A Regional Safety Campaign to Prevent Chemical Accidents in the Workplace (화학사고 예방을 위한 사업장 화학안전캠페인 활동 사례)

  • This case report aims to introduce the safety campaign activities for preventing chemical accidents that were cooperatively conducted by an environmental office and chemical-handling workplaces located in the Ulsan area. A chemical safety campaign was initiated to examine and manage chemical-handling facilities at high risk for chemical accidents, specifically valves, flanges, and switches (VFS) from October 2020 to December 2022. The VFS safety check campaign was conducted to raise workers' safety consciousness based on a campaign of advertisements in the workplace from October 2020 to December 2021. In addition, a VFS plus [+] campaign was initiated to encourage actual management activities for chemical-handling facilities at high risk of chemical accidents in 2022. A total of 49 corporations participated in the VFS plus [+] campaign. In contrast to the VFS safety check campaign, which simply focused on publicity and resulted in changes in worker awareness, practicable safety management activities focusing on the handling facilities were carried out. Although notable short-term impacts have yet to be discerned from the campaigns, it is expected that they will eventually serve as a starting point for developing a proper safety culture and environment.

  • Though "Zero Accident Campaign" is a desirable campaign for industrial accident prevention and reducing victims, the number of industrial enterprises has been decreasing abruptly in recent years. One of the reasons for this phenomenon may be attributed to irrationality of 'target accident-free time periods' established by related organizations. This study was carried out to develop a new rational scheme for the campaign. Therefore, for a numerical basis, Poisson process was introduced, and problems induced by current target periods were analyzed mathematically one by one. As a result, it was verified that current target periods were uneven since the probability that manufacturing plants get them would be different form industry to industry. To develop countermeasures, a brand new method were suggested in this research. The first characteristic was that group classification should be based upon average accident rates resulted from past several years, and the second was that adjustment probability which can make the target acquisition probability even. About the suggested method, a questionnaire survey was conducted. To make a conclusion, most manufacturing plants agreed with the suggested method such high affirmative portion that the suggested method would be expected to help promote the campaign again.

  • According to industrial disaster statistics by the Ministry of Labor in 2006, out of 11,688,797 people working at 1,292,696 business places that apply Industrial Disaster Indemnity Act, 89,910 workers were involved in an accident that more than 4 days of medical treatment requires. Among this figure 2,453 people lost their precious lives. "89,910 industrial disaster victims per annum" is showing the safety level of our industrial situation. To prevent such industrial disaster, the most typical and distinctive method is Accident-free Campaign. At the beginning, the movement arose with devotion through out the entire industry. But, the heartbreaking fact is that the fever is getting cool gown as times goes by. Therefore, opportunity for revitalization of this movement is required. The movement should be practically supporting principle of respect for human life and dignity. And it should be established with analysis on industrial disaster and systematize Accident-free Campaign totally in connected research.

  • In the United States, when NHTSA initiates the vehicle defect investigation, the most of automotive manufactures voluntary start their vehicle's recall campaign immediately. However, in the domestic market, NGOs, medias and even the National Assembly complaint the attitude of domestic and foreign makers tendencies of retardation of recall campaign. Also there were criticism for the manufacturer's concealing or downsize of their vehicle defects to the publics. In general, the manufactures may wait until MLIT's decision to recall orders. Therefore, in this study, from the survey of foreign countries legal recall systems and it is recommended reinforcement of the current vehicle management law to promote more frequent voluntary recall campaign from makers. In this study, it is also includes summarize all previous recall related research works and proposes the more stringent regulations to punish of concealing or downsize their vehicle safety defects.

  • The article defines the basic concepts: "election campaign", "social capital", "conversion of social capital"; the principles and methods of research of social capital conversion in election campaigns are studied; the process of using social capital in politics is defined; ways of converting social capital into politics are considered; the possibilities of converting social capital in election campaigns are described. Election campaigns have been found to be a successful form of social capital conversion. The ability to use social capital in the election campaign speaks of its high potential. Election campaigns are not an effective use of social capital.

  • This research has been shown the systematic method about that the disaster resilient city make to certificate the UNISDR's role model city, the first case study in Korea, of that the Busan Geumjeong-gu city project to take part in and to lead the campaign of the 'Climate Change, the making resilient city' in Korea. For the making the life safety community, we research and analysis and apply the 10 Essentials and 41 Key Questions of the campaign making UNISDR's disaster resilient city, and check the disaster management items about the government and local ones ordering every years, and study to analyze the Geumjeong-gu factors about the seven checklists of life safety improvement, and educate and train and make the questionnaire for the safety campaign the citizen and volunteer in the 17 local areas, and show the vision and target, and 5 steps approaching strategy of 'Climate change, the making resilient city,'

  • The basic point of a vehicle recall is to remove vehicle defects as soon as possible and thus prevent possible road traffic accidents caused by the defects beforehand. Therefore, the core of vehicle recall under the self-certification system consists of a timely response and fast remedy of defects. The present study aimed to deduce a plan for improvement of the system necessary for the fast remedy of defects through a phased analysis of defect investigation procedure based on defect investigation statistical data. There will be a need to make the TSB(Technical Service Bulletin) or service campaign data submission of a manufacturer compulsory for the collection of broad defect information in the stage of information analysis and to impose a higher penalty when the manufacturer violates the data submission in the investigation stage. In addition, it is considered that an active service campaign should be induced and a punishment for late recall will be needed for consumer protection.

  • New approach to achieve the safety goals in transportation and dry storage of SNF, so called SSEM has been proposed. The main concept of the SSEM is that it simplifies the reviewing processes of each campaign of the transportation or storage of SNF with standard format. This SSEM could be considered as a model case for assuring public that the SNF be managed safely.

The Improvement Direction of the Honorary Industrial Safety Supervisor System (명예산업안전감독관 제도의 운영현황 및 개선방향)

  • Though the Honorary Industrial Safety Supervisor System was activated from 1995, the system did not show the better effectiveness due to the unconcern of top management and the insufficient support of government etc. The purpose of this study is to analyze the problems of the system and to present the improvement direction of that system. The research result points out that we have to consider the following countermeasures; First, the government should make up the support system by a law dealing with proper compensation and professional education for the supervisor, and tax reduction for companies. Second, the companies should make an effort firming up the safety consciousness of top management, and strengthening the employees' concern about safety through continuous safety education and campaign by a labor union, and promoting the supervisor's pride through recognition from top management and other employees.

  • The unsafe act and unsafe condition is due to human error that experience 80% of safety accidents. Accordingly, one of the most important issues to reduce industrial accidents as a whole, is how to reduce the accident rate by the human error. Therefore, this paper describes the development of quantitative risk assessment (QRA) model by ergonomics for reform of safety consciousness on the semiconductor industry. Unconsciousness, disregard, ignorance, recklessness, and stress among the human factors are selected for conscious reform. Finally, the QRA model is efficiently expected to contribute towards improving continuous self-safety and health and safety culture campaign in order to prevent industrial accidents.
