Human Capital as a Development Factor for Cultural and Creative Industries

  • Human capital is the defining value of the national economy under market conditions. The manifestation of human capital is realized as an intellectual and creative capital, theoretically grounded and proven. The realization of intellectual capital is realized through the research creativity of scientists and researchers, and creative capital is manifested through artists and thinkers. Accordingly, creativity in market conditions forms a separate source of income and is an essential article in the formation of the GDP of the national economy. This research aims to analyze human capital from the perspective of cultural and creative industries. Research methods: systematization; comparative analysis of individual indicators of advanced countries of the world on the training system; statistical, taking into account macroeconomic indicators to assess the level of national creativity potential; system and logical analysis; method of information synthesis. Research results. The structural and quantitative composition of the factors of intellectual and creative capital formation has been systematized. The article proves that the unique properties of human capital, knowledge, creativity, experience and professional skills are the push factors of creativity development of the national economy and provide the priority development of creative and cultural industry that allows generating the added value on the national scale. The functions of creativity in the sphere of cultural industries are highlighted. It is noted that education and creativity of both intellectual and creative capital are the forming basis. The research of the world's advanced countries on the creativity index has pointed out the Netherlands as the leading country in the quantitative measurement of creativity. The economic development factors of the Netherlands were analyzed from the position of economic creativity, which allowed the formation of a two-factor model providing priority development of creativity in the cultural and creative industries.

  • This study examines three factors - personal, academic features and governmental research environment - that influences the research of creative scientists based on a Systems Model of Creativity and tries to deprive policy implications. First, this study investigates the characteristics of creative scientists' research through a literature review. Next, it analyzes the features of academic characteristics, and creative research environments by the interviews of nine creative scientists in Korea. Lastly, it draws its implications and analyzes the limitations of this research.

Effects of the 4MAT System on Creativity, Science Achievement and Science-related Attitudes of Elementary Students (4MAT System 학습방법이 초등학생의 창의력, 과학과 학업성취도 및 과학관련태도에 미치는 효과)

  • The purpose of this study was to explore effects of 4MAT system program on the creativity, science achievement and science-related attitudesof elementary school students. 4MAT learning program is a model based on the whole brain learning including the learning styles and the cognitive specialization of left and right hemispheres. The study was conducted for 10 weeks during the 1998 second semester in H elementary school which is located in Incheon. 4MAT learning program was applied to the 5th and 6th grade students. One hundred 5th grade students and eighty three 6th grade students are selected for this study. The experimental group was taught in applying the 4MAT system, and the control group was taught by the traditional manner. The results of this study were as follows: There was a significant difference on creativity between the instruction by applying 4MAT system and the traditional instruction. In the 6th grade, there was a statistically significant difference on science achievement and science-related attitude. In the 5th grade, there was slightly increased, but statistically onsignificant. In conclusion, the instruction by applying 4MAT system was more effective in developing student's creativity than the traditional instruction in both grades.

  • Purpose - This study investigated the effects of leaders of national universities on faculty creativity. The study examined transformational leadership and creativity theories and investigated self-efficacy, the parameter between transformational leadership and creativity, to examine its moderating effect and provide policy implications for national universities. Research design, data, and methodology - This study built four hypotheses based on the literature review, and tested these using a survey methodology. The collected data were analyzed using SPSS 15.0. Result - At the national universities, the results were as follows: charisma of leaders had a positive influence on member creativity; intellectual stimulus of leaders had a positive influence on member creativity; and, individual consideration of leaders had a positive influence on member creativity. Therefore, leaders' transformational leadership had a positive influence on member creativity. Conclusion - Creativity is thought to be important for organizational survival and continuous development at rapidly changing education administrations. Educational administration leaders should exercise transformational leadership to develop member creativity. Member self-efficacy, which had a mediating effect on creativity, requires leadership to develop it.

The Differences of Creativity according to Level of Attentional Abilities in Young Children (유아의 주의력 수준에 따른 창의성의 차이)

  • The purpose of this study was to identity the differences of creativity according to levels of attentional abilities in young children. The participants of this study were 204 5-year-old children from the kindergarten or daycare center in Busan. The tests was conducted by using ANT and TTCT for young children. The study used two independent t-tests to find out the differences of creativity between high and low young children of degrees of alertness, orientation and executive control. The results of the study are as follows; first, there was a significant difference in creativity, abstractness of titles, and elaboration between high and low young children of varying degrees of alertness. Second, there was not a significant difference in creativity between high and low young children of orientation. Third, there was a significant difference in creativity; fluency, originality, elaboration and resistance to premature closure between high and low young children of the executive control. Therefore, there was a close relation between attentional control abilities, especially the executive control and creativity of young children.

  • The purpose of this study was to examine the impact of the application of a creative thinking technique for development on the creativity and attitude toward science of the students in elementary school. In order to better assist students' levels of creative thinking process, creative thinking techniques were reorganized based on the features of creative learning content in science textbooks. Furthermore, related units from an elementary science textbook were analyzed to map out the lesson plans. The findings of the study were as follows. First, the creative thinking technique developed in this study could be applicable to teaching-learning activities. When a creative thinking technique is applied, that should carefully be selected in consideration of all the creativity elements to be covered in class, and that should be used in a manner to be covered in class, and that should be used in a manner to be appropriate at learner level. Second, the utilization of the creative technique turned out to have a good impact on boosting the creativity of the elementary schoolers. Third, the utilization of the creative technique turned out to exert a good influence on fostering the school children's attitude toward science.

The Effect of Science Activity Activating Spatial Ability on Elementary School Students' Spatial Ability and Creativity Improvement (공간 능력을 활성화하는 과학 활동이 초등학생의 공간 능력과 창의성에 미치는 효과)

  • This study was to find the effects of science activity activating spatial ability on spatial ability and creativity of the elementary school students. The survey was conducted with 30 second grade students in one class of "J" elementary school located in "C" City, Chungcheong-bukdo province. The students were taught with the program of science activity activating the spatial ability. According to the result, the science activity had significantly influence on the improvement of spatial ability of the elementary school students. It had also significantly influence on the improvement of spatial relationship ability. The science activity was also effective in the improvement of creativity, and especially in the subdomain of originality and sensitiveness. The students who has right brain preference showed much more improvement in the spatial ability compared to left brain preference students after science activity class. However there is no difference between the students who had the right brain preference and left brain preference in the creativity.

An Application Effect of Family Activity for Improving Scientific Creativity (FAISC) (과학 창의성 향상을 위한 가족활동(FAISC) 프로그램의 적용 효과)

  • In the previous study (Jee & Park, 2013), family activities, which can be utilized to improve scientific creativity at home have been developed and used. In that study, 12 families fell into two groups, received 6 programs for scientific creativity respectively, and conducted the program for six weeks. As consequences, various positive responses from participants have been received. This survey has been conducted to test whether scientific creativity could be improved quantitatively through family activity at home, and to examine parents' recognition of the feasibility of teaching creativity as well. To answer this, a scientific creativity test consisting of three items in the pre- and post-test respectively have been developed and carried out. The test includes various elements of scientific creativity defined by Park (2011). For obtaining parents' responses, a questionnaire has been developed and applied. The results reveal that parents have changed their thought to 'everyone can conduct scientific creativity activity at home if effective programs are provided and they learn the basic skills to do it.' And, through the scientific creativity test, the experimental group has indicated an improvement in scientific creativity with statistical significance and a large effect size. Therefore, we suggest that family activity for scientific creativity can be applied to family activity in various situations such as camp, leasure or science museum.

A Service-Oriented Architecture for Computational Creativity

  • Creativity is a long cherished and widely studied aspect of human behavior that allows us to re-invent the familiar, and to imagine the new. Computational creativity (CC) is a newly burgeoning area of creativity research that brings together academics and practitioners from diverse disciplines, genres and modalities, to explore the potential of computers to be autonomously creative, or to collaborate as co-creators with people. We describe here an architecture for creative Web services that will act as a force magnifier for CC, both for academic research, and for the effective deployment of real CC applications in industry. For researchers, this service-oriented architecture supports the pooling of technologies in a robust interoperable framework, in which CC models are conceived, developed and migrated from lab settings to an industrial strength platform. Industry developers, for their part, will be able to exploit novel results of CC research in a robust, low-risk form, without having to re-implement algorithms from a quickly moving field. We illustrate the architecture with the first of a growing set of creative Web services that provide robust figurative language processing on demand.

Relationship between children's design creativity and TTCT's creativity - A basic research on evaluation for developing children's design creativity - (아동의 디자인 창의성과 TTCT창의성과의 관계 - 아동의 디자인 창의성 개발을 위한 평가법에 관한 기초연구 -)

  • Creativity has very important significance to children. Although active researches and educations on other studies (for instance, mathematics, science, logics, music, etc) are being done, evaluation or development on children's creativity in design is very inadequate. Therefore, this study is a basic research to develop evaluation to judge design creativity of children as an incipient stage of educational method development to develop children's creativity in design. Evaluation categories (originality - novelty/fun, practicality-function/possibility) that can evaluate design creativity of children were drawn out based on documentary records, and as the results or performing experimental research to figure out correlativity between creativity of idea and design creativity targeting children in second grade of elementary school, subordinate provinces of idea's creativity related to design creativity were fluency and elaboration. However, it does not mean that fluency and delicacy are the only subordinate provinces of idea's creativity related to design creativity, but they are more influential compared to other provinces (creativity, abstractness of title, and resistance to premature closure) This study is to prepare basic framework of educational method to improve design creativity education of children, and has its meaning to complement what are lacked in design creativity through the educational method.
