다목적댐에서의 농업용수 수리권 (The agricultural water right in multi-purpose dams)

  • The characteristics of agricultural water rights in multi-purpose dams in Korea was examined. The river system with multi-purpose dams can be divided into national river system and WRC(Water Resources Corporation) river system according to ownership of dam use rights. While the national river system have permitted water rights, the WRC river system have vest water rights and contract water rights. The two river systems have different characteristics of agricultural water rights, and therefore the water right of two system need to be unified. It is also known that water release from multi-purpose dams against water demand does not satisfy agricultural water rights.

초음파센서를 이용한 하천 수위/유속 측정 시스템 (River level/velocimetry measuring system using the ultrasonic sensor)

  • In this paper, we study the river level/velocimetry measuring system using the ultrasonic sensor to acquire the more precise data from the river circumstance in rainy season. We design the two ultrasonic sensor system to calculate the water level and surface current speed of the river using the dedicated hardware and software. We investigate the validity and effectiveness of the proposed system which applied to the real river environment monitoring system that will be extended to the GIS.

전라북도 물이용 체계 및 과제(만경강과 동진강 중심으로) (Status of Water Infrastructure and Future Tasks in Jeollabuk-do Province(Focussed on the Mangyeong River and Dongjin River))

  • Mangyeong River and Dongjin River are highly dependent on external regions for domestic and agricultural water, and the agricultural water supply and use system of those rivers are very complicated. For smooth water supply, rivers are used as a supply system. Of the total river water use permits (as of 2019), agricultural water accounts for 97.5%, 80.4% in Mangyeong River and Dongjin River, respectively. The excessive intake of river water as agricultural purpose is causing the stream to dry out and to deteriorate the ecological health of the river. It is necessary to minimize the water use system that takes in and utilizes river water. In both rivers, the flow rate of agricultural drainage and the load of major water quality items that flowing into the main stream are similar to or higher than those of the major tributaries, indicating that management is necessary to improve the water quality of the river. It is necessary to understand the effect of agricultural drainage on river water quality by establishing a continuous monitoring system for the form of agricultural drainage.

하천수 열원 이용 열펌프 시스템의 LCC 분석 (LCC Analysis of a Heat Pump System Using River Water)

  • The performance of a heat pump using river water as a heat source was compared with that of a conventional air-conditioner for cooling and a boiler system for heating. The heat pump system using river water considered the 1-stage cycle for cooling and the 2-stage cycle for heating. The COPs of the river water source heat pump were $0.5{\sim}1.1$ higher than those of the conventional system in the cooling season. The LCC of the river water source heat pump system was lower 13.5% and 32.4% than that of the conventional system I and II. In addition, when the initial cost ratios of the river water source heat pump system to the conventional system I and II were less than 1.2 and 1.4, respectively, an acceptable payback was found to be less than 5 years.

하천주제도 관리시스템 시범구축 (Pliot Building of the Management System for River Thematic Maps)

  • 현재 국가에서는 "하천관리지리정보시스템(RIMGIS: river information management geographic information system)" 및 "홍수지도제작" 등의 하천지도전산화 사업을 통하여 하천관련 GIS DB를 구축하였다. 그리고 각 기관별로 구축한 하천관련 정보들의 효율적인 관리 및 공급을 위한 주제도 제작이 요구되어 2003년도에 "하천주제도 사업계획 수립" 용역을 수행하여 하천주제도의 정의 및 데이터모델 그리고 각 주제도별 구축 프로세스를 정립하였다. 본 연구는 하천지도전산화 사업 성과물인 하천관련 DB의 활용 극대화를 위해 GIS기반의 하천주제도의 데이터모델 및 구축프로세스를 기반으로 시범유역에 대한 하천주제도를 사전에 구축하고 메타데이터 및 주제도관리시스템 등을 설계하고 전산시스템으로 구축하는 것을 주요 목적으로 한다. 이를 위해 하천주제도 구축을 위한 데이터모델을 보완 설계하였고, 하천주제도의 효율적인 관리를 위해 선행연구에서 제시한 메타데이터를 2003년 국토지리정보원의 "메타데이터 표준화 연구"에서 제시된 국가 표준 메타데이터의 항목을 기반으로 효율적인 관리와 유통을 위한 메타데이터를 보완하여 구축하였다. 또한 본 연구에서는 기 구축 데이터인 수치지형도, RIMGIS 및 WAMIS(water resources management information system의 데이터를 활용하는 방안을 분석하였으며, 정의된 구축 프로세스에 맞추어 경안천유역을 대상으로 25개의 하천주제도를 시범 작성하여 하천주제도 관리시스템을 제작하였으며, 하천주제도의 효율적인 관리를 위해 메타데이터 관리기능을 추가하여 제작하였다.

하천 친수환경 평가체계 구축 및 적용에 관한 연구 (A Study on Development and Application of Water-friendly Environment Assessment System)

  • With the increase of the number of riverfront development projects an objective and systematized survey and assessment tool is required to understand and identify the characteristics and potentials of river environment for human uses. The purpose of this study was to develop an assessment system for the investigation and evaluation of the water-friendly environment and to examine its effectiveness by applying the system to the selected study sites. Literature reviews, expert consultation, and preliminary survey were conducted to select highly relevant indexes to evaluate water-friendliness in rivers and, as a result, an assessment system of ten items in four areas was established. The assessment system were applied to 139 reaches of six rivers including Bykgye Cheon, Seom River, Gap Cheon, Yudeng Cheon, Naesung Cheon, and Kumho River. The scores and grade of water-friendliness were calculated per rivers and reaches, and their differences were prominent according to urban river, rural river, mountainous area and city area. Bykgye Cheon and Naesung Cheon got high scores in visual quality and Kumho River and Gap Cheon in community needs and potential uses. The scores of each section in the same river can be used as a basic data for the selection of appropriate sites for the development of hydrophilic space. In addition, it is expected that identifying the characteristics of each river help establish an appropriate management plan for the river.

국가 하천환경관리 체계의 검토와 고찰 (Review and Discussion on Policy and Legal System for River Environments Management in Korea)

  • 본 연구는 국가 하천환경의 관리를 위한 법제도적 체계와 정책 추진과정에서 적용하고 있는 하천환경평가체계에 대해 검토하였으며, 이를 바탕으로 기 제안된 하천환경의 평가분야와 지표의 타당성을 논의함과 동시에 현행 국가정책과의 연계방안을 제시하고자 수행하였다. 국가의 하천환경관리체계는 국토교통부와 환경부로 이원화된 법제도적 체계 속에서 독립적인 위상의 확보가 용이치 않은 가운데 핵심적 사항이라 할 수 있는 국가표준의 하천환경평가체계도 구축되어있지 못한 상태인 것으로 나타났다. 구체적으로 수자원과 수질, 하천환경과 수생태계의 관리측면에서 관련 상위 및 하위의 계획 간 또는 각 계획 내통합적 접근이 매우 미흡할 뿐 만 아니라 하천환경의 현황조사 및 종합분석과 평가에 따른 계획 설계 과정의 일관성과 실효성 역시 확보되어 있지 못한 것으로 나타났다. 국가 하천환경관리체계의 통합적 접근을 위해서는 일차적으로 국가계획간 위계의 정립과 연계성 확보가 매우 중요한 것으로 판단되었으며, 또한 우리나라 하천환경의 제반 특성을 고려하여 개발된 하천환경평가체계는 기존 평가기법과의 정합성 및 연계성을 바탕으로 시급하게 적용되어야 할 것으로 판단되었다. 특히 하천환경자연도와 하천친수도를 평가하는 하천환경평가체계는 하천유역수자원관리계획에 적합한 하천유역 평가법과 하천기본계획에 적합한 하천수계 평가법으로 구분, 제안하였다.

The Development of the Automatic Discharge Acquisition & Management System (ADAMS) using Ubiquitous Technique

  • Accurate river discharge is the most important factor in managing river basins and for successfully maintaining total maximum daily loads in Korea. It is not easy to measure the discharge directly in large rivers owing to physical and environmental constraints, even after investing much time and money. Recently, to overcome these historical drawbacks in river discharge measurement, we have developed the Automatic Discharge Acquisition & Management System (ADAMS) that scans the river cross-section and measures each cell $(1m{\times}1m)$ velocity using HADCP. The hardware system is composed of an HADCP sensor and winch, as well as a PC and software system for the discharge calculation module and hardware control module. It is controlled remotely via the internet and uses the velocity-depth integration method and the velocity-contour method for calculating river discharges. The characteristics of ADAMS are a ubiquitously accessible system, featuring real time automatic discharge measurement, remote control via the internet. The results using ADAMS at the Jindong stage site show less than 5% uncertainty and are 4 times more efficient than the ADCP & Q-boat system. This system can be used to measure any large river, river mouth or tributary river affected by backwater, all of which have a very difficult measuring real time discharge. The next generation of ADAMS will feature an upgrade to increase portability and GPS integration.

The System of Sewage and Domestic Wastewater Treatment Plants in Tan-Sui River Basin

  • Tan-Sui River Basin covers Taipei metropolitan area of 2,726 square kilometers with more than six million residents. Since 1988, Taiwan government started to plan and construct an integrated sewerage system, consisted by both separated and concentrated trunk sewers, wastewater treatment plants and ocean outfalls. This presentation will introduce the master plan and major facilities of Tan-Sui River Basin sewerage system. Other measures to protect general water quality and the environment of adjacent river basin area of Tan-Sui River and her tributaries by Taiwan EPA will be presented as well.
