Development of Safety Devices for Marine Leisure (해양레저 안전장비 개발)

  • This paper describes two kinds of personal hand-held electronic devices to support marine leisure safety. The one is Radar response-type safety device triggering by the pulse signal from a commercial 9GHz-band Radar to provide quick search and rescue with combined civilian-government-military fleets. The other one is M-RFID (Marine Radio Frequency IDentification) based safety electronic device using 900MHz Tx/Rx with spread spectrum frequency hopping and GPS. Through the field tests at sea using Korea Coast Guard's warship the operating performances are verified. Further plan for practical use of each device was also discussed.

  • Unmanned Helicopter has several abilities such as vertical Take off, hovering, low speed flight at low altitude. Such vehicles are becoming popular in actual applications such as search and rescue, aerial reconnaissance and surveillance. These vehicles also used under risky environments without threatening the life of a pilot. Since a small aerial vehicle is very sensitive to environmental conditions, it is generally known that the flight control is very difficult problems. In this paper, a flight control system was designed for an unmanned helicopter. This paper was concentrated on describing the mechanical design, electronic equipments and their interconnections for acquiring autonomous flight. The design methodologies and performance of the helicopter were illustrated and verified with a linearized equation of motion. The LQG based estimator and controller was designed and tested for this unmanned helicopter.

  • The COSPAS-SARSAT committee decides MEOSAR (Medium-Earth Orbit for search and rescue) service development for installing 406MHz SAR instruments on their respective MEO navigation satellite system of the United States, EU, and Russia, since 2000. The transmitted beacon signal is separately arrived by satellites with different FOA (Frequency of Arrival) and TOA (Time of Arrival). It is directly transferred to MEOLUT. In MEOLUT, a LUT track at least 3 or 4 satellites simultaneously and estimate location of beacon using time difference of arrival (TDOA) and frequency difference arrival (FDOA). But the transmitted distress signals may be overlapped each other because the distress beacons transmit signal on mean interval of 50 seconds in arbitrary time. It's difficult that simultaneously estimate location of beacon by current scheme for several overlapped distress signal. So we use cross ambiguity function (CAF) Map algorithm and present Multi-CAF MAP scheme in order to satisfy performance requirement of system. The performance is analyzed for COSAPS-SARSAT MEOSAR.

  • Accidents of worker that occur in isolated places are difficult to rescue, unlike general construction accidents. There is a problem of communication limitation when an accident occurs in an isolated place. Also, it is difficult to search the accident place due to the absence of CCTV. In order to solve these problems, this paper proposes a device that combines IoT technology with a safety helmet, which must be worn in the workplace. The proposed device additionally designs and implements a real-time PPG(Photoplethysmography) sensor, body temperature sensor, accelerometer sensor and a camera sensor on the helmet. The proposed helmet system allows the user and the control center to monitor the state of the worker. In addition, when an abnormal biological signal or fall occurs to the worker, the image is transmitted to the control center. By using the proposed system, it is possible to check the status of the worker in real time, so that it has an advantage that it can cope with the accident quickly.

  • Recently great loss of life and property is occurring because of fire, natural disaster, earth quake, tsunami and so on. People spend 80~90% of their time indoor environment like office, supermarket, campus. Therefore Indoor navigation and guidelines system became so essential for most of all. Incase of emergency we must be careful earlier, in such a cases 5G kind of new technology may also cannot work. So immediate action and quick routing notification for guidelines and protection is the most. Considering this issue We proposed indoor evacuating guidance system based on microcontroller Wi-Fi board for Indoor APP using mobile. Focusing various kind of technology like, ok google, voice search APP we purposed node architecture based system. When we listen fire alarm while living inside the room. Then to be safe we connect with server and start Arduino UNO+IoT ESP8266 Wi-Fi shield version1-IoT module to store data in MySQL DB server. We make application to escape out from the building up-to the three exits giving information from source point to destination. Our program can send information to the users emergency location and situations. For this when the user get sound or vibration in their mobile device it indicate fire out near by. At that time we update message from Arduino to DB server for the fixed current position inside the building which give routing signal for that fire out location by changing values from 0 to 1. We have user in point 10 where user is near by. Later we detect Wi-Fi signal form Nodemcu as room of each floor and try to connect with user. Main purpose of this paper is to save life of people in short time and find out the shortest path up to nearest exits in the time of emergencies and rescue them.

  • COSPAS-SARSAT 406 MHz emergency beacons include ELTs for aviation, EPIRBs for maritime, and PLBs for individuals in distress. They are used to sending messages encoded on 406 MHzdistress frequency and sending alertsfor search and rescue in distress. C/S T.001 and T.018 are COSPAS-SARSAT technical documents. They include basic technical information needed for developing beacons, howmessages are constructed, and test methods for type approval. COSPAS-SARSAT systems that use existing low earth orbit (LEO) and geostationary earth orbit (GEO) satellites do not have a return link service (RLS). So, the survivors could not confirm whether the distress signal was sending or not. However, a new medium earth orbit (MEO)satellite system has been added to thissystem, allowing confirmation through the RLS function. This paper analyzed C/S T.001 and T.018 needed to develop navigation structuresthat incorporated improved PLB of 406 MHz, a homing signal generator of 121.5 MHz, and a VHF AM transmitter for aviation of 243 MHz.

Molecular cloning of the Arabidopsis gene rat3 that is involving in the Agobacterium-mediated planttransformation (Agrobacterium에 의한 식물형질전환에 관여하는 Arabidopsis RAT3 유전자의 분리와 분석)

  • Genomic and cDNA clones containing the RAT3 gene involving in Agobacterium-mediated plant transformation were identified using plant DNA flanking the righ border of a T-DNA rescued from the rat3 mutant as hy-bridization probe. Two highly homologous cDNA clones were identified; one (RAT3-1) weakly hybridized with the probe whereas another (RAT3-2) strongly hybridized with the probe. Both Rat3-1 and Rat3-2 proteins contain a putative signal peptide for secretion. The deduced molecular weights of encoded proteins are 15 kDa. The results of genomic DNA blot analysis and DNA sequencing indicated that RAT3-1 and RAT3-2 exist as single copy genes and they were arranged side by side with just 600 bp distance between them. RAT3-1 was disrupted by the integration of T-DNA into the 3 untranslated region in rat3 mutant. A BLAST search showed that both RAT3-1 and RAT3-2 proteins have homology with only the C-terminal region of $\beta$-1,3-glucanase homologues from Triticum aestivum and Arabidopsis thaliana. Thses $\beta$-1,3-glucanase homologues contain an unusually long C-terminal region with no sig-nificant homology to other $\beta$-1,3-glucanase.

  • Recently, there has been an increase in the use of Automatic Identification Systems. Class A AIS is used for ships engaged in international voyages, while Class B AIS is utilized for smaller vessels navigating domestic coastlines. AtoN AIS is used for aids to navigation, AIS is employed for search and rescue aircraft, and AIS-SART is widely used worldwide. Accordingly, in 2022, the Maritime Safety Committee(MSC) of the International Maritime Organization(IMO) revised the performance standards for the satellite emergency positioning radio beacon(EP IRB) to include AIS signals along with 121.5 MHz for aircraft, which has been used as a homing signal. It was recommended to use together as a homing signal, and from July 1, 2022, it was decided that AIS-EP IRB that satisfies the revised performance standards will replace the existing EP IRB. Consequently, starting from July 1, 2022, it was decided that AIS-EPIRB, which meets the revised performance standards, will replace the existing EP IRB. This paper aims to verify the feasibility of implementing AIS-EPIRB, which has not yet been developed domestically. To achieve this, a dedicated chipset for AIS was used to additionally implement frequency generation of 161.975 MHz and 162.025 MHz and GMSK modulation to satisfy the requirements.

An Overview of Operations and Applications of HF Ocean Radar Networks in the Korean Coast (한국연안 고주파 해양레이더망 운영과 활용 개관)

  • This paper aims to i) introduce the characteristics of HF ocean radar and the major results and information produced by the radar networks in the Korean coasts to the readers, ii) make an up-to-date inventory of the existing radar systems, and iii) share the information related to the radar operating skill and the ocean current data application. The number of ocean radars has been showing a significant growth over the past 20 years, currently deploying more than 44 radars in the Korean coasts. Most of radars are in operation at the present time for the purposes related to the marine safety, tidal current forecast and understanding of ocean current dynamics, mainly depending on the mission of each organization operating radar network. We hope this overview paper may help expand the applicability of the ocean radar to fisheries, leisure activity on the sea, ocean resource management, oil spill response, coastal environment restoration, search and rescue, and vessel detection etc., beyond the level of understanding of tidal and ocean current dynamics. Additionally we hope this paper contributes further to the surveillance activity on our ocean territory by founding a national ocean radar network frame and to the domestic development of ocean radar system including signal processing technology.
