As the area covered by the CPS grows wider, agencies such as public institutions and critical infrastructure are collectively measuring and evaluating information security capabilities. Currently, these methods of measuring information security are a concrete method of recommendation in related standards. However, the security controls used in these methods are lacking in connectivity, causing silo effect. In order to solve this problem, there has been an attempt to study the information security management system in terms of maturity. However, to the best of our knowledge, no research has considered the specific definitions of each level that measures organizational security maturity or specific methods and criteria for constructing such levels. This study developed an information security maturity model that can measure and manage the information security capability of critical infrastructure based on information provided by an expert critical infrastructure information protection group. The proposed model is simulated using the thermal power sector in critical infrastructure of the Republic of Korea to confirm the possibility of its application to the field and derive core security processes and goals that constitute infrastructure security maturity. The findings will be useful for future research or practical application of infrastructure ISMSs.

본 논문은 인적자산 보안관리에 관한 프레임워크를 개발하였고 이를 기반으로 관리지표와 보안수준 제고 요인을 도출하고 이를 실증적으로 분석한 연구이다. 인적자산 보안관리 프레임워크는 인원보증(Personnel Assurance), 개인역량(Personnel Competence), 보안 통제(Security Control) 분야로 구성되어 있으며, 관리지표는 9개 항목의 26개 지표로 도출되었다. 또한 보안수준 제고 요인은 보안인지, 규칙준수, 실수억제 항목으로 도출되었다. 연구결과, 보안관리 지표와 관리수준 제고 항목의 실증분석 결과는 대부분 부합성과 유의성을 가지고 있었으며 조직의 인적자산 보안관리 시 유용하게 적용될 것으로 기대된다.

최근 몇 년 동안 금융회사(은행, 증권사, 신용카드사, 보험사 등)를 대상으로 한 개인정보 유출, 홈페이지 해킹, 분산 서비스거부공격(DDoS) 등 보안사고가 꾸준히 증가하고 있다. 본 논문에서는 현행 전자금융기반시설의 정보보호 관리수준의 문제점을 법적 준거성과 정보보호 인증제도 관점에서 분석하고 금융 분야 특성에 적합한 종합적인 관리체계 하에서 높은 수준의 정보보호 활동이 지속 가능하도록 정보보호관리체계, 정보보호 준비도 평가 및 주요정보통신기반시설 취약점 분석 평가 제도를 활용한 개선방안을 제시하고자 한다.

The results from the analysis of recent security breach cases of industrial control systems revealed that most of them were caused by the employees of a partner company who had been managing the control system. For this reason, the majority of the current company security management systems have been developed focusing on their performances. Despite such effort, many hacking attempts against a major company, public institution or financial institution are still attempted by the partner company or outsourced employees. Thus, the institutions or organizations that manage Industrial Control Systems (ICSs) associated with major national infrastructures involving traffic, water resources, energy, etc. are putting emphasis on their security management as the role of those partners is increasingly becoming important as outsourcing security task has become a common practice. However, in reality, it is also a fact that this is the point where security is most vulnerable and various security management plans have been continuously studied and proposed. A system that enhances the security level of a partner company with a Virtual Desktop Infrastructure (VDI) has been developed in this study through research on the past performances of partner companies stationed at various types of industrial control infrastructures and its performance outcomes were statistically compiled to propose an appropriate model for the current ICSs by comparing vulnerabilities, measures taken and their results before and after adopting the VDI.

Purpose: This study proposes methods and procedures for evaluating imaging security systems quality of cabinet x-ray screening system to enhance performance certification technology. Also, conducted a comparative analysis of the literature of test-kit for imaging security quality evaluation. Methods: Comparative analysis of the test-kits and related documents for image quality assessment of cabinet x-ray screening equipment. This allows assessment items were selected and the methods for each assessment item were proposed. In addition, the configuration method of the assessment team was established by applying the technology readiness assessment(TRA). Results: Four of the assessment items were selected when estimate image quality by a comparative analysis of literature. For each assessment item, the evaluation method and minimum level of availability were determined. Finally, this paper proposes an imaging quality assessment of cabinet X-ray imaging security systems. Conclusion: Development of imaging security systems evaluation procedures for cabinet X-ray screening systems can be help improve performance certification of aviation security equipment.

The strengthened aviation security measurements caused by increased terror threat all around the world have air passengers annoyed by uneasy treatment and some delayed process. The service level of air travel and competitiveness of airlines industry has been weakened also. The aviation security process is mainly conducted at an airport. The threat level of airport is not usually same airport to airport, and the quality of aviation security activity is neither same. However, ICAO requires every international airport to conduct similar process to ensure aviation security without considering situational difference of each airport. The paper has objectives to develop reasonable security measurements based on risk management concept. It studied the ways of achieving target level of security of an airport, considering the threat situation of the airport and its ability to conduct security procedures.

본 연구는 정보보안 거버넌스(Information Security Governance)의 구성 요소인 리더십과 거버넌스, 보안 관리 조직, 보안 정책, 보안 프로그램 관리, 사용자 보안 관리, 기술적 보안과 조직 구성원의 보안 인식과 보안 행위 간의 관계를 가설 검증과 최적 모델 분석을 통해 요소간의 관계를 검증하였으며, ISG 확립을 위한 효과적인 방향을 제시하였다.

3.20 전산 대란, 카드사 고객정보유출사고 등에서 알 수 있듯 보안이 전제되지 않고서는 그 어떤 편의성과 효율성도 담보할 수 없다. 그뿐만 아니라 금융권은 다른 산업보다 고객 이익의 침해 가능성이 커 보안사고 발생 시 이용자의 정신적 금전적 피해가 발생할 수 있으며, 이로 인해 집단 소송, 고객 이탈, 평판 실추, 대외 신뢰도 하락 등으로 이어져 해당 기업의 비즈니스 연속성에도 큰 영향을 미칠 수 있다. 따라서 금융보안 위험에 대한 효과적인 관리가 필요한 실정이다. 본 연구에서는 정보보호 관리 효율성 개선을 위해 국내 대표 정보보호 인증제도를 통합하고 금융 산업의 특성을 반영한 정보보호 관리체계 인증의 필요성을 밝히고자 한다. 또한 금융권 정보보호 관리체계 인증이 필요하다면 앞으로 어떤 방향으로 개발되어야 할지에 대해 제시하고자 한다.

현재 대규모 네트워크상에서 사용되는 네트워크 보안시스템은 자기도메인만을 보호하는 개별 보안시스템으로 구성되어있다. 개별 보안시스템의 문제점은 백본 네트워크를 보호할 수 없고, 체계적이며 실시간적인 대응이 힘들다는 것이다. 이 문제 해결을 위해 본 논문에서는 백본 네트워크의 접속점에 존재하는 라우터와 액세스포인터에 보안 기능을 추가한 보안시스템을 설계하였다. 제안한 보안시스템은 침입을 탐지하여 통합 보안 관리시스템에 경보메시지를 보낸다. 통합보안 관리시스템에서 경보메시지의 내용을 분석하여 대응방안을 마련하고, 각 보안시스템에 배포함으로서 체계적이고, 즉각적인 대응을 할 수 있다. 본 논문에서는 제안한 보안시스템과 통합보안 관리시스템을 네트워크 시뮬레이션을 사용해 모델링하고, 기능 검증 및 성능을 분석하였다. 그 결과 체계적이고, 즉각적인 대응을 할 수 있는 통합 보안 관리시스템임을 확인 할 수 있었다.

해적과 테러공격에 의한 해상보안사고는 해상운송이 발생한 이후에 지속적으로 증가하고 있다. 하지만 기존의 해양사고 조사방법으로 해상보안사고를 조사하고 문제점을 파악하는데 한계가 있으므로 해상보안관리를 위한 분석모델을 개발할 필요가 있다. 이러한 분석모델을 개발하기 위해 해상운송에서 해상보안관리 위협대상을 선박, 화물의 종류, 항만시스템, 인적요소, 정보흐름으로 구분하고, 이에 대한 위험평가기준을 마련하여 해상보안사고 발생가능성 4등급으로 구분하였다. 또한 해상보안관리 관련 이해관계자를 단계별로 구분하여, 국제기구, 각국정부, 해운회사, 선박에서 이루어지고 있는 각종 보안제도들의 동향을 통해 분석모델의 기본틀을 마련하였다. 해상보안관리 관련 단계주체별 이해관계자들이 시행하고 있는 각종 보안제도를 상향식 및 하향식의 의사결정 및 이행방식을 토대로 하여 해상보안관리 분석모델을 개발하였으며, 실제 Petro Ranger호에서 발생한 해상보안사고 사례를 적용하여 유효성을 입증하였다.
