In 1997, 180 countries signed the Kyoto Protocol in Kyoto, Japan. The Kyoto Protocol came into force in February 2005. The agreement calls for industrialized nations to cut greenhouse gas emissions by 5 percent from 1990 levels by 2008 to 2012. One of those polices is a modal shift that change from road freight to sea, inland waterway and railroad transportation that is eco-friendly. The increase of road freight brings road congestion, accidents, logistic costs, air pollution and greenhouse gases. Railroads are superior than the other modes of transportation in mass transportability, high speed, timeliness, safety and environmental-friendliness, but the railway industry has been pushed behind in competition. This paper analyses the proposals contained in the British Government Green Paper, A New Contract for Welfare: Partnership in Pensions for low paid workers and the potential of the new rules to guarantee a decent income in old age. The UK pension system is a partnership between the State(providing the basic state pension and the SERPS), employers(providing occupational pension scheme) and private pension providers(providing personal pensions). Although the system needs to change, this partnership remains the right foundation. However, the pension Green Paper proposes substantial changes to second tier pension provision in the UK. In particular, the Government plans to replace the SERPS with a new State Second Pension. According to the Green Paper, this will result in "dramatically better pension provision for those earning less than ${\pounds}9,000$ a year" and through increased payments to private pension schemes, will also provide "extra help to those on middle incomes(${\pounds}9,000-{\pounds}18,500$ a year). Therefore, it discusses the general principles inherent in the design of the British pension system and analyses the balance of these principles is represented in the Green Paper. The paper then examines how the Government's proposals protect individuals from a means-tested old age. This paper finds that the Green paper's proposals add up to reinventing a new two-stage basic pension. However, two key features of a such a basic pension package are missing- an 'adequate' level of payment and comprehensive entitlement. Because of these missing principles we argue that the Green Paper's proposals incorporate for the low paid. The income from the basic pension and the secondary pension which is so near the means-tested minimum that little is gained in retirement from a lifetime of work and contribution. Indeed, the shift away from collective provision and the emphasis on individual responsibility will reinforce this inequality, so that many poor will continue to experience poverty in later life.
At present, GEOBIA (Geographic Object-based Image Analysis), heir of OBIA (Object-based Image Analysis), is regarded as an important methodology by object-oriented paradigm for remote sensing, dealing with geo-objects related to image segmentation and classification in the different view point of pixel-based processing. This also helps to directly link to GIS applications. Thus, GEOBIA software is on the booming. The main theme of this study is to look into the applicability of geo-spatial processing open source to GEOBIA. However, there is no few fully featured open source for GEOBIA which needs complicated schemes and algorithms, till It was carried out to implement a preliminary system for GEOBIA running an integrated and user-oriented environment. This work was performed by using various open sources such as OTB or PostgreSQL/PostGIS. Some points are different from the widely-used proprietary GEOBIA software. In this system, geo-objects are not file-based ones, but tightly linked with GIS layers in spatial database management system. The mean shift algorithm with parameters associated with spatial similarities or homogeneities is used for image segmentation. For classification process in this work, tree-based model of hierarchical network composing parent and child nodes is implemented by attribute join in the semi-automatic mode, unlike traditional image-based classification. Of course, this integrated GEOBIA system is on the progressing stage, and further works are necessary. It is expected that this approach helps to develop and to extend new applications such as urban mapping or change detection linked to GIS data sets using GEOBIA.

A battery is the device that transforms the chemical energy into the direct-current electrical energy directly without a mechanical process. Unit cells are connected in series to obtain the required voltage, while being connected in parallel to organize capacity for load current and to decrease the internal resistance for corresponding the sudden shift of the load current. Because the voltage droop down in one set of battery is faster than in tow one, it amy result in the low efficiency of power converter with the voltage drop and cause the system shutdown. However, when the system being driven in parallel, a circular-current can be generated. The changing current differs in each set of battery because the system including batteries, rectifiers and loads is connected in parallel and it makes the charge voltage constant. It is shown that, as a result the new batteries are heated by over-charge and over-discharge, and the over charge current increases rust of the positive grid and consequently shortens the lifetime of the new batteries. The difference between the new batteries and old ones is the amount of internal resistance. In this paper, we can detect the unbalance current using the micro-processor and achieve the balance current by adjusting resistance of each set. The internal resistance of each set becomes constant and the current of charge and discharge comes to be balanced by inserting the external resistance into the system and calculating the change of internal resistance.

The global patterns of annual and extreme precipitation are projected to be altered by climate change. There are various weather systems which bring precipitation (e.g. tropical cyclone, extratropical cyclone, etc.). It is possible in some regions that multiple weather systems affect the changes of precipitation. However, previous studies have assessed only the changes of precipitation associated with individual weather systems. The relative contributions of the weather systems to the changes of precipitation have not been quantified yet. Also, the changes of the relative importance of weather systems have not been assessed. This study present the quantitative estimates of 1) the relative contributions of weather systems (tropical cyclone (TC), extratropical cyclone (ExC), and "others") to the future changes of annual and extreme precipitation and 2) the changes of the proportions of precipitation associated with each weather system in annual and extreme precipitation based on CMIP5 generation GCM outputs. Weather systems are objectively detected from twelve GCM outputs and six models are selected for further analysis considering the reproducibility of weather systems. In general, the weather system which is dominant in terms of producing precipitation in the present climate contributes the most to the changes of annual and extreme precipitation in each region. However, there are exceptions for the tendency. In East Asia, "others", which ranks the second in the proportion of annual precipitation in present climate, has the largest contribution to the increase of annual precipitation. It was found that the increase of the "others" annual precipitation in East Asia is mainly explained by the changes of that in summer season (JJA), most of which can be regarded as the summer monsoon precipitation. In Southeast Asia, "others" precipitation, the second dominant system in the present climate, has the largest contribution to the changes of very heavy precipitation (>99.9 percentile daily precipitation of historical period). Notable changes of the proportions of precipitation associated with each weather system are found mainly in subtropics, which can be regarded as the "hotspot" of the precipitation regime shift.
This paper introduces a smart aging service that helps the elderly lead a happy old age by actively utilizing IoT and AI technologies for the elderly who are increasing rapidly as they enter the aging society. In particular, we propose a future-oriented, age-friendly well-being support system that breaks away from the existing welfare concept to solve the aging problem but leads to a paradigm shift toward building a vibrant aging society by protecting from emergency and satisfying emotions. By introducing IoT and AI, it judges the life situation and emotional state from the living information of the elderly can respond to emergencies and suggest meetings as a change of mood and give an emotional comfort. Since the proposed system uses artificial intelligence techniques to determine the degree of depression when inputting information such as pulse-rate, dangerous word usage, and external communication, I think it showed the feasibility of the new concept of wellbeing support system that is totally different from conventional wellbeing concept of health-care.
This study was attempted to determine the satisfaction of nursing students' online classes in the situation of coronavirus infection (COVID-19) and to identify factors affect it. This study conducted a survey on nursing students 220 in Daegu-Gyeongbuk area for a month in April 2021. The collected data were subjected to t-test, ANOVA, correlation, and multiple regression analysis. As a result of analyzing the factors affecting the online class satisfaction of nursing students, the learner factor (β=.29, p<.001) and the system factor (β=.51, p<.001) had a statistically significant effect, the variable with the greatest relative influence was the system factor. As online classes are expected to expand even after the end of COVID-19, for a change to education that can increase the satisfaction of learners, through the development of an online operating system suitable for learning and establishing a foundation for learners to learn independently A paradigm shift in nursing education is necessary.

Errors in the semiconductor process are generated by a change in the state of the equipment, and errors usually arise when the state of the equipment changes or when parts that make up the equipment have flaws. In this investigation, we anticipated that aging of the mass flow controller in the plasma enhanced chemical vapor deposition SiO2 thin film deposition method caused a minute flow rate shift. In seven cases, fourier transformation infrared film quality analysis of the deposited thin film was used to characterize normal and pathological processes. The plasma condition was monitored using optical emission spectrometry data as the flow rate changed during the procedure. Preprocessing was used to apply the collected OES data to the artificial immune system algorithm, which was then used to process diagnosis. Through comparisons between datasets, the learning algorithm compared classification accuracy and improved the method. It has been confirmed that data characterized as a normal process and abnormal processes with differing flow rates may be discriminated by themselves using the artificial immune system data mining method.

Non-intrusive methods based on active remote IR illumination fur eye tracking is important for many applications of vision-based man-machine interaction. One problem that has plagued those methods is their sensitivity to lighting condition change. This tends to significantly limit their scope of application. In this paper, we present a new real-time eye detection and tracking methodology that works under variable and realistic lighting conditions. Based on combining the bright-pupil effect resulted from IR light and the conventional appearance-based object recognition technique, our method can robustly track eyes when the pupils are not very bright due to significant external illumination interferences. The appearance model is incorporated in both eyes detection and tracking via the use of support vector machine and the mean shift tracking. Additional improvement is achieved from modifying the image acquisition apparatus including the illuminator and the camera.
