This paper describes the design and implementation of the fault diagnosis on the Electronic Throttle Control(ETC) System. The proposed fault diagnosis consists of an input signal, actuator and a processor diagnosis. The input signal diagnosis can detect the faults of the ETC system's input signals such as the position sensor fault, source voltage fault, load current fault, and desired position fault. The actuator diagnosis is able to detect the actuator fault due to the actuator aging and an obstacle which interfere in the movement of the actuator. The processor diagnosis detects the fault which prevents the microprocessor from operating the ETC software. In order to protect the breakdown of the ETC system and assure the driving safety, appropriate reactions are also proposed according to the detected faults. The safety and reliability of the ETC system can be improved by the proposed fault diagnosis.

The market of performance arts industry such as concert, musical and opera etc is now expanding in Korea. However, the inadequate safety management in theatres often causes some accidents. The guarantee of safety in theatres is very important since the accidents in theaters can lead to many casualties and serious property damages. In particular, the small theatres which have no obligation of safety inspection by law are very vulnerable to safety mattes. This study has done the research into the improvement of safety in small theaters through the inspection and analysis of their safety status. For the purpose, this study has inspected and analyzed the safety status of small theaters over 120 in the field of theater management and operation, fire protection, electrical facilities, ceiling structure and etc. Moreover, this study had investigated the law and technical standards related to theatre safety. This study shows that the essentials to make sure of the safety in small theaters are (1) the education to improve the sense of security of people who work in theaters (2) the training to strengthen the operating skills of the facilities in theaters (3) the cooperation and support of the related organization such as technical research center, central and local government.

The purpose of this study is to investigate the consumer safety problems appeared in the Korean mass media-the newspaper(the Kong-A Ilbo and the Chosun Ilbo) and the consumer magazines(the Sobija-Sidae and the Sobija) from 1991 to 1993. I use the content analysis of the articles related with consumer safety through the above mass media. The results are (1) the goods-services areas that are severe in the consumer safety problem are food, environment, medicine, electric appliances, services(restaurant, medical service), and etc. (2) the most important problem areas are Toxic ingredients(remaining agricultural chemicals and heavy metal), Food additionals, Sanitary problem, Hygiene products hazard, Safety accident, Environmental pollution, etc. (3) the goods-service area and the consumer safety problem are different according to the publication year and the mass media type.

The purpose of this study is to explore ways of improving the motor vehicles safety certification system in preparation for the deployment of Lv.4 or higher autonomous vehicles. In order to effectively achieve the objectives of this study, theoretical and empirical research methodologies were employed, including literature review of prior research, government-published data, etc.; comparative research on legislative cases of other countries regarding motor vehicles safety certification; historical and legal research on domestic systems; legal analysis to explore approaches for improvement, etc. Some argue that the type approval system is needed in preparation for deploying autonomous vehicles, but there are several limitations in moving to the type approval system from the self-certification system currently adopted in Korea. First, there is a possibility that the system may be in conflict with the Korea-U.S. MOU regarding Foreign Motor Vehicles (1988) and the Korea-U.S. FTA (2011); second, there is a risk of undermining the cause of the self-certification system, which is the autonomy of manufacturers; third, the boundary between autonomous vehicles and non-autonomous vehicles is unclear; and fourth, the type approval system may hinder technological competitiveness. On the other hand, considering that the Korea-U.S. FTA and the UNECE IWVTA recognize exceptions to deal with road safety and risks to human health or the environment, and have a pre-certification system for some auto parts such as pressure-resistant containers, it can be said that there is room to introduce the type approval system for supplementation purposes. To improve the motor vehicles safety certification system while ensuring the safety of autonomous vehicles of Lv.4 or higher, the targets of type approval should be defined and the criteria, procedures, etc. for type approval should be established. At the same time, the consistency between motor vehicle-related laws and harmonization with international standards need to be considered.

Occupational injury rate of Korea recently slides slightly downward after stagnating around 0.7%'s for more than 10 years. To accelerate this trend, injury prevention for small enterprises is crucially important because vast majority of injuries take place in small enterprises. Considering huge number of small enterprises, we need to focus our efforts to type of riskier industries. By analysing detailed injury data, we select type of industries which need our concentrated prevention efforts. Several preventive measures are recommended, after we made literature survey of case studies for small enterprises. The result identifies riskier type of industries including transportation machinery manufacturing industry type(B), woods & veneer manufacturing industry, etc. Safety of machinery, new enterprises less than 2 years in service and new employees serving less than 6 months are in need for focused prevention efforts. To cope with these vulnerable spots, recommended preventive measures include strengthening of machinery safety standards, early assistance for safety to new enterprises, mandatory safety education before employment, etc.

Food labelling is the primary means of communication between the producer and purchaser and plays an important role in consumer's choice of food. Food labelling applying to livestock products, such as meat products (ham, sausage etc.), milk products(milk, fermented milk, butter and cheese etc.) and egg Products is regulated by 'Livestock Products Labelling Standard', National Veterinary Research & Quarantine Service (NVRQS) Notification. This study presents the principles of Korean milk products labelling provision and its recent revision to prevent consumer from misunderstanding and facilitate fair trade practices in market and also keep consistencies with international and relative national regulations. This study also suggests milk products labelling policy direction in the future.

Electrical disasters have not been greatly reduced despite continuous prevention efforts until now. However, the smart distribution board which can be measured information about general electrical condition such as current, voltage, power, power factor etc. and electrical safety condition such as over-current, leakage current, arc etc. and communicated analysis information about electrical condition with server will be helpful for the prevention of electrical disasters through real-time surveillance and data analysis under smart grids based on the two-way communication. In this paper, the proposal standard of smart distribution board for electrical safety is suggested about the structure, functional requirements of compositions, communication, security and so on.

For the hydrogen economy system being tried starting with the 21st century, the fields that was not dealt with so far, such as the safety measure for large leakage accidents, the safety problem at infrastructures like a hydrogen station, the safety problem in terms of automobiles depending on introduction of hydrogen cars, the safety problem in a supply for homes like fuel cells, etc., are being deeply reviewed. In order to establish a safety control system, an essential prerequisite in using and commercializing hydrogen gas as an efficient energy source, it is necessary to conduct an analysis, such as analysis of hydrogen accident examples, clarification of physical mechanisms, qualitative and quantitative evaluation of safety, development of accident interception technologies, etc. This study prepared scenarios of hydrogen gas leakage that can happen at hydrogen stations, and predicted damage when hydrogen leaks by using PHAST for this.

The purpose of this paper is to analyze the correlation analysis between the experienced crime victimization rate and the evaluation indicator of residents' safety of outdoor spaces from crime in multi-family housing. Additionally this paper intend to analyze the correlation analysis between the residents' satisfaction about safety and the evaluation indicator of residents' safety of outdoor spaces. For that purpose, 9 Multi-Family Housing located in the metropolitan area were selected to perform a survey against 349 residents during May 26-29, 2006. The SPSS program was used and the level of satisfaction ranged from 1 to 5. Scale of 5 being most satisfied while 1 being most dissatisfied. The results of this study are the followings; 1) Most occurred crime were auto theft and damages, poster matter theft, housebreaking. 2) The crime rate is higher in outdoor than in indoor. 3) This study proved the correlation between the residents' satisfaction about housing safety and most indicators except the number of households etc. 4) By the results of the correlation coefficient it makes clear that the number of apartment building, the visibility of Green Space, the location of pedestrian etc. have relation with the residents' satisfaction about housing safety.
