Uncertainty Analysis and Application to Risk Assessment (위해성평가의 불확실도 분석과 활용방안 고찰)

  • Objectives: Risk assessment is a tool for predicting and reducing uncertainty related to the effects of future activities. Probability approaches are the main elements in risk assessment, but confusion about the interpretation and use of assessment factors often undermines the message of the analyses. The aim of this study is to provide a guideline for systematic reduction plans regarding uncertainty in risk assessment. Methods: Articles and reports were collected online using the key words "uncertainty analysis" on risk assessment. Uncertainty analysis was conducted based on reports focusing on procedures for analysis methods by the World Health Organization (WHO) and U.S. Environmental Protection Agency (USEPA). In addition, case studies were performed in order to verify suggested methods qualitatively and quantitatively with exposure data, including measured data on toluene and styrene in residential spaces and multi-use facilities. Results: Based on an analysis of the data on uncertainty, three major factors including scenario, model, and parameters were identified as the main sources of uncertainty, and tiered approaches were determined. In the case study, the risk of toluene and styrene was evaluated and the most influential factors were also determined. Five reduction plans were presented: providing standard guidelines, using reliable exposure factors, possessing quality controls for analysis and scientific expertise, and introducing a peer review system. Conclusion: In this study, we established a method for reducing uncertainty by taking into account the major factors. Also, we showed a method for uncertainty analysis with tiered approaches. However, uncertainties are difficult to define because they are generated by many factors. Therefore, further studies are needed for the development of technical guidelines based on the representative scenario, model, and parameters developed in this study.

Exploring the Possibility of Using Public Institution's Health Message for Measuring Health Literacy (헬스 리터러시 측정을 위한 공공기관 건강정보의 활용 가능성 탐색)

  • Objectives: Improving public capability to obtain, understand, and use health information is important for decision-making and communication. This study attempts to measure adults' literacy of the information provided by a public health institution. Factors affecting different health literacy level are also investigated. The relation between public risk perception and health literacy is examined as well. Methods: A total of 800 korean adults were surveyed. To provide the participants health literacy questions, health messages of heavy metals released by KFDA as well as literacy questions developed by NIKL were used. A total of eight questions were developed to measure health literacy. The dimensions of risk perception proposed by Brewer et al.(2008) were modified to measure risk perception. Results: The average percentage of correct answer for all literacy questions was only 65.57%. Individuals at the older age, and with lower education/ income level were more likely to be low literate. In addition, health literacy was strongly associated with risk perception. Conclusions: Public literacy of health information is influenced by socio demographic factors. This study suggested a possibility that low health literacy may affect unrealistically high risk perception. Further studies with sophisticated methodologies to measure health literacy need to be developed.

The Effects of Bundle Price Discount Framing and Message Framing on Consumers' Evaluation of Bundle Component (번들가격할인 프레이밍과 메시지 프레이밍이 소비자의 번들구성제품에 대한 평가에 미치는 영향)

  • This study investigate the interaction effects of bundle price discount framing and message framing on consumer's attitude of bundle component. Although each effect of bundle price discount framing and message framing has been explored individually, few attempts have been made to invest them jointly. This study tests the interaction effects of bundle price discount framing and message framing on consumer's evaluation of bundle component. Moreover, this research focuses on consumer's evaluation of individual bundle component while the existing research on bundling primarily focused on consumer's evaluation of the bundle. Prior research suggests that consumers are sensitive to the framing of prices and discounts in the presentation of the bundle offer. For example, there is considerable evidence that partitioning or consolidating the prices of a bundle can influence the attractiveness of the bundle offer. Similarly, there is evidence that an equivalent price reduction to the overall bundle, one of the individual products in the bundle, or distributed among the individual products in the bundle can alter the perceived attractiveness of the offer (e.g. Chakravarti, Krish, Paul, and Srivastava 2002; Hamilton and Srivastava 2008; Janiszewski and Cunha 2004; Johnson, Herrmann and Bauer 1999; ; Morwitz, Greenleaf, and Johnson 1998; Yadav 1994; 1995). In line with these earlier research, this research suggests that the bundle type can influence the consumer's evaluation of bundle component. There are two types of bundle - mixed-leader bundle and mixed-joint bundle. In mixed-leader bundling, the price of one of the two products is discounted when the other product is purchased at the regular price. In mixed-joint bundling, a single price is set when the two product are purchased jointly. This study supposes that the teeth whitening product is the leader product in a mixed-leader bundle. So bundle price discount framing is manipulated such as "Buy the teeth whitening product (regular price \80,000) and get 50% discount on the functional toothpaste(regular price \40,000), special set price \100,000" or "Buy the functional toothpaste and the teeth whitening product as a set and get discount for the set, special set price \60,000". Message framing is manipulated through the product claims described in an advertising bill. The positive framing presents that "Over 95% of users achieved the expected 2-3 shades of improvement in two weeks" where as the negative framing presents "less than 5% of users did not achieve the expected 2-3 shades of improvement in two weeks". This study uses hypothetical brand name of the teeth whitening product and the functional toothpaste This study is based on a 2x2 factorial design with bundle discount framing (mixed-leader bundle vs. mixed-joint bundle) and massage framing (positive vs. negative). The dependant variables are consumer's perceived quality and attitude of the teeth whitening product The data reveals that two dependant variables are correlated, so the data is analyzed with two-way MANOVA. This research explores the significant interaction effect of bundle discount framing and message framing on consumer's perceived quality and attitude of the teeth whitening product. When the message framing is positive, consumer's perceived quality and attitude of the teeth whitening product is higher in mixed-leader bundle than mixed-joint bundle condition. However, when the message framing is negative, consumer's evaluation is higher in mixed-joint bundle than mixed-leader bundle. The author explains this result by stating that consumers are less likely to use heuristics such as price-quality association and value discounting hypothesis(Raghubir 2004) in the negative message framing condition. Additionally, consumer's perceived risk of the teeth whitening product in the negative message framing condition can be more reduced by the bundle partner(e.g. the toothpaste) in mixed-joint bundle than mixed-leader bundle. Based on the results, marketing managers are advised to use different bundle type based on message framing of their product.

An Analysis of CSM orbit for Conjunction Assessment of Space Debris (우주파편 충돌분석을 위한 CSM 궤도데이터 분석)

  • Since plenty of spacecrafts were launched in space after 1957, the number of space debris has been increased. According to the JSpOC, the number of space debris which diameter is bigger than 10 cm are more than 22,000. Recently there were two critical events. Which one is that China shot down their satellite using missile and the other is that two satellite, Iridium and Cosmos 2251, collied. Space environment in low-earth orbit has been severe. JSpOC analyzes the collision risk between 15,000 space debris and all operation satellites and then they send CSM to the satellite operator to utilize its orbital information if collision risk might be occurred. This paper analyzes the CSM orbit data by comparing with KOMPSAT-2 precise orbit data and shows conjunction assessment results.

  • Recently, as the number of smartphone users has been increasing worldwide, various services such as electronic payment, internet use, and financial settlement are being used as a smartphone. In addition, researches for home appliance control and automobile control using smartphone are conducted. As such, smartphone users can enjoy a more convenient life, but by hacking smartphones, tapping texts and conversations on smartphones, tracking location through spy apps, DDoS attacks using smartphones, and malicious apps When a message is received at a specific telephone number when using a micropayment, the corresponding text message is transmitted to a remote server, thereby increasing the risk of leakage of personal information and the like. Therefore, in this paper, we define the risk factors of the smartphone that are caused by the internal and external environmental, physical, contents (apps) of the smartphone through the smartphone that we use in real life, We propose a method to check vulnerability of smartphone security solution such as CC evaluation and the most effective response technique for each risk of smartphone by defining the technique.

  • The social networking service (SNS) is free, but the data usage fee paid to the telecommunications company and the member's information must be provided directly or indirectly. In addition, while SNS' specifications for transmitting and receiving devices such as smart-phones and PCs are increasing day by day, using universal transmission protocols in special environments such as contaminated areas or semiconductor manufacturing plants where work instructions are mainly made using short messages is not easy. It is not free and has a problem of weak security. This paper verified the practicality through the operation test by implementing IMCP, a low-power, low-cost message transmission protocol that aims to be wearable in special environments such as risk, pollution, and clean zone based on ATmega128.

Architecture Design for Maritime Centimeter-Level GNSS Augmentation Service and Initial Experimental Results on Testbed Network

  • In this paper, we overview the system development status of the national maritime precise point positioning-real-time kinematic (PPP-RTK) service in Korea, also known as the Precise POsitioning and INTegrity monitoring (POINT) system. The development of the POINT service began in 2020, and the open service is scheduled to start in 2025. The architecture of the POINT system is composed of three provider-side facilities-a reference station, monitoring station, and central control station-and one user-side receiver platform. Here, we propose the detailed functionality of each component considering unidirectional broadcasting of augmentation data. To meet the centimeter-level user positioning accuracy in maritime coverage, new reference stations were installed. Each reference station operates with a dual receiver and dual antenna to reduce the risk of malfunctioning, which can deteriorate the availability of the POINT service. The initial experimental results of a testbed from corrections generated from the testbed network, including newly installed reference stations, are presented. The results show that the horizontal and vertical accuracies satisfy 2.63 cm and 5.77 cm, respectively. For the purpose of (near) real-time broadcasting of POINT correction data, we designed a correction message format including satellite orbit, satellite clock, satellite signal bias, ionospheric delay, tropospheric delay, and coordinate transformation parameters. The (near) real-time experimental setup utilizing (near) real-time processing of testbed network data and the designed message format are proposed for future testing and verification of the system.

  • Recently, the marine traffics have been increased along with enlargement of overseas commerce. Increasing the marine traffic may make higher the risk of marine accidents. Especially, the rate of accidents on costal area are more frequently. As if the marine safety information can be afforded to vessel and shore, the accident rate would be down. AIS AtoN is the navigational safety support device which is subject to functional requirements of IALA and technical standards of ITU. In this paper, we extend and implement the user-defined specification of AIS AtoN with message 21 for AIS basic information, messsage 6 for status report and message 12/14 for safety management.

  • There are situations in e-commerce that are altogether new and to which the existing rules cannot apply. The uncertainty and business risk is too high for trading partners to deal with certainty. Therefore existing law must be changed to e-commerce law so that it provides certainty and enforceability in the e-commerce. Legal rules applying to the commerce and international commerce, in particular, contracts, proper law, jurisdiction and so on, have improved with time and experience. It has been found that the problems arising in the context of e-contracting were due to the absence of experience in electronic contracting and an absence of knowledge on how best to solve the problems. Thus, UNCITRAL Working Group on Electronic Commerce held an extensive discussion on issues related to electronic contracting and prepared and revised the Preliminary Draft Convention on International Contracts Concluded or Evidenced by Data Message from the thirty-ninth session in 2002 and prepared the Draft Convention from forty-first session which applies to international contracts concluded or evidenced by means of data messages. An electronic contract is concluded when the acceptance of an offer becomes effective, and an offer becomes effective when it is received by the offeree, and an acceptance of an offer becomes effective when the indication of assent is received by the offeror according to this Convention. Electronic contract may be concluded by the interaction of an automated computer system and natural person or by the interaction of automated computer systems, and a contract formed by a natural person that accesses an automated computer system of another person has no legal effect in case the neutral person made a material error in a data message. The purpose of this paper is to raise the understanding of the Convention on the Electronic Contracting by studying the contents of Draft Convention on Electronic Contracting and comparing Draft Convention with preliminary Draft Convention and finding the difference, characteristics and problem.

Implementation of Git's Commit Message Complex Classification Model for Software Maintenance

  • Git's commit message is closely related to the project life cycle, and by this characteristic, it can greatly contribute to cost reduction and improvement of work efficiency by identifying risk factors and project status of project operation activities. Among these related fields, there are many studies that classify commit messages as types of software maintenance, and the maximum accuracy among the studies is 87%. In this paper, the purpose of using a solution using the commit classification model is to design and implement a complex classification model that combines several models to increase the accuracy of the previously published models and increase the reliability of the model. In this paper, a dataset was constructed by extracting automated labeling and source changes and trained using the DistillBERT model. As a result of verification, reliability was secured by obtaining an F1 score of 95%, which is 8% higher than the maximum of 87% reported in previous studies. Using the results of this study, it is expected that the reliability of the model will be increased and it will be possible to apply it to solutions such as software and project management.
