Open access movement supports the principle that the published output of scientific research should be available to everyone without charge. The term open access is used in the broad context of the wider movement. To achieve the objectives of open access to scholarly journal literature, BOAI(Budapest Open Access Initiative) recommends using two complementary strategies: 'self-archiving' in institutional/disciplinary repositories and 'open access journals.' This study introduces the strategies of open access movements and analyzes the ways to help the cause of open access by academic stakeholders(i.e., researchers, librarians, universities, publishers, foundations, learned societies, and government) from the perspective of two BOAI strategies.

In order to find out the relationship between the indicator of scholarly impact and e-Journal usage in Korea, we analyzed the correlation between the usage statistics of e-Journals published by American Chemical Society, Science, Elsevier and Wiley which was licensed by KESLI consortia in 2006 and impact factor in JCR 2006. We selected 4 universities and 5 research institutes as target institutions which participated in all of the 4 consortia and had higher frequency of e-Journal usage than others. In this correlation analysis we used variables such as the subjects of journals, the types of institution, and impact factor.

This study analyzed recent cases of transition to open access(OA) journals in humanities and social sciences(HSS) in foreign countries to find a way to transition to OA journals in Korea. Ling OA and UP led by researchers, OLH and KU led by libraries, S2O led by publishers and L+F model led by funders and libraries were analyzed. Programs by national funding agencies such as the Norwegian Research Council, Canada Social Sciences and Humanities Research Council, Austrian Science Fund, and Swiss Academy of Humanities and Social Sciences were also reviewed. Based on the results of the analyses, this study suggests for transition in Korean HSS field as follows; 1) transitions to open access journals in HSS should be supported at national level 2) the stakeholder in scholarly communications such as the nation, universities, libraries, research funders, scholarly societies etc has their own role in the transition but funders and libraries are the most important in financial support for open access publishing 3) but the financial support for the first stage of the transition should be done at national level 4) and open access journal publishing consortium comprised of libraries and information service institutions in the public sector such as KERIS, KISTI and the national library should be established 5) non commercial publishing platforms for scholarly societies should be developed and distributed.

The purpose of this study is to analyze the development strategy of academic libraries in the U.S., U.K., Australia, and Canada which have been established in response to the problems faced since the 1990s. Major problems, which academic libraries in various countries have commonly experienced include continuing decrease in library expenditures, changing role of libraries themselves, changing nature of library collections, development of information technology and technological intrastructure on campus, steep increase in prices of scholarly journals, and relative decrease in purchasing powers of libraries. In this study, discussed are the strategic planning and solutions carried out at the national or government level, rather than by individual libraries. Their efforts commonly focus on such measures as resource sharing, shared catalog and storage facilities, cooperative purchasing and negotiation for scholarly journals, etc.

In order to design a web-based English Article Submission & Management System for science and technology research papers, Elsevier Editorial System and KISTI-ACOMS, international and domestic models--respectively--are studied and analysed. Through this analysis, a web-based paper submission and review system which can be applied to Ocean Science Journal, a research journal in the field of Oceanography, is developed. The web-based system is not only able to solve problems such as complex manuscript management, delays in the reviewing process, and loss of manuscripts that occur often in off-line paper review processes, but also is able to construct the basis for e-journal electronic publication. As a result, an effective and rapid scholarly communication environment can be made. The development and utilization of this system can improve the reputation and the globalization of science and technology research journals.

The purpose of this article is to present comparative analysis of electronic information purchase in Korean university libraries relative to university libraries overseas. An overall comparison is made between libraries in Korea and in the U.S. in terms of their budget for electronic information. In addition, we compared the lists of web databases in service among three top-tier Korean universities and nine foreign universities(6 in the U.S., 1 in Canada, 1 in Australia, and 1 in China). The findings show that Korean universities tend to subscribe heavily to electronic journals packages than competing libraries overseas. However, in terms of providing subject-based reference databases, our libraries are far behind even mediocre institutions in these countries. We propose a number of recommendations to strengthen national licensing of electronic scholarly materials as a way to enhance access to electronic information through university libraries.

Recent controversies surrounding plagiarism of research papers submitted to domestic scholarly journals and dissertations lead to scrutiny in the level of scholarly community and that of government as well. Particularly the latter is beginning to deal with the problem as a matter of establishing academic and research ethics at international level. This study looks into the notions and definitions of citation and plagiarism4 along with some basic issues around them in academic and research writings. This study is done in the perspective of library and information science through literature survey. And the following three aspects are investigated and analysed in detail as results of this study. First. the types and related problems of plagiarism are closely examined. Second, citation styles in writing academic and research papers are compared and analysed. Finally, deterring and preventing measures against plagiarism and appropriate citation practices are suggested.

This study explored the trends of Genomics & Informatics during the period of 2003-2018 in comparison with 11 other scholarly journals: BMC Bioinformatics, Algorithms for Molecular Biology: AMB, BMC Systems Biology, Journal of Computational Biology, Briefings in Bioinformatics, BMC Genomics, Nucleic Acids Research, American Journal of Human Genetics, Oncogenesis, Disease Markers, and Microarrays. In total, 22,423 research articles were reviewed. Content analysis was the main method employed in the current research. The results were interpreted using descriptive analysis, a clustering analysis, word embedding, and deep learning techniques. Trends are discussed for the 12 journals, both individually and collectively. This is an extension of our previous study (PMCID: PMC6808643).

The importance of data publishing in the open-science era is increasing as it can contribute to other scientific discoveries by accelerating the sharing of research data, improving accessibility and citability, and providing standardized technical documentation for research data. In addition, the need for data papers is emerging as a way for data papers to maintain a status equivalent to research papers, and the publication of data journals is on the rise as a new type of scholarly publishing. In particular, the field of Ecology is a field where large-scale research data are produced and managed, thus the data journal publishing in this field is active worldwide. On the other hand, the research on data journal is in its early stages in Korea, and there is no data journal in the field of Ecology. Thus, this study explores and presents strategies for publishing data journals in the ecological field. First, we investigate the publishing status of domestic and international data journals and the publication status of domestic journals. Then, we conducted a focused group interview with experts of scholarly publishing, open access policy and journal publishing in the field of Ecology. Finally, based on the survey and the expert FGI's results, strategies are suggested in terms of publishing data journals in the field of ecology, organizing and publishing journals, organizing journal editors, and receiving manuscripts.

This study was aimed to establish a workable strategies to operate KESLI consortium reliably. To encourage the research purposes, it was mainly investigated international literature on current challenges for the e-journals consortium in comparison with the domestic implications. Major issues and challenges are divided to six items by scholarly communication changes and e-journals percentage increase, a big deal for a contract -based consortium pricing model in vogue, a consortium of the price hikes and making budget difficulties, use the standard statistics by the results of the use, archiving and archive security uncertainty, and contracts public availability of such external conditions. As a result, the international challenges of E-journals consortium was similar to KESLI, but the depth of information and research on domestic was weaker than the international research. To see more research and a rational perception based on scientific evidence and alternatives that enable KESLI working in the field was needed to be.
