The Comparative Study of the UK and Japan's Rail Privatization, Focusing on Policy Process and Outcomes (영국과 일본의 철도민영화 비교 연구 - 추진과정과 성과를 중심으로 -)

  • Recently, most of countries have been adopting the policies that aim to deal with the Problems of road congestion, environmental problems and the decreasing the volume of rall. A vital important subject is the reform of railways. Actually, the reform of railways has been carried out in various kind of ways, however the most epoch-making policy has been privatization of railways. Historically, Japan made the first step when it carried out regional privatization, unifying the infrastructure and operation. It created a 6 passenger enterprises and 1 freight enterprise. Meanwhile, in the case of the UK, discussion about rail privatization started the middle of 1980 and was implemented in 1994. It was implemented according to a functional division based on a separation of infrastructure and operation, creating a lot of different enterprises. With regard to the UK and Japan, there have been some debates about the methods of privatization, in particular, some scholars suggest that the rail accidents in the UK are a result of division of the infrastructure and operation. In addition to, some insist that the accident which occurred on 27th April 2005 at Hukujiyama in Japan was also attributable to the emphasis on profitable management. This paper examines the process and outcomes of rail privatization between the UK and Japan, especially focusing on different methods of privatization. This paper may provide some lessens for rail privatization policy. First, the rail privatization policy needs a enough time to complete the scheme. Second it is require to participate in the consumer, mass communication and rail of ncers who are involved the operation. Third, it is essential to have a huge investment, high technology and strong organization to drive.

The Effects Analysis and Model Project on Speed Management in Commerical Area Street (상업지역 생활도로 속도관리 시범운영 및 효과분석)

  • The main purpose of this paper is to apply Zone 30 system which is being experimented in advanced country for the solution of controlling the residential street's speed to our country with the consideration of the real condition of our street and traffic and to run this system as an example to analyze the effect and at the same time, analyze the problem and get appropriate preparation for this system to be widespread. The area to run this model project is Goyang City Ilsan-Gu.($0.65km^2$) which is close with the commercial area reflecting the opinion of experts and an on-site verification by the National Police Agency T/F and is having a heavy pedestrian traffic and the risk of pedestrian accident. Firstly we defined residential street and residential street area to review the system and devided the residential street type to establish a plan of operation. Afterwards, we thoroughly examined the model project area and analyzed the problem and solution. We finally completed establishing a facilities by conference with a local autonomous entity with the improvement of facility's sketch at the analysis of the model project area. The result of effects analysis which we devided after and before of establishment is that vehicle speed be reduced 5~15km/h, and traffic accidents has decreased by 24 percent.

Analysis of Seasonal Variation Effect of the Traffic Accidents on Freeway (고속도로 교통사고의 계절성 검증과 요인분석 (중부고속도로 사례를 중심으로))

  • This paper is focused on verifying time-space repetition of the highway accident and finding the their causes and deterrents. We classify all months into several seasonal groups, develop the model for each seasonal group and analyze the results of these models for Joong-bu highway. The existence of seasonal effect is verified by the analysis or self-organizing map and the accident indices. Agglomerative hierarchical cluster analysis which is used to decide the seasonal groups in accordance with accident patterns, winter group, spring-fall group. and summer group. The accident features of winter group are that the accident rate is high but the severity rate is low. while those of summer group are that the accident rate is low but the severity rate is high. Also, the regression model which is developed to identify the accident Pattern or each seasonal group represents that the season-related factors, such as the amount of rainfall, the amount of snowfall, days of rainfall, days of snowfall etc. are strongly related to the accident pattern of evert seasonal group and among these factors the traffic volume, amount of rainfall. the amount of snowfall and days of freezing importantly affect the local accident Pattern. So, seasonal effect should be considered to the identification of high-risk road section. the development of descriptive and Predictive accident model, the resource allocation model of accident in order to make safety management plan efficient.

  • Korea, the traffic and transportation problems are significant because private cars are increasing constantly. Therefore, it is imperative to improve traffic condition so as to solve the problems such as traffic congestion and accidents which may occur due to the increase of vehicles in a limited area through the signal control. However, the current operating system for traffic control cannot provide car users the optimal signal but it generates a time delay of vehicles, traffic congestions etc. In this paper, we propose and implement the system based on V2X based automatic controller, which reduces the waste of time and the driver's psychological stress on the road intersection.

  • As car-oriented road policies have been made forward so far, relatively pedestrians' walking conditions are so in poor environments that more than two thousand pedestrians die from car accidents every year. Pedestrians' walking right has been severely invaded like that. Pedestrians' walking right is a right that people are able to walk safely and comfortably in pleasant surroundings as long as they don't threaten the public safety, order maintenance, and welfare. The government has an obligation to provide safe, comfortable, and pleasant environments to pedestrians. Recently interests in pedestrians' safety are increasing, government-driven supports have been made to make safe, pleasant, and healthy walking surroundings. As poor walking condition improvement projects cost high, they should be progressed to accomplish maximal effects using finite finances efficiently, and post feasibility evaluations of the projects should be severely estimated. However site selecting indicators which satisfy with the goal for composing safe working surroundings have not been decided yet, though currently it has a legal basis to specify walking condition improvement sites by the Law for Pedestrians' safety and Comfort Increasement. Therefore this study focuses on suggesting improved ways for selecting sites where pedestrians' safe environment project by reviewing previous research. When project sites are selected, evaluation indicators related to awareness survey of residents and history should be excluded, and disaster safety assessments for walking safety facilities, latent human hazards and natural disasters like a strong wind are proposed besides evaluations on pedestrians' safety and walking environment for matching with the purpose of the project to make safe working surroundings.

Comparison of Safety Level between Driver's Ages by Threshold Zone Luminance Level of Vehicular Traffic Tunnel (터널 경계부 휘도수준에 따른 운전자 연령대별 안전수준 비교)

  • PURPOSES : The purpose of this study is to suggest a basis for setting appropriate safety goals specifically related to the threshold zone luminance in a vehicular traffic tunnel. METHODS : In the test, drivers were divided into two groups. One group consisted of all drivers (average drivers) group with an age ratio of drivers holding domestic driver's license and driver group by age to produce threshold zone luminance in the tunnel. The threshold zone luminance produced as a result was used to analyze how it affects the safety level of each driver group and provide a basis for setting an appropriate safety criterion that can be used to determine threshold zone luminance. We used test equipment, test conditions, and ananalysis of threshold zone luminance identical to that reported by ChoandJung(2014) but the values of adaptation luminance in our analys is were expanded to range from100 to $10,000cd/m^2$. RESULTS : Adaptation luminance and threshold zone luminance are found to be related by a quadratic function. The threshold zone luminance needed by older drivers to ensure a certain safety level is significantly higher than that for drivers of other age brackets when adaptation luminance increases. 56% of older drivers are at an increased risk of an accident at the same luminance for which the safety level of average drivers is 75%. The safety level that can be achieved for older drivers increases to above 60% when threshold zone luminance level is set with the goal of attaining a safety level of more than 85% for average drivers. The safety level that can be attained for average drivers is above 90% when the threshold zone luminance is high enough to ensure over 75% in the safety level of older drivers. Results of this study are applicable to highways and others whose designed speed is 100 km/h. CONCLUSIONS : Threshold zone luminance determined on the basis of drivers having average visual ability is of limited value as a performance standard for ensuring the safety of older drivers. Hence, safety level for older drivers should be considered separately from safety levels for drivers with an average ability to avoid risk. Upward adjustment of older drivers' safety level in the process of determining appropriate threshold zone luminance in a vehicular traffic tunnel may bring both tangible and intangible benefit as a result of reducing accidents. However, there is an associated dollar cost arising from installing and operating lights. As a result, the economic impact of these trade-offs should also be considered.

The Effect of First-aid Training for Taxi Drivers on Their Willingness to Perform Emergency Care (택시 운전자의 응급처치 시행의지에 대한 응급처치 교육 효과)

  • Purpose: After a traffic accident, first-aid performed within the first few minutes is important for the injured in terms of survival, future health, and quality of life. Taxi drivers have more possibility of witnessing traffic accidents because they spend much time on the road. If taxi drivers are well trained and can perform first-aid in a correct manner, they will play an important role in pre-hospital emergency medical services. We investigated the effect of first-aid training on taxi drivers' willingness to perform emergency care. Methods: We provided first-aid training for 600 deluxe taxi drivers in Busan in 2012. The subjects were given a questionnaire to answer at the beginning and at the end of first-aid training. Results: 427 out of 600 deluxe taxi drivers answer our questionnaire completely. 93 out of 427 deluxe taxi drivers answered that they had first-aid training within past 3 years(21.8%). 323 taxi drivers have witnessed a traffic accident(76%). 45 out of 323 deluxe taxi drivers who witnessed a traffic accident answered that they provided first-aid to victims(14.0%). After first-aid training, taxi drivers' willingness to perform emergency care was increased compared to that before training. The failed group of taxi drivers that had same or decreased willingness after first-aid training had a low level of education than the successful group that had increased willingness after first-aid training. Conclusion: First-aid training increased taxi drivers' willingness to perform emergency care. So Taxi drivers should be encouraged more to undertake and maintain first-aid training. For more volunteering of first-aid training and improvement in the effect of first-aid training, a graded education program for taxi drivers with a low level of education should be developed, and a policy on giving credit for completing first-aid training course and for carrying out first-aid needs to be formulated.

The Effectiveness of Traffic Safety Education to Seniors (노인교통안전교육의 효과평가)

  • While the number of crashes and fatalities has decreased for the last few decades, the proportion of elderly-involved crashes has continuously increased from 19.5% in 2001 to 29.6% in 2008. This paper aims to evaluate the effectiveness of traffic safety education to seniors, which has been conducted for the purpose of providing more systematic knowledge such as safety regulations and making the elderly more aware of the risks of crashes, and eventually to reduce elderly-involved crashes. First, we investigated the levels of traffic safety knowledge of the elder people who attend senior community centers and social welfare centers in Seoul and provided traffic safety education. Then, the effectiveness of traffic safety education was evaluated by using the before-and-after analysis. We set up two different groups to improve the reliability of evaluation: one for control group and the other for comparison group. The results showed that the average scores of the control group after education were significantly improved at the 95% significance level compared to the average scores before education, whereas the comparison group did not show a significant differences in the average scores before and after education except for two questions. This indicates that the levels of traffic safety knowledge of the control group have been improved through education and therefore, the safety education seem to be effective to some extent.

Design and Implementation of Sensor-based Secondary Vehicle Accident Prevention System (센서 기반의 차량 2차사고 방지 시스템 설계 및 구현)

  • Traffic accidents in the country have steadily increased. Although IOT technologies have been applied so as to prevent the primary accident, practical solutions to prevent the secondary accident have not been suggested. A general guideline is simply recommended. In this paper, utilizing existing communication technology, we implement a proposed model and its simulation to prevent the secondary accident. When it is possible for a driver to secure visibility, the secondary accident can be prevented; In areas like tunnel, mountain terrain, and curve road with heavy traffic, where the driver has difficulty in securing the visibility, the secondary accident rates after the primary accident have been increasing. Therefore, we implement an accident prevention system that determines the primary accident utilizing sensor technology and prevents the secondary accident communicating through V2V or V2I. After the simulation, we found that the proposed model and the existing model made no difference with regard to the secondary accident rates when the visibility of the driver is secured; With the application of the proposed model, however, the accident rates decreased for 3-7 percent even though the visibility and communication were not secured.

Study on Management System of Ground Sinking Based on Underground Cavity Grade (공동관리 등급에 따른 지반함몰 관리등급제에 대한 연구)

  • Due to the rapid development of cities, densities and heights of urban structures are increased, and much larger and more underground spaces are being developed accordingly. Increasing development of underground spaces has induced more ground sinks and underground cavities. Therefore, safety of people is threatened by potential ground collapses and possible accidents, which may result from underground cavity. To actively respond against potential danger of ground sink, evaluation of existing cavity grade and development of recovery procedure are important. There exists the ground sinking management grade system of expressway developed as local standards in Japan. Recently, ground sinking management grade system of Seoul was developed with consideration of road and asphalt conditions. In this study, 209 underground cavities of ${\bigcirc}{\bigcirc}$ area were explored and their cavity shapes and grades were evaluated based on both ground sinking management grade systems of Japan and Seoul. Comparison is made between cavity grades evaluated based on both grading systems from Japan and Seoul. As a result of comparative analysis, the conservatively-estimated cavity grades requiring emergency restoration based on the Japanese management grade system of expressway result from neglection of layer thickness of surface pavement, considering only width and cover depth of a cavity.
