본 연구는 아동권리영역 중 하나인 참여권과 관련된 연구 경향을 분석함으로써, 아동의 참여권 이행의 수준을 살펴보고 향후 연구와 실천현장에 대한 시사점을 제안하고자 한다. 이를 위해 유엔아동권리협약이 체결된 이후부터 2017년 5월까지 국내학술지에 게재된 아동참여권 관련 논문 27편의 연구경향을 분석하였다. 분석결과, 아동참여권에 대한 연구는 매우 제한적이었지만, 연구자들이 생각하는 아동참여권은 아동권리협약보다 확장된 개념이었으며, 아동참여권이 실행되는 맥락이 중요함을 제기하였다. 이러한 연구결과를 바탕으로 다음과 같이 제안하였다. 첫째, 다양한 맥락에서의 참여권 이행 과정에 대한 연구가 필요하다. 둘째, 일상생활의 참여권을 좀 더 강조할 필요가 있다. 마지막으로, 아동권리교육을 설계함에 있어 아동과 성인간 의견조율과정 포함을 제안하였다.

21세기 지식기반사회에 있어서 도서관은 디지털도서관 개념으로 빠르게 변모되면서 인쇄매체의 디지털화, 디지털출판물의 증가 및 네트워크를 통한 전송이 용이해 짐에 따라 디지털저작물에 대한 불법적인 이용과 복제 및 전송이 쉽게 이루어지고 있는 것이 현실이다. 디지털저작물의 저작권관리를 위한 저작권관리시스템을 도서관에 적용하기 위하여 저작권정보가 구축되어야 하며, 이는 저작권정보의 공유와 상호운영성으로 효과적인 유통 구조의 체계를 구축할 수 있다. 본 연구는 도서관에서 효과적인 저작권 관리를 위해서 저작권정보 구축시스템을 개발하고 저작권정보의 이용 프로세스를 구현하였다.

Objective: The purpose of this study was to figure out early childhood teachers' perception on rights of young children and what they do to implement the perceived rights of young children in early childhood settings. Methods: Two individual and two group interviews were conducted. First, individual interviews were held with one childcare center teacher, and then interviews were held with one kindergarten teacher. Both group interviews were conducted with three different kindergarten teachers. All interviews were held two times. Recorded and transcribed interview data were analyzed. Results: The results are as follows. First, participants perceived rights as natural, protective, expressive, equally respectful, and joyful but understood differently from that of adults due to developmental status of young children, which included rights to life, equality, participation, protection, and happiness. Second, teachers remarked that they used strategies to project young children's emotions to implement perception on rights to life and happiness, discern deprivation from violation for rights to protection and equality, and set rules and have double standards utilizing resources around, for rights to participation. Conclusion/Implications: These results have implication for organizing contents for rights education for early childhood teachers.

The effects of the betterment of enforced intellectual property rights (IPRs) provisions on services export diversification are investigated. The analysis used an unbalanced panel dataset of 76 developing countries over the period of 1970-2014. The empirical analysis is based on the feasible generalized least squares estimator. It suggests that the implementation of weaker IPR protection fosters services export diversification in less developed countries (i.e., those whose real per capita incomes are less than US$US$ 1458.60), including those with a low level of export product upgrading. Conversely, in relatively advanced developing countries (countries whose real per capita income exceeds US$ 3356.80), including those with high levels of export product upgrading, the implementation of stronger IPR laws induces greater services export diversification. Finally, the analysis revealed the existence of a non-linear relationship between IPR protection and services export diversification. The implementation of stronger intellectual property laws spurs services export diversification in countries with high degree of IPR protection, especially when IPR protection exceeds a certain level, recorded here as having a score of 1.197. In contrast, in countries with weaker IPR protection, in particular those with IPR protection levels that score less than 0.915, it is rather the implementation of weaker intellectual property laws that promotes services export diversification.

This paper presents one possible approach for liberalization of the radio spectrum based around spectrum usage rights (SURs) which are technology and usage neutral. This is challenging technically because of the complexity of defining rights which are flexible and technology-neutral while retaining sufficient safeguards against interference. The work presented here is part of an ongoing process of defining and testing SURs. Of com is currently considering SURs, though is not committed to implementing them at this stage, and will issue further discussion documents on this area in due course.

This paper deals nth the Multilingual Registry for the Rights Data Dictionary (RDD), which will be used for the semantic representation of rights on digital contents in MPEG-21 framework. The translation of RDD terms owing to different language populations often lacks the desirable precision. The purpose of this paper Is to demonstrate the Multilingual RDD Registry concept to achieve a more precise and interoperable translation of RDD terms among different DRM systems.

유엔의 제1차 및 2차 세계인권프로그램 행동계획에 따라 세계 개별 국가들은 자발적 참여와 법제도의 정비를 통하여 인권교육의 강화와 발전을 위하여 노력하고 있다. 이러한 시대적 상황변화에 따라 우리나라는 인권위원회를 중심으로 인권교육을 확산하려고 노력하고 있으나, 큰 진전이 없고 더욱이 승선 중인 선원인권에 대해서는 제대로 된 관심을 기울이지 못하고 있다. 따라서 이 연구는 혼승선박에 승선하고 있는 선원들의 인권강화를 위한 교육환경을 조성하기 위하여 이와 관련된 국내외 각종 문헌자료와 선원인권침해 사례를 바탕으로 현상학적인 문제를 인식하고 상호주관적인 연구방법을 활용하였다. 이를 통하여 최근 혼승선박에서 발생하는 갈등의 핵심 원인으로 지목되고 있는 선원인권에 대한 근원적인 해결책으로 선원인권교육의 도입 필요성과 지정교육기관의 인권교육과정에 대한 방안을 제시하였다.

The implementation of the legal mechanism to protect the rights and interests of entrepreneurs in Russia has its unique features. When the rights and interests of a businessman are threatened with infringement, specific legal remedies may be applied, by means of which the violated rights and interests are restored and, thereby, the opportunity to resume entrepreneurial activity is created. The paper explores extrajudicial ways to protect the rights and interests of entrepreneurs in Russia. The study analyzes the forms of self-help, arbitral tribunal, resolution of applications and complaints by executive authorities, the notariate, and work with the business ombudsman and civil society institutions.

장애인권리협약은 장애인이 인간으로서 가지는 존엄성을 확인하고 장애인의 인권보장을 위해 노력할 의무를 밝힌 국제인권조약이다. 본 연구에서는 장애인권리협약을 효과적으로 이행하기 위해 공간정보 분야에서 추진해야할 과제를 도출하였다. 우선적으로 공간정보 분야에서 고려해야 할 사항으로는 접근성과 개인의 이동, 그리고 의견 표현 및 정보접근의 자유 등이다. 그리고 위의 사항을 보장하기 위한 공간정보를 장애인 공간정보라 정의하였다. 또한 장애인권리협약의 효과적 이행을 위한 공간정보 구축방안으로 먼저 장애인 대상 수요조사와 전문가 의견을 토대로 구축대상 장애인 공간정보 항목을 도출하였고 이를 구축하기 위한 전략으로 목표, 추진전략 및 추진과제, 추진체계를 제시하였다. 특히 장애인 공간정보 구축전략의 목표를 '장애인 등 사회적 약자가 비장애인과 다름없이 관련 정보를 획득하여 생활의 편리성을 추구하고 삶의 질을 향상하는 것'으로 설정하였다.

디지털 자원에 대한 유통환경의 급속한 변화에 따라 디지털자원에 대한 지적재산권 보호 문제가 중요하게 대두되고 있다. 디지털자원의 접근과 이용에 대한 신뢰있는 환경을 만들기 위한 통합적인 접근방법으로 디지털저작권관리(DRM)기술에 대한 관심이 디지털컨텐츠 저자나 출판사, ISP를 중심으로 높아지고 있다. 본 논문에서는 현재의 디지털저작관리기술이 직면하고 있는 취약점인 정적인 저작권관리 문제와 해결과 감시 및 추적기능 보강을 위하여 적응형 에이전트 기술(ARPA : Adaptive Resource Protection Agent)에 기반한 동적 디지털저작관리 시스템을 제안한다. 여기에서 동적 디지털저작권 관리를 위하여 동적미션제어 기법이 적용되고 온라인 및 오프라인 상에서의 컨텐츠 보호와 감시를 위하여 적응형 에이전트 기술이 적용된다. 또한, 프로토타입시스템을 구현하여 동적으로 디지털저작권을 보호하는 과정을 보인다.
