In order to maximize the effect of TQM in the Korean industry, quality circle activity as a bottom­up management should be expanded and revitalized. Quality circle activity can be regarded as a kind of knowledge activity where new knowledge is created and knowledge is shared in the economy. This paper proposes new metrics of intangible effect as knowledge assessment focusing on the intellectual capital aspect of quality circle activity, that may be useful for revitalizing quality circle activity from viewpoints not only of financial effect but also of intellectual capital aspect. New metrics of intangible effect consist of two factors： the intellectual capital effect and the intellectual maturity effect. In order to test the validity of new metrics, a case study of 11 companies was done. The result of the case study is that two factors as an intangible effect of quality circle activity should be evaluated to identify the total effect of quality circle activity correctly.

This study aims to propose the direction of practical use of the abandoned farmlands. To achieve this purpose, the main tasks of this research are : 1) investigating the precedent researches and several domestic and foreign case studies 2) examining the devices of managing and revitalizing of the abandoned farmlands, and 3) designing the abandoned farmlands revitalization cases in study areas. This research proposed several development directions and action 'plans for agricultural reuse and non-agricultural reuse of abandoned farmlands. In conclusion, this study is expected to use the basic policy information of the abandoned farmlands revitalization projects.

This paper analyzed four different perspectives on health care reform in Korea in terms of the basic values, formulated problems and reform plans, implementation methods, and supporting groups. The medical security plan was insisted by social security specialists and social activists focusing on the integration of medical insurance coops in order to enhancing equity and right of the people. However, its perspective was limited to promoting security instead of reforming health care system. The government proposed the health care reform plans in 1994 and in 1997, focusing on promoting efficiency by remedying many problems in health care delivery system. However, its implementation was not successful due to the lack of organizational and financial supporters. Recently, two opposite proposals were issued. The market reform plan paid attention to revitalizing the market function to promoting efficiency by allowing hospitals to treat private patients instead of applying the medical insurance regulation. The government reform plan focused on intensifying governmental planning and intervention in the health care sector in order to removing inefficiency and promoting equity with the supports of social activists and labor unions. Finally, this paper proposed an alternative plan to promote harmonious social relationship between actors in the health care system.

This study analyzes the new possibility of design through the research for the expression of cladding design architectural materials, and applies to connection with creative design concept. In these modern days, architectural materials became the subject of expression as itself thanks to the development of new technology and materials. The physical properties of materials and their beauty value made possible the variety and possibility of expression in space design. The expressional properties of materials can lead mutual communication between commodity and brand by association, presenting brand image and the distinction of its value. Therefore, the trends of designed material expression in space design according to modern aspect can offer the possibility of material space design for ahead. This study suggest an alternative idea for revitalizing design by materials.

Educational programs for promoting occupational safety and health have widely been established in advanced countries, such as United States and Germany, in the area of disaster prevention Focused attentions and investments for safety and health education have been placed especially for small and medium sized companies. Recently, information technologies have also been applied for the development and management of educational programs in those countries. It is also worth noting that a wide variety of incentive systems has been implemented for managers and workers to voluntarily Participate in safety and health education. Based on the brief survey on incentive systems in advanced countries, this study proposes two different incentive models, such as 'Supervision Exemption Model for Participants in Safety and Health Education' and 'Compensation Program fur Educational Expenses and Losses', which may efficiently be employed in Korea. These incentive models may contribute to revitalizing the occupational safety and health education which has recently been dwindled due to the changes in governmental regulations.

Recently, intensive urban redevelopment concentrated on new towns has reduced the number of settled population, and weakened various functions such as commercial, culture, education and welfare in old towns, and made the stagnation and declination of the entire or some parts of old towns. Urban regeneration project means renewing cities' functions in terms of physical, environmental, social, cultural, industrial and economic aspects or revitalizing the existing functions through improvement project in the entire or part of a city, which is now drawing keen attention from the public. However, urban regeneration project is huge in scale, needs long construction period and various complex facilities, and also characterized by complicated relations with many stakeholders. Due to such characteristics, there are many risks in the project. Therefore, systematic risk management is absolutely necessary to efficiently manage various risk factors inherent in urban regeneration project. The purpose of this research proposes a basic model to establish risk management plan and work process in order to help project participants to perform risk management more systematically and rationally in the development phase of urban regeneration project.

The domestic sleep industry is rapidly increasing in market size as it is linked to sleep apnea in the longterm care insurance for the elderly and domestic IT technology. In addition, due to the aging society, the government's support policy is also increasing, and many domestic companies are focusing on the sleep industry. Therefore, this study intends to examine the development strategies of the domestic sleep industry due to the increased social interest and corporate activities. To this end, a survey of 108 domestic companies was conducted by means of a Frequency Analysis, revealing some problems, such as poor sleep companies, insufficient resources for technology development, and limitations in distribution channels. As a result, it was found that for the development of the domestic sleep industry, strategies to strengthen the ecosystem, such as softening strategies through the sleep technology culture, strengthening ecosystems such as revitalizing industrial connections, and reforming laws and regulations, are urgent.

Objective: This study aims to suggest different approaches in analyzing risks associated with musculoskeletal disorders (MSDS) for risk assessment. Background: Upon concluding that the changes in the industrial environments have made it hard to regulate diverse risk factors, the government has implemented a policy for risk assessment. Method: This study has proposed a method, creating programs using Excel that perform qualitative or quantitative analysis, for evaluating risk factors in risk assessments and has applied this in manufacture and service industries. Results: To verify the validity of the developed program, risk assessment has been performed on restaurant chefs as an example. For quantitative evaluation, the study has suggested approaches using the results for REBA evaluation and the analysis report on the work scenes of a fitting-shop in a shipbuilding industry. Application: Constructing and adapting a system using Excel in evaluating risk factors for risk assessments as this study suggests, is expected to contribute to revitalizing risk assessments.

Since about 2000. local government has started making ordinance related to the rural development planning which is revitalizing rural area through using rural resource. But, the ordinance of local government have not any contents relating to the land use planning system that is necessary in rural development planning. According to the present local autonomy act, ordinance can not have any regulations restricting basic human right without being allowed by law. In recent, central government is considering to hand power making land use planning system over local government. This paper is to study how to expand the legislative power of local government. This study discussed on logical bases through examining disputes on legal theories, the nature of local ordinance, range of local autonomy affairs and cases of local ordinance.
