Objectives : The purpose of this study is to review and propose improvements for the Romanization and English expressions in the WHO international classification of diseases 11th revision beta version (ICD-11b) traditional medicine chapter. Methods : ICD-11b as of October 5, 2015, was reviewed. Romanization and English expressions were analyzed with reference to existing standards such as the Basic Principles of Romanization stipulated by the National Institute of Korean Language, and the Korean Standard Classification of Diseases (KCD), suggested improvements followed. Results : Following the Basic Principles of Romanization, 131 ICD-11b rubrics need improvement in the Romanization of Korean. When compared to KCD-6 comparable rubrics, 161 ICD-11b rubrics are the same and 64 are different. When compared to KCD-7 comparable rubrics, 118 ICD-11b rubrics are the same, and 51 are different. In KCD-6, there are 127 rubrics that do not match with items in ICD-11b. In KCD-7, there are 123 rubrics that do not match with items in ICD-11b. Conclusions : ICD-11b may be improved by correcting the Romanization and consideration of English expressions suggested in this study.

현재 정부의 표준로마자 표기 방식인 문화관광부(2000)표기법은 도서관사회에서 대부분 이용자들은 아직 익숙치 못한 방식인 반면에, 국제적으로 학계 및 도서관이용자들에게 잘 알려져 있는 표기는 Mccune-Reischauer 표기방식이라고 할 수 있다. 한글로마자표준이 전환되는 것이 정부의 방침에도 불구하고 국내$\cdot$외 도서관계에 그동안 변환문제가 꾸준하게 제기되고 논의되었어도 이를 구체화시키기에는 실질적으로 여러 가지 난제가 있다. 새로운 표기방식이 학계 및 정보서비스 업계에 도입되기 위해서는 표기법의 변천과정과 각 표기법의 특징, 한국서지목록작성 상의 여러 가지 문제점 등에 대한 충분한 이해가 선행되어야 함으로 이러한 사항들을 중점적으로 연구하였다.

한국인들의 국제활동 증대에 따라 외국인들과의 접촉이 증가하였으며 활동의 주체인 한국인 개인을 외국인이 식별해야 하는 필요가 증대되고 있다. 개인을 식별해주는 것은 개인의 이름(personal name)이며, 한글(Hangeul, Korean alphabet)을 모르는 외국인이 한국인을 식별할 수 있도록 하려면 한국인명을 로마자로 표기하는 음성번역(phonetic translation)이 필요하다. 한국인명의 로마자표기 실태를 보면 다양한 형식이 혼용되고 있어 혼돈이 벌어지고 있다. 한국인명을 로마자로 표기하는 과정에서 발생하는 혼돈은 크게 한국인명을 표기하기 위한 로마자 자모의 선택과 표기형식의 상이함에서 비롯된다. 본 연구는 한국인명의 로마자표기를 위한 형식을 검토하여 최적안을 제안하는 것을 목적으로 하였다. 이를 위해 한국과 서구간의 인명 구조와 사용관행의 차이를 살펴보고, 한국인명의 로마자표기의 의미와 관련쟁점을 정리하였으며, 현재 사용되고 있는 다양한 표기형식을 유형화하였다. 이를 기반으로 한국인명의 로마자표기에 사용되고 있는 다양한 형식을 검토하고 최적안이라 판단되는 표기형식을 제안하였다.

The two existing romanization systems in Korea, namely the recently promulgated Ministry of Education version sponsored by the National Academy of Sciences incorporating for the most part the McCune-Reischauer system and the Hangeul Haghoe or the Korean Language Society's version, must be judged as failures: He fennel for its disregard of Korean orthography and pronunciation, use of Latin-oriented pronunciation despite its assertion that English is the standard used, and the greatest weakness of all, its use of phonetic symbols neither found in regular typewriters, teleprinters, word processors and telex machines nor understood by laymen, sometimes not even by specialists. And the latter suffers from its undue emphasis on Korean orthography, Latin-oriented pronunciation being only partly capable of representing Korean pronunciation, among other shortcomings. Since the two existing romanization systems of Korean in South Korea, and romanization system of Japanese with Latin-oriented pronunciation are woefully inadequate, in today's world where English is used as if it were the international language almost all over the world, the present writer has invented a completely new system of romanizing Korean and Japanese by the so-called pseudo-phonetic method. This method employs the roman letters only and uses thorn in place of phonetic symbols as long as the letters thus applied are believed to have constant sound value. The English pronunciation is the standard used for this system.

국어의 로마자 표기법 기본원칙을 모르더라도 웹 상에서 한글단어, 문장, 문서를 문자열(String)로 입력받아 자동변환이 가능하게 설계하였다. 특히 표음 중심의 전사(Transcription) 표기법의 기계적 변환을 위해 알고리즘(algorithm)화된 음운법칙을 적용하여 소리글자로 자동 변환 후 정부 표준안인 국어 로마자 표기법 레이블에서 대응 글자를 참조하여 기계화 코드 변환이 가능토록 자동변환 알고리즘 설계하였으며, 아스키(ASCII)테이블에서 잘 쓰이지 않는 코드를 반달표(ˇ)와 어깻점(´)등 특수부호로 할당하여 글꼴을 제작하였다. 또한 예외어 사전관리를 통한 예외 처리 문제에 대한 해결 방안을 제시하였으며, UML표기와 C++ 언어를 이용하여 사용자 편리성과 구현에 대한 모델을 제안하였다.

Present 'Regulation for Romanization of Korean' is not very well observed by most of Koreans because it is self-contradictory, inconvenient, awkward and difficult to follow. In this paper, the problematic issues are described in detail, and the corrective reforms are suggested. Emphasis is placed on the reasonability, clarity and convenience in use. Capitalizing the first letter of each syllable in a word, the author demonstrates a possibility of remarkably fashionable romanization for Korean language, i.e. HanGeul.

This paper examines transcription of sounds from a phonological perspective. It has found that most of transcriptions have been done on a segmental basis alone, without consideration of the whole phonological systems and levels, and without a full understanding of the nature of the linguistic and phonetic alphabets. In a word, sound transcriptions have not been done on the basis of the phonology of the language and the alphabet. This study shows a phonological model for transcribing foreign and native sounds, suggesting ways of improving some of the current transcription systems such as the Hangeul transcription of loan words and the romanization of Hangeul, as well as the phonetic transcription of English and other foreign languages.

인터넷 환경에서 정보검색의 기본적인 사안은 선택된 언어의 문자와 긴밀한 연관을 갖고있다. 매큔-라이샤워시스템은 학술적 및 비학술적 적용을 위한 국제표준으로서, 목록 및 검색시 이용되고 있을 뿐만 아니라 대부분의 한국자료 이용자들에게서 널리 사용되고 있다. 현재 ISO, UNGEGN, LC, ALA, BL, 영국지명위원회와 유럽, 호주, 캐나다 등의 유관기관들은 모두 매큔-라이샤워시스템을 채택하여 사용하고 있다. 따라서 현재 도서관 일각에서 진행하려고 시도하는 2000년식 새한글로마자시스템으로의 표기방식 전환은 도서관 목록과 온라인DB 등에서 많은 혼란을 일으키게 할 것이다. 본 논문에서는 국제기관에서의 이 분야에 대한 노력을 소개하고, 현재 사용하고 있는 상세한 규정을 통하여 로마자시스템을 심층적으로 분석, 소개하여 향후 이 문제를 둘러싼 한국 도서관계가 현명한 판단과 대처를 할 수 있도록 연구결과를 제시하였다.

이 연구의 목적은 정보이용자가 한중일 언어의 음역 표기된 도서관 서지정보를 어떻게 이해하고 평가하는지를 알아보는 데 있다. 이용자조사와 실험이 각각 실행되었고, OCLC의 WorldCat시스템이 실험도구로 사용되었다. 조사결과 로마법표기에 여러 가지 문제가 있어 이용자가 음역화된 문장을 이해하기가 어려웠던 것으로 분석되었고, 심지어 음역서지목록에 익숙한 이용자도 자국어의 목록임에도 불구하고 이해하는 데 어려움을 나타냈다. 실험결과 또한 이러한 조사 결과를 입증했다. 이용자가 음역화된 자국언어로 된 자료를 찾을 경우보다 영어로 기술된 자료를 찾을 때 더 나은 검색 결과와 만족도를 보였다. 향후 번역된 서지정보와 음역화된 서지정보 중 이용자가 어느것을 더 선호하는지 비교하는 연구의 필요성을 제안하며, 한중일 로마법 표기의 서지정보에 영어번역을 병렬하는 것을 고려해야 함을 제시한다.
