In the shipping industry, it is well known that around 80 % or more of all marine accidents are caused fully or at least in part by human error. In this regard, the International Maritime Organization (IMO) stated that the study of human factors would be important for improving maritime safety. Consequently, the IMO adopted the Casualty Investigation Code, including guidelines to assist investigators in the implementation of the Code, to prevent similar accidents occurring again in the future. In this paper, a process of the human factors investigation is proposed to provide investigators with a guide for determining the occurrence sequence of marine accidents, to identify and classify human error-inducing underlying factors, and to develop safety actions that can manage the risk of marine accidents. Also, an application of these investigation procedures to a collision accident is provided as a case study This is done to verify the applicability of the proposed human factors investigation procedures. The proposed human factors investigation process provides a systematic approach and consists of 3 steps: 'Step 1: collect data & determine occurrence sequence' using the SHEL model and the cognitive process model; 'Step 2: identify and classify underlying human factors' using the Maritime-Human Factor Analysis and Classification System (M-HFACS) model; and 'Step 3: develop safety actions,' using the causal chains. The case study shows that the proposed human factors investigation process is capable of identifying the underlying factors and indeveloping safety actions to prevent similar accidents from occurring.

Various countries around the world are conducting various studies to apply information and communication technology to marine safety. Based on this, the International Maritime Organization (IMO) has established the e-Navigation standard to apply the latest information and communication technology to marine services. In Korea, the Ministry of Maritime Affairs and Fisheries is promoting Korean e-navigation considering domestic marine environment and is trying to apply LTE communication method as a high-speed wireless communication method at sea. In this paper, we describe the development of an LTE based marine router system supporting 700Mhz frequency band allocated for high speed maritime wireless communication service. Experiments on the possibility of 100km distance communication from base station using LTE based ship router are shown. LTE - based high - speed maritime wireless communication router system can provide communication infrastructure necessary to develop various accident prevention technologies that may occur at sea.

Recently, Our society socioeconomically has faced the sudden changes. The retirement of the baby-boom generation is expected to become mainstream amid the falling birth rate and the aging society at the fastest rate in the world. Therefore, this paper empirically analysed the senior's concrete nature, entrepreneurial intention and the impact on the senior entrepreneurship, which is the core of the success entrepreneur and provided stimulating measure.

This paper is to develop a monitoring system with diagnosis for smart cargo sensors that is for management and maintenance of the liquid cargo ships. The main goal of the system is to achieve the total automation system of the cargo sensor. By this study, the active smart sensor for the liquid cargo ships is designed and developed that guarantees high-confidence, stability, and durability. The proposed system consists of a monitoring part of the steam pressure, high-level monitoring, over flowing monitoring, gas monitoring, and tank temperature monitoring. The signals transferred from each unit system are used for sensor diagnosis based on confidence and accuracy. Finally, in this study, the total supervisory monitoring system is developed to maintain and manage the cargo effectively based on fault diagnosis and prognosis of the each sensor system.

Distribution of wind direction and wind speed is very important from the viewpoint of ship's safety because it is closely related to the formation and development of sea wave. In this study, the climatological characteristics of monthly wind distribution in a greater coasting area of Korea are analyzed by the ECMWF objective analysis data for the period from 1985 to 1995{11 years). Distributions of wind direction from October to March are very similar and wind speed is strongest in January. The NW'ly and WNW'ly winds at a latitude of 30 degrees N and northward and the NE'ly wind in the Straits of Taiwan and the South China Sea are sustaining and very strong. Distributions of wind direction from June to August are similar and the SW'ly and SSW'ly winds in the South China Sea are strong. The strong Southeast trades exists in the winter hemisphere{Southern Hemisphere). Wind speeds in April, May and September are generally weak.

Twin-hulls frequently incur structural damage at connecting members between the hull and deck induced by pitching motions during voyages. so, reasonable reinforcement is necessary around vulnerable spots such as corner knuckle, the chine bottom and inner hull. Since guidelines for structural design are not clear, engineers often respond by reinforcing plate thickness, changing stiffener sizes and reducing frame spacing, etc. These members constitute about 85 % of the longitudinal dimensions of the ship, so it is necessary to locally reinforce certain points to minimize weight stress, and also solve construction cost problems while securing the freeboard margin. Therefore, we developed a new program by analyzing the structural design procedures for the twin car-ferries based on Korean Register of Shipping (KR) High Speed Craft Rules, identifying items that need to be added. In order to ensure the reliability of buckling estimations for procedures and design programs, we conducted a comparative study with other standards and confirmed that differences were minimal.
This paper introduces the simulation concepts and technical approach of wire-guided torpedo performance analysis simulator, as a consequence, provide a framework for understanding overall attack procedures and effectiveness of tactics to torpedo operator. It described the mathematical models of simulation components and weapon engagement principle, especially it derived the closed-form solution of time consumption and leading angle problem of torpedo attack situation based on geographical assumption. In addition, it adopted the proportional navigation guidance at final stage of torpedo attack and also consider the tradeoff relation between target ship speed(propeller noise level) and detection probability, so that it improves the fidelity of physical realism. Simulator is developed with high degree of freedom in the perspective of tactical situation, and it helps user to understand the overall situation and tactical effectiveness.

As a subsequent work presented in Ref.[1] which deals with the global dynamic wave loads in the classification rules, further studies on such as the dynamic pressures above load waterline, motions and accelerations and other local design loads were carried out. Frequency domain 2D linear strip theory is employed and statistical analyses for the concerned ship responses were carried out for the 17 existing ships to derive simple and descriptive formula which can be used as a guidelines at preliminary design stage as well as a part of classification rules. The calculated results and thereby proposed formula are compared with those of other available data, and will be incorporated in the rules for steel ships of Korean Register of Shipping.

The studios on the stability of damaged ships have been carried out continuously to prevent frequent damages or sinkings which cause large loss of life and fortunes. For dry cargo ships, continuing losses have resulted in new legislation of the probabilistic damage stability. IMO has developed requirements for the subdivison and damage stability of dry cargo ships based on probabilistic concepts. The calculation of the probabilistc damage stability is a complicated and iterative job hence development of computer programs is indispensable. In this research, programming of the probabilistic damage stability according to new requirements has been done and the results were compared with those carried out by the other foreign packages. New algorithm using a grid model in a transversal section was introduced to reduce efforts in preparing input data for damage scenarios and as a result, has brought significant improvement in efficiency and performance.

A study for the structural strength evaluation on the slender doubler plate has been performed through the systematic evaluation process. In order to estimate the proper static strength of doubler plate subjected to the longitudinal in-plane compression, elasto-plastic large deflection analysis is introduced including the contact effect between main plate and doubler. The characteristics of stiffness and strength variation are discussed based on their results. Also, in order to compare the doubler structure with the original strength of main plate without doubler, a simple formula for the evaluation of the equivalent flat plate thickness is derived based on the additional series analysis of flat plate structure. Using this derived equation, the thickness change of a equivalent flat plate is analyzed according to the variation of various design parameters of doubler plate and some design guides are suggested in order to maintain the original strength of main plate without doubler reinforcement. Finally, correlation between derived equivalent flat plate formula and the developed buckling strength formulas by author et al. is discovered and these relations are formulated for the future development of simple strength evaluation formula of doubler plate structure.
