Safety-II and Resilience Engineering in a Nutshell: An Introductory Guide to Their Concepts and Methods

  • Background: Traditional safety concept, which is called Safety-I, and its relevant methods and models have much contributed toward enhancing the safety of industrial systems. However, they have proved insufficient to be applied to complex socio-technical systems. As an alternative, Safety-II and resilience engineering have emerged and gained much attention for the last two decades. However, it seems that safety professionals have still difficulty understanding their fundamental concepts and methods. Accordingly, it is necessary to offer an introductory guide to them that helps safety professionals grasp them correctly in consideration of their current practices. Methods: This article firstly explains the limitations of Safety-I and how Safety-II can resolve them from the four points of view. Next, the core concepts of resilience engineering and Functional Resonance Analysis Method are described. Results: Workers' performance adjustment and performance variability due to it should be the basis for understanding human-related accidents in socio-technical systems. It should be acknowledged that successful and failed work performance have the same causes. However, they are not well considered in the traditional safety concept; in contrast, Safety-II and resilience engineering have conceptual bases and practical approaches to reflect them systematically. Conclusion: It is necessary to move from a find-and-fix and reactive approach to a proactive approach to safety management. Safety-II and resilience engineering give a set of useful concepts and methods for proactive safety management. However, if necessary, Safety-I methods need to be properly used for situations where they can still be useful as well.

  • Since the 1980s, no concepts have been paid more attention to in discussions of environmental policy and natural resource management than ″sustainability″ and ″sustainable development.″ The concepts, however, are still vague and elusive even though they are frequently being used by a wide range of fields including academia. governments, and the private sector. To identify the diversity, range and concepts of sustainability. this paper will conceptualize the theoretical paradigms and social implications of sustainability and will develop general principles in Public policy.

  • In this research, OIL (Ontology Inference Layer), one of the ontology language, is applied for classifying product data systematically, defining concepts, and establishing relationship between concepts. By transforming steel product data into XML documentation and managing them, knowledge management based on the logical structure of documents is possible.

유아안전교육에 대한 보육교사의 개념도 분석 (Childcare Teacher's Concept Map Analysis about Early Childhood Safety Educational Contents)

  • 본 연구의 목적은 개념도를 통해 보육교사들의 유아안전교육 내용에 대한 보육교사의 지식을 알아보고자 하는 것이다. 이를 위하여 보육교사 40명을 대상으로 Novak과 Gowin(1984)의 개념도를 사용하여 안전교육 내용에 대한 지식을 조사하고 상위개념과 종속개념을 분석하였다. 그 결과 첫째, 교사들이 개념도에서 사용한 상위개념은 194개였으며, 위험한 상황에서 안전하게 행동하기(77.8%)가 가장 많이 나타났다. 둘째, 종속개념을 분석한 결과 교사들의 개념도에서 나타난 종속개념은 1,270개였고, 종속개념의 내용을 표준보육과정을 기준으로 분석한 결과 '위험한 상황에서 안전하게 행동하기'에 총684개로 가장 많은 수의 종속개념이 포함되어 있었다. 또한 교사 각 개념도의 밀도를 구하여 교사에 따른 차이를 분석한 결과 안전교육 연수 횟수에 따라 유의미한 차이가 있는 것으로 나타났다.

액티브 포장기술 연구에 대한 현황 (Current Technology Trends on Active Packaging)

  • Active packaging is one of the innovative concepts which actively change the condition of the packaged products. Active packaging technique controls the environment inside the packaging in order to extend the shelf life of the product and improve its quality or safety. Active packaging are based on major contents of scavenging concepts, releasing concepts, and other active packaging concepts such as removal or indicating systems. In recent years, experimental developments using active packaging concepts between polymeric packaging materials and the contact surfaces of food products are widely studied in order to make extensive commercial applications. Well-developed packaging markets in USA, Japan, and Europe are already being successfully applied in active packaging concepts. This paper reviews the concepts of active packaging and current information of active packaging technologies. The status of domestic technologies in active packaging were analyzed.

  • Recently, the LRFD and the PSF based on structural reliability assessment have been applied to NPP designs in behalf of the conventional deterministic design methods. In the risk-informed structural integrity, it is especially possible to optimize design procedures considering cost, manufacturing and maintenance because the structural reliability concepts have confirmed the reliability for which a designer aims. Generally, in order to evaluate the PSF, the LRFD which is the design concept for evaluating safety factors respectively on the limit state function including load and resistance. This study certifies the concept and its applications of the PSF using the LRFD based on the structural reliability engineering.

  • The Tohoku earthquake (Mw9.0) occurred on March 11, 2011 and caused a large tsunami. The Fukushima Dai-ichi NPP (F1-NPP) were overwhelmed by the tsunami and core damage occurred. This paper describes the overview of F1-NPP accident and the usability of tsunami PRA at Tohoku earthquake. The paper makes reference to the following current issues: influence on seismic hazard of gigantic aftershocks and triggered earthquakes, concepts for evaluating core damage frequency considering common cause failure with correlation coefficient against seismic event at multi units and sites, and concepts of "seismic-tsunami PSA" considering a combination of seismic motion and tsunami effects.

TOC와 6시그마의 통합 전략 (on the Integration Strategy of TOC and Six Sigma)

  • The TOC and Six Sigma are the most attention-getting concepts for managing manufacturing companies. Using the ideas and methods of the TOC, companies can achieve a large reduction of work-in-process and finished good inventories, significant improvement in scheduling performance, and substantial earnings increase. The six sigma approach derives the overall process of selecting the right project based on their potential to improve performance metrics and selecting and training the right people to get the business results. These two concepts have different backgrounds and different viewpoints for production systems. so, if the two concepts integrate each other, the synergy effects to innovate production systems can be expected. The purpose of this paper suggest that integration strategy between Six Sigma and TOC for profit maximization.

국내에서의 HACCP 개념의 실용화에 관한 연구 -캐나다 FSEP를 중심으로- (Practical Application of HACCP Concepts in Korea -Using the Canadian Food Safety Enhancement Program-)

  • This study was conducted to find out the proper ways of implementation of Hazard Analysis Critical Control Point (HACCP) concepts applicable to the current Korean food inspection system. The following recommendations are based on an in-depth review of the Canadian Food Safety Enhancement Program (FSEP), which is one of the leading HACCP programs adapted to the food industry. Since 1997, the HACCP system has been voluntarily applied to meat processing plants in Korea in accordance with the Food Protection Law. But the guidelines are obscure and inadequate to expand to the diversity of food plants, and are therefore only applied to a limited number of plants of small scale enterprise. For these reasons, it is necessary to prepare an enhanced food safety control program focused not only on the HACCP plants but also on the non-HACCP plants. The national program should be the fundamental framework of a food safety control policy enforced by all the relevant authorities. The Prerequiste Program of Canadian Food Inspection Agency and Sanitation Standard Operating Procedures (SSOP) of FSIS are good example programs for the non-HACCP plants. These programs, which are a major part of the HACCP system, could easily be adapted to the Korean food industry. To improve the current HACCP implementation guideline, it is necessary to develop a detailed implementation manual, generic HACCP model, training program, and an audit program.
