LNG(Liquefied Natural Gas) bunkering has become an important issue with the enforcement of environment regulations in shipping industry required by the International Maritime Organization (IMO). With increased attention on LNG bunkering, many studies that focus on safety, regulation, demand forecasting, and the feasibility of LNG fueled ships have been carried out. However, most of the existing research has not included considerations of the price of LNG bunkering and its competitiveness. This paper, therefore, suggests ways to increase price competitiveness in the LNG bunkering market in the Busan Port. This paper analyzes the LNG bunkering supply mechanism by investigating various LNG bunkering terminal business in the LNG supply market. Factors that determine LNG bunkering price and its elasticity are also identified. Market players who want to operate LNG bunkering terminals in the Busan Port should introduce a merchandising trade method that is able to exclude the "Korea premium" in order to increase price competitiveness. This paper also suggests adoptable strategies such as the use of TPS (Terminal to Ship via Pipeline) type of bunkering service and the importance of location for minimizing initial investment cost.

The Sixteenth Meeting of the Conferences of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which was held in March 2013 in Bangkok, Thailand, listed five shark species and one genus, and uplisted one sawfish species. All new species listings will be come into force of the eighteen months delay, on the fourteenth of September, 2014. The purpose of the delay is to support the preparation of the domestic measures on shark trade by the parties, as there has been no previous experience in trading the commercially exploited aquatic species in the CITES. The CITES Secretary-General has visited several potential shark trade countries to encourage and facilitate the implementation of the new CITES listings. The newly listed sharks have been caught as a target or non-target species by Korean distant water fisheries and introduced into Korea. So the establishment or change of the domestic laws, regulations, and measures for the implementation of the new CITES species must be prepared before the effective entry date. This paper is prepared to assess the effects of the trade of the CITES listed shark species, and to suggest effective government service measures for the management of Korean distant water fisheries. The Ministry of Environment (MOE) is the general Management Authority of the CITES, and the Ministry of Food and Drug Safety (MFDS) is in charge of the medical trade of CITES listed species in Korea. By law, all imported medicines and medical materials must be inspected by the MFDS during the customs examination; this kind of authority sharing is reasonable and effective way of providing government service. Similarly, the designation of new CITES Management Authority for the trade of commercially exploited aquatic CITES species is critical and the Ministry of Oceans and Fisheries (MOF), which is now in charge of the trade of fisheries products, is the most appropriate governing body for this purpose in Korea. The revision of the National Plan of Action for Conservation and Management of Sharks, initially submitted to the Food and Agriculture Organization (FAO) of the United Nations in 2011 as a practical guideline for shark conservation in all Korean fisheries, could be a effective measure to achieve unification of conservation of endangered species and sustainable use of fisheries stocks. The proper CITES measures for the trade of listed species, such as the establishment of the documenting system for Non-detriment Findings, domestic measures suitable for the "Introduction from the Sea" clause, species specific Harmonized System Codes for the customs service, and an effective shark catch data reporting system should be in place prior to the fourteenth of September 2014.

With the technical development and rapid increase of private demand, the new market for unmanned vehicle combined with the characteristics of 'unmanned automation' and 'vehicle' is rapidly growing. Even though the pilot driving is currently allowed in some countries, there is no country that has institutionalized the formal driving of self-driving cars. In case of the existing vehicles, safety incidents are frequently happening due to the frequent malfunction of the rear sensor, blind spot of the rear camera, or drivers' carelessness. Once such minor flaws are complemented, the relevant regulations for the commercialization of self-driving car and small drone could be relieved. Contrary to the ultrasonic and laser sensors used for the existing vehicles, this paper aims to attempt the distance measurement by using the depth sensor. A depth camera calculates the distance data based on the TOF method calculating the time difference by lighting laser or infrared light onto an object or area and then receiving the beam coming back. As this camera can obtain the depth data in the pixel unit of CCD camera, it can be used for collecting depth data in real-time. This paper suggests to solve problems mentioned above by using depth data in real-time and also to design the obstacle avoidance system through distance measurement.

Objective : This study summarized the characteristics of clinical trials for atopic dermatitis medicines approved by the Ministry of Food and Drug Safety(MFDS). This study may be a reference for the design of clinical trials of atopic dermatitis herbal medicine treatment which may be carried out later. Method : The characteristics of the clinical trial were analyzed for clinical trials registered with ClinicalTrials.gov, CRIS, and the Korea Health Industry Development Institute among the clinical trial approval statuses posted on the website of the MFDS. Result : 1. Clinical trial drugs were developed in various formulations such as oral medicines, injections, dermatologic agents, and similar proportions. Relatively little clinical trials were found for herbal medicine. 2. In the control evaluation test, most of the treatments for the control group were performed with placebo using Vehicle. 3. In most clinical trials, one intervention group was in the form of a parallel assignment with only one treatment. 4. The age of the subjects was 11 out of 28 studies including minors, and clinical trials targeting minors were also found to be significant. 5. In the case of atopic dermatitis, the cases of subacute chronic or atopic dermatitis more than 6 months or more than 1 year were often used. 6. Most clinical trials were divided into mild to moderate atopic dermatitis or moderate to severe atopic dermatitis. The SCORAD index, EASI, IGA, BSA, and NRS were used as the evaluation criteria. 7. Regulations for the drugs used prior to the trial period for the treatment of atopic dermatitis vary somewhat from one clinical trial to another. 8. IGA was used most often as a primary efficacy tool, and SCORAD index, EASI, and NRS were also used.

In a situation where worldwide free trade between countries has expanded recently, our country is being rapidly pushed FTA agreements with the financial developed countries such as United States, EU. According to the agreement, the user information of foreign financial companies in Korea is expected to be transfered overseas. In this paper, we need to define the scope and the definition about the transfer of information and analyze the relating domestic and foreign laws preparing for Cross Border Financial Information Transfer. Also, we review the expected issues about the transfer of information divided into institutional and technical sectors and arc presented the policy implication such as differentiation of regulatory information, enactment and amendment of Personal Information Protection Law(Draft) and related regulations, ensuring the safety of financial companies, raise the standard guidelines of the transfer of information. We refers to the needs for policy formulation to differentiate our privacy information from financial information to protect the privacy of users. The proposed countermeasures in this paper is expected to be helpful the measures to prepare for other institutions such as banks and supervisory authorities prepare for the future Cross Border Financial Information Transfer according to PTA.
The application contents, process, and its limitations are discussed for the setting of Korean legal guides & criteria for water cycle and ecological condition in development project of land use by thorough comparison and examination of prerequisites and credits of water cycle and soil+vegetation by USA's SITES (Sustainable Sites Initiative). In the case of SITES, due to the implementation procedure operated as a non-governmental independent assessment system by Green Business Certification, Inc, the natural condition of water cycle and soil-vegetation items-the key element of ecosystem services can be quantitatively assessed, well along with its legal and institutional guidelines and regulations. On the other hand, in the case of Korea, as a part of the national certification procedure for green building, the ecological area ratio system still have very limited role as an only amenity resource in the creation of artificial green spaces and insufficiency of management system for rain water. In conclusion, it was understood as an urgent situation in necessary for prompt establishment of site's sustainability certification system at the national level, based on management of water circulation and natural soil & vegetation in developed area with consideration of various land uses and types of development projects.
In the last 5 years, a total of 567 accidents of operating vessels occurred under the influence of alcohol at sea, most of which occurred in fishing boats. Accidents caused by operating vessels under the influence of alcohol at sea are causing human and physical damages. There were 69 accidents caused by operating vessels under the influence of alcohol, leading to five deaths and one missing. The social damage due to operating vessels under the influence of alcohol is also increasing. Under the current law, punishment is given lightly compared to the seriousness of violation. In order to prevent the recurrence of accidents caused by operating vessels under the influence of alcohol, cases in Korea need to be analyzed. Regulations on the crackdown in foreign countries were compared to those in Korea and reviewed. In addition, risks of operating vessels under the influence of alcohol should be provided to ship workers while improving related laws and systems. In addition, efforts should be made to reduce the number of accidents due to operating vessels under the influence of alcohol by strengthening crackdowns on ships at sea so that accidents caused by operating vessels under the influence of alcohol could be prevented in advance in the future.

In this study, PM accidents (1,603case) and bicycle accidents (14,672case) that occurred in the last three years were analyzed to determine the characteristics of PM traffic accidents. In particular, PM traffic accidents were divided into perpetrators and victims to determine the characteristics in detail. For PM accidents, the analysis was conducted on the status of each road grade, road type, weather condition, accident type, day and night occurrence, and vehicle type. The number of PM accidents that occurred in 2019 increased by 129%, and deaths increased by more than 200% compared to the previous year. The proportion of pedestrian accidents among PM traffic accidents was higher than that of bicycle accidents. Therefore, regulations on PM traffic are necessary. For the 20 deaths of PM, a detailed analysis was conducted to analyze the factors of traffic accidents. PM fatalities occurred in 50% of vehicle accidents, and 7 out of 10 vehicle accidents occurred at night. This is believed to have been caused by falling or overturning due to an obstacle, such as a depression in the road pavement or a speed bump.
Radiopharmaceuticals are drugs that contain radioisotopes and are used in the diagnosis, treatment, or investigation of diseases. Radiopharmaceuticals must be manufactured in compliance with good manufacturing practice regulations and subjected to quality control before they are administered to patients to ensure the safety of the drug. Radiopharmaceuticals for administration to humans need to be sterile and pyrogen-free. Hence, sterility tests and membrane filter integrity tests are carried out to confirm the asepticity of the finished drug product, and a bacterial endotoxin test conducted to assess contamination, if any, by pyrogens. The physical appearance and the absence of foreign insoluble substances should be confirmed by a visual inspection. The chemical purity, residual solvents, and pH should be evaluated because residual by-products and impurities in the finished product can be harmful to patients. The half-life, radiochemical purity, radionuclidic purity, and strength need to be assessed by analyzing the radiation emitted from radiopharmaceuticals to verify that the radioisotope contents are properly labeled on pharmaceuticals. Radiopharmaceuticals always carry the risk of radiation exposure. Therefore, the time taken for quality control tests should be minimized and care should be taken to prevent radiation exposure during handling. This review discusses the quality control procedures and acceptance criteria for a diagnostic radiopharmaceutical.

Concrete structures gradually age due to deterioration of materials or excess loads and environmental factors, and their performance decreases, affecting the usability and safety of structures. Although external tension construction methods are widely used among the reinforcement methods of old bridges, it is insufficient to identify the effects and effects of reinforcement depending on the level of aging. Therefore, in this study, a four-point loading experiment was conducted on the subject with the non-reinforced and external tensioning method to confirm the reinforcement effect of the external tensioning method, assuming the aging of the structure as a reduction in the compressive strength and tensile reinforcement of concrete, to analyze the behavior of the reinforcement and confirm the reinforcement effect. As a result of the experiment, it was difficult to identify the amount of reinforcement in the extreme condition due to early elimination of the anchorage. Therefore, compliance with the regulations on anchor bolts is required when applying the external tension reinforcement method. Crack load and yield load increased depending on whether external tension was reinforced, but before the crack, the stiffness before and after reinforcement was similar, making it difficult to confirm the reinforcement effect.
