  • The most important factor in IWRM is considering different characteristics of water within a system. These sectoral and regional different should be analyzed before the implementation of IWRM. This includes hydrological, hydraulic and meteorological characteristics of water. This research suggests that the way of implementation of IWRM by integrated watershed management, also try to find the financial plan of the institution.

  • Throughout the world, energy sector is increasing in importance. Reflecting this situation, the government has introduced an energy efficiency rating system for buildings. In particular, the government is planning to introduce the energy evaluator examination system. In this study will want to analyze the relevant sectoral perception for the energy evaluator through expert interviews and surveys. The research results are expected to contribute to the rational management of the energy evaluator system.

Flexible Zoning and Mixed Use in Seoul, Korea Planning Implications of Seoul's Zoning Model

  • Zoning has long been criticized for its negative effects and has been taken for granted that zoning works as a hurdle to urban diversity. Responses in the US have emphasized more fine-grained zoning approaches that plan mixed use. This paper introduces and evaluates Seoul's zoning system as a possible alternative. While US zoning regulations have relied on distinguishing ever larger numbers of land use zoning categories, Seoul has opted to integrate new land uses into existing classifications, allowing for greater flexibility of use in each zone. Using municipal building records to evaluate land use in three mid-density residential districts, this paper demonstrates that Seoul's flexible zoning is capable of producing diverse mixed use neighborhoods. It then highlights the potential downside of this approach, showing that flexibility allows for the commercialization and sectoral gentrification of residential districts. It concludes by suggesting that a combination of flexible zones and more fine-grained plans would capture the advantages of both US and Korean planning.

  • The rapid change in the university environment due to the decrease in the school-age population calls for enhancing the competitiveness of China-related departments. In this paper, the university's competitiveness and dropout rate were studied in combination with various factors such as geographical location of Chinese-related departments set up at national universities, convergence with other departments, competition rate for entrance exams, scholarships, and employment rate that have a comprehensive impact on student satisfaction. In particular, the dropout rate presented research results that could help universities strengthen their competitiveness in China-related departments, such as by differentiating customized academic strategies according to the atmosphere of elimination through multiple regression analysis and quantile analysis. We hope this thesis will be the basis for policymaking and judgment in China-related departments.

The EU-South Korea FTA: Which Sector Benefits the Most?

  • Purpose - This study empirically analyzes the effects of the European Union-South Korea Free Trade Agreement on Korean exports in major sectors. Design/Methodology - This study is based on the augmented gravity model with a panel data set covering 51 countries between the years 2000 and 2015. Findings - Main findings of the present study is that the agreement has affected the chemical sector the most. Fixed effects estimation predicted a positive trade effect of 38.3%, while Poisson maximum likelihood estimation predicted an impact of 4.75% in the chemical export sector. Regression results for the other sectors only show insignificant effects. Originality/value - The findings imply that the effects of the EU-South Korea free trade agreement on the Korean exports are quite specific compared to the European ones, meaning that the Korean government should focus on sector-specific programs to maximize the welfare benefits of the free trade agreement.

The Environmental and Economic Impact of Trade between South Korea and the United States

  • This paper analyses carbon emissions and value-added embodied in trade between two large developed countries, South Korea and the United States, during 2000-2014. Using multi-regional input-output (MRIO) tables, our analysis reveals that carbon emissions and value-added embodied in exports grew by 19% and 101% for South Korea but shrank by 43% and 7% for the United States. As a result, South Korea experienced a 40% increase in net carbon exports and 243% increase in net value-added exports. At the industry level, the primary drivers of changes in carbon exports were electricity and basic materials. The majority of industries in witnessed improvements in carbon intensities suggesting improved environmental efficiency. While both countries achieved a decoupling of carbon emissions from value-added exports, substantial year-to-year and sectoral variations were observed. Finally, structural decomposition analysis indicates that domestic supply-side factors played a role in decreasing emissions whereas foreign demand-side factors contributed to emissions increases. In line with the main findings, various implications for policy and future research are discussed.

An Empirical Analysis on the Diffusion Impact of IT Technological Knowledge (정보통신 기술지식의 파급효과에 대한 실증분석)

  • The main objective of this research is to examine the spillover effects of technological knowledge from IT industry to other industrial sectors and, based on empirical findings, to draw policy implications and suggest policy directions. To this end, we divide IT industry into IT equipment and IT service, assuming that these two sub-sectors are considerably different each other in terms of technology knowledge flow. Other industries are classified into 17 different sectors based on the KSIC of 1990. As the proxy measure of technological knowledge, the notion of R&D stock is employed. The Input/output(I/O) Table is used to define the inter-industrial flow pattern and to draw the knowledge flow matrix. As the research methodology, cost function model is employed to gauge the spillover effects of technological knowledge of IT industry. Based on the results of analysis, it is found that the economic impact of technology diffusion also exhibits a different pattern between IT equipment and IT service. The diffusion of IT equipment tends to show labor-substitution effect whereas IT service displays labor-creation effect. This fact should be considered in devising industry, education, and labor policy. The expectations from this research are as follows. First, the sectoral pattern, difference between IT equipment and service in particular, identified from this research may shed light on the sector-specific policy direction. It is emphasized that a sector-specific approach, rather than an aggregate approach, is relevant for formulating IT policy. Second, it is expected that the importance of technology diffusion programs and policy measures are recognized among policy makers in IT industry.

Tracking Convergence of Manufacturing and Service Sectors Toward i-fashion: A Case of Korea (i-fashion을 향한 제조업과 서비스업의 융합: 한국사례중심으로)

  • Purpose: One distinctive trend in the recent industrial and technological development has been the change in the structures of industries brought by information technology, boosting the productivity of different sectors. This relation has clearly opened a path for the fourth industrial revolution to reform numerous industrial sectors, including i-fashion sectors. Therefore, in this research, we would like to present the direction of the direction policy for the fusion of the manufacturing industry and the service industry of i-fashion. Methods: In this study, an empirical time series data analysis of machinery investment efficiency and capital investment efficiency of 43 industrial sectors in manufacturing and service was conducted to show their potential and ongoing convergence toward i-fashion. Results: Most impressive as a finding in this research was that those sectors previously underinvested due to a combination of technological and financial reasons found an exit for growth. In textile and apparel sectors, that could be the i-fashion. Conclusion: One strong implication of this study is that sectoral level convergence based on technology and industry is occurring, and i-fashion is one of the industrial convergence case to be observed.

A Review of Research on Big Data Security (빅데이터 보안 분야의 연구동향 분석)

  • The purpose of the study is to analyze the existing literature and to suggest future research directions in the big data security area. This study identifies 62 research articles and analyses their publication year, publication media, general research approach, specific research method, and research topic. According to the results of the analyses, big data security research is at its intial stage in which non-empirical studies and research dealing with technical issues are dominant. From the research topic perspective, the area demonstrates the signs of initial research stage in which proportion of the macro studies dealing with overall issues is far higher than the micro ones covering specific implementation methods and sectoral issues. A few promising topics for future research include overarching framework on big data security, big data security methods for different industries, and government policies on big data security. Currently, the big data security area does not have sufficient research results. In the future, studies covering various topics in big data security from multiple perspectives are anticipated.

A Study on Analysis of the Social Vulnerable Areas Using GIS Spatial Analysis : Focusing on Local Governments in Seoul Metropolis (GIS 공간분석을 활용한 사회 취약지역의 분석에 관한 연구 : 서울특별시를 중심으로)

  • The purpose of this study was to select the sectoral vulnerable areas index in welfare field and analyze the socially vulnerable areas from comprehensive analysis. For this study, preceding research and theoretical background were reviewed. Through this, we selected for the analysis index and criteria, and data corresponding to the index are collected. Based on the index and criteria, the data analysis was performed in Seoul Metropolitan City selected as the spatial extent of this study. From the results of analysis, the sectoral lower rank 10% of social vulnerable areas was determined. In addition, Junggu, Yongsangu, and Seodaemungu from the comprehensive analysis of individual vulnerable areas were derived as a final vulnerable areas. In particular, Junggu was weak in all sectors; Yongsangu was in the medical sector; and Seodaemungu was poor in housing and education. Lower vulnerability index of all sectors (energy, housing, medical, transportation, and education) in 1st, 2nd, and 3rd residential areas by examining use zoning was showed. From the results of this study, we can expect time and labor saving of policy support in public sector.
