과학기술 정책의 과학화 서비스 개발에 관한 연구 (A Study on Developing Science Service of Science and Technology Policy)

  • The development of science and technology oriented knowledge society accelerates the convergence between scientific theory and industrial technology and increases the complexity problem of social and economic sectors. These cause the difficulty of securing the reliability and objectivity of science and technology policy. These also are barriers of balanced evaluation between rational science and technology policy making, management, and policy coordination. In this regard, Advanced countries in science and technology develops policy support system and promotes the program of evidence-based SciSIP(Science of Science and Innovation policy) together. This paper introduces a new approach developing science service of science and technology policy utilizing business intelligence technology in Korea. Also, it proposes the integration method of policy knowledge base and component-based service supporting S&T policy decision-making process and introduces services case studies.

Typology of R&D Service Firms and Customized Policy Suggestions in Korea

  • This paper originates from the questions concerning why Korea has had difficulties in boosting R&D service industries regardless of government efforts over a decade. We first review the intrinsic nature of the R&D services and set up four criteria such as establishment type, diversification of business models, coverage of client firms, and role of R&D service firms as innovation drivers and IP strategies, that will be used in interviewing and analyzing R&D service firms. Second, we carry out in-depth interviews of eighteen R&D service firms to understand business behaviors and relevant characteristics. Finally, we identify five groups of R&D service firms and conclude that differentiated polices have to be implemented according to the groups for promoting the industry effectively.

  • 이 논문은 정책이념(policy ideas)의 관점에서 우리나라 과학기술의 성격과 발전을 검토한다. 제도주의 이론에 따르면 정책이념은 정책형성과 정책변화를 이해하는데 매우 유용하다. 행동 원칙과 인과관계에 대한 지식과 신념이 주요 내용인 정책이념은 그것이 정책참여자의 인지와 정부 제도에 배태되므로 정책목표와 정책수단의 선택, 즉 정책형성에 큰 영향을 주는 것이다. 우리나라 과학기술정책의 이념은 기술민족주의에 바탕을 두고 있는데 이것은 최근에 들어 산업경쟁력 향상의 이념으로 구체화되고 있다. 현대 과학기술기술은 점점 복잡해지고 대규모화되고 있어서 경제 발전에 기여하는 것 못지 않게 자연과 사회에 대해서 심각한 부정적인 외부효과를 가져다주고 있다. 이런 점에서 보면 산업경쟁력 이념에 지배되어 있는 우리나라 과학기술정책은 상당한 문제점을 가지고 있다. 서구 지역의 경우와 같이 우리도 산업경쟁력 이념 못지 않게 삶의 질의 향상과 같은 좀더 사회적이고 생태적인 가치를 추구하는 방향으로 과학기술정책의 변화를 모색할 필요가 있다. 이를 위해서는 국가와 기업에 의해 주도되어 온 과학기술정책의 형성에 시민사회가 적극적으로 참여하는 길이 모색되어야한다.

한국 과학기술정책의 특성에 관한 시론적 고찰 (A Study on the Characteristics of Science and Technology Policy in Korea)

  • 이 논문에서는 한국 과학기술정책의 시기별 특성과 전체적 특성을 검토하였다. 과학 기술정책의 발전단계는 형성기, 성장기, 전환기로 구분하였다. 한국에서는 과학기술의 진홍을 위한 제도적 기반이 공업화의 초기 단계부터 갖추어졌고, 1980년대 이후에는 정부연구개발사업이 전개되는 가운데 민간 부문의 기술혁신활동이 급속히 증가했으며, 1990년대 후반에는 과학기술정책에 대한 새로운 이념이 모색되면서 관련 법령 및 계획이 정비되기 시작하였다. 과학기술정책의 전체적 특성은 정책레짐이란 개념을 바탕으로 분석하였다. 지금까지 한국의 과학기술정책은 산업발전을 가장 중요한 정책목표로 삼아왔고, 정책수단의 측면에서는 외형적 투입요소가 증가하는 양상을 보였으며, 관료 중심의 정책문화가 지배적이어서 경제문화, 학문문화, 시민문화는 충분히 발전하지 못했다.

Public Procurement for Innovation in Korea

  • Public procurement for innovation is used as one of the major policy tools to stimulate innovation and promote growth of small and medium-sized enterprises (SMEs) in Korea. However, it is evaluated that this policy has not been so effective in promoting technological innovation among SMEs largely because it heavily depends on price competitiveness of SMEs products and services. In order to draw some policy implications, this study examines the PPI policies of selected countries as comparative references and conducts an empirical analysis on Korean Public Procurement Services (PPS) data for identifying challenges of the current policy in Korea. We conclude that in order to enhance technological innovations of SMEs, PPI policy in Korea should 1) focus more on the potential competitiveness of SMEs, 2) enlarge public demands especially on R&D services, 3) encourage private sector participation in the public procurement market, 4) improve the assessment criteria for public procurement market registration, and 5) restructure the responsible organizations.

과학기술정책학의 패러다임 논의 : 학문적 정의와 연구범위를 중심으로 (Discussion of the Paradigm of Studies on Science and Technology Policy : Suggesting the Definition of Discipline and Research Scope)

  • 이 논문은 2017년 현재, 우리나라에서 과학기술정책학 또는 과학기술정책 연구가 독자적인 학문 정체성을 가지고 있는가 하는 문제의식에서 수행되었다. 이를 위하여 국내에서 출판된 과학기술정책 관련 단행본 19권을 대상으로, 학문 패러다임 형성의 핵심요소인 학문적 정의와 핵심 연구범위의 논의 여부를 분석하였다. 연구결과는 현 시점에서의 우리나라 과학기술정책학은 패러다임 형성 이전의 단계에 머물러 있다는 잠정 결론을 내렸다. 이러한 결론에 근거하여 연구자들은 향후 과학기술정책학의 패러다임 완성에 필요한 학문적 정의와 연구범위를 새롭게 제안하였다. 과학기술정책학은 '과학기술 활동 및 과학기술과 관련된 정치 경제 사회 문화의 제반 현상을 연구 분석함으로써, (1) 과학기술 자체의 발전을 도모하면서 (2) 과학기술을 활용하여 국가와 공공 부문의 문제해결 능력을 높이고자 하는 정책지향적인 학문'으로 정의하였다. 과학기술 정책학의 '연구범위'는 (1) 과학기술 정책과정, (2) 과학기술 공공관리, (3) 연구관리, (4) 기술혁신의 4대 부문으로 제안하였다. 이 중에서 '과학기술 정책과정'과 '과학기술 공공관리'는 이 논문에서 제안하는 과학기술 정책학의 정의를 반영하는 새로운 내용이며, '기술혁신'과 '연구관리'는 기존 연구들도 대부분 포함하고 있는 과학기술정책학의 연구범위라고 할 수 있다.

Evolution and Features of Korea's Science & Technology Policy Coordination System

  • Korea is examining how to coordinate its S&T policies and solidify its position as a leader of infrastructure innovation policy that forms the foundation for many different policies. A number of questions have been raised, such as whether to install a superior coordinating body like the National Science and Technology Council (NSTC) or separate the budget allocation and coordination authority from the budget-planning ministry. Korea has tried using various institutional coordination devices and functions such as reorganizing its administrative ministries based on related functions and installing or reinforcing a superior coordinating body. In line with these discussions, the strengthening of the S&T policy coordination function through the NSTC is currently under review. In order to design an effective S&T coordination system in step with changing political and social demands, it is important to have a clear recognition of the current context as well as the unique institutional characteristics of Korea. This study examines the evolution of Korea's S&T policy coordination systems and analyzes its features.

  • The paper studies on the cooperation between the humanities & social sciences and natural science & technology in 1990's. The article showed policy alternatives about the crisis of humanities & social sciences. That was science wars and we heard that was announced by Sokal affair. In this article, the author inquired into the Korean research policy's crisis and presented the policy alternatives about the crisis of humanities & social sciences and natural science & technology in various ways. In the concrete, the policy alternatives are cultural critique of technology and science and science & development of domain about interdisciplinary studies at the humanities & social science and natural science & technology. In conclusion, First, the author showed the appraisal and institutionalization of interdisciplinary studies. Second, the researcher proposed few policy alternatives and developmental area of interdisciplinary studies between the humanities & social sciences and natural science & technology.

S&T Policy Trend Using Language Network Analysis: Focusing on Science and Technology Basic Plan

  • This study analyzes a language network of Science and Technology Basic Plan, which is the basis for science and technology policy in Korea, for the next Science and Technology Basic Plan. Language network analysis was adopted for a quantitative approach measuring the trend of policies. Several techniques such as keyword analysis, language network map analysis, quantitative characteristics analysis and keyword-related major-word analysis have been performed. Results show that there are common policies emphasized by all Science and Technology Basic Plans in the past, and there are also specific policies emphasized in each period of the Science and Technology Basic Plan. These specific policies come from a 'change of times' when the Science and Technology Basic Plans were established, as well as the philosophy of the national government.

Assessment of Innovation Policy Coordination Through Korean Office of Science, Technology and Innovation (OSTI)

  • The need for designing and implementing integrated policy was further emphasized in tandem with the increase in interest concerning policy coordination and interactions. An active discussion is taking place in the field of innovation policy concerning "integrated innovation policy," which considers innovation along with financial, regional development, social, and environmental policies together in a holistic manner. In Korea since the beginning of the 2000s, there were many attempts at implementing integrated innovation policy through the restructuring of the overall S&T administration system. For the purposes of taking an integrated approach to S&T policies as well as to S&T-related human resources, industrial, and regional development policies, the Roh Administration (February 2003~February 2008) elevated the S&T Minister to the level of Deputy Prime Minister as well as launching the Office of Science, Technology, and Innovation (OSTI) (October 2004 ~ February 2008) under the Ministry of Science and Technology. This study investigates the policy coordination activities of the OSTI from the perspective of policy integration. It deals with the background of the OSTI, its roles and responsibilities, the coordination process, and its achievements and limitations while discussing the important implications for developing effective policy measures with the hope of contributing to the development of theories of integrated innovation policy.
