선박안정수 국제규제와 처리기술 개발 (International Restriction and Development on the Treatment Technology of Ship's Ballast Water)

  • The introduction of invasive marine species into new environments by ship's ballast water, attached to ships' hulls and via other vectors has been identified as one of the four greatest threats to the world's oceans by Global Environment Facility (GEF). EMO (International Maritime Organization) is carrying out the international restriction of the effluence suppression and treatment of Ship's ballast water by Ballast Water Management Convention. In this paper, to deal with this international restriction convention and to consider economic potential of ship's ballaster treatment market near future, the equipment and technology of ship's ballaster water treatment was studied.

Numerical Simulation of Ballast Water Exchange

  • In February,2004, at International Maritime Organization (IMO), LONDON, a new international convention 'International Convention fur the Control and Management of Ship's Ballast Water and Sediment 2004' was adopted. It is called 'Ballast Water Management Convention (BWM)'. Ballast water means charged seawater or fresh water in ship's special tanks (ballast tank) to keep safety navigation and ship's maneuverability. However, from 1980, it was point out the serious problem for marine ecosystem and human life that ballast water includes harmful marine species (and small organisms) and these species are also discharged along with ballast water. These species were released with discharged ballast water in water areas, where species are different from discharged ballast water. The problem is that released species increase when released species are more powerful than native species and consequently, marine ecological system is destroyed in released water area. Authors have inspected the validity of the ballast water exchange using pumping-through method that is one of the methods of ballast water management. In this paper, the numerical simulation of the motion and density of the fluid at the time of exchange of the fluid in a 2-dimensional tank using the pumping-through method was carried out by using two different type numerical methods. One method is MPS method that is one of the particle methods. Other one is Finite Different Method (FDM). Authors were compared with result of two numerical method calculations and experiment result and reported some knowledge from these results.

선박 밸러스트 탱크 유입수 필터링 시스템 설계 및 구조해석 (Filtering System Design and Structural Analysis for Intake Water of Ship's Ballast Tank)

  • As current international guideline and IMO regulation give severe restrictions for ships to manage ballast water to reduce unintentional organism transfers, several ballast water treatment systems recently have been being developed together with filtration. That is because discharging ballast water from ships causes many pollutions by foreign biological invasive species. The primary treatment system being considered in this study was based on fine screen filtration technology applied to ballast water filter in ballast tank in order to reduce the load of ballast water treatment system. New ballast water filtration system was invented and analysed. The structural stress and strain analysis for ballast filtration systems which are current and invented filters were carried out using UGS and Ansys. The results showed that the structure of current filtering module was not designed to meet the requirement of sea water filtration during ballasting operation. The studies also showed that the invented design of filtration system equipped with back washing and automatic scrapper for eliminating cake of bio-species might be a potentially effective technology for ballast water management of ship's ballast tank.

Prospect on IMO's Performance Standards for Protective Coatings (PSPC) Regulation for Ship's Water Ballast Tanks

  • In 2006, as a means to minimize early corrosion failure of ships, thus to enhance marine safety, International Maritime Organization (IMO), proposed a mandatory regulation for Performance Standards for the Protective Coatings (PSPC) for ballast tanks of newly built ships to satisfy 15 years of target useful life. In this regulation, several unprecedented strict rules are adopted as minimum, mandatory requirements for protective coatings of ship's water ballast tanks, and all type of ships sailing international sea are subjected to this regulation which is to be effective as early as June of 2008. The PSPC addresses many technical issues in the areas of surface pretreatment (primary and secondary), coating materials, coating application procedure and inspection as well as necessary documentation. The PSPC rules are new and unproven concepts, which calls for rigorous incorporation of reality-based evidences currently available, since there are no practical experiences in terms of the validity of the PSPC rules. There has been much controversy surrounding these regulations and considerable effort has been made by both shipyards and ship owners alike to achieve a performance standard for ballast tank coatings, which is acceptable to all. In this paper, the background and overview of the PSPC rules are given, and several issues in the PSPC are reviewed as a base to achieve robustness of the proposed PSPC, which will serve as a means to minimize early corrosion and to ensure 15 year target useful life of ships.

A Study of the Technical Treatment within an Environmental Appetency for the Ballast Water

  • In accordance with adoption of new convention for the control of ship's ballast water at the diplomatic conference held in London Feb, 2004, every country has to regulate the ballast water and deposit matters. When this Resolution comes into effect in 2009, all vessels engaged in international voyage must have ballast water control program, ballast water records, equipments which are suitable to the standard of exchange and performance for the ballast water. This study estimates objectively their performances, merits and demerits of the ballast water treatment technique and exchanging techniques for safe operation of ships. It is desirable to design an equipment to control the ballast water using the brush-type vacuum suction nonstop reverse cleaning system to overcome the clogging phenomenon and the direct disc filtering to maximize filtering area for the optimum process considering biological availabilities. It will be expected to protect against marine pollution and to maintain clean sea if it is secured to develop new ballast water treatment techniques. And it will also be expected to cope with the Resolution and each regulation of the developed countries from the ballast water.

Critical Design Issues on the Cathodic Protection Systems of Ships

  • Cathodic protection technology has been widely used on ship's outer hull and inner side of ballast water tanks as a supplementary corrosion protection measure in combination with protective organic coatings. Impressed current cathodic protection system is typically opted for the ship's hull and, sacrificial anode system, for ballast water tanks. The anticipation and interest in cathodic protection system for ships has been surprisingly low-eyed to date in comparison with protective coatings. Computational analysis for the verification of cathodic protection design has been tried sometimes for offshore marine structures, however, in commercial shipbuilding section, decades old design practice is still applied, and no systematic or analytical verification work has been done for that. In this respect, over-rotection from un-erified initial design protocol has been also concerned by several experts. Especially, it was frequently reported in sacrificial anode system that even after full design life time, anode was remaining nearly intact. Another issue for impressed current system, for example, is that the anode shield area design for ship's outer hull should be compromised with actual application situation, because the state-of-the-art design equation is quite impractical from the applicator's stand. Besides that, in this study, some other critical design issues for sacrificial anode and impressed current cathodic protection system were discussed.

국내 주요항만에서의 선박평형수 배출량 추정 (An Estimation of the Amount of Ship's Ballast Water to be Discharged at Korean Major Ports)

  • 선박평형수 및 침전물 관리에 관한 국제협약은 IMO에서 2004년 외교회의를 통해 채택되었다. 선박평형수 관리협약의 준비를 위해서는 처리장치, 형식승인, 위해도 평가 및 국내 법제화를 지원하기 위한 기술 자료 등의 기반기술이 개발되어야 할 것이다. 위해도 평가를 위해서는 선박평형수 배출량에 대한 샘플링 조사를 수행하여야 한다. 선박운항 및 선박평형수 배출량 정보는 선박 및 대리점 방문을 통하여 수집하였다. 97척의 화물 적하역과 선박평형수 입배출량의 관계에 대한 선종별 특성해석을 통해, 국내 각 항만에서의 선박평형수 입배출량을 추정하였다. 이로부터 부산항, 인천항, 광양항 및 울산항에서의 선박평형수 총 흡입량은 약 7천만톤으로서, 총 배출량의 3배 이상이 되는 것으로 나타났다.

Effect of Hydroxyl Radicals on Photosynthesis Pigments of Phytoplankton in Ship's Ballast Water of 20t/h

  • A pilot-scale system of 20t/h for the treatment of ship's ballast water and the setup of dissolved hydroxyl radical was introduced in this paper. With this experimental system, the kill efficiencies of bacteria, mono-algae, protozoan reach 100% within 2.67s when dissolved OHㆍconcentration is 0.6mg/L. At the same time, the effect of hydroxyl radicals on the photosynthesis pigments of phytoplankton was done. The results indicate that the contents of chi-a, chl-b, chl-c and carotenoid are decreased to 35~64% within 8.0s further to the lowest limit of test after 5 minutes. When dissolved OHㆍratio concentration is 0.68mg/L, the attenuation efficiencies of photosynthesis pigment are 100%. Therefore the invasive marine species can be killed in the process of the inputting and discharge ship's ballast water.
