Background: Occupational health and safety (OHS) is a significant interest of all governments to prevent workplace hazards. Although appropriate legislation and regulations are essentials for the protection of workers, they are solely not enough. Application of them in practice should be secured by an efficient inspection system. Fundamental components of an inspection system are inspectors and their audit tasks. Maintaining the fair balanced task assignment among inspectors strictly enhances the efficiency of the overall system. Methods: This study proposes a two-phased goal programming approach for OHS inspectors' task assignments and presents a case study. Results: The solution approach gives the balanced assignment of inspectors to the workplaces in different cities of the country in the planning period. The obtained schedule takes into account the distances covered by the work places and the number of the workplaces' employees to be audited and pays attention to the human factors by considering the preferences of the inspectors. The comparisons between the obtained optimal schedule and the implemented one that is produced manually show that the approach not only maintains the technical requirements of the problem, but also provides social and physical balance to the task assignment. Conclusion: Both the approach and the application study are expected to offer fruitful inspirations in the area of safety management and policy and they provide a good guide for social policy and organizational aspects in the field of OHS inspectors' task assignment.

The checklist currently used for aviation safety inspection performed by ASIs(Aviation Safety Inspectors) consists of inspection groups and multiple items, it does not have safety attribute and structured hierarchy system which required to efficiently process aviation safety analysis. On this study, categorized the domestic and foreign ASI checklist by safety attribute from ICAO recommended and presented composition of checklist for safety assurance by comparative analysis composition of domestic and foreign ASI checklist.

This article discusses the legal character and admissible scope of inspection and police questioning of a vessel with force in comparison with the systems of the US and Japan. The author focuses on the factual differences between vessels and cars which justifies the varying standard. A ship at sea may easily slip away and destroy evidence while authorities attempt to get a warrant. Thus, a warrantless boarding and safety inspection could be validated because of the exigent circumstances of the sea.

In this research, 1,032 data of precise safety inspection from 2004 to 2013 are gathered and constructed for finding effective safety inspection systems. Items are extracted from constructed data and factors for typology are decided with statistical method such as principle component analysis and cluster analysis. For factor decision, we extruded independent characteristics such as morphological and geographical characteristic, and deleted items which can be expressed by combination of independent characteristics. Four factors such as total storage, watershed ratio, levee length ratio, and spillway length ratio are extracted in this process. In cluster analysis, levee length ratio is excluded because it is not separated as cluster. Finally nine types of agricultural reservoir are extruded by total storage, watershed ratio, and spillway length ratio with frequency analysis.

During the progression of this study, we visited 17 medical institutions. These medical institutions underwent inspection for facility eligibility of national inpatient isolation units to care for patients. Seventeen consultation meetings were held to gather expert opinions, and conferences were held with the medical institutions and local levels of government. Based on these facts, we established a field application model of the criteria of safety-management and conducted a study on this method in order to create more scientific and systematic safety-management criteria including criteria regarding facilities maintenance and methods of equipment inspection. According to an analysis on the 17 medical institutions examined, facility eligibility of 17 national inpatient isolation units was found to be 78.3% on average. Through analysis of the present domestic and foreign conditions of medical institutions, we proposed improvements for when remodeling becomes necessary and established criteria for safety-management in national inpatient isolation units for the care of patients in accordance with the domestic healthcare system.
