The Effects of R&D Public Subsidies on Service Firms' Innovation Activities (연구개발 공적보조금이 서비스기업의 혁신활동에 미치는 영향)

  • During the last year, public expenditures which provided the central and local governments for boosting research and development (R&D) activities of the private sector has been constantly increasing. 17 percent of public total R&D expenditure supported to private sector and 9 percent of R&D expenditure in service sector were public R&D funding. However, studies evaluating the impact of public R&D subsidies are quite few. The aim of this study empirically investigate the average effects of public R&D subsidies on the innovation activities in private sector, specifically those engaged in Korean service firms by using Propensity Score Matching(PSM) method. The effect of R&D subsidies is derived from either qualitative and quantitative outcomes of innovation activities, which is defined as the difference between innovation outcome of the treatment group (receiving R&D subsidies) and that of the control group (non receiving R&D subsidies) after the matching method. As a result of empirical analysis, government R&D grants stimulate only firm-first innovation outcomes in service firms. It is represent that public R&D subsidies cannot be contributed to level of national innovation and the total amount of national innovation activities but can enhance firm competitiveness from increasing firm-first innovation activities.

  • This thesis suggests a R&D model for Korean SI companies who aggressively drive oversea business to overcome domestic market limitation and to become world class SI players. Even though there have been a lot of discussions on IT technologies and new business models, scientific approach to a R&D model for SI companies is rare due to its natural distinctiveness from manufacturing and general service domain. Therefore, this will be a flagship thesis to keep up our study. As business market environment gets more competitive, major Korean SI players will be confronted with much more keen competition among themselves. And as they are willing to expand their oversea market presence, they can not help struggling against global SI players. So, here we are presenting SI players the reinforcement of R&D as one of the key components to build up their own core competencies. That is, SI players have to adopt and evaluate fast changing and complicated IT technologies at the right time, and to apply them into a real business with cost-effective service delivery and operation processes internally. The ultimate purpose of all of these activities is to offer a SI company the value added business model based on its innovative technical capabilities and well refined service deliver model. For this purpose, we suggests, SI company's R&D has to play an important role of emerging technology verification/evaluation/utilization, value added business model creation, future innovation lead, standard body participation, and effective service delivery and quality system development. To become a more effective R&D organization, hybrid R&D, in which central R&D and divisional sub R&D work together, is considered as an idea model. The reliability of the R&D model for Korean SI companies', here we suggest, has been checked by SI companies R&D specialists and on-site business people.

Exploring the Possibilities of Operation Data Use for Data-Driven Management in National R&D API Management System (데이터 기반 경영을 위한 국가R&D API관리시스템의 운영 데이터 활용 가능성 탐색)

  • This paper aims to establish an efficient national R&D Application Programming Interface (API) management system for national R&D data-driven management and explore the possibility of using operational data according to the recent global data openness and sharing policy. In accordance with the trend of opening and sharing of national R&D data, we plan to improve management efficiency by analyzing operational data of the national R&D API service. For this purpose, we standardized the parameters for the national R&D APIs that were distributed separately by integrating the individual APIs to build a national R&D API management system. The results of this study revealed that the service call traffic of the national R&D API has shown 554.5% growth in the year as compared to the year 2015 when the measurement started. In addition, this paper also evaluations the possibility of using operational data through data preparation, analysis, and prediction based on service operations management data in the actual operation of national R&D integrated API management system.

R&D Investment and Operational Efficiency Analysis of IT Firms : Comparative Analysis of Service and Manufacturing Sectors (IT 기업의 R&D 투자 및 운영 효율성 분석 : 서비스업 및 제조업의 비교를 중심으로)

  • In this study, we conducted a comparative analysis of R&D investment efficiency and operational efficiency of IT firms using Data Envelopment Analysis (DEA). We categorized thirteen sample firms into two groups-IT manufacturing and IT service-after an extensive literature review on IT industry classification. We adopted an output-oriented two-stage DEA model suggested by Banker et al. (1984) with total asset and R&D investment as input variables. Then, we constructed investment efficiency and operational efficiency by using Return on Equity (ROE) and Return on Asset (ROA) as intervening variables and operating income and Earnings Per Share (EPS) as output variables. The outcome of the analysis is summarized as follows. First of all, IT manufacturing firms were more efficient (57% on average) than IT service firms. To be specific, IT service firms showed decreasing returns to scale (DRS) with diseconomy of scale. In contrast, IT service firms showed higher operational efficiency (81.5% on average) than IT manufacturing firms. Also, we conducted a Mann-Whitney U test to compare the output of IT service firms and IT manufacturing firms. Lastly, we found a negative correlation ($R^2$ = -.754) between R&D investment efficiency and operational efficiency which infers the trade-off between two constructs

The Impact of the Absorptive Capacity and IT Usage on Firms' Innovation (기업의 흡수역량과 정보기술 활용도가 혁신에 미치는 영향)

  • This study is to analyze the impact of the absorptive capacity and information technology (IT) on firms' innovation. The absorptive capacity is measured by R&D investment intensity, R&D manpower concentration, and the firm's size. We try to see the interaction effects between the absorptive capacity and IT usage on firms' innovation. We also look into the differences of the impacts between manufacturing industry and service industry as well as IT industry and service industry. We found that IT and R&D intensity have stronger interaction effect on innovation in manufacturing industry than in service industry, which shows that IT plays a more important role in the accumulation of knowledge in R&D activity in manufacturing industry. Contrarily, in service industry, IT and R&D manpower concentration has significant interaction effects on innovation. This means that the role of IT in service industry is sharing knowledge and experiences among employees in service industry. The interaction effect between firm's size and IT has positive impact on innovation in manufacturing industry, while it has negative impact on innovation in service industry. Finally, we found that the interaction effect is statistically significant in non-IT industry, while it is not statistically significant in IT industry.

  • Digital Multimedia Broadcasting (DMB) and Internet Protocol Television (IPTV) are now in commercial service, tearing down the traditional boundaries between the telecommunications and broadcasting sectors. These latest developments also hold important implications for research projects in related areas. Both telecommunications and broadcasting being fields with a strong service orientation, market demand should be the primary consideration when selecting research and development (R&D) projects in these areas. This study presents a process for selecting converged telecommunications-broadcasting technology development projects from a demand-oriented perspective, using criteria that are based on projected future demand characteristics. Aimed at increasing the efficiency of the R&D project selection process in telecommunications and broadcasting convergence, this study can point out new directions in R&D management in this field.

  • Public R&D investment information has diverse implications for researching R&D trends. Also, as it is important for the establishment of R&D policy to grasp the current situation and trends of R&D to improve science and technology level, science and technology information service system, such as NTIS (National Science & Technology Information Service), is operated at a national level in most countries. However, since the data forms provided by current NTIS are raw data, it is necessary to develop the R&D performance indicator or to use additional scientometric methods by analyzing scientific papers or scientific R&D project information for grasping R&D trends or analyzing R&D task results. Thus, this study applied public R&D investment information to investigate and monitor R&D trends in the field of information & communication technology (ICT) of meteorology and climatology by using NTIS data of Korea and NSF (National Science Foundation) data of USA.

  • 본 논문에서는 이동통신 서비스에 시멘틱 웹 기술을 적용하여 지능형 위치기반 서비스를 제공할 수 있는 시스템 개발에 관한 연구를 기술하였다. 본 연구에서 기술되는 온톨로지 데이터베이스는 지역검색에서 사용자 질의가 많은 14분야의 온톨로지를 구축하여 지능적인 모바일 지역 검색 서비스가 가능하도록 구성하였으며 실제 서비스에 적용하여 그 효과를 입증하였다.

Influence of Public R&D Information Service Image on the Value and Satisfaction of Users

  • The aim of this study is to investigate the relative impact of the image of information service on customer's perceived value and satisfaction of R&D information. It also seeks to assess the moderating effect of service users' skills on the value of the service image on the customer. For this purpose, a field study was conducted on users of a public R&D information service called NTIS (National Technology Information Service) in Korea. The findings show that the information service image has a significant impact on customers' perceived value and satisfaction. In addition, customers' perceived value is found to be an important indicator in strengthening customer satisfaction. Findings also reveal that individual personal computer skills moderate the relationship between service image and information value. Further research is needed to strengthen the independent variable in view of the increasing pressure to improve public service quality and customer management.

A customized framework for assessing R&D process: Product, service and technology (신제품, 신서비스, 신기술 개발을 위한 맞춤화된 R&D 프로세스 평가 방법론)

  • In this era of globalization and fierce competition, R&D is an essential part of corporate development strategy. Accordingly, much effort has been devoted to identify and verify best practices for successful R&D and to improve R&D processes. Nevertheless, there is still lack of a comprehensive framework for assessing the quality of R&D process, which can be used as a step-by-step guide for process improvement. Therefore, this study purposes to develop a framework for assessing R&D process based on the concept of CMMI, which is a process improvement approach that defines the essential elements of effective processes. In particular, we suggest three types of R&D process-new product development, new service creation and new technology creation-and then develop a customized framework for them. For this purpose, we firstly investigated the characteristics of R&D activities for each type of process and identify its base practices from an extensive literature review. Then, the CMMI approach was adopted and modified to suit the R&D process. Finally, an illustrative example was provided to demonstrate the assessment process and a prototype web-based assessment system was suggested. Research findings will help understand the characteristics of different types of R&D process and provide a customized guidelines for R&D process assessment and improvement.
