A Study on the Evaluation of the Appropriateness of the Control of Departure of Tugs Based on the Analysis of Ship Dynamic Motion (선체운동 해석 기반의 예인선 출항통제 적정성 평가에 대한 연구)

  • Korea controls the departure of vessels based on the Maritime Safety Act such that only ships with seaworthiness can navigate in bad weather, but scientific evaluation results and quantitative basis for the designation of ships subject to control are insufficient. Opinions for improvement are being raised for a reasonable departure control operation. The purpose of this study is to evaluate the adequacy of the current departure control standards through actual measurement of tugboats, which are the type of vessels subject to control when a wind and wave advisory is effective, and to present quantitative grounds for improvement of controls. A sensor was installed on the tugboat to measure the ship's three-axis motion and hull acceleration, and the hull motion performance was measured by operating in the sea area with a significant wave height of 3 m. The measured values were compared and analyzed based on seaworthiness evaluation factors and limit value standards. The actual ship was excluded from the current control standard according to tonnage, but as a result of the analysis, the pitch value exceeded the operation standard, and a risk to navigation safety existed. The results of this study suggest the need for additional actual measurement studies that can represent various ship types and specifications and review ship departure control targets.

A Study on the Additional Installation of Coastal Wave Buoys in Smooth Water Areas to Prevent Marine Accidents (해양사고 예방을 위한 평수구역 내 파고부이 추가설치 검토)

  • Marine accidents frequently occur due to the unreasonable operation of ships excluded from ship departure control during marine special weather warnings within smooth water areas. Coastal wave buoys installed in smooth water areas are major reference indicators for ship departure control and can be seen as being directly connected to the safety of ships navigating smooth water areas and the coast. In this study, the location appropriateness of currently operating coastal wave buoys and additional installation in the smooth water areas were assessed by analyzing coastal marine accidents over the past 30 years (1991-2020), the main wind direction and wind speed of each major trading port, and the GICOMS ship track data in 2018. The study results showed that an additional coastal wave buoy should be installed at each of the major trading ports(Inchon Port, Pohang Port, Ulsan Port, and Busan Port) and that the location of the coastal wave buoy needs to be moved in the case of Busan Port. Based on various data analysis in this study, the suggestion for an additional installation and movement of the coastal wave buoy presented in this study is expected to contribute to improving the reliability of ship departure control and resolving safety blind spots.

Synchronization Phenomenon between Export Weight & Control Volume, Inland Cargo, Export Cargo, Ship Departure (수출중량과 관제탑관제량, 내항화물입항, 수출화물수송 그리고 선박출항과의 동조화현상)

  • The purpose of this study is to look for the relationship between export weight and control volume, inland cargo, export cargo transport, ship departure. The analysis period were used for a total of 113 monthly data from January 2011 to May 2020. Data were retrieved from the Korean Statistical Information Service of the Statistics Korea. The data used in this study were performed numerical analysis, index analysis and model analysis using the rate of change from the same month of the previous year. In the trend of the increase rate, the amount of control has plummeted from 150% to 60% due to the influence of Corona 19 in the beginning of 2020. At the same time, export weight and export cargo transport also decreased. As a result of the analysis, export weight showed relatively high synchronization with export cargo transport and control volume. On the other hand, export weight and inland cargo showed relatively low synchronization. Export weight is expected to continue in 2020 after the fluctuation rate began to decrease after 2019. If we can find the point of rebound in control volume or export cargo transport in the future, we can predict the point of increase in export weight. We expect to see an increase in export weight as soon as possible.

  • Currently, ship control, tug, and pilot work in import/export ports including Gwangyang Port are operated according to factors such as the order of arrival and departure regardless of the shipping company. Also, even this is done very inefficiently by hand. Therefore, there is an urgent need to develop a system to increase the efficiency of port and ship operation through standardization and digitalization of tasks related to Berthing and unberthing of ships. In this study, we propose a method to increase the efficiency of port and vessel operation by designing a smart port operation system based on big data such as vessel location information, pilotage and tug schedule, arrival/departure operation information, and weather information.

Distribution Evaluation of the Ship's Navigational Safety Using Dangerousness on the Korean Coast (연안 여객선의 내항성능 위험도를 이용한 항해 안전성 평가에 관한 연구)

  • There are winds and waves in the sea, and they are changed frequently in accordance with the weather. By analyzing them which have the closest relation to the ship's safe voyage. evaluating the seakeeping performance and then taking a proper action, navigators should carry out safe navigation on the sea. A ship in seaways suffers continuous disturbances by irregular waves, and ship motions with irregular waves cannot be easily described as a system model which is adequate to a control system. But, in general, for seakeeping analysis, ship motions in irregular seas can be estimated by the superposition of the motion responses in regular wave components of the sea spectrum. After comparing and analyzing the winds and waves in major sea areas, this paper evaluates the navigational safety of ships on the Korean coast with potential dangerous seakeeping performance using the weather information provided by land. The conclusion is as follows : (1) It is possible that the safety of ships could be secured more accurately by evaluating the seakeeping performance of ships. (2) When the weather is bad, the departure of ships could be controlled by evaluating the navigational safety of ships. (3) When a ship is placed in commission in any area, this evaluation could be used to decide the type and size of ship in use.

  • AIS and V-PASS, which are used for safe navigation and automatic vessel arrival and departure, are mandatory standard equipment installed on all ships. If an aircraft is equipped with a ship identification system using AIS and V-PASS, and then ship identification information is received by a vessel such as a large fishery inspection boat or a patrol ship or a ground control system, we can quickly perform maritime surveillance and disaster response. This paper describes the development of a ship identification and display system using a ship identification device for aircraft. Flight test results and a future application plan are also included.

  • The LVDT (Linear Variable Displacement Transducer) type sensor used for the existing ship's steering gear is simple on / off that does not perform proportional control operation to the control & unloading device. When the main spool is located at both extremes, It is reflected in the price by using an expensive sensor for import. In this paper, the Hall Effect Sensor is applied to Hydraulic Locking Alarm to analyze classification rules, structure, characteristics and operation principle of valves, and research on localization development in terms of cost reduction. The comparative analysis of the existing prototypes and the cause analysis of the problems were carried out, and the structural analysis showed satisfactory results within the allowable stress range. In addition, it was verified through experiments that the actual operation is realized by applying the actual developed product, and it was confirmed that the load on the maximum value exceeds the allowable maximum load even in the case of the universal tensile test in preparation for the departure of the rod casing.

  • In accordance with the development plans of Ulsan harbor, Ulsan new harbor will be contructed considering supporting Ulsan harbor as a safe berthing and departure at single buoy mooring(SBM). In this study, we used a full-mission ship handling simulator adopting 300,000 DWT VLCC manoeuvered at the planned Ulsan SBM. Five masters who have had a long experience of ship maneuvering were called to carry out the simulations, of which each scenario were tried one, completed total of 68 times. The marine traffic safety was assessed in terms of 1) the closest point of approach(CPA) to other SBM and breakwater in the vicinity and the probability of crossing the restricted area of the closest SBM and fairway limit, 2) subjective evaluation such as the mental burden and the maneuvering difficulty of shiphanders, and 3) the opinions of shiphandlers. From the result of this simulation, we have a conclusion as follows; First, because crude oil berthing angle is so small by current S-OiL Co. crude oil buoy by SK Co. No 3 crude oil buoy different view SK Co. No 3 crude oil buoy and interference of current KNOC crude oil buoy, Berthing is impossible, and Emergency departing is very dangerous too operation impossible. Second it is desirable that SK Co. No 2 and No 3 Single buoy Mooring that do different view controls position so that to be not put in straight line each other. Third, SK Co. No 1 and 2 single buoy mooring that do different view to Onsanhang berthing and departing is seized by single buoy mooring by external force ship that set sail does faith control need.
