다자개발은행들은 기후변화 대응에 적극적으로 동참하고 있으며, 기존 환경·사회 영향평가에서 한발자국 더 나아가 저탄소 기후금융(Climate Finance) 제공을 위한 공동의 기후금융 평가방안(Common Principles for Climate Finance Tracking)을 마련하여 운용하고 있다. 이들은 보수적인 시각에서 전체 사업 중 기후변화 적응 또는 저감으로 인정할 수 있는 부분을 단위화하여 평가하고 있으며, 그 결과를 취합하여 2012년부터 2021년도까지 총 10회에 걸쳐 기후금융 보고서를 발간하였다. 기후금융으로 판단하는 방법은 저감인지 적응인지에 따라서 다소 상이하다. 기후변화 적응 금융의 경우에는 사업의 맥락, 전후사정을 살펴 적응 금융으로 산정하며, 저감 금융의 경우에는 적용이 가능한 사업에 대한 포괄적인 리스트가 마련되어 이에 해당하는 경우 저감 금융으로 인정한다. 다자개발은행은 기후금융 평가 내용을 환경·사회 영향평가 결과와 함께 사업 심사의 주요 항목으로 활용하고 있다. 세계 각국이 사업 수준에서 기후변화를 다루기 위한 다양한 노력을 기울이고 있는 상황에서, 다자개발은행이 사업 승인 시 기후변화를 어떻게 고려하고 있는지 살펴보고 그 시사점에 대해서 고찰해 보는 것은 향후 기후변화 대응 방법론 마련 및 관련한 환경·사회 영향평가의 역할 확대에 도움이 될 것이라고 생각한다.
Many studies have been conducted to assess the health effects of climate change in Korea. However, there has been a lack of consideration regarding how the results of these studies can be applied to relevant policies. The current study aims to examine research trends at the agenda-setting stage and to review future ways in which health-related adaptation to climate change can be addressed within national public health policy. A systematic review of previous studies of the health effects of climate change in Korea was conducted. Many studies have evaluated the effect of ambient temperature on health. A large number of studies have examined the effects on deaths and cardio-cerebrovascular diseases, but a limitation of these studies is that it is difficult to apply their findings to climate change adaptation policy in the health sector. Many infectious disease studies were also identified, but these mainly focused on malaria. Regarding climate change-related factors other than ambient temperature, studies of the health effects of these factors (with the exception of air pollution) are limited. In Korea, it can be concluded that studies conducted as part of the agenda-setting stage are insufficient, both because studies on the health effects of climate change have not ventured beyond defining the problem and because health adaptation to climate change has not been set as an important agenda item. In the future, the sharing and development of relevant databases is necessary. In addition, the priority of agenda items should be determined as part of a government initiative.
Purpose: Healthcare is on the whole a personal and critical service that consumer's use, whereas hospitalization is as a rule painful, because nature nurtures and Sun Light Luminosity for healthcare settings is considered healing. The performance and design of climate responsive buildings such as AKU requires a detailed study of attributes of climate both at micro as well as macro level. The therapeutic value of contact with nature through window view, greenery and landscape is calculated there. Method: A two prong strategy is been devised for this article, at micro level three typical morphologies are analysed by creating same environment of neighboring building on sun shading chart, radiation and temperature range. Since the analysis of local climate helps to determine the design strategies for hospital Healing Environment which is suitable for Karachi climate; in order to track the macro climatic behaviour, a considerable analysis of psychometrics chart for AKU Karachi are designed on Climate Consultant (CC) and analysed by Machine Learning. Climate Consultant proposes different design strategies suitable for Karachi. And on the other hand time wise illumination sources for clinical area which are then measured on psychrometric chart- according to singular space: multi patient admission, secondly: acute ambulatory ward, and tertiary: multi windowed space according to the mushrabiyah and sky light pattern. Result: Our findings support the hypothesis that windowed wall is 75-80% more healing wall; an accelerated evidence was found for healing at macro level if the form of the hospital is designed according to the climatologically preferences, whereas at micro level: the light resource becomes the staff attentiveness determinant. In Conclusion evidence was provided that the actual form of luminosity results consequently in satisfaction while light entering from several set of windows and other sources might be valued if design according to the healing environment. Calibrating a conceptual hydrologic model necessitates selection of a calibration period that produces the most reliable prediction. This often must be chosen randomly, however, since there is no objective guidance. Observation plays the most important role in the calibration or uncertainty evaluation of hydrologic models, in which the key factors are the length of the data and the hydro-climate conditions in which they were collected. In this study, we investigated the effect of the calibration period selected on the predictive performance and uncertainty of a model. After classifying the inflows of the Hapcheon Dam from 1991 to 2019 into four hydro-climate conditions (dry, wet, normal, and mixed), a conceptual hydrologic partitioning model was calibrated using data from the same hydro-climate condition. Then, predictive performance and post-parameter statistics were analyzed during the verification period under various hydro-climate conditions. The results of the study were as follows: 1) Hydro-climate conditions during the calibration period have a significant effect on model performance and uncertainty, 2) calibration of a hydrologic model using data in dry hydro-climate conditions is most advantageous in securing model performance for arbitrary hydro-climate conditions, and 3) the dry calibration can lead to more reliable model results.
The negative impact of climate change on the agricultural sector is rapidly increasing, and it is urgent to prepare policies at the government level to mitigate it. In the case of Rwanda's agricultural sector, which lacks the government's budget and farmers' capital, efficient and effective policy implementation is of paramount importance. To this end, rather than establishing related policies in the public sector from the top down, it is necessary to establish a bottom-up customized policy that is reflected in policy establishment by identifying the characteristics and behaviors of farmers who actually participate in adaptation activities. In this study, the effects of farmers' characteristics and farmers' perception status/adaptation status to climate change on the selection of adaptation methods for climate change were analyzed. 357 rice farmers randomly selected from Eastern Rwanda were surveyed to explore the information related to farmers' perception to climate change and adaptation methods as well as basic information of the farm. Research shows that the probability of selecting a variety of adaptation methods rather than not responding to climate change increases the younger the age, the higher the education level, and the easier access to climate information and credit. As a policy proposals, it is judged that public support such as strengthening agricultural technology support services, including more detailed guidance for elderly and low-educated farmers, and improving access to farm loan services by agricultural financial institutions is needed. In addition, it is necessary to adjust the planting time and cultivation method, provide timely information related to climate change, and provide crop variety improvement services to farmers.
현재 전 세계적으로 지구온난화로 인하여 폭염, 폭설, 폭우 및 슈퍼태풍 등과 같은 이상 기후 및 극한 기후현상이 지속적으로 증가 하고 있다. 또한 심각한 자연재해로 콘크리트 구조물 및 사회기반시설의 심각한 손상과 노후화가 발생하였다. 이러한 문제를 해결하기 위해서 현재 국내외적으로 다양한 기후변화에 적합한 시공기술 및 기준에 대한 연구가 활발히 진행되고 있는 실정이다. 그러므로 본 연구에서는 콘크리트 배합에 다양한 풍속과 일조시간의 양생조건에 대한 강도 발현 효과를 평가하고자 한다. 다양한 풍속과 일조시간 조건에서 양생한 실험체에 압축강도와 할렬인장강도 실험을 하였고, 성능 중심 평가(performance based evaluation (PBE))를 수행하여 콘크리트의 다양한 양생조건에 대한 만족도 확률을 평가하였다. 또한 콘크리트의 성능 중심 평가로부터 얻는 결과 값을 바탕으로 콘크리트 배합과 양생조건에 대한 문제점들을 파악 해결하고 대응책을 마련하고자 한다.
본 연구에서는 신뢰성 있는 국가표준 지역기후변화 시나리오 생산을 위해 현재기후에 대한 SNURCM과 WRF의 재현성을 검증하였다. 국립기상연구소에서 생산된 HadGEM2-AO 전구자료를 지역기후모형의 경계조건으로 사용하여 CORDEX 규준 하에 28년(1978-2005)간의 장기적분을 수행하였다. 두 모형은 연평균 지표 온도 분포를 관측과의 공간상관계수가 0.98 이상으로 매우 높은 일치성을 나타내었지만, 모형 영역의 북쪽 경계를 중심으로 한랭 편차를 공통적으로 보였다. 강수의 경우 또한 육지 지역을 대상으로 한 관측과의 공간 상관 계수는 SNURCM이 0.85, WRF가 0.79로 나타나 우수한 모의 결과를 보였다. 두 모형에서 모의된 강수 분포는 적도와 중위도 지역 간에 상반되는 특성을 보였다. SNURCM은 WRF에 비교하여 중위도 동아시아 몬순 강수대의 분포를 적도 지역의 강수대보다 상대적으로 잘 모의하였으나, WRF는 그 반대의 결과를 나타내었다. 여름철(JJA) 보다 봄철(MAM)에 과다 모의되었지만 모의된 강수 분포의 일치성은 봄철에 높게 나타났다. 세부영역 별 분석에서 두 모형은 7월 강수 최대 시점과 양을 비교적 정확히 모의하였고, 특히 내륙 지역 강수량의 모의 정확도가 해양에 영향 받는 지역보다 높았다. 모의결과는 한반도 상의 높은 일평균 지표온도일수와 강한 강수일수를 표현하는데 한계를 보였다.
In this study, GHG inventory on 17 local government between 2005 and 2014 is build up using 'GHG emission estimation guideline (2016. 2) for local government' developed and distributed by KECO. This covers all the sectors should be included in national GHG inventory, which are energy, industrial process, agriculture, AFOLU, and waste. In addition, six GHGs, carbon dioxide, metane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, sulphur hexafluoride declared in Kyoto protocol are estimated to reflect utmost precision. Indirect esissions, such as electricity, heat and waste generation are separately estimated as well as direct emissions to help local government to establish substantial and implementable reduction measures of GHGs.
Background: Organism body size is a basic characteristic in ecology; it is related to temperature according to temperature-size rule. Butterflies are affected in various aspects by climate change because they are sensitive to temperature. Therefore, this study was conducted to understand the effect of an increase in temperature due to global warming on the wing of butterflies. Results: A total of 671 butterflies belonging to 9 species were collected from 1990 to 2016 in Seoul (336 specimens) and Mokpo (335 specimens). Consequently, as the mean temperature increased, the wing length of the species increased. However, there are exceptions that the Parnassius stubbendorfii, Pieridae canidia, and Pieris rapae wing length of Seoul increased, but the butterfly wing length of Mokpo decreased. Conclusions: The positive correlations between the butterfly wing length and mean temperature showed that the change of mean temperature for about 26 years affects the wing length of butterfly species. The exception is deemed to have been influenced by the limited research environment, and further studies are needed. We would expect that it can be provided as basic data for studying effect of climate change.
5th Assessment Report of the Intergovernmental Panel on Climate Change Weather (AR5) predicts that recent severe hydrological events will affect the quality of water and increase water pollution. To analyze changes in water quality due to future climate change, input data (precipitation, average temperature, relative humidity, average wind speed, and solar radiation) were compiled into a representative concentration curve (RC), defined using 8.5.
