  • Information strategy planning (ISP) pursues alignment of business strategy and IT (Information Technology) strategy as well as derivation of feasible and valuable IT projects. However, conventional ISP methodology hardly obtains the objectives because of its intrinsic shortcomings. Diverse ways are proposed for the improvement of the conventional methodology including, for example, combination of EA (Enterprise Architecture) with ISP. Meanwhile, six-sigma methodology which is characterized by quantification, scientific and systematic approach, customer orientation, process orientation has been gaining considerable attention and extending its application scope continuously. In this paper, an innovative ISP methodology is proposed by decomposing activities, methods, and tasks from conventional ISP process and reorganizing them into DMADOV six-sigma framework. In addition, the usefulness and applicability of the newly proposed methodology are provided using an electronics company example. The methodology enhance the possibility of producing future oriented and beneficial IT projects by associating IT strategy and the projects in the form of quantified causal relationship. Besides, it can also increase the objectivity of IT vision and strategy.

  • Digital Science's Dimensions is envisaged as a next-generation research and discovery platform for more efficient access to cross-referenced scholarly publications, grants, patents, and clinical trials. As a new addition to the growing open citation resources, it offers opportunities that may benefit a wide variety of stakeholders of scientific publications, from researchers and policy makers to the general public. In this article, we explore and demonstrate some of the practical potentials in terms of cascading citation expansions. Given a set of publications, the cascading citation expansion process can be iteratively applied to a set of articles so as to extend the coverage to more and more relevant articles through citation links. Although the conceptual origin can be traced back to Garfield's citation indexing, it has been largely limited, until recently, to the few who have unrestricted access to a citation database that is large enough to sustain such iterative expansions. Building on the open application program interface of Dimensions, we integrate cascading citation expansion functions in CiteSpace and demonstrate how one may benefit from these new capabilities. In conclusion, cascading citation expansion has the potential to improve our understanding of the structure and dynamics of scientific knowledge.

  • It is important to know how well observation errors are removed in the calibration process prior to ensuing scientific research. In mm-VLBI observations, a radio wave suffers from an atmospheric propagation delay due to the rapid change of atmospheric refraction. It makes phases of VLBI correlation output fluctuate rapidly, which essentially decreases the coherence of phases and reduces the integration time. Consequently, it is challenging to achieve a high signal-to-noise ratio and enhance the quality of scientific output. Among the causes of the atmospheric propagation delay, water vapor in the troposphere is the most decisive factor to affect phase errors in the high frequency range (> 10GHz). It is expected to have the non-dispersive characteristic that enables to introduce new calibration strategy, Frequency Phase Transfer (FPT). This new method utilizes low frequency phases to compensate phase errors in high frequency bands. In addition, Korean VLBI Network (KVN) which benefits from the simultaneous 4-channels (22/43/86/129 GHz) observations is ideal to probe FPT performance. In order to evaluate FPT performance of KVN, we present the results of FPT phase analysis and discuss its performance.

  • The development of the aviation industry and the changes in the military operation mission environment are demanding more long - distance operation (long - time flight), and such a flying environment is a risk factor for fatigue - related accidents. For the aviation related organizations such as ICAO and FAA, fatigue risk management system (FRMS) are applied along with flight time restriction regulations to prevent fatigue related accidents. The most important process in FRMS is fatigue risk management. Fatigue risk management systematically manages fatigue through scientific fatigue risk data collection and fatigue risk assessment. The purpose of this study is to applicate the assessment of scientific fatigue risk management to pilots of airplanes engaged in long flight. We reviewed the current state of risk management and FRMS through previous research. We also developed fatigue risk management indicators and examined the validity of internationally recognized fatigue risk data collection methods and fatigue risk assessment tools. There are 134 mission (flight) data used for development. In order to verify the indicators, the fatigue risk score between the items was assigned through pair-wise comparison. In addition, the verify test results were normalized.

  • One of the most significant medical advancements in human history is the development of vaccines. Progress in vaccine development has always been greatly influenced by scientific human innovation. The main objective of vaccine development would be to acquire sufficient evidence of vaccine effectiveness, immunogenicity, safety, and/or quality to support requests for marketing approval. Vaccines are biological products that enhance the body's defenses against infectious diseases. From the first smallpox vaccine to the latest notable coronavirus disease 2019 nasal vaccine, India has come a long way. The development of numerous vaccines, driven by scientific innovation and advancement, combined with researcher's knowledge, has helped to reduce the global burden of disease and mortality rates. The Drugs and Cosmetics Rules of 1945 and the New Drugs and Clinical Trials Rules of 2019 specify the requirements and guidelines for CMC (chemistry, manufacturing, and controls) for all manufactured and imported vaccines, including those against coronavirus infections. This article provides an overview of the regulation pertaining to the development process, registration, and approval procedures for vaccines, particularly in India, along with their brief history.

  • This study clarified the fact that the existing 'manpower supply and demand plans', preceding studies, theoretical researches of the past cannot satisfy the multi-goals of organizations, instead, the existing plans focused on only the number of customers and total amount of service. Next, a necessity of more proper manpower plans that consider comprehensive goals of the organizations is suggested then, this study tried to make the countermeasures. As for studying methods, a priority sequence in the organizations' manpower management's goals is set by AHP(Analytic Hierarchy Process), a business administrative scientific skill. Proper manpower policies of the food service enterprises, which satisfy the organizations' multi-goals, are established by GP(Goal Programming). Based on it, mid and short term 'manpower supply and demand plans' are established. For the purpose of increasing the study's efficiency, example studies are conducted in one family restaurant. The limit of this study is that inner personnel management details such as promotion, new personnel appointments, unemployment, retirement were not considerately considered. Therefore, the future studies should think over those limits and research the labor-force supply from the outside also.

  • Chloride diffusivity of concrete is a crucial material parameter for service life determination and durability designing of marine concrete. Many research works on this issue have been conducted, varying from empirical solutions obtained experimentally to image analysis, based on multi-scale modeling. One of the simple approaches is to express the chloride diffusivity of concrete by a multi-factor function, however, the influences of various factors on the chloride diffusivity are ambiguous. Furthermore, the majority of these research works have not dealt with the carbonation process of concrete, although this process affects the chloride diffusivity of concrete significantly. The purpose of this study is to establish a simple approach to calculate the chloride diffusivity of (non)carbonated concrete. The chloride diffusivity of concrete should be defined, based on engineering and scientific knowledge of cement and concrete materials. In this paper, a lot of parameters affecting the chloride diffusivity, such as the diffusivity in pore solution, tortuosity, micro-structural properties of hardened cement paste, volumetric portion of aggregate, are taken into consideration in the calculation of the chloride diffusivity of noncarbonated concrete. For carbonated concrete, reduced porosity due to carbonation is calculated and used for calculating the chloride diffusivity. The results are compared with experimental data and previous research works.

  • In general, researchers, policymakers, and practitioners consider innovation by producers as a primary mode in a market economy. However, the recent research has shown that some of the most important, novel products and processes have been developed by users-both user firms and individual end-users. According to von Hippel [1988], he found that they were the developers who made about 80 percent of the most important scientific instrument innovations as well as the major innovations in semiconductor processing. In this research, we conducted grounded research on user-led innovation at the corporate-level. Also, we analyzed the train development project (SR000) of Seoul Metropolitan Rapid Transit Corporation (SMRT). We focused on identifying the success factors of user-led innovation, and development process.
