Expected Policing Problems Following the Reunification of Korean Peninsula and Countering Measures (한반도의 통일에 따른 예상치안문제와 대비방안)

  • The final aim of South Korean policies on North Korea and reunification of Korean peninsula is to reflect the direction and the form which South Korean authority has been pursuing. To achieve this aim, we must establish the forms of reunification and continue to prepare for contingency plans while focusing our effort to those policies. In pursuing peaceful reunification, the national security should not be neglected. Moreover, the policing policy is one of the important national security policies. In order to draw up more effective policing policies in a reunified state, this dissertation establishes some preparing measures on policing conditions and expected problems resultion from the reunification of Korean peninsula after studying similar problems in formerly divided countries. The chapter one shows the direction of reunification policy. The chapter two looks some policing problems in formerly divided countries The chapter three studys the expected policing conditions and preparing measures after the reunification of Korean peninsula The chapter four reposes some reasonal solutions for peaceful reunification.

A Study on the Regular TV Programs Regarding Reunification and North Korea in Korean Broadcasting (통일 및 북한관련 지상파 텔레비전 정규 프로그램 연구: KBS의 <남북의 창>과 MBC의 <통일전망대> 분석을 중심으로)

  • Reunification is one of the most important values that the South Korea should pursue, and Korean broadcasting takes duties as a social communicator to practice the reunification ideology. In the context of multi-channel, multi platform broadcasting system, reunification should be emphasized as fundamental broadcasting principles. This study attempts to analyze the regular programs which cover North Korea and reunification in KBS and MBC from 2001 to 2010 in order to show the practices of the reunification ideology in Korean broadcasting. The results of this study show that theses programs should make efforts to find new material and develop a new program formats. In addition, there should be various genres of reunification programs in order to deliver reunification issues in more interesting ways. TV programs regarding reunification need to be designated as mandatory programs. Based on these results, this study discusses practical suggestions and policy considerations for the practice of reunification ideology in Korean Broadcasting.

  • North Korean market created by reunification of the Korean Peninsula is expected to serve as a new growth engine to the already-developed construction industry of South Korea. Improvement on deteriorated construction facility of North Korea is a project in urgent need at the initial stage of reunification. Prior to market entry of the Korean peninsula under these circumstances, economic feasibility analysis on construction technology application must be preceded by considering reunification period. Therefore, this study conducts an economic feasibility analysis on construction facility improvement project of North Korea considering application period of technology developed by South Korea. Results of this study are expected to be utilized in future reunification process as the basis for establishing relevant guidelines for construction facility improvement project of North Korea.

Effect of Cognitive-Bias (Anchoring Bias) to N. Korea on Reunification Perception (북한에 대한 인지편향(기준점편향) 이 통일인식에 미치는 영향)

  • The purpose of this study is to investigate reunification perception among groups with different cognitive bias(anchoring bias) through empirical studies. This study assumes that cognitive bias occurs according to the content of N. Korea provided in school education, and that the cognitive bias formed in youth creates a difference in perception of N. Korea and reunification. For empirical study, a survey of reunification awareness conducted by the Institute for Peace an Unification Studies-Seoul National University was used, and the two groups are divided into A-group that chose "anti-communism or security" and B-group that did "reunification interests, multi-culturalism and understanding North Korea" according to N. Korea content which was encountered in school education during adolescence. A-group recognized N. Korea as a hostile target even after becoming an adult, while B-group regarded N. Korea as a one of dialogue and cooperation. This analysis illustrates the existence of cognitive bias between the two groups because of N. Korea content which was given in school education. A-group had a lower percentage than B-group in terms of the benefits of reunification to S. Korea and the need for more dialogue and compromise with N. Korea. However, there was no difference between two groups in terms of acceptance of N. Korean defectors. This research result could be a reference to the direction of school education policies relating to reunification in that early school education affects reunification awareness and perception related with N. Korea even in adulthood.

  • Reunification, (considered a 'bonanza'), is often expected to bring economic and social benefits as well as solutions to the population aging problem; consequently, the study on the population structure of North Korea is salient. This paper reviews and talks on the North Korean population and implications. In view of reliability and consistency, the North Korean population appears at an explicit change compared to the past, and shows significant differences from the South, implying that it needs significant resources to integrate during reunification. Therefore, it is opportune to discuss the North Korean population prior to the clamor for the reunification.

  • The process of political and economic transformation of Germany following reunification has been well documented, but the question of psychological reunification is addressed by the present study. In order to analyze how East German adolescents adapted to the changing socialization context following reunification, questionnaires on values orientation, self-efficacy, subjective well being, coping, attitude toward violence and toward reunified German society were administered to 149 high school students. Results indicated that subjects had high scores on value orientation in private life and used active coping strategies. They had high scores in self-efficacy and subjective well being. Their political attitudes were complex and diverse. There were group differences by gender and type of school attended.

  • The division of the South and North of 70 years has occurred in the old generation, but the reunification is now handled by the youth generation. Therefore, it is necessary to train basic human nature as well as learning and research of rational political and economic theory in order for young adolescents as leaders in the unification era to carry out their own duties faithfully and responsibly. In this paper, I rediscover the value of traditional culture in the human nature education that aims for reunification, social and cultural integration, and propose tea culture as contents that can be applied to reunification and the human nature education of youth as reunification culture contents as a concrete program of traditional culture do.

A Study on Family Reunification for the Beneficiaries of Complementary Forms of Protection: Sweden, Ireland, Canada, and Australia (보충적 보호대상자의 가족결합권 연구: 해외사례를 중심으로)

  • As for international migration, family reunification is a key factor for the well-being and social integration of migrants. The UN ensures the right to family unity for the beneficiaries of complementary forms of protection. That includes those who are not recognized as refugees, but are nevertheless at risk of serious harm upon return to their country of origin, and thus are in need of international protection to the same degree as refugees. Although the Korean government provides humanitarian stay permits as complementary forms of protection, it does not guarantee family reunification as it does for refugees. This study aimed to examine the family reunification systems in Sweden, Ireland, Australia and Canada and to propose policy implications for family reunification of humanitarian status holders in Korea. The results showed that these countries commonly ensures the rights to family reunification although permission periods and scope vary by country. This study concludes that the Korean government should develop a legal system to ensure family reunification for humanitarian status holders since it is guaranteed as a basic human right by international covenants and promotes positive integration to countries of stay.

The Meanings and Values of Korean Wave(Hallyu) for the Reunification of the South Korea and North Korea (통일과정에서의 한류의 의미와 가치)

  • A variety of the approaches to the unification of the South Korea and North Korea have been implemented based on both the view of the national-centered unification and that of the reunification of the South and North Korea as a unit of nation through political, economic, military and diplomatics. A culture itself plays a significant role for people to understand one another through communicating and sharing cultural values. At this point, Korean-Wave called'Hallyu' should have various meanings and values for the reunification of South and North Korea. It has been expanded to the world beyond Asia as an icon of the culture. In this situation, North Korea is not exceptional. In other words, North Korea should be influenced by the Korean wave. Sharing a cultural value about Korean-Wave between South and North Koreans would be a way to speed up the reunification by having a common sense about the national identifications. The culture of Hallyu reflecting on the national identification could be helpful to enhance national pride and play a part for curing for the scarlet letters that they have got since the Korea was divided by two parts. The North Korean government's distorted policy to have blamed for the South Korean governing would be challenged if the Korean-wave would be epidemic in the Korean peninsular. In addition, if the North Koreans would be perceptive to the real freedom and universal value for the humanity, it would be more feasible for two Koreas to be reunified than before. In fact, it must serve as a catalyst for the reunification, two Koreas experiencing the Korean wave as a cultural value. As a result, the reunification for the people should have a meaning of the universal value as like everyone in the world can pursue for their own happiness. Through the Hallyu, That is, the change of the people's perception to the reunification will facilitate the reunification of two Koreas more than we expected.

Study of Peak Load Demand Estimation Methodology by Pearson Correlation Analysis with Macro-economic Indices and Power Generation Considering Power Supply Interruption

  • Since the late 2000s, there has been growing preparation in South Korea for a sudden reunification of South and North Korea. Particularly in the power industry field, thorough preparations for the construction of a power infrastructure after reunification are necessary. The first step is to estimate the peak load demand. In this paper, we suggest a new peak demand estimation methodology by integrating existing correlation analysis methods between economic indicators and power generation quantities with a power supply interruption model in consideration of power consumption patterns. Through this, the potential peak demand and actual peak demand of the Nation, which experiences power supply interruption can be estimated. For case studies on North Korea after reunification, the potential peak demand in 2015 was estimated at 5,189 MW, while the actual peak demand within the same year was recorded as 2,461 MW. The estimated potential peak demand can be utilized as an important factor when planning the construction of power system facilities in preparation for reunification.
