북한 상하수도 인프라 재구축: 현황과 전망 (Reconstruction of North Korean Water Infrastructure: Present Status and Future Challenge)

  • This paper reviews the infrastructure of the water supply and sewerage system in North Korea. North Korean has similar legal protection to preserve water environment that can be seen in Republic of Korea, but North Korean regulations seemed lack of detailed measures. The critical pollution problems of rivers and lakes in the northern part of peninsula is mainly due to the lack of sewage collection system and poor treatment works. It has been estimated that less than 20% of sewers are connected to the wastewater treatment plants. Although the availability of water resources seemed sufficient, North Koreans suffer the lack of the drinking water supply which needs an urgent attention. Based on the analysis, it has been suggested that the reconstruction of North Korean water and sewage infrastructure needs at least 17.5 trillion Korean Won.

자가 발전형 장기 지하매설배관 원격감시 장치 개발에 관한 연구 (A Study on the Development of Long-term Self Powered Underground Pipeline Remote Monitoring System)

  • 상하수도를 포함하는 7대 지하매설배관(상수도, 하수도, 전기, 통신, 가스, 난방, 송유)은 시공에서부터 운영 및 유지관리에 걸친 전 생애 주기 동안 체계적인 관리가 매우 중요하다. 특히, 지하매설배관의 전생애주기에 가장 큰 영항을 미치는 것은 시공과정이다. 새로운 도시를 건설하거나 서로 다른 지하매설배관을 유지관리하기 위해서는 매번 땅을 파고 시공 및 관련 작업을 수행해야 한다. 이 과정에 먼저 시공한 배관은 후에 시공하는 배관 시공 과정에 2차 및 3차 파손이 빈번하게 발생할 수 있는 가능성이 있다. 이 문제를 해결하기 위해서는 시공 과정에 일어나는 파손을 실시간으로 감시할 수 있는 시스템이 필요하다. 또한 지하매설배관의 환경에 따라 시스템의 지속적으로 운영하기 위한 전력의 공급이 제한되는 경우가 많아 기존 전력이 아닌 자연에너지를 이용한 안정적인 전력공급 시스템의 개발이 필요하다. 본 연구에서는 풍력과 태양광을 이용한 자연에너지를 이용하여 배관감시 시스템을 장기간(24시간 15일) 안정적으로 운영이 가능한 장치를 개발하였으며 이를 현장시험을 거쳐 운전성능을 확인하였다.

시나리오 기반 상·하수도 관로의 실시간 결함검출 기술 개발 (Development of real-time defect detection technology for water distribution and sewerage networks)

  • 상·하수도 시스템은 사람들에게 안전하고 깨끗한 물을 공급해주는 사회기반시설이며, 특히 상·하수도 관로는 지중에 매설되어 있기 때문에 시스템의 결함검출이 매우 어렵다. 이러한 이유로 상·하수도 관로의 진단은 관로 내부에 카메라 및 드론을 통한 촬영을 하여 사후에 촬영된 영상을 바탕으로 시스템 진단하는 등의 사후 결함검출로 제한되기 때문에, 작업자의 업무 효율 증대와 진단의 신속성을 위해서는 관로의 실시간 탐지기술이 필요하다. 최근 첨단장비 및 인공지능 기법을 활용한 시설물 진단 기술이 개발되고 있지만, 인공지능기반 결함검출 기술은 결함 데이터의 종류 및 형태, 수가 검출 성능에 영향을 주기 때문에 다양한 학습데이터가 필요하다. 따라서, 본 연구에서는 상·하수도 관로의 결함검출 시 탐지 성능 향상을 위해 다양한 결함 시나리오를 3D 프린트를 이용하여 구현하고 이를 수집된 결함 데이터와 함께 학습데이터로 사용한다. 이후 수집된 이미지는 위험도에 따른 분류 및 객체의 라벨링 등의 전처리 작업이 수행되고 실시간 결함탐지를 수행한다. 제안된 기법은 상·하수도시스템 결함검출 시 실시간 피드백을 제공함으로써, 작업자의 진단 누락 가능성을 최소화하며 기존의 상·하수도관 진단업무 처리능력을 향상할 수 있다.

  • Recently, due to localized heavy rain and flash floods in urban areas is becoming more frequent flood damage. To prevent flood inundation damage, to formulate the diverse directions in connection with the drainage system of buildings, roads, sewerage, pump stations, detention (retention) pond, and streams is very important. In addition, it is important for the uniform design criteria, the consistent of hydrologic and hydraulic analysis method, and a flood disaster mitigation systems connected with structural and nonstructural measures. To accomplish this, the method such as installation of storage facilities, infiltration facilities, and underground water tank, the optimal size of the design gutter and grate of the road, ensure the capacity of pumping stations, and the installation of a flood control channel into the deep underground requires comprehensive measures dimension in urban areas.

소규모 오수처리를 위한 전기화학적 방법에 의한 대장균 소독에 관한 연구 (A Study on Escherichia Coli Disinfection by the Electrochemical Method for Small Sewerage System)

  • This study was carried out to investigate the effect of electrochemical (EC) disinfection of artificial wastewater contaminated by Escherichia coli culture. Circulated batch type electrochemical disinfection system using three plates electrodes was used. Also, the several factors (pH, ORP, DO, temperature, current, conductivity) were measured in order to investigate the fundamental design factor in the EC disinfection system. It was demonstrated that the EC process was highly effective for wastewater disinfection. At the constant voltage, the disinfection efficiency was increased according to time. The disinfection efficiency and current increased as the increase of voltage. The variation of conductivity was a little related to the variation of CFU (colony forming units). The differences in disinfection efficiency according to the ice pack and the variation of electrodes were not occurred. The EC disinfection efficiency and current increased according to the increase of circulating flow rate.

생물막 여과반응기를 이용한 고도질소 제거를 위한 운전제어법 개발 (Development of Biological Filtration Process for Effective Nitrogen Removal and its Control strategies in Tertiary Treatment of Sewage)

  • The operational parameters and control strategies of a tertiary wastewater treatment process a biological filtration system were investigated. The biological filtration system consisted of a nitrification filter (Fiter 1) and a polishing filter with anoxic and aerobic parts (Filter 2). SS, T-C-BOD, and T-N in effluent were kept stable at less than 3, 5 mg/L, and 5 mgN/L, respectively, under a HRT in Filter (filter-bed) of 0.37~2.3 h. T-N at the outlet of Filter 2 were about 1~5 mgN/L under the condition of LV of 50~202 m/d. Methanol addition was controlled based on the COD/N ratio or McCarty's equation. Constant COD/N ratio control results in excess addition under large diurnal fluctuation of $NOx^--N$, and McCarty's equation can be used to add appropriate amount of methanol. Control of methanol addition by on-line nitrate measurement, control of aeration by on-line DO measurement, and control of backwashing by head loss measurement are successfully operated. These results proved that this process prove the easy-maintenance and cost-effectively treatment is attainable.

상수원 관망 부식 제어를 위한 부식성 수질 관리: 북미지역 관리 사례 및 국외 현황 (The Regulations and Guidelines for Management of Corrosive Water and Pipe Corrosion in Drinking Water Distribution System in North America)

  • Water distribution systems supply drinking water to consumers' taps. Internal corrosion of metallic pipe used in drinking water distribution systems has reduced water quality and led to increased levels of toxic heavy metals such as lead, copper and nickel. These problems have been experienced to varying degrees by water utilities in many countries. North America has successfully managed and controlled pipe corrosion and corrosive water in water distribution system based on various policies, regulations and rules. Practical and engineering guidelines for evaluation of pipe corrosion and determination of treatment options are also provided to assist drinking water supplies. In addition, the corrosion mechanism in water distribution systems, such as the complex effects of physical and chemical parameters on the corrosion pipes has been improved to accurately predict corrosion rates of metallic pipes in actual water distribution systems. This paper reviews various regulations, policy statement, and treatment produces on controlling corrosion in drinking water distribution systems in US and Canada and then offers suggestion for management of corrosive water and pipe corrosion in drinking water distribution system in Korea.

Data complement algorithm of a complex sewerage pipe system for urban inundation modeling

  • Geographic information system (GIS) sewer network data are a fundamental input material for urban inundation modeling, which is important to reduce the increasing damages from urban inundation due to climate change. However, the essential attributes of the data built by a local government are often missing because the purpose of building the data is the maintenance of the sewer system. Inconsistent simplification and supplementation of the sewer network data made by individual researchers may increase the uncertainty of flood simulations and influence the inundation analysis results. Therefore, it is necessary to develop a basic algorithm to convert the GIS-based sewage network data into input data that can be used for inundation simulations in consistent way. In this study, the format of GIS-based sewer network data for a watershed near the Sadang Station in Seoul and the Oncheon River Basin in Busan was investigated, and a missing data supplementing algorithm was developed. The missing data such as diameter, location, elevation of pipes and manholes were assumed following a consistent rule, which was developed referring to government documents, previous studies, and average data. The developed algorithm will contribute to minimizing the uncertainty of sewer network data in an urban inundation analysis by excluding the subjective judgment of individual researchers.

Cowpea mild mottle virus 특이유전자 검출을 위한 검역진단시스템 개발 (Development of a Diagnostic System for the Detection of the Cowpea mild mottle virus Specific Gene in Quarantine)

  • Cowpea mild mottle virus (CPMMV)는 국내 미보고 바이러스로, 넓은 숙주범위를 가지며, 국내 관리급 검역바이러스로 지정되어 있다. 본 연구에서는 검역현장에서 신속하게 CPMMV를 진단할 수 있는 방법을 개발하였다. 이번 연구는 사용자를 위한 검사방법 개발을 위하여, 기존의 검역현장에서 활용하는 PCR 조성과 조건을 활용하였다. 본 연구에서는 CPMMV를 특이적으로 진단할 수 있는 2개의 RT-PCR 프라이머를 개발하였으며 각각 579와 638 bp를 증폭할 수 있다. 최종적으로 증폭되는 nested PCR 산물의 크기는 (579 → 298 bp)과 (638 → 252 bp)로 CPMMV의 특이 유전자를 진단할 수 있다. 또한, 제한효소 Xho I이 반응할 수 있는 염기 서열을 삽입하여 양성대조구 플라스미드를 개발하였다. 이것은 실험실 오염으로부터 거짓양성을 검증할 수 있게 하였다. 본 연구는 CPMMV와 관련된 수입 작물로부터 검역진단에 기여할 것이라고 사료된다.

밀양강 중권역 오염부하 전망 및 삭감 시나리오별 하류 수질예측 (Water Quality Prediction and Forecast of Pollution Source in Milyanggang Mid-watershed each Reduction Scenario)

  • Milyanggang mid-watershed is located in downstream of Nakdong river basin. The pollutants from that watershed have an direct effect on Nakdong river water quality and it's control is important to manage a water quality of Nakdong river. A target year of Milyanggang mid-watershed water environment management plan is 2013. To predict a water quality at downstream of Milyang river, we have investigated and forecasted the pollutant source and it's loading. There are some plan to construction the sewage treatment plants to improve the water quality of Milyang river. Those are considered on predicting water quality. As results, it is shown that the population of Milyanggang mid-watershed is 131,857 and sewerage supply rate is 62.2% and the livestock is 1,775.300 in 2006. It is estimated that the population is 123,921, the sewerage supply rate is 75.5% in 2013. The generated loading of BOD and TP is 40,735 kg/day and 2,872 kg/day in 2006 and discharged loading is 11,818 kg/day and 722 kg/day in 2006 respectively. Discharged loadings were forecasted upward 1.0% of BOD and downward 2.7% of TP by 2013. The results of water quality prediction of Milyanggang 3 site were 1.6 mg/L of BOD and 0.120 mg/L of TP in 2013. It is over the target water quality at that site in 2015 about 6.7% and 20.0% respectively. Consequently, there need another counterplan to reduce the pollutants in that mid-watershed by 2015.
