about 18,000kcal/$m^3$ which is similar to petroleum gas and shows that it could be used as a process fuel. Key technologies adopted in the process are 1) Recirculation of feed for rapid melting and enhancement of fluidity for automatic control of system, 2) Tubular reactor specially-designed for heavy heat flux and prevention of coking, 3)Recirculation of heavy fraction for prevention of wax formation, and 4) continuous removal & re-reaction of sludge for high yield of main product (oil) and minimization of residue. The advantages of the process are full automation, continuous operation, no requirement of catalyst, minimization of coking and sludge problems, maximizing the product(fuel oil) yield and purity, low initial investment and operation costs and environment- friendly process. In this presentation, background of pyrolysis technology development, the details of KIER pyrolysis process flow, key technologies and the performances of the process will be discussed in detail.

This paper describes the design and performance of a hovering AUV 'NOAH' constructed at Jeju National University. We analyse the dynamic performance of NOAH using simulation program and carry out depth control test at small basin. The main purpose of NOAH is to carry out fundamental tests on its attitude control and position control. Its configuration is similar to general ROV appearance for underwater works and dimension is $0.75m{\times}0.5m{\times}0.5m$. It has 4 thrusters of 450watt for longitudinal/lateral/vertical propulsion and is equipped with a pressure sensor for measuring water depth and a magnetic compass for measuring heading angle. The navigation of the vehicle is controlled by an on-board Pentium III-class computer, which runs with the help of the Windows XP operating system. These give us an ideal environment for developing various algorithm which are needed for developing and advanced hovering AUV.

Many sanitation control problems due to aging facilities and equipment were identified when applying an HACCP system to a flatfish (Paralichthys olivaceus) aquaculture farm. Specifically, the major problems included a lack of awareness about worker hygiene, lack of management of the use of fish medicines, and vulnerability to secondary contamination by cross-contamination owing to a failure to separate breeding tools used for healthy and unhealthy fish. Therefore, the management standards on the farm regarding the surrounding environment, facilities and equipment, breeding tools, feed and medication, and the hygiene of practitioners must be improved. The hygiene management standards were divided into different procedures such as the management of farm hygiene and environmental sanitation, facilities and equipment, fish hygiene, feed, medications, water, and the stocking and shipping of fish. For each procedure, we established the management standards, inspection period, inspection procedures, and how to deal with errors that occur, to enable hygiene management by a small number of managers. Additionally, an inspection system and record form to implement an HACCP system were developed to maintain systematic management. The management and inspection of all aspects of the farm were designed to be easily managed by the supervisor.

Aralia elata is found in mountain areas all over Korean peninsula. Aralia elata is the scientific name for Japanese angelica tree. The tree belongs to the family Araliaceae, commonly known as ginseng family. Bud sprouts from apical shoot tip of the plants are rich in flavor and thus mainly used for both folk medicine and vegetable. The stalks with apical buds are gathered in the early spring and planted in sandy soil or water in the greenhouse. The sprouting buds are then collected and sold as fresh vegetable. Although the plants have been used for food, they have been cultivated in a very small scale. In spring, local farmers just go around mountain areas to search the trees and gather the stalks as much as they get and sell them to the market. No conservation efforts have been made to stop the exploitation or to save the dwindling population. We tried to provide local farmers with the plants that may be used as an alternative to stalks from wild populations. This will bel! p conserve the wild populations. However, it is hard to propagate them either by conventional cuttings or by seed germination in a short period of time. Mass propagation using tissue culture systems have shown a great promise with several woody plants. Recently we developed a mass propagation technique via somatic embryogenesis system using mature and/or juvenile explants for Aralia elata. Several factors affecting somatic embryogenesis system including SE(somatic embryo) induction, embryogenic callus proliferation, SE germination, plant regeneration and transplanting to field frill be presented. And some problems arising for the somatic embryogenesis system will be also discussed.
Recently, mega-float offshore structure is studied as of the effective utilization of the ocean space. And mega-float structure are now being considered for various applications such as floating airports. container yard, offshore cities and so on. This mega-float structure is relatively flexible compared with floating structures like large ship. When we estimate dynamic responses of these structures in waves, the elastic deformation is important, because vertical dimension is small compare with horizontal. the analysis of the dynamic reponses as it receive regular wave is studied. The finite element method is used in the analysis of structural section of this model. And the analysis is carried out using the boundary element method in the fluid division. In oder to know the characteristics of the dynamic response of the mega-float structures, effects of wavelength, water depth, and wave direction on the dynamic response of the floating structure are studied by use of numerical calculation.

By the Article 28 of the Korean Fishing Vessels Act and the Article 47-1 of the Enforcement Ordinance of the Act, fishing vessels over 5 gross tone must be insured the fishing vessels mutual insurance or marine insurance. Therefore the distant-water fishing vessels and vessels registered with Classification Society can be insured to the marine insurance, and non-registered vessels and the small fishing vessels can be insured to the fishing vessels mutual insurance of Fisheries Co-operatives. Moreover, the shipowners of fishing vessels over 5 gross tons to be insured a liability insurance for their crew, and it is to compensate effectively the crewman's accidents prescribed in the Seaman's Act. The shipowner's Liability Insurance to be insured the seaman's Compensation Insurance or the seaman's mutual insurance of the Fisheries Co-operatives and the Protection and Indemnity but they still involve lots of problems to cover the crewman's accidents reasonably. The author's views on the improvement way of the fisheries mutual insurance system are as follows. 1. The size of fishing vessels over 5 gross tons prescribed by the Article 28 of the Fishing Vessels Act must be revised into over 1 gross tons. And the regulations concerning penalties against nonfulfilment of the regulation must be strengthened in order to have legal effectiveness. 2. The level of the government subsidy for the fisheries mutual insurance must be raised up from the large point of view for protection of fishermen. It is concluded that the Government have to take charge of the remutual insurance in order to develop the fisheries mutual insurance system. 3. The mutual insurance system of fish catch have to be executed in order to guarantee the stable income for fishermen on the base of the amount of money by fish catch in the previous year.
SHARP numerical model was used to estimate the interface, ranges and seasonal variations of seawater intrusion. The interface obtained from the SHARP model represented more sensitive to seasonal variations than that estimated from the monitoring wells. When TDS and groundwater velocity vector distributions generated by SUTRA simulations are compared to the interfaces obtained from SHARP simulation, the difference of the range on seawater intrusion is less than 50 m, and the range of seawater intrusion from seasonal variations has the difference of about 12 m. These differences are small for the numerical simulation of the coastal aquifer at regional scale. Therefore, the model with sharp interface is very useful to estimate the interface at this study site, where is regional aquifer system in the scale of seawater infusion. However the SHARP model have some limitations in simulating the range of seawater intrusion, when the hydrodynamic dispersion is significant for seawater intrusion at local aquifer system.
