Study on Theoretical Models of Regional Humanity Lung Cancer Hazards Assessment

  • Purpose: To establish the concept of lung cancer hazard assessment theoretical models, evaluating the degree of lung cancer risk of Beijing for regional population lung cancer hazard assessment to provide a basis for technical support. Materials and Methods: ISO standards were used to classify stratified analysis for the entire population, life cycle, processes and socioeconomic management. Associated risk factors were evaluated as lung cancer hazard risk assessment first class indicators. Study design: Using the above materials, indicators were given the weight coefficients, building lung cancer risk assessment theoretical models. Regional data for Beijing were entered into the theoretical model to calculate the parameters of each indicator and evaluate the degree of local lung cancer risk. Results: Adopting the concept of lung cancer hazard assessment and theoretical models for regional populations, we established a lung cancer hazard risk assessment system, including 2 first indicators, 8 secondary indicators and 18 third indicators. All indicators were given weight coefficients and used as information sources. Score of hazard for lung cancer was 84.4 in Beijing. Conclusions: Comprehensively and systematically building a lung cancer risk assessment theoretical model for regional populations in conceivable, evaluating the degree of lung cancer risk of Beijing, providing technical support and scientific basis for interventions for prevention.

  • Risk assessment of a railway system should be periodically conducted managing a large amount of accumulating accident/incident data and scenarios, which generally requires enormous time and efforts. Therefore, special information management system is essential for railway risk assessment, where data needed for decisions on managing the railway safety could be promptly supported. The objective of this study is to develop a railway accident analysis program for risk assessment. The program is application running on the web which links railway accident analysts throughout the railway industry to a central database. Data entered, together with associated code tables. is stored on MS-SQL database. The program uses the concepts of accident, safety events, causes, related factors(vehicle, person, infrastructure, tool/equipment), recommendations to bring together the various elements of railway accidents. The program will be useful in finding hazard conditions, accident scenarios, quantitatively assessing the risk, and providing pertinent risk measures, eventually serving to prevent railway accidents and reduce severities of railway accidents.

Risk Assessment in the UK Health and Safety System: Theory and Practice

  • In the UK, a person or organisation that creates risk is required to manage and control that risk so that it is reduced 'So Far As Is Reasonably Practicable (SFAIRP).' How the risk is managed is to be determined by those who create the risk. They have a duty to demonstrate that they have taken action to ensure all risk is reduced SFAIRP and must have documentary evidence, for example a risk assessment or safety case, to prove that they manage the risks their activities create. The UK Health and Safety Executive (HSE) does not tell organisations how to manage the risks they create but does inspect the quality of risk identification and management. This paper gives a brief overview of where responsibility for occupational health and safety lies in the UK, and how risk should be managed through risk assessment. The focus of the paper is three recent major UK incidents, all involving fatalities, and all of which were wholly avoidable if risks had been properly assessed and managed. The paper concludes with an analysis of the common failings of risk assessments and key actions for improvement.

  • Recently, railroad long tunnels are increasing and growing longer due to topological feathers like a lot of mountain in Korea. But fire disaster of a long tunnel cause many people to injury and death. For that reason, at the early design stage of a long tunnel, risk assessment and mitigation measure of risk for satisfying tunnel safety are required. According to the railroad facility safety standard (Korean MLTM Announcement No. 2006-395), risk assessment for railroad-tunnel fire should be performed when design stage. Therefore, various methods of risk assessment for tunnel fire have been studied and applied. In the paper, QRA(Quantitative Risk Analysis) for fire risk assessment by using CFD code is presented and the usefulness of CFD is discussed.

A two-step interval risk assessment method for water inrush during seaside tunnel excavation

  • Water inrush may occur during seaside urban tunnel excavation. Various factors affect the water inrush, and the water inrush mechanism is complex. In this study, nine evaluation indices having potential effects on water inrush were analysed. Specifically, the geographic and geomorphic conditions, unfavourable geology, distance from the tunnel to sea, strength of the surrounding rock, groundwater level, tidal action, cyclical footage, grouting pressure, and grouting reinforced region were analysed. Furthermore, a two-step interval risk assessment method for water inrush management during seaside urban tunnel excavation was developed by a multi-index system and interval risk assessment comprised of an interval analytic hierarchy process, fuzzy comprehensive evaluation, and relative superiority analysis. The novel assessment method was applied to the Haicang Tunnel successfully. A preliminary interval risk assessment method for water inrush was performed based on engineering geological conditions. As a result, the risk level fell into a risk level IV, which represents a section with high risk. Subsequently, a secondary interval risk assessment method was performed based on engineering geological conditions and construction conditions. The risk level of water inrush is reduced to a risk level II. The results agreed with the current tunnel situation, which verified the reliability of this approach.

  • The objective of this study is to evaluate the operator's safety for the risk assessment method of impulsive noise division. Literature reviews on the basis of the impulsive noise study, the measuring methods and procedures, based on the results of the analysis process presents a risk assessment methods. In this study, analysis of the MIL-STD-1474D, B-duration graph for the peak noise level to cross the line from the measurement results is limited by the risk retracted.   • An assessment of risk in industrial and urban environments is essential in the prevention of accident and in the analysis of situations which are hazardous to public health and safety. The risk imposed by a particular hazard increases with the likelihood of occurence of the event, the exposure and the possible consequence of that event. In a traditional approach, the calculation of a quantitative value of risk is usually based on an assignment of numerical values of each of the risk factors. Then the product of the values of likelihood, exposure and consequences called risk score is derived. However vagueness and imprecision in mathematical quantification of risk are equated with fuzziness rather than randomness. In this paper, a fuzzy set theoretic approach to risk analysis is proposed as an alternative to the techniques currently used in the area of systems safety. Then the concept of risk evaluation using linguistic representation of the likelihood, exposure and consequences is introduced. A risk assessment model using approximate reasoning technique based on fuzzy logic is presented to drive fuzzy values of risk and numerical example for risk analysis is also presented to illustrate the results.

  • Objectives: Balancing benefits and risks through the drug life cycle has been discussed for many decades. The objective of this study was to review the processes and tools currently proposed for benefit-risk assessment of medicinal drugs. It aimed to establish scientific and efficient drug safety management system based on the synthetic analysis of benefit-risk evidence. Methods: We conducted a review of exiting literatures published by regulatory agencies or initiatives. Not only quantitative methodologies but also qualitative method were compared to understand their key characteristics for the benefit and risk assessment of drugs. Results: Recently, benefit-risk assessments have more structured approaches to decision making as part of regulatory science. Regulatory agencies such as European Medicines Agency, FDA have prepared plans to apply benefit-risk assessment to regulatory decision making. Also many initiatives such as IMI (Innovative Medicine Initiative) have conducted research and published reports about benefit-risk assessment. For benefit-risk assessment, four kinds of methods are necessary. Frameworks such as BRAT (Benefit Risk Action Team) framework, PrOACT-URL provide guidance for the whole process of decision-making. Metrics are measurements of risk benefit. The estimation techniques are methods to synthesis and combine evidences from various sources. The utility survey techniques are necessary to explicit preferences of various outcome from stakeholders. Conclusion: There is the lack of widely accepted, validated model for benefit-risk assessment. Nor there is an agreement among academia, industry, and government on methods for the quantitative valuation. It is also limited by available evidence and underlying assumptions. Nevertheless, benefit-risk assessment is fundamental to improve transparency, consistency and predictability for decision making through the structured systematic approaches.

화학적 테러에 대한 위험성 평가 프로그램 개발 (Development of a Risk Assessment Program for Chemical Terrorism)

  • 본 연구는 위험성 분석 기법을 통해 화학 산업 시설에서 발생 가능한 화학 테러에 대한 원인 을 규명하고, 기존의 테러 대응 방법에 대한 분석 및 평가를 함으로써 효과적 대응 개선 방안을 마련하기 위 한 프로그램 개발이다 테러 위험성 평가 프로그램은 자산 분석(Asset Characterization), 위협 평가(Threat Assessment), 취약성 분석(Vulnerability Analysis), 위험성 평가(Risk Assessment), 대응책 제시(New Countermeasure)의 총 5단계의 순차적 알고리즘으로 구성되어 있다. 개발된 프로그램을 항만에 위치한 석유 저장 및 정제 공정에 적용하여 테러 위험성과 그 원인을 분석함으로써 위험성 평가 프로그램의 효용성과 신뢰성을 검증하였다. 화학 산업 시설에서의 보안 및 테러리즘에 대한 문제성 제기를 통해 그 해결책을 제시하고 테러의 취약점과 원인을 규명함으로써 테러나 재해(extreme event) 발생 시 효과적인 대응책 마련이나 대응 전략 수립에 기여하고자 개발된 프로그램이다.
