연근해어선 안전관리체제 도입에 관한 기초 연구 (A basic study on the introduction of safety management system for the costal/offshore fishing vessels in Korea)

  • This study analyzed the condition of marine accident and disaster rate of crew of Korean fishing vessels by vessel type, and checked the Australian safety management system and relevant regulation in Korea to suggest measures to build coastal/offshore fishing vessel safety management system in Korean coastal/offshore fishery. As a result, the power and production amount of Korean coastal/offshore fishing vessel is consistently decreasing while marine accident is increasing. Disaster rate of crew was higher than land industry, especially, the disaster rate of coastal/offshore fishing vessel was very high (100.0‰). Australia applies safety management system differed by vessel type and operation waters which fully considers the characteristics of pertinent vessel. The average accident rate of fishing vessels with gross tonnage over 20 tons among the Korean coastal/offshore fishing vessel was 13.6%, which was significantly higher than fishing vessels with gross tonnage below 20 tons (1.4%). Such result indicates it is urgent to implement safety management system to fishing vessel with gross tonnage over 20 tons and introduce fishing vessel safety supervisor. Establishing safety management system of coastal/offshore fishing vessel will contribute to consistent industrial development by achieving the general goal of reducing marine accident and spreading safety culture.

도로교통안전도 비교평가지수 산정연구 (Evaluation of the Highway Traffic Safety Exposure Measures)

  • 지역단위 도로교통안전도에 대한 거시적 평가는 인구, 자동차대수, 도로연장 등의 거시적 노출변수(Macroscopic Exposure Measures)에 기반한 사고율을 노출지표로 이용하는 것이 일반적이나, 노출지표를 이용한 도로교통안전도 평가에 노출지표들이 미치는 영향이 각기 다르기 때문에 결과적으로 각각의 개별노출지표별 평가시 평가결과가 서로 상이하게 되는 문제가 있으며, 이는 예산투자의 효율적 집행을 위한 교통안전정책의 결정과정에 방해요인으로 작용하게 된다. 따라서 본 연구에서는 최소제곱법 및 가중치를 일정단위로 변화시키는 시뮬레이션을 이용하여 노출지표별 최적의 가중치를 도출하였으며, 이를 종합적으로 반영할 수 있는 도로교통안전도 비교평가지수 산정방법을 개발하였다. 지수를 구성하는 노출지표별 가중치는 인구당사고율이 0.29, 자동차등록대수당사고율이 0.52, 도로연장당 사고율이 0.19로 도출되었으며, 개발된 방법을 적용하여 전국 기초지자체별로 도로교통안전도 비교평가지수를 산정하였다. 본 연구에서 제시한 방법을 통해 노출지표별로 평가결과가 상이해지는 문제를 해결할 수 있으며, 교통안전예산의 투자효율성을 높이기 위한 교통안전정책의 합리적인 결정방법으로 활용될 수 있을 것으로 판단된다.

Investigating the Impact of Establishing Integrated Management Systems on Accidents and Safety Performance Indices: A Case Study

  • Background: Increasing the establishment of integrated management systems (IMSs) is done with the purpose of leaving traditional management methods and replacing them with modern management methods. Thus, the present study sought to analyze the events and investigate the impact of IMS on health and safety performance indices in an Iranian combined cycle power plants. Methods: This case study was conducted in 2012 in all units of the Yazd Combined Cycle Power Plant on accident victims before and after the implementation of IMS. For data analysis and prediction of indices after the implementation of IMS, descriptive statistics and Kolmogorov-Smirnov test, Chi-square, linear regression, and Cubic tests were conducted using SPSS software. Results: The number of people employed in the power plant in an 8-year period (2004-2011) was 1,189, and 287 cases of work-related accidents were recorded. The highest accident frequency rate and accident severity rate were in 2004 (32.65) and 2008 (209), respectively. Safe T-score reached to below -3 during 2010-2011. In addition, given the regression results, the relation between all predictor variables with outcomes was significant (p < 0.05), except for the variable $X^1$ belonging to the accident severity rate index. Conclusion: The implementation of safety programs especially that of IMS and its annual audits has had a significant impact on reducing accident indices and improving safety within the study period. Accordingly, health and safety management systems are appropriate tools for reducing accident rate, and the use of regression models and accident indices is also a suitable way for monitoring safety performance.

PSC I형 교량 바닥판의 철근노출 및 부식에 대한 구조적 안전성 분석 (Analysis of Structural Safety for Rebar Exposure and Corrosion in PSC I-Girder Bridge Slab)

  • 본 논문에서는 노후화된 PSC I형 교량을 대상으로 철근부식에 대한 구조적 안전성을 평가하였다. 대상 PSC I형 교량은 실제 구조물을 참고하여 철근을 배근하고 해석 시 콘크리트의 파괴와 철근의 항복을 고려하였다. 한국시설안전공단 정밀안전진단의 교량 평가 기준을 참고하여 철근노출면적률과 철근부식률로 구분하여 총 32가지의 철근부식 시나리오를 구성하였다. 철근노출은 교량의 바닥판 하부 인장철근이 콘크리트 피복 탈락에 의해 노출된 것으로 가정하였다. 각 시나리오별 해석 결과, PSC I형 교량의 안전율과 내하율은 철근노출면적률과 철근부식률이 증가함에 따라 감소하였다. 철근부식률이 50% 이상일 경우는 모든 철근노출면적률에 대해서 안전성등급을 세밀하게 분석할 필요가 있었으며, 철근부식률 57%이상인 경우는 철근노출면적률에 관계없이 모두 E등급으로 산정되었다. 철근노출면적률 2%에 대해서 상관도 분석을 실시한 결과,철근부식률이 약 55.8% 까지는 A등급, 56.9% 까지는 C등급, 58.5% 까지는 D등급, 58.5% 이상인 경우 E등급으로 평가되었다. 본 연구를 통해 노후화된 교량에 대한 철근부식의 정량적인 구조적 안전성 평가가 필요할 것으로 판단된다.

신기술 도입이 가스안전관리에 미치는 영향에 관한 탐색적 연구 (A Study on the Effect of New Technology for Gas Safety Management)

  • 본 논문은 가스 안전에 대한 신기술의 도입 및 훈련 교육이 가스사고 방지에 미치는 영향을 분석하고자 한다. 이러한 연구목적을 위해 한국가스안전공사에서 시행되고 있는 검사, 안전 시험, 그리고 훈련프로그램들이 조사되었다. 그리고 지난 20년 동안의 가스 사고, 가스 안전장치 보급률 및 훈련, 가스 검사 자료를 수집하였다. 실증분석을 위해 SPSS를 이용하여 다중회귀분석을 수행하였다. 결과는 도시가스 및 액화석유가스 시스템 모두에서 휴즈콕의 보급률 및 훈련 프로그램이 가스사고율 감소에 통계적으로 유의한 영향을 미친다는 것을 보여주었다.

  • The purpose of this paper is to analyze the correlation analysis between the experienced crime victimization rate and the evaluation indicator of residents' safety of outdoor spaces from crime in multi-family housing. Additionally this paper intend to analyze the correlation analysis between the residents' satisfaction about safety and the evaluation indicator of residents' safety of outdoor spaces. For that purpose, 9 Multi-Family Housing located in the metropolitan area were selected to perform a survey against 349 residents during May 26-29, 2006. The SPSS program was used and the level of satisfaction ranged from 1 to 5. Scale of 5 being most satisfied while 1 being most dissatisfied. The results of this study are the followings; 1) Most occurred crime were auto theft and damages, poster matter theft, housebreaking. 2) The crime rate is higher in outdoor than in indoor. 3) This study proved the correlation between the residents' satisfaction about housing safety and most indicators except the number of households etc. 4) By the results of the correlation coefficient it makes clear that the number of apartment building, the visibility of Green Space, the location of pedestrian etc. have relation with the residents' satisfaction about housing safety.

A STUDY ON THE SAFETY INFORMATION SYSTEM TO PREVENT HAZARD OF BUILDING CONSTRUCTION

  • In Korean cases, the occupation of building construction is below 10% of the total industry workers but from a accident rate point of view, it is a risk serious industry and it's hazard is very considerable which accident rate is up to 30% of the total industry workers. The reason of high accident rate of the building construction is its own characteristic, hazard of the work in which is implicated and the shortage of safety counter plan and information, so it is most required to the building construction that educating, training, short and long period approaching to prevent the hazard. The safety information of building construction which is related to safety accident is divided into human and material such as hazard, work situation, cause and counter plan. The existing hazard cases imply all of the information about the work type and work progress of the building construction, so if the research of the every fact is well accomplished, we can obtain the useful information and prevent the hazard of building construction. From this point of view, the emphasis of this study is based on analyzing the cause of hazard first, suggesting the safety information each part of work type and work progress second, and finally making the all existing hazard cases to the Data Base and developing the safety information system.

아크릴로니트릴 누출에 따른 독성, 복사열 및 외부영향에 의한 아파트의 성능위주설계 방안 (Performance Based Design Plan for Apartment that Reflects External Effects from Toxicity and Radiant Heat Due to Acrylonitrile Leakage)

  • This study aims to present a performance based design for apartments through evacuation safety assessment and damage impact assessment due to acrylonitrile leakage. In the evacuation safety evaluation, ASET was analyzed as 25 min or more and 60 min or less when the ventilation rate was once per hour, and RSET was 22.6 min. Evacuation safety is satisfied when the number of ventilation per hour is less than 1, so it is necessary to design the number of ventilation to be 1 or less. In the damage impact assessment, the 0% structural collapse rate due to overpressure was measured to be between 71m and 90m, and the 0% fatality rate due to radiant heat was measured to be between 136m and 353m. Therefore, maintain a safe distance of 353m or more.

Non-polar Solvents (Toluene and Styrene) Enhance Methanol Skin Absorption

  • The quantitative assessment of the penetration of organic solvents through skin is necessary for the evaluation of health hazards in occupational environments. We investigated the rate of dermal penetration when mixed or single forms of organic solvents were placed into a diffusion cell in vitro or into an experimental animal in vivo. The diffusion rates of methanol. toluene, and styrene were 6.07, 0.129, and 0.046 mg/$cm^2$/h, respectively. When skin was exposed to the mixed solvent of methanol and toluene, the penetration rate of toluene did not change significantly (0.110 mg/$cm^2$/h). However, the rate of methanol penetration increased to 43.90 mg/$\textrm{cm}^2$/h. The penetration rate of methanol also increased significantly to 54.69 mg/$cm^2$/h by mixing it with styrene. The concentration of methanol in the blood was monitored during the epicutaneous exposure in rats. The blood concentration of methanol was increased by mixing methanol with toluene as seen in the in vitro experiments. These results showed that the penetration rate of organic solvents would be enhanced by mixing them with other solvents.

Determination of spalling strength of rock by incident waveform

  • An experimental technique for determining the spalling strength of rock-like materials under a high strain rate is developed. It is observed that the spalling strength of a specimen can be determined by only knowing the wavelength, loading peak value and length of the first spallation of an incident wave under a specific loading waveform. Using this method in combination with a split-Hopkinson pressure bar (SHPB) and other experimental devices, the spalling strength of granite specimens under a high strain rate is tested. Comparisons with other experimental results show that the new measuring method can accurately calculate the dynamic tensile strength of rock materials under a high strain rate.
