Evaluation of Risk Level for Damage of Marine Accidents in SRRs using Inner-Outer Dependence Method (내부-외부 종속법을 이용한 수색.구조 구역의 위험성 평가)

  • In this study, the risk of SRRs was assessed upon the scale of the damage of marine accidents. For the risk assessment, inner-outer dependence methods and special knowledge-based fuzzy logic were introduced. Also, in order to calculate the importance of assessment value in this study, a max-min composition method was used for fuzzy logic based on the principle of fuzzy extension and the centroid of gravity method was used for non-fuzzy formation. In order to produce the importance of assessment items, the inner-outer dependence methods were used for assessment items, and markov analysis method was used for the importance of the final comprehensive assessment. As a result, the risk of SRR of Tongyoung, Mokpo and Yeosu was proven relatively higher, thus, it needs to have more rescue ships and rescue devices for relieving the risk in the future.

  • Based on major safety-related statistics of cities, provinces, counties, and districts across the country, social disasters manage regional safety index ratings in six areas(traffic accidents, fires, crime, life safety, suicide, and infectious diseases), and natural disasters operate a management system. The current application of the regional safety assessment of natural disasters is very insufficient to evaluate the local risk of natural disasters up to the Eup, Myeon, and Dong level, and it is marked too engineering and difficult for the general public to use. The purpose of this study is to present Korea's natural disaster local risk assessment as an improvement model that extends to the sub-unit of Eup, Myeon, and Dong, using the local risk assessment model mixed with natural and social disasters.

  • Biomedical laboratory is full of risks. Risk could be biological, chemical, radioactive, mechanical, physical, fire and electrical. All possible risks need to be identified, evaluated and controlled. A risk management system must be in place to prevent accident or loss of lives and to improve overall workplace safety and productivity. Safety in laboratory is a combination of appropriate risk management system, engineering controls and technical facilities, administrative controls and safety procedures and practices. Laboratory safety culture must be developed so that exposure to hazards for laboratory personnel, community and environment will be minimized or eliminated. In this review, importance of safety in a biomedical laboratory and risk management will be discussed.

  • Since the damages caused by disasters increase every year associated with wrenching climatic changes and the diversification of the social structure, the efficient management system is required to reduce damages and an assessment of the vulnerable disaster areas is necessary to prevent and mitigate the damages. In this paper, we have estimated the vulnerable disaster areas based on the records of the past damage histories and performed the risk assessment of the social infrastructures in Busan city to provide the fundamental information for the real-time monitoring system and the systematic approach for disaster prevention system to build V-City model. These results are illustrated by using Geographical Information System (GIS) and the order of vulnerable disaster areas are also estimated.

Effects of Vinyl Chloride to Human Health and Aquatic Ecosystems (염화비닐(Vinyl Chloride)의 인체 및 수생태계 영향 연구)

  • Vinyl chloride (VC) is a known human carcinogen, and it is released to multi-environmental media via several exposure routes. VC was potentially evaluated as a water quality pollutant based on human health risk assessment in Korean water environments. In this study, we investigated physicochemical and toxicological properties of VC, human health and ecological risk assessment, and the regulation of VC as a water quality pollutant in developed countries. Currently there are no standard or guideline values of VC in Korean legal system for the protection of human health and aquatic ecosystem, except that it is designated as a specific toxic substance and a water quality pollutant. Human health risk assessment of VC was previously performed based on the limited water quality monitoring data. The monitoring level of VC in Korean water system is more higher than other countries'. VC was assessed as potential hazardous chemical based on the US EPA's cancer risk assessment. There were a few ecotoxicity data of VC available using very limited kinds of aquatic organisms, and the toxicity results obtained seem to be overestimated without considering the losses of VC in open exposure system. Therefore it is needed to monitor the VC in various areas and to carry out the ecotoxicity research using multi-level organisms. We expect that these results can be useful information for implementing VC as a water quality pollutant in legal system for the protection of human health and aquatic ecosystem in near future.

Risk assessment of heavy metals in soil based on the geographic information system-Kriging technique in Anka, Nigeria

  • Soil contaminated with heavy metals from artisanal gold mining in Anka Local Government Area in Northwestern Nigeria was investigated to evaluate the human health risk as a result of heavy metals. Measured concentration of heavy metals and exposure parameters were used to estimate human carcinogenic and non-carcinogenic risk. GIS-based Kriging method was utilized to create a prediction maps of human health risks and probability maps of heavy metals concentrations exceeding their threshold limits. Hazard index calculation showed that 21 out of 23 locations are posing non-cancer risk for children. Adults and children are at high cancer risk in all locations as the total cancer risk exceeded $1{\times}10^{-6}$ (the lower limit CTR value). Kriging model showed that only a very small area in Anka has a hazard index of less than unity and cumulative target risk of less than $1{\times}10^{-4}$, indicating a significant carcinogenic and non-carcinogenic risks for children. The probability of heavy metals to exceed their threshold concentrations around the study area was also found to be high.

  • In the SORA methodology developed for the operational risk assessment of a specific category of operation of a UAS, the ground and the air risk levels are determined, and a SAIL indicating the level of assurance and integrity for the corresponding risk is assigned, and accordingly, the operational safety level for the proposed operation. Objectives should be demonstrated at an appropriate level of robustness. Because of the nature of the specific category of operation, people on the ground are the first risk subjects to be considered. The resulting ground risk class plays an important role in the allocation of SAIL. In this paper, the impact on SAIL and OSO according to the final risk level and the reduction of the level through the determination of the ground risk level and the application of mitigation measures among risk assessments for specific categories of UAV operation was investigated.

Seismic Scenario Simulation and Its Applications on Risk Management in Taiwan

  • This paper introduces various kinds of applications of the scenario-based seismic risk assessment in Taiwan. Seismic scenario simulation (SSS) is a GIS-based technique to assess distribution of ground shaking intensity, soil liquefaction probability, building damages and associated casualties, interruption of lifeline systems, economic losses, etc. given source parameters of an earthquake. The SSS may integrate with rapid earthquake information release system to obtain valuable information and to assist in decision-making processes to dispatch rescue and medical resources efficiently. The SSS may also integrate with probabilistic seismic hazard analysis to evaluate various kinds of risk estimates, such as average annual loss and probable maximum loss in one event, in a probabilistic sense and to help proposing feasible countermeasures.

Preliminary Hazard Analysis for a Hyperbaric Oxygen Chamber (고압 산소 치료기에 대한 예비위험분석)

  • Reduction of risk plays a pivotal role in the development of medical instruments. A hyperbaric oxygen chamber, as a medical device, is known to help medical therapy for diversity of diseases through provision of high purity oxygen. The use of hyperbaric oxygen is expected to increase in the future and study to rigorously examine reliability and safety is needed. We have performed risk assessment for a newly developed hyperbaric oxygen chamber in this study. We first briefly discussed the system structure and concept of risk assessment for the study. Based on the hazards identified, we performed preliminary hazard analysis for the chamber.

  • 정보보호를 효율적이고 효과적으로 실천하는 방법으로 정보자산을 기준으로 위험관리를 수행하는 GMITS(ISO 13335)과 정보보호 관리체계 수립을 위한 ISMS(ISO 27001), 정보보호 능력성숙도 모델을 제시하는 SSE-CMM 등의 국제 표준이 존재한다. 그러나 각 표준은 위험관리를 위한 절차를 제시하거나 관리체계 수립방안, 그리고 능력성숙 수준을 제시하는 등 관리, 기술, 운영의 종합적인 보안방안을 제시하지는 못하고 있다. 또한 현 보안문제를 최고 관리자 수준에서 판단할 수 있는 종합적인 방안을 제시하지 못하고 있다. 본 논문에서는 정보시스템 보안평가를 통해 보안 기술, 관리, 운영측면의 문제점을 종합하여 위험관리가 가능하도록 하는 방안을 제안하고, 또한 제안한 위험관리를 통해 도출된 문제점을 최고관리자 수준에서 직관적으로 판단 할 수 있는 방안을 제시하여 정보보호 예산과 연계할 수 있는 방법을 제안한다.
