  • This study aims at the estimation of a river management flow in urban basin analyzing Sinchun basin to be the tributary of Kumho river basin. The river management flow has to satisfy a low flow as natural flow and an environmental preservation flow estimated by a dilution flow to satisfy a target water quality in drought flow. Therefore for the estimation of a river management flow in Sinchun in this study, first Tank model as a basin runoff model estimates a low flow, a drought flow from a flow duration curve in Sinchun, second QUAL2E model as water quality model simulates water quality in Sinchun and estimates environmental preservation flow to satisfy a target water qua%its, BOD 8 mg/l by a dilution flow derived from Kumho river, Nakdong river and around water. And the river management flow is estimated by addition of a use flow and a loss flow to more flow between a low-flow and an environmental preservation flow.

  • The purpose of the present study is to estimate the ecological instream flow for conservation and restoration of fish habitat in running water ecosystem which has very important status for stream environment. Estimation of the ecological instream flow in the present study was carried out by application of a two-dimensional depth averaged model of river hydrodynamics, River2D model. It can model fish habitat in natural streams and rivers and assess the quality of physical habitat accoriding to the species preferences for habitat suitability. Zacco platypus and Zacco temmincki were selected as target fish species in the study area of the Seomjin river. The Habitat Suitability Criteria (HSC) developed by Sung et al. (2005) were used for target fish species, life stages and habitat conditions in the study. Weighted usable area (WUA) was computed by the River2D model considering preferences of target fish species for velocity, depth, and channel substrate. The result revealed that the ecological instream flow of $10.0m^3/s$ is needed to maintain the target fish habitat at each life stage in the river.

  • The Ministry of Environment has measured streamflow at eight-day intervals for the estimation of standard flow of the Total Maximum Daily Loads (TMDL) system. This study identified the availability of the partially measured the eight-day interval data for estimating standard flow and found the optimal extension techniques of standard flow. The study area was selected for the Nakbon-A watershed in the Nakdong River, and four streamflow record extension techniques of standard flow were considered: extension, percentile, drainagearea, and regional regression methods. The flow duration curve (FDC) using the eight-day interval streamflow data indicated very high Nash and Sutcliffe Efficiency (NSE) values above 90 % from FDC-II to FDC-VII compared to FDC-VIII, the standard FDC. This result demonstrates that FDC using daily data of three-six cumulative years could represent standard FDC fairly well. For the streamflow record extension techniques of standard flow, the percentile method was selected as the optimal alternative, showing the minimal difference from FDC-VIII. These results validate the availability of the eight-day interval streamflow data in the standard flow estimation and the application of extension techniques. It seems that these results could reduce the uncertainty of partially measured streamflow data for water quantity and quality management.

  • The purpose of this paper is to estimate river maintenance water of the main gauging stations in Geum river watershed. The estimation methods of river maintenance water are classified into two categories : views of supply and demand. The definition of river main-tenance water in this paper, is the maximum value between mean drought flow and environmental conserving flow. In order to estimate river maintenance water, the mean drought flow estimated at the upstream of the Daecheong Dam but the downstream of the Daecheong Dam estimated mean drought flow and water quality control flow use of QUAL2E Model. In result, a mean drought flow showed large value at the Gong ju and Gyu am station as the downstream of the Daecheong Dam. The river maintenance water is 33.82$m^3$/sec at the Gong ju station, 51.51$m^3$/sec at the Gyu am station. Therefore, an estimation of the river maintenance water in the Geum River watershed concluded suitability which is determined mean drought flow.

  • Methods for determining the instream flow in the stream were explored and examined through careful reviews and evaluations of available literatures. Development of the instream flow estimation method is based on the reviewed results and methods which can be used within the acceptable levels. The newly-developed method was tested on the streams which require maintaining some riverine functions, such as the instream flow and river-management flow at the specific channel reach or representative station of the river. The riverine functions mainly considered in this study are the minimum flow, water quality conservation, fish habitat rehabilitation and conservation, riverine aesthetics, river navigation and recreation, and so on. As a result, the newly-developed instream flow estimation method is expected to be used effectively for determining the instream flow, which is necessary in order to maintain the natural or artificial riverine functions.

  • The objective of this study is to develop and evaluate simple and multiple regression models for Total Organic Carbon (TOC) concentration estimation in stream flow. For development (using water quality data in 2012) and evaluation (using water quality data in 2011) of regression models, we used water quality data from downstream of Yeongsan river basin during 2011 and 2012, and correlation analysis between TOC and water quality parameters was conducted. The concentrations of TOC were positively correlated with Chemical Oxygen Demand (COD), Biochemical Oxygen Demand (BOD), TN (Total Nitrogen), Water Temperature (WT) and Electric Conductivity (EC). From these results, simple and multiple regression models for TOC estimation were developed as follows : $TOC=0.5809{\times}BOD+3.1557$, $TOC=0.4365{\times}COD+1.3731$. As a result of the application evaluation of the developed regression models, the multiple regression model was found to estimate TOC better than simple regression models.

  • Recently, the demand for high-quality video content has rapidly been increasing, led by the development of network technology and the growth in video streaming platforms. In particular, displays with a high refresh rate, such as 120 Hz, have become popular. However, the visual quality is only enhanced if the video stream is produced at the same high frame rate. For the high quality, conventional videos with a low frame rate should be converted into a high frame rate in real time. This paper introduces a bidirectional intermediate flow estimation method for real-time video frame interpolation. A bidirectional intermediate optical flow is directly estimated to predict an accurate intermediate frame. For real-time processing, multiple frames are interpolated with a single intermediate optical flow and parts of the network are implemented in 16-bit floating-point precision. Perceptual loss is also applied to improve the cognitive performance of the interpolated frames. The experimental results showed a high prediction accuracy of 35.54 dB on the Vimeo90K triplet benchmark dataset. The interpolation speed of 84 fps was achieved for 480p resolution.

  • This study was focused on establishing the concepts of the instream flow to prevent the problems for the conceptual ambiguity and the difference in the instream flow estimation methods. The average drought flow is defined as the flow required to guarantee the minimum function of the river such as prevention of drying. The environmental control flow is defined as the flow required to control optimal river environment, the flow required for navigation, prevention of sea water-intrusion, protection of river management facilities, conservation of water Quality, fishing, prevention of river mouth closure, control of groundwater level, protection of animals and plants, and landscape. The average drought flow was obtained by flow duration analysis for the natural flows in the Han River at Indo-Bridge gaging station. When considering the 9 factors related to environment conservation, the conservation of water quality was proved to be most important. The pollutants for the river flows were estimated and the water qualities were forecasted. After comparing the water qualities in the future and water quality standards, there quired optimal dilution flow was estimated. The average drought flow and environmental control flow are all non-consumptive flows. Therefore larger flow between them, i.e., Max. (average drought flow, environmental control flow) can be the instream flow. The river management flow can be added to the flows for water utilization in the downstream. The results from this study are expected to be very helpful in the systematic river management on the other main rivers in Korea.
