국외 질식재해 예방규정 비교를 통한 국내 규정 개선방안 (Comparison and Improvement of Domestic and Foreign Regulations for the Prevention of Suffocation Accidents)

  • Objectives: 'Confined space' was only defined in the Safety and Health Regulations as a place where oxygen deficiency and hydrogen sulfide must be dealt with at the time of the initial enactment (1982). The danger of fire and explosion were added in 2003. We will compare and review the regulations related to confined space work under the current safety and health rules alongside regulations in other countries and prepare a plan to improve the system through enhanced clarity and execution. Methods: In a comparison of systems for the prevention of suffocation in confined spaces in major countries (Germany, United States, Japan) different concepts of the definition of confined spaces in different countries apparently due to differences in each country's legal implementation system, accident analysis methods, the status of safety and health implementation in workplaces, the precautions against actual confined space work, and the definition of confined spaces were found to be not much different between Korea and the other foreign countries. Results: In the case of Germany and the United States, a confined space is defined as a contextual concept rather than a place, so more careful attention is needed from operators or enclosed space managers as it is often necessary to judge the actual workplace. In the case of Korea and Japan, the interior of the place is mainly defined as a place, especially in the case of Japan, which concentrates on oxygen deficiency and hydrogen sulfide poisoning. Conclusions: For measures to improve regulations on the prevention of suffocation accidents in Korea, I would like to propose three major measures to improve the system in the rules on domestic industrial safety and health standards. It is necessary to prepare and provide a guide to ensure that the 18 types of confined spaces currently defined as confined spaces are clearly understood by field management supervisors or workers.

  • The Ministry of Science, ICT and Future Planning made law for Pre-Hazard Risk Analysis in December 31, 2014 to protect researchers from continuing accidents in laboratory. Conducted before an experiment, Pre-Hazard Risk Analysis finds hazards of the experiment and rules to manage the hazards.So the Pre-Hazard Risk Analysis can support laboratory safety system by prevent accidents in laboratory. Pre-Hazards Risk Analysis is newly created system so that executors need Guidelines to perform this analysis properly. This study is to develop guide tool for Pre-Hazard Risk Analysis by analyzing other risk assessment systems; PSM, Off-site Consequence Assessment, laboratory safety system. Also, this study suggested how to establish database for Pre-Hazard Risk Assessment by analyse KRAS.

  • In past projects, the main goal has been to enhance efficiency by reducing cost and time. However, considering the current condition of safety management in many construction companies, it can be confirmed that safety management has not been a top priority for a long time. Current safety management, which is based on safety standards and rules, is very ineffective and only emphasizes management after an incident. As well, although fewer accidents occur compared to the past, because construction projects are increasingly large in scale and complex, these accidents tend to be more serious and involve greater monetary loss. Furthermore, as the severity of these accidents increases, so does the possibility of fatalities. Therefore, improving safety management is essential. This study proposes an effective program for safety management, focusing on the processes to connect studies and systems, and the basic techniques required for program development. To realize this program, technical tools are suggested, including systems such as BIM (Building Information Modeling); additionally, the coordination of other systems such as an RTLS, a server, and an alarm system is proposed.

갱폼 공사 중대재해 사고 예방을 위한 체크리스트 개발 (Checklist Development for Preventing of Major Accidents of Formwork Using Gang-form)

  • 본 연구에서는 갱폼 건설현장의 안전사고에 대한 유해 위험방지와 안전대책을 위해 갱폼 공사 중대재해 사고 예방을 위한 체크리스트를 개발하였다. 연구 방법은 갱폼 공사 건설현장의 체크리스트 항목을 도출하기 위하여 국내 건설현장에서 발생했던 1명 이상의 사망사고가 발생한 중대재해 사례를 분석하였다. 국내 건설현장에서의 중대재해 사례 36건을 분석하여 총 20개의 위험요인을 도출하였으며, 위험요인을 사전에 점검하기 위한 안전관리 항목 총 43가지 항목을 도출하였다. 도출된 안전관리 항목의 중요도와 체크리스트 형식에 대한 적합성을 평가하기 위해 안전관리전문가 37명을 대상으로 설문조사를 진행하였다. 본 연구의 결과로 체크리스트를 도출하였으며, 갱폼 공정순서인 조립, 설치, 해체/인양, 기타를 기준으로 체크항목을 중요도 순서로 배치하여 작업자 스스로가 갱폼의 작업순서와 안전수칙을 준수할 수 있도록 체크리스트를 구성하였다. 본 연구의 결과가 갱폼 건설현장에서의 사망자와 재해자가 줄어들 수 있기를 기대한다.

3차원 GIS 기법을 이용한 비행안전구역 모형 생성 및 장애 식별 (Flying Safety Area Model Creation and Obstruction Identification using 3D GIS Techniques)

  • 본 논문은 우리나라 민 군 겸용 비행장의 고도제한의 기준이 되는 군용항공기지법을 중심으로 비행안전구역을 분석하기 위한 방법을 연구하여 개발사업 시행시에 제한 지역을 분석할 수 있는 효과적인 방법을 제시하고 최근 대두되고 있는 비행장 주변지역의 고도제한에 따른 문제 해결에 도움을 주고자 한다. 이를 위해서 지리정보체계(GIS) 기법을 활용하여 항공기 지법에서 규정하고 있는 비행안전구역의 3차원 모형을 효과적으로 생성하기 위한 방법을 제시하고, 비행안전구역 내에서 자연지형 및 인공지물로 인한 장애지역과 대상을 자동으로 식별하기 위한 기법을 제시하였다. 제시한 방법을 실제적으로 적용해보기 위하여 실험지역으로 선정한 비행장에 대하여 상용의 수치지도 자료와 위성영상을 기반으로 지형공간정보를 생성하기 위한 단계적인 방법을 제시하였으며 실험지역 비행장의 비행안전구역 모형을 생성하고, 장애지역과 대상을 식별하여 비행장 비행안전구역 분석을 위한 통합 모형을 가시화함으로써 제시한 방법들의 활용성을 보였다.

A Study on Proposed New Consideration Factors in Channel Design Process

  • There are certain guidelines on the channel design such as domestic guidelines(Korean and japanese, etc.)and international guideline known as PIANC Rules(Permanent International Association of Navigation Congresses Rules), in the world These rules have considered many factors such as natural conditions, ship maneuverability and geographical features etc. But it is contented toot the area of these rules toot are meant to facilitate the ease of ship-handling is insufficient. To satisfy this point in design process, it is necessary to take into account the difficulties encountered in ship-handling within these inland waterways. Because many vessels are navigating at the same time within these waterways, the specific navigable traffic volume should be considered with regard to the standard process of route designing. It must also be considered with regard to the volume of navigable traffic bemuse of ship-handling difficulty toot arises within the same waterway with varying amounts of traffic volume because toot ship-handling/manueverability is directly influenced by these factors. This paper aims to propose a new approach to the design of standard inland water route considering the traffic volume and the shape of waterway. Also consider the relationship among these factors may affect to the ship-handling difficulties.

Prospect on IMO's Performance Standards for Protective Coatings (PSPC) Regulation for Ship's Water Ballast Tanks

  • In 2006, as a means to minimize early corrosion failure of ships, thus to enhance marine safety, International Maritime Organization (IMO), proposed a mandatory regulation for Performance Standards for the Protective Coatings (PSPC) for ballast tanks of newly built ships to satisfy 15 years of target useful life. In this regulation, several unprecedented strict rules are adopted as minimum, mandatory requirements for protective coatings of ship's water ballast tanks, and all type of ships sailing international sea are subjected to this regulation which is to be effective as early as June of 2008. The PSPC addresses many technical issues in the areas of surface pretreatment (primary and secondary), coating materials, coating application procedure and inspection as well as necessary documentation. The PSPC rules are new and unproven concepts, which calls for rigorous incorporation of reality-based evidences currently available, since there are no practical experiences in terms of the validity of the PSPC rules. There has been much controversy surrounding these regulations and considerable effort has been made by both shipyards and ship owners alike to achieve a performance standard for ballast tank coatings, which is acceptable to all. In this paper, the background and overview of the PSPC rules are given, and several issues in the PSPC are reviewed as a base to achieve robustness of the proposed PSPC, which will serve as a means to minimize early corrosion and to ensure 15 year target useful life of ships.

  • Formal Safety Assessment(FSA) was introduced by the IMO as "a rational and systematic process for accessing the risk related to maritime safety and the protection of the marine environment and for evaluating the costs and benefit of IMO's options for reducing these risks". FSA can be used as a tool or a rule making process to help develope new rules and regulations. The purpose of this paper is to conduct a general review of the FSA methodology and to propose ways to use it in rule making process of machinery parts.

  • A lot of efforts have been made to improve maritime safety by means of enhancing safety legislation and verifying the compliance thereof. However, with the development of mutual insurance, it is contributing more and more to better maritime safety. The P&I clubs to be discussed in the paper are now not only exercising controls and providing guidance in event of emergencies, but also keeping close and continuous monitoring over safety operations and conditions of those vessels entered, through their world-wide network and advanced communication, and by professional accident-handling teams. In view of this, it is necessary to discuss the roles of commercial shipping and the close linkage between it and onboard safety practices. The paper looks at first basic principles in maritime insurance, and then focuses on the rules and activities of P&I clubs and their implications upon shipboard operations.

안전성 향상을 위한 도로터널 등급에 관한 연구 (A Study of Classification of Road Tunnel for Fire Safety)

  • In road tunnel, in order to prevents an accident and minimize the damage of an accident in the case of fire, safety facilities and equipments are integral parts. The type and amount of safety facilities are based on tunnel type and length, traffic flow rate, etc. Therefore many countries use a tunnel classification system that categories tunnel into groups, and specifies the necessary emergency equipment for each group. In this study, for the purpose of classifying tunnel based on tunnel ist investigated the domestic and foreign standards and regulations for safety of road tunnel. As a results, we suggest the method of classification of tunnel by traffic performance, tunnel grade, the volume of traffic, fraction of HGV, rules or regulations for transports of dangerous good through tunnel.
