A Study on Application Method & System Introduction of Laboratory Pre-hazards Risk Analysis (연구실 사전유해인자위험분석 적용방안 및 제도도입 연구)

  • The purpose of this study is to develop risk assessment techniques and institutional analysis of domestic and international, the management techniques that can efficiently manage the harmful factor of the laboratory and to present the institutional measures that can be efficiently implemented. Due to a variety of adverse factors of laboratory, accidents of laboratory of various forms have occurred, but there is no risk assessment system in order to manage this effectively. So, we investigated this domestic existing risk assessment methods and the outside of the risk assessment system, and also analyzed accidents of domestic laboratory that occurred in 2014. In addition, we targeted the 24 laboratories in 21 universities to investigate the management of harmful factors of the laboratory and performed applying test for 12 domestic laboratories. Existing risk evaluation system, such as PMS, SMS, off-site impact assessment, since the industrial site is the subject, is a difficult problem to be directly applied to the laboratory of the research institute. So, we implemented management status and harmful factors survey and classified the research and development activities based on this data. Finally we developed "pre-hazards risk analysis method" to create each of the safety management measures. In addition, research activities personnel conducted voluntarily risk assessment, which is shared by institutions and government. It is presented the institutional system for safety management of laboratory. Its result, pre-hazards risk analysis method and institutionalization scheme will be able to achieve laboratory accident prevention system.

A Study on the Biological Hazards Exposure for Waste Handling Industries in Korea (국내 폐기물 취급업의 생물학적 인자 노출실태)

  • Objectives: The aim of this study was to investigate the distribution patterns and exposure concentrations of biological hazards in waste handling industries. Methods: We selected 3 recyclable waste sorting plants(RWS), 2 food recycling plants(FR), 1 landfill area(LA) and 1 waste incineration plant(WI). Total airborne bacteria and fungi were measured with single stage impactor and gelatin filters. Endotoxin and glucan were measured with polycarbonate filters in total and respirable dust. Results: The geometric mean of airborne bacterial concentration was the highest in FR($3,273CFU/m^3$), followed by LA, RWS, and WI as 1,334, 934, and $860CFU/m^3$. The fungal concentrations were 6,031, 5,052, 3,307, and $713CFU/m^3$ in RWS, WI, FR, and LA, respectively. By process, WI pit showed the highest concentrations of bacteria, fungi, and endotoxin, followed by inside of bulldozer in LA. The indoor to outdoor ratios of bacteria, fungi, endotoxin and glucan were 2.3, 4.0, 2.3, and 5.0 in RWS, 29.5, 4.9, 7.6, and 5.0 in FR, 5.3, 8.7, 26.8, and 9.5 in WI, respectively. Conclusions: We found that biological hazards, specifically bacteria in FR, fungi in RWS and endotoxin in WI pit and bulldozer at LA, should be controlled to prevent worker's respiratory diseases.

Blue-Light Hazards of 405 nm Sterilization LED Lamps (405 nm 살균용 UV LED 등기구의 청색광 위해에 관한 연구)

  • Recently, sterilization technology has received increasing interest due to the COVID-19 pandemic and required safety precautions. Particularly, sterilization devices using near ultraviolet (UV) with a 405 nm wavelength are also drawing attention. It has a UV-C wavelength and other sterilization effects. Its blue-colored light on the boundary between UV and visible light is used as a light-emitting diode (LED) lamp for 405 nm sterilization, owing to its longer wavelengths than UV rays. However, the 405 nm wavelength contains blue light that can damage the eyes and skin during prolonged exposures and affect the emotional and biological parts of the body. Currently, 405 nm sterilization LED light registers are circulating in the market. However, they have not undergone safety tests for blue-light hazards. Thus, with the active distribution of sterilization LED lights, solid safety standards and management systems are essential to protect users from blue-light hazards. Accordingly, in this study, we conducted spectral radiance and spectral radiative luminance tests on 405 nm sterilization LED registers available in the market by the measurement criteria of IEC 62471. Safety standards must be established to secure users' safety against blue light hazards at a time when 405nm sterilization LED lights are actively distributed due to COVID-19.

A Study on the Antistatic characteristics of Antistatic Garments for the Prevention of Static Electricity Hazards (정전기 재해예방을 위한 제전복의 제전특성에 관한 연구)

  • The purpose of this study is to investigate electrostatic charge condition and possibility of electrostatic hazards in case of putting on synthetic smocks and antistatic garments for the purpose of prevention of electrostatic hazards due to a human body electrical charge. It is shown in case of a synthetic smocks, electrostatic voltage by friction is about 2,900 (V), half life period is 12 second, and electrostatic charge is 1.4―1.8 ($\mu$ C). When putting on a synthetic smocks, electrostatic voltage is 2,500―2,800(V). When putting on a jumper of chemical fiber, electrostatic voltage is 8,000(V) . It is, therfore, possible to cause a electrostatic hazards. It is also shown in case of a antistatic garments, electrostatic voltage by friction is 87(V) ―280(V) (washing 90 times), half life period is 3―5 second, and electrostatic charge is 0.24―0.28($\mu$ C) which is much lower than 0.6($\mu$ C) limitation of fire and explosion occurance. When putting on a antistatic garments, electrostatic voltage is 10(V) ―125(V). In conclusion, it is shown when putting on a antistatic garments it is possible to prevent a electrostatic hazards such as fire or explosion due to human body, to prevent a destruction of semiconductor elements and capacity decline, and to prevent a misoperation of automation facilities and semiconductor electric and electronic products.

  • An effective assessment for decommissioning safety of nuclear facilities requires basic knowledge about possible risks, characteristics of potential hazards, and comprehensive understanding of the associated cause-effect relationships within a decommissioning for nuclear facility. This paper proposes an approach to develop the hierarchical structure and hazards of dealing with improving the complexity and uncertainty for decommissioning safety assessment of nuclear facilities and the resolutions are proposed to improve the complexity and uncertainty for decommissioning safety assessment of nuclear facilities. These resolutions can provide a comprehensive view of the risks in the decommissioning activities of a nuclear facility.

  • Computers are increasingly being introduced into safety and reliability critical systems. The safe and reliable operation of these systems cannot be taken for granted. Malfunctions of these systems can have potentially catastrophic consequences and they have already been involved in serious accidents. Software fault prevention, fault tolerance, fault removal and fault forecasting are the techniques to be used, implemented and verified for embedded software in critical systems as the contributors to safety and reliability of the software. To use them when developing a software product, a relationship must be established between them and the development processes, the methods and techniques to be used to develop software, as well as with the different product architectures. Railroad signaling system software is a safety-critical embedded software with realtime and high reliability requirements. The primary purpose of the safety management is to prevent the loss of lives or physical damages arising from potential hazards in the railroad signaling system. This study provides a systematic approach to analysis of potential hazards for their management during the system life cycle to assure the identification and definition of the most appropriate hazards.

  • Hazard Analysis and Critical Control Points (HACCP) is a systematic preventative approach for food safety and is generally used in food industry to identify potential food safety hazards. Recently, the Korean Ministry for Food, Agriculture, Forestry and Fisheries planed to applicate HACCP programs as an effective approach to food safety and protecting public health at the aquaculture farm of rainbow trout, Oncorhynchus mykiss. For the purpose, it need to identify what kinds of hazards are in the aquaculture farm. In the present study, we established Sanitation Standard Operating Procedures (SSOP), which addresses sanitation conditions and practices in the aquaculture farm. SSOP is essential prerequisite programs of HACCP to reduce or eliminate the risk of the hazards being realized. We anticipate that the HACCP programs of aquaculture farm will contribute to supply foods in safety to consumers.

  • Objectives: The purpose of this study is to propose a smart work environment management service model that can measure and maintain work environments in real time. Methods: How existing private consignment business is being carried out was identified and a simpler method was applied to the model. Results: Common support was provided according to the Korea Standard Industrial Classification. Hazards suitable for the relevant industry classification were selected and information on safety and health education, etc. was provided. Theme-specific support provides services focusing on hazards that can be measured through applications. Hazards are evaluated by applying new standards divided into 'Good', 'Average', 'Inadequate', and 'Faulty'. Conclusions: This model is designed to help employers identify health and safety conditions in small businesses where it is difficult to hire health and safety professionals. Using the app proposed in this study, anyone can easily measure their work environment at any time.

Biologically Hazardous Agents at Work and Efforts to Protect Workers' Health: A Review of Recent Reports

  • Because information on biological agents in the workplace is lacking, biological hazard analyses at the workplace to securely recognize the harmful factors with biological basis are desperately needed. This review concentrates on literatures published after 2010 that attempted to detect biological hazards to humans, especially workers, and the efforts to protect them against these factors. It is important to improve the current understanding of the health hazards caused by biological factors at the workplace. In addition, this review briefly describes these factors and provides some examples of their adverse health effects. It also reviews risk assessments, protection with personal protective equipment, prevention with training of workers, regulations, as well as vaccinations.

  • The identification of thermal hazards associated with a process such as heats of reaction and understanding of thermodynamics before any large scale operations are undertaken. The evaluation of thermal behavior with operating conditions such as a reaction temperature, stirrer speed and reactants concentration in neutralization process of pigment plant are described. The experiments were performed by a sort of calorimetry with multimax reactor system The aim of the study was to evaluate the results of heat of reaction in terms of safety reliability to be practical applications. It suggested that we be proposed safe operating conditions and securities for accident prevention on reactor explosion through this study.
