산업안전보건법 허용기준 대상물질의 허용기준 개정을 위한 유해성·위험성 평가 및 사회적 비용·편익 분석 (Hazard and Risk Assessment and Cost and Benefit Analysis for Revising Permissible Exposure Limits in the Occupational Safety and Health Act of Korea)

  • Objectives: An objective of this study was to perform a risk assessment and social cost-benefit analysis for revising permissible exposure limits for seven substances: Nickel(Insoluble inorganic compounds), benzene, carbon disulfide, formaldehyde, cadmium(as compounds), trichloroethylene, touluene-2,4-diisocyanate. Materials and Methods: The research methods were divided into risk and hazard assessment and cost-benefit analysis. The risk and hazard assessment for the seven substances consists of four steps: An overview of GHS MSDS(1st), review of document of ACGIH's TLVs (2nd), comparison between international occupational exposure limits and domestic permissible exposure limits(3rd), and analysis of excess workplace and excess rate for occupational exposure limits based on previous work environment measurement data(4th). Total cost was estimated using cost of local exhaust ventilation, number of excess workplace and penalties for exceeding a permissible exposure limit. On the other hand, total benefit was calculated using the reduction rate of occupational disease, number of workplaces treating each substance and industrial accident compensation. Finally, the net benefit was calculated by subtracting total cost from total benefit. Results: All the substances investigated in this study were classified by CMR(Carcinogens, Mutagens or Reproductive toxicants) and their international occupational exposure limits were stricter than the domestic permissible exposure limits. As a result of excess rate analysis, trichloroethylene was the highest at 11%, whereas nickel was the lowest at 0.5%. The excess rates of all substances except for trichloroethylene were observed at less than 10%. Among the seven substances, the total cost was highest for trichloroethylene and lowest for carbon disulfide. The benefits for the seven substances were higher than costs estimated based on strengthening current permissible exposure limits. Thus, revising the permissible exposure limits of the seven substances was determined to be acceptable from a social perspective. Conclusions: The final revised permissible exposure limits suggested for the seven substances are as follows: $0.2mg/m^3$ for nickel, 0.5 ppm(TWA) and 2.5 ppm(STEL) for benzene, 1 ppm(TWA) for carbon disulfide, $0.01mg/m^3$(TWA) for cadmium, 10 ppm(TWA) and 25 ppm(STEL) for trichloroethylene, 0.3 ppm(TWA) for formaldehyde, and 0.005 ppm(TWA) and 0.02 ppm(STEL) for toluene diisocynate(isomers).

한국의 업무상 사망률과 사회경제적 지표와의 관련성 (The relationship between fatal occupational injury rate and socio-economic indicators in Korea)

  • South Korea's industrial injuries are decreasing overall in the last 32 years. Nevertheless, the fatal occupational injury rate is still higher than in developed countries. This study was conducted to help prevention strategies of occupational injuries for the Republic of Korea. Fatal occupational injury rates were obtained from "Industrial Accident Analysis"of the Korean Ministry of Labor. Poisson regression was used to assess time trends. Socioeconomic indicators were obtained from the Korea Labor Institute and the Statistics Korea. Fatal occupational injury rates were adjusted by year, and Pearson correlation analysis was used to assess the relationship between the socio-economic indicators and occupational injuries. In 1975, fatal occupational injury rate was 54.8 per 100,000 workers. With somewhat up and down, it was decreased to 21.0 in 2006. An annual rate of change for the years 1975-2006 was - 1.83%, and for the years 2002-2006 was -5.02%. As economic growth rate, paricipation rate for the age less than 25 and hours of work per week or year increased, fatal occupational injury rate also increased. Conversely, as GDP per capita, paricipation rate or employment rate for female, paricipation rate for the age 25 or more, hourly compensation costs for production workers and services output as percent of GDP increased, fatal occupational injury rate decreased. By the development of safety techniques and the adoption of more legislative constraints, developed economy reduce occupational injuries. Conversely, economic growth may raise occupational injuries. Therefore, prevention strategies are needed to manage both of them. We need to make an effort to prevent occupational injuries due to not only sexual differences, but also job differences between male and female. Preventive strategies are needed to consider the characteristics of younger workers. Addition to wage, other appropriate variables for work condition should be considered together. Extending work hours is need to be regulated with systemic methods.

사용후핵연료 운반용기 방사선적 안전성평가에 관한 연구 (A Study on Radiation Safety Evaluation for Spent Fuel Transportation Cask)

  • 본 연구에서는 최근 개발중인 360 다발 장전용량의 중수로 사용후핵연료 운반용기에 대한 설계기준연료의 방사선원항 평가와 용기외부에서의 방사선량률 계산을 수행하였다. 그리고 국·내외 방사선적 안전성평가와 관련한 기술기준 부합여부를 판단하고 결과의 적합성을 제시하였다. 방사선원항으로 작용하는 설계기준연료 선정을 위해 월성원전에서 운영중인 운반 용기 및 두 가지 방식의 건식저장시설에 적용된 설계기준연료의 사양 및 특성을 조사하였다. 각 운반·저장 시스템 별 설계 기준연료의 연소도, 최소 냉각기간 및 중간저장시설로의 운반시점 등을 바탕으로 연소도 7,800 MWD/MTU와 최소 냉각기간 6년을 설계기준연료로 설정하였다. 설계기준연료의 방사선원항은 SCALE 전산코드의 ORIGEN-ARP모듈을 이용하여 평가하였다. 운반용기의 방사선차폐평가는 MCNP6 전산코드를 이용하였으며, 기술기준에서 요구하는 운반용기 외부에서의 방사선량률 평가를 정상 및 사고조건으로 구분하여 수행하였다. 방사선량률 평가결과, 정상운반조건의 운반용기 표면 및 운반용기 표면 2 m 이격지점에서 계산된 최대 방사선량률은 각각 0.330 mSv·h-1와 0.065 mSv·h-1로 도출되어 선량률 제한치인 2.0 mSv·h-1와 0.1 mSv·h-1를 모두 만족하는 결과를 도출하였다. 또한 운반사고조건하 운반용기 표면 1 m 지점에서의 최대 방사선량률은 0.321 mSv·h-1로서 기술기준인 10.0 mSv·h-1 미만으로 평가되어, 대용량 중수로 사용후핵연료 운반용기는 방사선적 안전성을 확보하는 것으로 나타났다.

지하철 승강장에서 열차 화재시 제연모드에 따른 화재 안전성 평가 연구 (A study on the evaluation of fire safety according to the ventilation mode in a train fire at the subway platform)

  • 본 연구에서는 지하철 승강장에서 화재가 발생하는 경우, 제연모드에 따른 위험도를 정량적 위험도 평가기법에 따라서 비교하여 안전확보에 가장 효과적인 제연모드를 제시함을 목적으로 한다. 이를 위해 전형적인 지하철 승장장을 모델로 하여 제연모드별로 대피개시간 및 화재발생열차의 위치에 따른 화재발생 시나리오를 작성하고, 시나리오별로 화재발생률(F)을 산정하고 화재해석과 대피해석을 수행하여 사망자수(N)를 정량적으로 추정하였다. 시나리오별 사고발생률(Frequency)과 사망자수(N:Fatalities)를 추정하여 F/N 선도로 작성하고 이를 사회적 위험도 평가기준과 비교하여 화재 안전성을 평가하였으며, 다음과 같은 결론을 얻었다. 정거장 열차화재 시 인명안전을 위해서는 최대 600 s 이전에 대피가 개시되어야 하며, 정거장 양단배기 시스템이 없는 승강장에서는 승강장 공조시스템을 급기로 운영하여 승강장을 가압하는 것이 대피안전성 확보에 유리한 것으로 나타났다. 승강장 열차화재시나리오에 따른 F/N선도를 작성하여 사회적 위험도 평가기준과 비교한 결과, 제연을 하지 않는 경우에는 한계기준을 상당히 초과하며, 양단배기를 수행하고 승강장을 가압운전모드에서 운영하는 제연모드가 대피안전에 가장 효과적인 것으로 나타났다.

균형성과표(BSC)개념을 적응한 학교급식 운영성과 측정지표 개발 (Development of Performance Indicators Based on Balanced Score Card for School Food Service Facilities)

  • This study raised the necessity of developing performance indicators for measuring the management efficiency and effectiveness of school food service, and as a means of helping its implementation, a balanced score card (BSC) approach developed by Norton and Kaplan was adopted. This study established BSC in seven phases through literature: Phase 1 Defining a school food service and the scope of working activities, Phase 2 Establishing the vision of a school food service, Phase 3 Setting strategic goals, Phase 4 Identifying critical success factors (CSFs), Phase 5 Developing Key Performance Indicators (KPIs), Phase 6 Extracting cause and effect relationship, and Phase 7 Completing a preliminary BSC. The preliminary BSC was fumed into a survey, which was administered to food service related people working at the Office of Education and School Food Service including 16 offices,209 dietitians, 48 school administrators both from self-operated and contract-managed, and 9 experts in areas related to school food service. They were asked questions about strategies from 4 different perspectives,12 CSFs, 39 KPls, and the cause and effect relationships among them. As a result, among the CSFs based on 4 different perspectives, all factors other than ' zero sum on profit/loss ' from the financial perspective turned out to be valid. In terms of KPIs, manufacturing cost percentages, casualty loss count/reduction rates, school foodervice participation rates, and sales goal achievement rates were found to be valid from the financial perspective, while student satisfaction index, faculty satisfaction index, leftover ratio, nutrition educational performance count, index of evaluating nutrition education, customer claim count/reduction rate, handling customer claim count/reduction rate, and parent satisfaction index were found to be valid from the customers' perspective. Besides, nutritional requirement sufficient ratio, nutritional management score, food poisoning outbreak count, employee safety accident count, sanitary inspection assessment index, meals per labor hour (productivity index), computerization ratio, operational management index, and purchase management assessment index were also found to be valid from the perspective of internal business processes. From the perspective of innovation and learning, employee turnover ratio/rate of absenteeism, annual education and training count, employee satisfaction index, human resource management assessment index, annual menu-related customer feedback, food service information index for employees and parents/schools were also found to be valid. The significance of this study is to present indices for measuring overall performance of school lunch food service operations without putting any limitation on types of school food service management, and to help correctly assess the contribution of the current types of school food service management to schools and students. 노·사주도 건강증진활동 비용지원사업의 산재예방 효과 (Impact of Subsidies for Labor and Management-directed Health Promotion Activities on Industrial Accidents Prevention)

  • Purpose: This study was conducted to compare the rates of industrial accidents in workplaces that adopted the 2011 Workplace Health Promotion Subsidy Scheme before and after the implementation. Methods: The study analyzed the raw data of industrial accidents of 304 workplaces which received subsidies for health promotion activities in 2011. The raw data covered the period from February 2010 to July 2012, based on the dates of industrial accidents. Results: Workplaces subsidized for health promotion activities reported fewer occurrences in staff injuries and illnesses than before the subsidization, as the total number of industrial accident victims dropped from 0.35 to 0.24. The rate of industrial accidents also dropped from 0.49 to 0.35, with the number of working days decreased from 35,433 to 23.867, about 33%. Conclusion: The study showed that financial support for health-promoting activities contributed to the decease in industrial accidents, which is an important indication advocating the need for corporate and government investment on workers health promotion programs. Furthermore, this study is also significant as it is the first research conducted in Korea to examine the impact of a workers health promotion project using a direct indicator, the rate of industrial accidents.

통발어선에서 발생하는 산업재해에 대한 정량적 위험성 분석 (Quantitative risk analysis of industial incidents occurring in trap boats)

  • This study employs Bayesian network analysis to quantitatively evaluate the risk of incidents in trap boats, utilizing accident compensation approval data spanning from 2018 to 2022. With a dataset comprising 1,635 incidents, the analysis reveals a mortality risk of approximately 0.011 across the entire trap boat. The study significantly identifies variations in incident risks contingent upon fishing area and fishing processes. Specifically, incidents are approximately 1.22 times more likely to occur in coastal compared to offshore, and the risk during fishing processes outweighs that during maintenance operations by a factor of approximately 23.20. Furthermore, a detailed examination of incident types reveals varying incidence rates. Trip/slip incidents, for instance, are approximately 1.36 times more prevalent than bump/hit incidents, 1.58 times more than stuck incidents, and a substantial 5.17 times more than fall incidents. The study concludes by providing inferred mortality risks for 16 distinct scenarios, incorporating fishing areas, processes, and incident types. This foundational data offers a tailored approach to risk mitigation, enabling proactive measures suited to specific circumstances and occurrence types in the trap boat industry.

Analysis of the thermal-mechanical behavior of SFR fuel pins during fast unprotected transient overpower accidents using the GERMINAL fuel performance code

  • In the framework of the Generation IV research and development project, in which the French Commission of Alternative and Atomic Energies (CEA) is involved, a main objective for the design of Sodium-cooled Fast Reactor (SFR) is to meet the safety goals for severe accidents. Among the severe ones, the Unprotected Transient OverPower (UTOP) accidents can lead very quickly to a global melting of the core. UTOP accidents can be considered either as slow during a Control Rod Withdrawal (CRW) or as fast. The paper focuses on fast UTOP accidents, which occur in a few milliseconds, and three different scenarios are considered: rupture of the core support plate, uncontrolled passage of a gas bubble inside the core and core mechanical distortion such as a core flowering/compaction during an earthquake. Several levels and rates of reactivity insertions are also considered and the thermal-mechanical behavior of an ASTRID fuel pin from the ASTRID CFV core is simulated with the GERMINAL code. Two types of fuel pins are simulated, inner and outer core pins, and three different burn-up are considered. Moreover, the feedback from the CABRI programs on these type of transients is used in order to evaluate the failure mechanism in terms of kinetics of energy injection and fuel melting. The CABRI experiments complete the analysis made with GERMINAL calculations and have shown that three dominant mechanisms can be considered as responsible for pin failure or onset of pin degradation during ULOF/UTOP accident: molten cavity pressure loading, fuel-cladding mechanical interaction (FCMI) and fuel break-up. The study is one of the first step in fast UTOP accidents modelling with GERMINAL and it has shown that the code can already succeed in modelling these type of scenarios up to the sodium boiling point. The modeling of the radial propagation of the melting front, validated by comparison with CABRI tests, is already very efficient.

SMART-ITL 1 계열 피동안전계통을 이용한 유동분사기 성능에 대한 실험연구 (An Experimental Study on Flow Distributor Performance with Single-Train Passive Safety System of SMART-ITL)

  • 노심보충탱크 상부에 설치되는 유동분사기 형상에 따른 냉각수 주입특성 및 탱크 내에서의 열수력 현상 변화를 파악하기 위한 안전주입배관 2인치 파단 소형냉각재상실사고(SBLOCA) 모의시험이 잔열 및 피동잔열제거계통(PRHRS) 모의 없이 수행되었다. 두 가지 형상의 유동분사기를 설치하고 수행한 각각의 시험은 거의 유사한 초기 및 경계조건에서 수행되었으며, 이로 인해 반복시험에 대한 재현성이 충족되었다고 판단된다. 시험결과는 유동분사기의 종류(본 시험에서는 구멍의 개수에 해당)에 관계없이 유사한 열수력학적 거동을 보였으며, 초기 주입유량 관점에서는 구멍의 개수가 2배인 B형이 A형에 비해 좀 더 우수한 주입 성능을 보였다. 노심보충탱크 격리 밸브가 개방된 후 압력평형배관을 통해 유입되는 고온의 원자로냉각재는 상부 헤더에서 상대적으로 저온인 $50^{\circ}C$ 물과 혼합되면서 증기 응축과 같은 상변화에 의한 압력 변동을 동반하는 다차원 열유동 현상을 일으키게 된다. 이로 인해 초반부 노심보충탱크 주입 유량은 상온운전 조건에서 보다는 작게 되고, 일정시간 경과 후에는 유사한 주입유량 특성을 보였다.

후쿠시마 원전 사고 이후 일반인의 방사선학적 안전성 확보를 위한 제염폐기물 임시저장시설 이격거리 평가 (Evaluation of Separation Distance from the Temporary Storage Facility for Decontamination Waste to Ensure Public Radiological Safety after Fukushima Nuclear Power Plant Accident)

  • 후쿠시마 원전사고 이후 광역의 방사성 오염부지가 발생되었으며, 이에 대한 제염작업으로 인하여 다량의 제염폐기물이 발생하였다. 일본에서는 이를 보관하기 위하여 각 지역에 임시저장시설이 운영되고 있으며, 이들 시설들은 피난지시해제가 이루어진 지역의 일반인에 대하여 방사선학적 영향을 미칠 것으로 판단된다. 본 연구에서는 임시저장시설 인근에 거주하는 일반인의 방사선학적 안전성 확보를 위하여 임시저장시설 특성에 따른 거리별 공간 방사선량률 및 선량제한치를 만족하는 임시저장시설로부터의 이격거리를 평가하였다. 이를 위해 임시저장시설의 형태 및 크기, 복토 두께 등을 고려하였으며, MCNPX를 이용하여 방사선량률을 평가하였다. 복토에 의한 차폐효과는 두께가 10 cm일 때 68.9%, 30 cm일 때 96.9%, 50 cm 일 때 99.7%로 나타났다. 임시저장시설 형태에 따른 공간 방사선량률은 지상 보관형일 때 가장 높게 나타났으며, 이어서 반지하 보관형, 지하 보관형일 순으로 나타났다. 임시저장시설 크기에 따른 공간 방사선량률은 $5{\times}5{\times}2m$ 시설을 제외한 시설에 대하여 유사하게 나타났다. 이는 임시저장시설 내 적재된 제염폐기물에 의하여 자기차폐가 이루어지기 때문이다. 최종적으로 크기가 $50{\times}50{\times}2m$이고, 복토가 없는 임시저장시설의 경우, 지상 보관형의 평가된 이격거리는 14 m(최소농도), 33 m(최빈농도), 57 m(최대농도)이며, 반지하 보관형의 이격거리는 9 m(최소농도), 24 m(최빈농도), 45 m(최대농도), 지하보관형의 이격거리는 6 m(최소농도), 16 m(최빈농도), 31 m(최대농도)로 나타났다.
