Earthquakes, which are unavoidable natural phenomena in Turkey, have often produced economic and social disaster. The latest destructive earthquakes happened in Van city. Van, Turkey, earthquakes with M = 7.2 occurred on 23 October 2011 at 13:41 (local time), whose epicenter was about 16 km north of Van (Tabanlivillage) and M = 5.6 on 9 November 2011 epicentered near the town of Edremit south of Van in eastern Turkey and caused the loss of life and heavy damages. Both earthquakes killed 644 people and 2608 people were injured. Approximately 4000 buildings collapsed or were seriously damaged. The majority of the damaged structures were seismically insufficient, unreinforced masonry and adobe buildings in rural areas. In this paper, site surveys of the damaged masonry and adobe buildings are presented and the reasons for the caused damages are discussed in detail.
Wilt symptoms were observed in basil (Ocimum basilicum) plants grown in a vinyl greenhouse located in Gokseong, Korea, during crop disease surveys conducted in August 2022. The symptoms appeared as wilting of the plants and brown to dark brown longitudinal streaks on the stems at or above the soil line. The disease incidence among the plants in the vinyl greenhouse was 5-20%. Six isolates of Fusarium sp. were obtained from stem lesions and identified as Fusarium oxysporum species complex based on their morphological characteristics. Among the isolates, two were used for phylogenetic analysis and pathogenicity test. Phylogenetic analysis revealed that these isolates belonged to F. oxysporum. Pathogenicity of the isolates was confirmed through artificial inoculation test. The symptoms induced by the isolates were similar to those observed in basil plants in the investigated vinyl greenhouse. This is the first report of F. oxysporum causing Fusarium wilt in basil in Korea.

The purpose of this study is to analyze the effects of spatial characteristics, such as land cover and topography, on heat wave days from the city of Milyang, which has recently drawn attention for its heat wave problems. The number of heat wave days was calculated utilizing RCP-based South Korea climate data from 2000 to 2010. Land cover types were reclassified into urban area, agricultural area, forest area, water, and grassland using 2000, 2005, and 2010 land cover data constructed by the Ministry of Environment. Topographical features were analyzed by topographic position index (TPI) using a digital elevation model (DEM) with 30 m spatial resolution. The results show that the number of heat wave days was 31.4 days in 2000, which was the highest, followed by 26.9 days in 2008, 24.2 days in 2001, and 24.0 days in 2010. The heat wave distribution was relatively higher in agricultural areas, valleys, and rural areas. The topography of Milyang contains more mountainous slope (51.6%) than flat (19.7%), while large-scale valleys (12.2%) are distributed across some of the western region. Correlation analysis between heat wave and spatial characteristics showed that the correlation between forest area land cover and number of heat wave days was negative (-0.109), indicating that heat wave can be mitigated. Topographically, flat areas and heat wave showed a positive correlation (0.305). These results provide important insights for urban planning and environmental management for understanding the impact of land development and topographic change on heat wave.
With the increasing trend of extreme rainfall that exceeds the design frequency of man-made structures due to extreme weather, it is necessary to review the safety of agricultural reservoirs designed in the past. However, there are no local government-managed reservoirs (13,685) that can be discharged in an emergency, except for reservoirs over a certain size under the jurisdiction of the Korea Rural Affairs Corporation. In this case, it is important to quickly deploy a mobile siphon to the site for preliminary discharge, and this study evaluated the applicability of a mobile siphon with a diameter of 200 mm, a minimum water level difference of 6 m, 420 (m2/h), and 10,000 (m2/day), which can perform both preliminary and emergency discharge functions, to the Yugum Reservoir in Gyeongju City. The test bed, Yugum Reservoir, is a facility that was completed in 1945 and has been in use for about 78 years. According to the hydrological stability analysis, the lowest height of the current dam crest section is 27.15 (EL.m), which is 0.29m lower than the reviewed flood level of 27.44 (EL.m), indicating that there is a possibility of lunar flow through the embankment, and the headroom is insufficient by 1.72 m, so it was reviewed as not securing hydrological safety. The water level-volume curve was arbitrarily derived because it was difficult to clearly establish the water level-flow relationship curve of the reservoir since the water level-flow measurement was not carried out regularly, and based on the derived curve, the algorithm for operating small and medium-sized old reservoirs was developed to consider the pre-discharge time, the amount of spillway discharge, and to predict the reservoir lunar flow time according to the flood volume by frequency, thereby securing evacuation time in advance and reducing the risk of collapse. Based on one row of 200 mm diameter mobile siphons, the optimal pre-discharge time to secure evacuation time (about 1 hour) while maintaining 80% of the upper limit water level (about 30,000 m2) during a 30-year flood was analyzed to be 12 hours earlier. If the pre-discharge technology utilizing siphons for small and medium-sized old reservoirs and the algorithm for reservoir operation are implemented in advance in case of abnormal weather and the decision-making of managers is supported, it is possible to secure the safety of residents in the risk area of reservoir collapse, resolve the anxiety of residents through the establishment of a support system for evacuating residents, and reduce risk factors by providing risk avoidance measures in the event of a reservoir risk situation.
Rice panicle blast occurred severely in southern provinces of Korea in 2014. The proportion of panicle blast incidence area to cultivated area of rice were 11.0% and 14.6% in Jeollanam-do and Gyeongsangnam-do, respectively. To identify the causal factors of the outbreak, we investigated weather conditions in August, amount of cultivated area of mainly grown cultivars, and nitrogen contents in plants with different disease incidences in 2014. 'Saenuri,' 'Ilmibyeo,' 'Unkwang,' 'Dongjin 1 ho,' 'Nampyeongbyeo,' and 'Hwangkeumnuri' were mainly grown cultivars. Monthly average of daily air temperature in August 2014 was 3.2℃ and 3.1℃ less than 2018 in Haenam and Miryang, respectively. Rainfall in August 2014 was 70.0% and 42.0% greater than 2018 in Haenam and Miryang, respectively. The numbers of blast warning days in August calculated nationwide using a forecast model for blast infection were higher in 2014 than in 2018, and they were in high level throughout the country in 2014. Nitrogen contents in plant samples from high-incidence plots were significantly higher than those from low-incidence plots. Consequently, excessive use of nitrogen fertilizers was the main factor for the disease outbreak at the level of specific farms, in addition to the collective cultivation of susceptible cultivar, low temperatures and frequent rainfalls in August.

It is an urgent issue to manage and reduce non-point pollution sources for improving the water quality of stream and lakes in rural areas. In this study, in order to reduce non-point pollution sources in rural area, Gabion mattresses was proposed to provide protection of riverbanks with anaerobic and aerobic area. The utilization of this was assessed by lab scale model test and pilot plant test. After filling the inside of the gabion mattresses with aggregate, the filtration zone under anaerobic and aerobic conditions was formed to treat the contaminants. In addition, vegetation was deposited on the surfae of the gabion to prevent the inflow of soil and to promote purification by the plant. COD and nitrogen content (T-N, $NH_4{^+}$, -N, $NO_3{^-}N$) were monitored in model and field tests. The lab scale model test showed removal efficiency of 17% of TCOD, 35% of SCOD, 14% of TN, 62% of $NH_4{^+}$, -N, and 33% of $NO_3{^-}$ N. Also, pilot plant test showed removal efficiency of 24% of TCOD, 29% of SCOD, 47% of TN, 50% of $NH_4{^+}-N$, 33% of $NO_3{^-}$, N and 29% of TP.
Purpose: In this studies we examine the facilities damage characteristics caused by forest fire. Therefore, we surveyed damaged facilities from forest fire which was occurred on Goseong-Gun on march 28 in 2019.(damaged areas was 40ha) The types of facilities uses were house, public facility, warehouse and so on. 17 facilities were destroyed. The purpose of this study was to for establishing a disaster safety village in rural areas where damage from a similar type of disaster occurs repeatedly by conducting the consciousness survey targeting at experts and disaster safety officials in a local government. Method: We surveyed meteorological factors(temperature, wind speed, wind direction, humidity) per a minute for analyzing weather condition on Goseong-Gun when forest fire was occurred, spread and extinguished. And we surveyed forest fire risk factors(a slope degree, a slope direction, a geographical feature, a distance between forest and facility, main species, the existence of crown fire ignition, the direction of facility, the main material of building) around 10 damaged facilities. Finally, we analyzed damage pattern of facilities using meteorological factor and forest fire reisk fator Result: The weather condition of Kanseonng AWS (No.517) was high temperature, arid and strong wind, when the forest fire was occurred and spread. An average wind speed was 4.1m/s and the maximum wind speed was 11.6m/s. The main direction of wind was W(225~315°). Damaged facilities were located on the steep slope area and on the mountaintop. The forest density around facilities was high and main species was korean red pine. The crown fire was occurred in the forest around damaged facilities. The average distance was 13.5m from forest to facilities. When the main matarial of building was made by fire resistance materials (for example, rainforced concrete), the damage was slightly. on the other hand, when by flammable material (for example, a Sandwich Panel), the facilities were totally destroyed Conclusion: The results of this research which were the thinning around house, making a safety distance, the improvement of main material of building and etc, will be helpful for establishing a counter measure for a forest fire prevention of facilities in wild land urban interface

This paper examines the evolving role of ijang(village representative) and his job stress during Pyeongchang floods in 2006. Results based on telephone survey and interviews reveal that ijang played a crucial role in evacuating residents, allocating resources and commanding the recovery, although official job description considered him as only a mediator between local officers and villagers. Moreover, unexpected enormous burden created severe job stress to many ijangs; while 60 percent felt like quitting the job, about three fourth felt fretful whenever the telephone rang and lost some weights. Chi-square analysis also indicated that previous job training, villagers' abuse, and disaster damages were significantly related with job stress. These results suggest that the emergent human resources model rather than the command and control model can be an effective approach for a disaster management plan in rural Korea.

Floods have become more widespread and frequent among natural disasters and consisted significant losses of lives and properties worldwide. Flood's impacts are threatening socio-economic and people's lives in the Mekong River Basin every year. The objective of this study is to identify the flood hazard areas and inundation depth in the Mekong River Basin. A rainfall-runoff and flood inundation model is necessary to enhance understanding of characteristic of flooding. Rainfall-Runoff-Inundation (RRI) model, a two-dimensional model capable of simulating rainfall-runoff and flood inundation simultaneously, was applied in this study. HydoSHEDS Topographical data, APPRODITE precipitation, MODIS land use, and river cross section were used as input data for the simulation. The Shuffled Complex Evolution (SCE-UA) global optimization method was integrated with RRI model to calibrate the sensitive parameters. In the present study, we selected flood event in 2000 which was considered as 50-year return period flood in term of discharge volume of 500 km3. The simulated results were compared with observed discharge at the stations along the mainstream and inundation map produced by Dartmouth Flood Observatory and Landsat 7. The results indicated good agreement between observed and simulated discharge with NSE = 0.86 at Stung Treng Station. The model predicted inundation extent with success rate SR = 67.50% and modified success rate MSR = 74.53%. In conclusion, the RRI model was successfully used to simulate rainfall runoff and inundation processes in the large scale Mekong River Basin with a good performance. It is recommended to improve the quality of the input data in order to increase the accuracy of the simulation result.

This study aims to compare the performance of TRIGRS (Transient Rainfall Infiltration and Grid-based Regional Slope-stability model) and TiVaSS (Time-variant Slope Stability model) in the prediction of rainfall-induced shallow landslides. TRIGRS employs one-dimensional (1-D) subsurface flow to simulate the infiltration rate, whereas a three-dimensional (3-D) model is utilized in TiVaSS. The former has been widely used in landslide modeling, while the latter was developed only recently. Both programs are used for the spatiotemporal prediction of shallow landslides caused by rainfall. The present study uses the July 2011 landslide event that occurred in Mt. Umyeon, Seoul, Korea, for validation. The performance of the two programs is evaluated by comparison with data of the actual landslides in both location and timing by using a landslide ratio for each factor of safety class ( index), which was developed for addressing point-like landslide locations. In addition, the influence of surface flow on landslide initiation is assessed. The results show that the shallow landslides predicted by the two models have characteristics that are highly consistent with those of the observed sliding sites, although the performance of TiVaSS is slightly better. Overland flow affects the buildup of the pressure head and reduces the slope stability, although this influence was not significant in this case. A slight increase in the predicted unstable area from 19.30% to 19.93% was recorded when the overland flow was considered. It is concluded that both models are suitable for application in the study area. However, although it is a well-established model requiring less input data and shorter run times, TRIGRS produces less accurate results.
