  • 진단용 방사선발생장치의 안전관리에 관한 규칙과 원자력법에서 사용되는 용어들이 일부 상이하게 기술됨으로서, 실무종사자들의 혼란을 막기 위해 본 연구를 실시하였다. 우리니라의 원자력법은 국제방시선방어위원회(ICRP)의 권고에 띠라 우리나라의 실정에 맞게 지속적으로 수정, 발전한 반면에, 진단용 방시선발생장치의 안전관리에 관한 규칙은 부분적인 수정함으로서, 용어의 혼란을 초래하게 되었다. 진단용 방사선발생장치의 안전관리에 관한 규칙과 원자력법을 비교하면 수정해야 할 사항들은 다음과 같았다. 1. 진단용 방사선발생장치의 안전관리에 관한 규칙과 원자력법에서 사용되는 용어와 단위가 다르다. 업무의 특성상 사용되는 특별한 용어를 제외하고, 공통으로 시용되는 용어의 통일은 반드시 필요하다. 비록 이원화된 방사선안전관리 체계일지라도 규제와 지도의 기준은 일원화되어야 할 뿐 아니라 방사선업무에 종사하는 자나 방사선안전관리 실무에 종사하는 자에게 혼란을 주어서는 바람직하지 못하다. 2. 진단용 방사선발생장치의 안전관리에 관한 규칙에는 다음의 규정이 추가되어야 한다. 1) 환자와 병원 방문객에 대한 방사선방어 2) 임신중인 여성환자의 방사선피폭제한 3) 의료상피폭으로 인정되지 않는 자의 방사선피폭제한 4) 임신 중인 여성 의료관계종사자의 피폭관리

  • Domestic and foreign aviation industries showed steep growth along with rapid increase in aviation demand, but the industries got directly hit by COVID-19. Now, with the recovery of daily life, aviation demand is gradually increasing, too. However, the risk of aviation accidents also increases proportionally to the increasing demand for aviation. Although it is a point that safety management needs to be actively conducted to prevent safety accidents resulted from the growth of aviation industries, research on safety culture and organizations is not sufficiently done in terms of the depth and scope of it despite the importance of the discussion. Studies in various areas have reported that an organization's safety culture forms the group's safety atmosphere and then results in the workers' safety behavior. Accordingly, this study examined the effects of safety culture in an organization on the safety behavior of its members who are aircraft maintenance technicians. The results of this research can be summed up as follows: first, it has been found that the roles of the person in charge grounded on clear goals and guidelines for the organization's safety policy influence the technicians' attitudes. Second, the important factor in the technicians' safety observance is that the attitude to follow safety rules when performing aviation maintenance raises their awareness of safety, for instance, following standard operation procedures or wearing personal equipment for protection. Third, their attitudes have positive effects on safety participation, and consequently, their intention to comply with safety rules is shown as an active action to achieve the ultimate goal of safety behavior.

원자력발전소의 물리적방호를 위한 핵심구역파악 규칙 개발 및 적용 (Vital Area Identification Rule Development and Its Application for the Physical Protection of Nuclear Power Plants)

  • US national research laboratories developed the first Vital Area Identification (VAI) method for the physical protection of nuclear power plants that is based on Event Tree Analysis (ETA) and Fault Tree Analysis (FTA) techniques in 1970s. Then, Korea Atomic Energy Research Institute proposed advanced VAI method that takes advantage of fire and flooding Probabilistic Safety Assessment (PSA) results. In this study, in order to minimize the burden and difficulty of VAI, (1) a set of streamlined VAI rules were developed, and (2) this set of rules was applied to PSA fault tree and event tree at the initial stage of VAI process. This new rule-based VAI method is explained, and its efficiency and correctness are demonstrated throughout this paper. This new rule-based VAI method drastically reduces problem size by (1) performing PSA event tree simplification by applying VAI rules to the PSA event tree, (2) calculating preliminary prevention sets with event tree headings, (3) converting the shortest preliminary prevention set into a sabotage fault tree, and (4) performing usual VAI procedure. Since this new rule-based VAI method drastically reduces VAI problem size, it provides very quick and economical VAI procedure. In spite of an extremely reduced sabotage fault tree, this method generates identical vital areas to those by traditional VAI method. It is strongly recommended that this new rule-based VAI method be applied to the physical protection of nuclear power plants and other complex safety-critical systems such as chemical and military systems.

인조광물섬유에 대한 NIOSH 7400 방법의 A 및 B 계수규칙비교 (Comparison of NIOSH Method 7400 A and B Counting Rules for Airborne Man-Made Vitreous Fibers)

  • There are many counting rules for analyzing man-made mineral fibers. The representatives are the NIOSH Method 7400 A and B counting rules. The two rules have different rules of length-to-width ratio(aspect ratio) and diameter. The A rule counts only fibers $>5{\mu}m$ in length, and only fibers with aspect ratio >3:1. The B rule counts only ends of fibers $>5{\mu}m$ in length and $<3{\mu}m$ in diameter, and only fibers with aspect ratio ${\geq}5:1$. The A counting rule had been used before the B counting rule was introduced. The purpose of this study is to compare the A and B counting rules for airborne fibers from various man-made mineral fibers(glass wool fibers, rock wool fibers, refractory ceramic fibers, and continuous filament glass fibers) industries. There were significantly differences between the paired counts of A and B rules in all types of fibers(p<0.05). A rule counts/B rule counts(A/B ratios) were 1.52 for glass fibers, 1.53 for rock wool fibers, 1.19 for RCF, and 1.82 for continuous filament glass fibers. The counting results by A and B counting rules were highly correlated in glass wool fibers, rock wool fibers and refractory ceramic fibers(RCF) samples (r=0.96 for all types of fibers) except continuous filament glass fibers(r=0.82). Regression equations to correct for the differences between counting rules were presented in this paper.

추진축설계(推進軸設計)에 관(關)한 각선급협회규칙(各船級協會規則)의 비교연구(比較硏究) (A Comparative Study of the Rules of Ship Classification Societies on the Propeller Shaft Design.)

  • Since the screw propellers were adopted as ship propulsion devices, the replacement of propeller shaft due to damage was mostly of fatigue failure due to the alternative stresses [1],[2]. To prevent such a failure, hence, it is suggested that careful attention should be paid to account of the alternative stresses on the design stage of the propeller shafts. In connection with this fact the Ship Classification Societies' Rules are regarded simply as guidance for preliminary determination of the shaft diameter. In this paper, limiting the topic to the small and medium-sized motor ships, an evaluation of the Rules formulae to a theoretical based on Soderberg's correlation [5] between the factor of safety and the resultant stresses obtained by application of the maximum shear theory is done. For this purpose eleven (11) ships built recently in Korea were taken as a species(refer to table 2. in text). In the end the following conclusions are made: (1) In general the Rules formulae give considerably larger size of the propeller shaft diameter than that derived from theoretical calculation, that is, about 7% more in AB and BV Rules, and about 20% more in LR and KR-NK Rules. (2) LR Rule gives the largest size of all, and AB Rule is mostly closed value to the theoretical. (3) The formular of the AB Rule is considered to be of the simplest in utilization and of the reasonable.

Analysis of School Safety Education Utilization with Educational Game Elements

  • In order to create and utilize experiential equipment that can be effectively used in school safety education, this paper uses the Korean Safety Education Association's CPR simulator to utilize the elements of educational games: goals, rules, competition, challenge, fantasy, safety, and fun. When the content that combines game elements with general educational equipment was utilized in school education sites, significant results were obtained on the effectiveness of education with active participation of students.

재해율의 예측에 의한 강구조공사의 중대재해 예방에 관한 연구 (A Study on Prevention of Major Accidents Through Utilization of Fall-Preventing Safety Installations)

  • This study, with a view point to prevent accidents arising from steel structure, construction process, has taken an approach of reviewing related materials and construction safety guidelines, conducting questionnaire surveys and on field surveys. This study has also analyzed and classified accident cases and disclosed elements concerned with those accidents. A comparative analysis of the disclosed elements against the statutory provisions regarding industrial safety and it showed that strict observance of safety rules of the accident prevention measures in industrial safety standards will result in a decrease in accidents. It is concluded, however, that additional accident prevention measures, as suggested below, should be implemented for performing of more practical and positive accident prevention. 1) Thorough review and preparation at pre-working stage at sites : Such elements of fall preventing facilely as supporting ropes and steel fabrications for safety guard rails should be initially reflected on detailed drawings and shop drawings so that they can be installed in advance at fabricating plants. 2) Sets of steel frame stairs for work platform should be installed or secured with priority and temporary installation of such prefabricated platform as scaffolds should be installed in advance with those platform attached to the frame members on the ground whenever possible before they are lifted. 3) A decrease in the rate of accident by more than 10% on Tuesdays and Thursdays, has been shown from the accident analysis so schedule of construction process should consider possible weekday of high risk of accidents such as Tuesday and Thursday. 4) An array of systemized safety activities should be adopted, such as legal installation of safety facilities based on advance safety management plan, maintenance of safety for machinery and construction equipment, and strict compliance of safety rules by workers.

다수의 결과를 고려한 한국의 도로교통사고 연관규칙분석 (Association Rules for Road Traffic Ayccident in Korea with Multiple Outcomes)

  • In many cases, the result of a road traffic accident can be described with more than one response variables. Nonetheless, most of the existing road accident data analysis deal with only one response variable and try to explain why it occurs. In this paper, we train association rules for a set of more than two response variables conditional on personal, environmental and vehicular/behavioral aspects of accident. Association rules are derived at 8% support and 70% confidence from the 1996 data of three police stations in Korea. We expect that these rules can contribute to effective safety practice in Korea.
