석회석광산 지하대형공간의 재난관리를 위한 업무영향력 분석 (Business impact analysis for disaster management of large underground limestone mine)

  • 현재 국내 석회석광산은 개발 방식 및 특성에 따라 환경적, 사회적, 경영적 측면에서 다양한 문제 등을 내포한 채 운영되고 있다. 따라서 최근에는 이 같은 문제점들을 저감하고 지속가능한 광산개발을 위하여, 갱내채광 혹은 시설물 갱내화 등 다양한 노력이 계속되고 있다. 이러한 노력은 기존의 광산개발 공간 외에 새로운 지하대형공간의 생성을 유발하기 때문에, 작업자 및 시설물의 안전성확보를 위하여 발생 가능한 다양한 종류의 리스크에 대한 재난관리 필요성이 제기되고 있다. 본 연구에서는 지하대형공간을 구축하고 시설물을 갱내화하여 본격가동을 앞둔 석회석광업현장의 작업자들을 대상으로 설문조사를 실시하여 리스크 위험도평가 및 업무영향력분석 후 재난관리를 위한 업무우선순위를 도출하였다. 그 결과, 대상 현장의 경우 파분쇄 및 분립선별공정에서 안전수칙 불이행으로 인한 리스크에 대하여 위험도가 가장 높은 것으로 나타났다. 또한, 이 리스크에 대한 재난발생시 업무연속성 유지를 위한 영향력을 분석결과 우선적으로 갱내외의 연계작업이 원활하게 이루어지도록 해야 하는 것으로 나타났다.

The Comparative Analysis of the Internal Control According to Economic Changes in Korean Companies

  • Prior to the 2000s, internal control had not been among the high priority issues in the management's agenda. Since then, however, it has become one of the hottest issues, and has received a significant attention as the means of improving the transparency, sustainability, and competitiveness of a company. The objectives of this paper are to examine if there has been any noticeable changes in the level of internal controls of Korean companies before and after the 2010, and to analyze the underlying drivers and issues thereto. Accounting manipulation and moral hazard were among the factors to cause the Korean financial crisis in 1997 and 2008. Since then, the capital market has had a strong pressure on Korean companies to enhance the transparency of management and accounting while the government has made the laws, requirements, and recommendations to alleviate the moral hazard problems of management and enhance the accounting transparency. Both market and government have driven companies to put more priority on the reliability of financial reporting and the compliance of applicable laws and regulations. Thereby, the market and governmental forces has led companies to enhance the level of internal controls which contribute to the reliability of financial reporting and the compliance The pressure on companies to enhance the level of internal controls may be different across industries. The capital market and government experiencing the severe financial crisis in 1997 and 2008 put even more pressure on financial companies such as banks to upgrade the reliability of financial reporting and the compliance of regulations to the global level than on non-financial companies. A survey is performed on the changes in the level of internal controls of 54 major companies consisting of 10 financial and 44 non-financial companies in Korea. The survey results show that the average level of internal controls of Korean companies has noticeably improved and that the change in the level of control environment factor is higher than that of IT control factor. The analysis on the industry differences shows that financial companies increased the level of control environment factor more than non-financial companies did while non-financial companies upgraded the level of IT control factor more than financial companies did relatively. Among internal control categories, the most improved area since the economic crisis is "Risk Assessment." The global best practices for risk management have been developed primarily in the financial industry and then spread to other industries. The general level of control practices of Korean companies has been improving significantly, but still appears below the global advanced practices.

퍼지 기반 다양한 모델을 이용한 회전익 항공기 착륙장치의 위험 우선순위 평가 (Risk Analysis for the Rotorcraft Landing System Using Comparative Models Based on Fuzzy)

  • In the case of military supplies, any potential failure and causes of failures must be considered. This study is aimed at examining the failure modes of a rotorcraft landing system to identify the priority items. Failure mode and effects analysis (FMEA) is applied to the rotorcraft landing system. In general, the FMEA is used to evaluate the reliability in engineering fields. Three elements, specifically, the severity, occurrence, and detectability are used to evaluate the failure modes. The risk priority number (RPN) can be obtained by multiplying the scores or the risk levels pertaining to severity, occurrence, and detectability. In this study, different weights of the three elements are considered for the RPN assessment to implement the FMEA. Furthermore, the FMEA is implemented using a fuzzy rule base, similarity aggregation model (SAM), and grey theory model (GTM) to perform a comparative analysis. The same input data are used for all models to enable a fair comparison. The FMEA is applied to military supplies by considering methodological issues. In general, the fuzzy theory is based on a hypothesis regarding the likelihood of the conversion of the crisp value to the fuzzy input. Fuzzy FMEA is the basic method to obtain the fuzzy RPN. The three elements of the FMEA are used as five linguistic terms. The membership functions as triangular fuzzy sets are the simplest models defined by the three elements. In addition, a fuzzy set is described using a membership function mapping the elements to the intervals 0 and 1. The fuzzy rule base is designed to identify the failure modes according to the expert knowledge. The IF-THEN criterion of the fuzzy rule base is formulated to convert a fuzzy input into a fuzzy output. The total number of rules is 125 in the fuzzy rule base. The SAM expresses the judgment corresponding to the individual experiences of the experts performing FMEA as weights. Implementing the SAM is of significance when operating fuzzy sets regarding the expert opinion and can confirm the concurrence of expert opinion. The GTM can perform defuzzification to obtain a crisp value from a fuzzy membership function and determine the priorities by considering the degree of relation and the form of a matrix and weights for the severity, occurrence, and detectability. The proposed models prioritize the failure modes of the rotorcraft landing system. The conventional FMEA and fuzzy rule base can set the same priorities. SAM and GTM can set different priorities with objectivity through weight setting.

의료기관 내 자살사건의 근본원인분석과 개선전략 (Root cause analys is and improving strategy of suicidal sentinel events)

  • Objectives : Suicide is a serious sentinel event in healthcare organization. Suicide and suicidal attempt are fatal and long lasting mental and physical damage to themselves, family, and medical staffs. To develope the system to prevent suicidal accident in hospital, we reviewed and analysed one case of suicidal sentinel event. Methods: The risks of suicidal sentinel event were evaluated and analysed through the root cause analysis and failure mode effects analysis. Result: We found several root causes such as initial assessment of oldest patient and security issues. Couple of action plans to fix the problems were done immediately. According to failure mode, we evaluate the risk priority number to modify the action plans. Conclusion: To reduce the risk of sentinel events, we reviewed the suicidal event and established the new system and action plan to prevent sentinel events.

  • 최근 가상화폐에 대한 관심이 증대되고 있는 실정이다. 전통적인 자산을 추구하는 것이 안전하다는 견해도 있으며 가상화폐로 인해 다각화될 수 있는 금융사회에 긍정적인 변화를 기대하기도 하는 입장의 자산전문가들도 있다. 현재 가상화폐 시장은 미성숙한 상황이라 볼 수 있으며, 아직 가상화폐에 대한 안정성이 확보 되지 않은 상태이기에 가상화폐의 거래에 대한 잠재적인 위험이 발생할 가능성이 높다. 본 연구에서는 가상화폐가 시장거래에 있어서 안정화에 기여할 수 있는 평가요인들을 도출하여 중요우선순위를 도출하고자 한다. 주요 평가요인으로는 거래환경의 관점, 기술적 관점, 이익적 관점으로 선정하였으며 이에 따른 하부요인들의 중요도는 AHP를 적용하여 분석하였다.

  • Chemical Ranking and Scoring (CRS) system is a useful tool to screen priority chemicals of large body of substances. The relative ranking of chemicals based on CRS system has served as a decision-making support tools. Exposure potential and toxicity are significant parameters in CRS system, and there are differences in evaluating those parameters in each CRS system. In this study, the parameters of exposure potential, human toxicity, and ecotoxicity were extensively compared. In addition the scoring methods in each parameter were analyzed. The CRS systems considered in this study include the CHEMS-1 (Chemical Hazard Evaluation for Management Strategies), SCRAM (Scoring and Ranking Assessment Model), EURAM (European Union Risk Ranking Method), ARET (Accelerated Reduction/Elimination of Toxics), and CRS-Korea. An comparative analysis of the several CRS systems is presented based on their assessment parameters and scoring methods.

암환자의 질병단계와 진료단계의 상황변화에 따른 서비스요인에 관한 연구 (Analysis of Service Factors in Relation to Disease and Treatment Stages of Cancer Patients)

  • Hospitals tend to provide uniformed service to patients despite their various demands stemming from the severity of disease stages or the uncertainties in information of treatment stages. To identify service factors and provide effective contextually aware service models that patients demand depending on their evolving circumstances, the study conducted a survey on service quality based on importance and satisfaction of cancer patients. The study surveyed 286 patients and caregivers on importance and satisfaction through a questionnaire comprising of 17 questions at the outpatient clinic of cancer centers of university hospitals in 5 cities. Based on the risks of the disease and uncertainties in information of treatment stages, the cancer patients were grouped into diagnosis stage; low-risk treatment stage; high-risk treatment stage; stabilization stage. Depending on the patient's situation, the importance and satisfaction of service factors were ranked. These factors were categorized into 4 groups from a managerial perspective into 'keep it up area', 'focus here area', 'low priority area', 'overdone area'. This study provides an effective medical service model that can accommodate patients based on management areas of cancer patients.

우리나라 유해대기오염물질의 관리 방향 (Direction for the management of hazardous air pollutants in Korea)

  • Managing hazardous air pollutants (HAPs) becomes an important issue with the amendment of the Clean Air Conservation Act in 2012. In this study, to develop an effective air quality management policy direction against the HAPs in Korea, (1) the HAPs control policies in the USA, United Kingdom, Japan, and the South Coast Air Quality Management District (SQAQMD) are reviewed, (2) the state of the art of the HAPs management in Korea are studied, and (3) policy directions are suggested. It was found that each country has its own policy priority and management directions. It was also found that the current HAPs management status is far behind to the countries compared in HAPs identification, emission inventory, monitoring, modeling, and risk management. Further policy directions are suggested.

전환 정액일괄도급 계약방식 프로젝트의 리스크 분석 (Risk Assessment for the Converted Lump-sum Turnkey Project)

  • Due to the recent uncertainty of market situations such as the escalation of petroleum prices, increased production capacities of plants, limitations of the available EPC (Engineering, Procurement, Construction) contractors, and the increase of raw material prices, EPC contractors have had a tendency to include a higher reserve contingency in the lump-sum turnkey contract price. In order to overcome the changes in the market, the plant project construction industry has started to apply the converted lump-sum turnkey contract in plant construction market. This study was focused to find the associated risks and to analyse the identified risks on recent trend of application of the new contract type, which is the converted lump-sum turnkey contract. It was recognized from the analysis that quality and cost have more high priority risks than other project objectives. This paper also suggests the mitigation plan for identified risks to achieve project objectives appropriate to the converted lump-sum turnkey project from the viewpoint of an EPC contractor keeping transparency with owner.

  • 인터넷 중독에 대해서는 심리적 또는 사회적 관점에서 다양한 연구가 진행되고 있다. 본 연구는 인터넷 소프트웨어에서 제공하는 서비스 및 기능과 인터넷 중독과의 관계를, 소프트웨어 개발 측면에서 밝히는 연구이다. 이를 위하여, 인터넷에 중독된 초등학생들이 가장 많이 사용하는 소프트웨어의 종류를 확인하고, 이런 소프트웨어에서 제공하는 서비스 및 기능들 속의 중독위험요소들과 그 우선순위를 확인한다. 본 연구 결과는 인터넷을 이용하는 모든 아동들과 그들의 학부모 및 교사들, 그리고 소프트웨어 개발자들에게 의미 있는 정보를 제공할 수 있다.
