A Study of the Cultural Legislation of Historic Properties during the Japanese Colonial Period - Related to the Establishment and Implementation of the Chosun Treasure Historic Natural Monument Preservation Decree (1933) - (일제강점기 문화재 법제 연구 - 「조선보물고적명승천연기념물보존령(1933년)」 제정·시행 관련 -)

  • The Preservation Decree (1933) is the basic law relevant to the conservation of cultural property of colonial Chosun, and invoked clauses from the Old History Preservation Act (1897), the Historic Scenic Sites Natural Monument Preservation Act (1919), and the National Treasure Preservation Act (1929), which were all forms of Japanese Modern Cultural Heritage Law, and actually used the corresponding legal text of those laws. Thus, the fact that the Preservation Decree transplanted or imitated the Japanese Modern Cultural Heritage Law in the composition of the constitution can be proved to some extent. The main features and characteristics of the Preservation Decree are summarized below. First, in terms of preservation of cultural property, the Preservation Decree strengthened and expanded preservation beyond the existing conservation rules. In the conservation rules, the categories of cultural properties were limited to historic sites and relics, while the Preservation Decree classifies cultural properties into four categories: treasures, historic sites, scenic spots, and natural monuments. In addition, the Preservation Decree is considered to have advanced cultural property preservation law by establishing the standard for conserving cultural property, expanding the scope of cultural property, introducing explicit provisions on the restriction of ownership and the designation system for cultural property, and defining the basis for supporting the natural treasury. Second, the Preservation Decree admittedly had limitations as a colonial cultural property law. Article 1 of the Preservation Decree sets the standard of "Historic Enhancement or Example of Art" as a criteria for designating treasures. With the perspective of Japanese imperialism, this acted as a criterion for catering to cultural assets based on the governor's assimilation policy, revealing its limitations as a standard for preserving cultural assets. In addition, the Japanese imperialists asserted that the cultural property law served to reduce cultural property robbery, but the robbery and exporting of cultural assets by such means as grave robbery, trafficking, and exportation to Japan did not cease even after the Preservation Decree came into effect. This is because governors and officials who had to obey and protect the law become parties to looting and extraction of property, or the plunder and release of cultural property by the Japanese continued with their acknowledgement,. This indicates that cultural property legislation at that time did not function properly, as the governor allowed or condoned such exporting and plundering. In this way, the cultural property laws of the Japanese colonial period constituted discriminative colonial legislation which was selected and applied from the perspective of the Japanese government-general in the designation and preservation of cultural property, and the cultural property policy of Japan focused on the use of cultural assets as a means of realizing their assimilation policy. Therefore, this suggests that the cultural property legislation during the Japanese colonial period was used as a mechanism to solidify the cultural colonial rules of Chosun and to realize the assimilation policy of the Japanese government-general.

A neonate with hyperornithinemia-hyperammonemia-homocitrullinuria syndrome from a consanguineous Pakistani family

  • Hyperornithinemia-hyperammonemia-homocitrullinuria (HHH) syndrome is a rare autosomal recessive urea cycle disorder. HHH is caused by a deficiency of the mitochondrial ornithine transporter protein, which is encoded by the solute carrier family 25, member 15 (SLC25A15) gene. Recently, government supported Korean newborn screening has been expanded to include a tandem mass spectrometry (MS/MS) measurement of ornithine level. We report a case of a neonate with HHH syndrome showing a normal MS/MS measurement of ornithine level. A female newborn was admitted to neonatal intensive unit due to familial history of HHH syndrome. Her parents were consanguineous Parkistani couple. The subject's older sister was diagnosed with HHH syndrome at age of 30 months based on altered mental status and liver dysfunction. Even though the subject displayed normal ammonia and ornithine levels based on MS/MS analysis, a molecular test confirmed the diagnosis of HHH syndrome. At 1 month of age, amino acid analysis of blood and urine showed high levels of ornithine and homocitrulline. After 11 months of follow up, she showed normal growth and development, whereas affected sister showed progressive cognitive impairment despite no further hyperammonemia after protein restriction and standard therapy. Our report is in agreement with a previous Canadian study, which showed that neonatal samples from HHH syndrome patients demonstrate normal ornithine levels despite having known mutations. Considering the delayed rise of ornithine in affected patients, genetic testing, and repetitive metabolic testing is needed to prevent patient loss in high risk patients.

  • To analyze mobility patterns, this study used three Constraint (Capability Constraint, Coupling Constraint, Authority Constraint) models which were proposed in Dr. Hagerstrand's Time-space theory. This paper shows that three constraint models have some effects upon mobility by age. In this study, Capability Constraint means a certain special constraint that is what we can't do during proceeding basic natural urges like sleep, fare, etc. Coupling constraint is a physical one. Each person limits the action range for staying on a special place in special time. For instance, students have to stay in school so that they have mobility constraints. Authority Constraint is a social one. When we use urban facilities or traffic, we may be controlled by mobility sphere by an agreement or a social position. It is social agreement that the opening hour of a store, the time table of mass-transportation and a social positional control that the personal income, the standard of education. In this study it has been in a process of determination of the cluster number that degree of influences a social constraint to mobility. Considering the mobility constraint of characteristics of space divides urban and rural, people in urban area have higher mobility rate than in rural area. Resuets of determination of the cluster, show similar mobility pattern. People in urban area are connected verity of mobility which related to urban space structures with determination of cluste-number. That is to say, mobility patterns can be changed by space charactcristics. Constraints by sex and age are also social constraints and they are influenced by mobility patterns. For instance, females at the age of twenties have similar mobility pattern to the same age male but they have sudden changes after thirty's age. Male entertains a similar pattern without restriction of age. That is to say, management by sex as a social constraint affects mobility. To establish more realistic traffie policy, mobility formation should be reflected to the space in a view of social-behavioral science. To embody this, some problems should be investigated as follows. 1. As a problem of methodology, if sufficient samples ensured, we could subdivide clusters and could open up a new method of analyzing the mobility clusters by using the neuro-network. 2. Extracting actions connected with mobility and finding life cycle which is classified by daily cluste-characteristics, suitable counterproposal could be presented to the traific policy.

Gene Expression Profile of Rat Hypothalamus Treated with Electroacupuncture at ST36 Acupoint (족삼리 전침자극에 의한 흰쥐 hypothalamus의 유전자 발현 profile 분석)

  • Electroacupuncture (EA) has been reported to increase pain threshold, and to enhance the NK cell activity by up-regulation of IFN-γ and endogenous β-endolphin. For the purpose of understanding the molecular mechanism of EA stimulation, we analyzed the gene expression profile of rat hypothalamus, treated on Zusanli (ST36) with EA, in comparison with control group by oligonucleotide chip microarray (Affymetrix GeneChip Rat Neurobiology U34 Array) and real-time RT-PCR. Sprague-Dawley (S-D) male rats were stimulated at the Zusanli (ST36) acupoint in restriction holder. Simultaneously the control group was given only holder stress without EA stimulation. In order to prove the appropriateness of EA treatment, we measured spleen NK cell activity with standard 51Cr release assay. NK cell activity of EA group was significantly increased comparing to control group. The microarray and PCR results show that EA treatment up-regulates expression of genes associated with 1) nerve growth such as NGF induced factor A and VGF, 2) signal transduction such as 5HT3 receptor subunit, AMPA receptor binding protein and Na-dependent neurotransmitter transporter, and 3) anti-oxidation such as superoxide dismutase and glutathione S-transferase. In addition, the activity of the anti-oxidative enzyme, SOD of hypothalamus, liver and RBC was enhanced compared to that of control. The list of differentially expressed genes may implicate further insight on the mechanism of acupuncture effects.

Effect of Different Exercise Intensity on Blood Melatonin Density in Sleep Disordered Rats (운동 강도가 수면장애 모델 쥐의 혈 중 멜라토닌 농도에 미치는 영향)

  • PURPOSE: In this study, we tried to find out what kind of exercise was more effective in sleep disorder by comparing melatonin in blood after applying low intensity with high intensity exercise to sleep disordered rats induced by experiment. METHODS: We used male Sprague-Dawley rats which were 8weeks old and weighted 300g. They were supplied with water and food without any restriction. We kept the room temperature at $25^{\circ}C$ and controld the length of day and night in 12 hours blocks, respectively. We divided the rats 60 into 2 groups. To one group we applied low intensity exercise, and to the other we applied high intensity exercise for 15minutes per day over a period of 4 weeks. We extracted the blood from abdominal aorta before, after exercise, moved into EDTA tube, performed centrifugation. We decanted the serum $200{\mu}l$ from the blood into microcentrifuge tube by samples and moved into polypropylene culture tubes with micro pipette. We split enzyme solution $50{\mu}l$ into the tubes with melatonin direct kits and make them react at $37^{\circ}C$ for 2 hours. We split assay buffer $50{\mu}l$ into each tube and mixed melatonin tracer $50{\mu}l$ and melatonin antiserum $50{\mu}l$, respectively. After we made them react in room temperature, we decanted the superficial layer with a centrifuge and measured the activity for 1 minute by competitive method with ${\gamma}$-counter equipment. We draw a standard curve through logit-log graph with CPM(counts per minute) and counted the melatonin by B/B0. We conducted independent t-test to examine the homogeneous of melatonin value of before low-intensity and high-intensity exercise. We performed paired t-test to compare before and after low-intensity and high-intensity exercise, respectively. We carried out independent t-test to compare melatonin value after low-intensity and high-intensity exercise. Significance level was .05. RESULTS: The results were as follows; firstly melatonin was more increased in the group who was exposed to high intensity exercise when we compared before to after high and low intensity exercise, respectively. Secondly, high intensity exercise was more effective than low intensity exercise when we compared the two. CONCLUSION: In conclusion, secretion of melatonin which is the material of sleep improvement could be promoted by high intensity exercise. Low intensity exercise acted as a stress rather than improving sleep and had a negative effect on the secretion of melatonin because the melatonin was affected by stress.

A Study on the Problems in the Use of CCTV by the Police and Some Proposals (경찰CCTV 운용상의 문제점과 개선방안)

  • As CCTV can be an effective tool to prevent or suppress crime at low cost, they have been widesoread in developed countries. In spite of their effectiveness, they infringe some constitutional rights such as the right to privacy, the right of likeness and the right to control over personal information. The police and ward offices install CCTV in public areas to prevent crimes without a legal basis or standard. When information obtained in such a way is used as investigation data for the police or as an evidence in a court, it can cause serious trouble. To solve this problem, legal restriction on the installation of CCTV as should be clearer. Since current laws on public agencies' protection of personal information are too general, they are not effective enough to protect personal information. Therefore, Personal Information Protection Organic Act should be enacted to make a legal basis for protecting comprehensive personal information. It should be obvious who installs CCTVs, who pay for the cost and how they are managed. Before installation, the police and ward offices should obtain residents' consent through a public hearing or voting (on the range and purpose of installation), or conduct an impact assessment. During installation, CCTVs should be limited to prevent or suppress crimes, keep public order and void dangers. In case of making a sign of installation, it must specify its rights. After installation(operation/management phase), they should abide by principles of information protection and try not to infringe constitutional right. In the cognitive aspect, the police should constitutional rights must be secured although it is important to carry out their missions. The police should serve citizens and change to the police of communities. Citizens should understand that constitutional right can be infringed if public order is not maintained. When citizens cooperate with the police, they fear of crimes will decrease.

Evaluation of Peri-procedural Anticoagulation Drug Therapy undergoing Radiofrequency Ablation in Patients with Atrial Fibrillation (심방세동 환자의 고주파 도자절제술 전.후의 항응고약물요법 사용실태 분석)

  • Radiofrequency ablation (RA) is being used to manage atrial fibrillation (AF) with patients failed at the $1^{st}$-line anti-arrhythmic medications. Patients undergoing this procedure are at increased risk of thromboembolism after ablation, and anticoagulation management surrounding the ablation remains controversial. Although no conclusive recommendations can be made, published guidelines and data support therapeutic anticoagulation with warfarin. The purpose of this study was to analyze effectiveness of current therapy and to find factors fluctuate International Normalized Ratio (INR) values in patients undergone RA followed by anticoagulation service (ACS). Retrospective review was conducted utilizing database in a hospital. Among 110 patients under warfarin around ablation between January 2006 to September 2007, 54 patients were selected and allocated into 2 groups: Group A included 47 who discontinued warfarin after ablation, while 7 in B continued the medication. Information on demographics, amount and length of warfarin dosing, INR values and measuring frequencies, and the causing factors on INR fluctuation were abstracted. Differences were analyzed using chi-squared test, Fisher's Exact test, and unpaired Student t-test. Mean amount of warfarin before and after surgery was 4.0 mg, 4.1 mg in Group A and was 5.1 mg, 4.6 mg in Group B, respectively. Average duration of warfarin doing before ablation was 73.7 days in Group A, 129.9 days in B with no significant difference (p = 0.312). The duration time of warfarin on groups after ablation lasted several months. The number of checking INRs was 4.1 and 7.6, respectively. Inter-individual variability of INR fluctuations were $2.1{\pm}0.6$ in Group A and $2.2{\pm}0.7$ in B which were not significantly different (p = 0.062). 164 cases of decreased INR were: 'omission in taking medication, stressfulness and headache, 'increased intake of high vitamin K foods', 'lifestyle change of increased physical activities', and 'increase of food-intakes'. To the contrary, 36 cases of increased INR were: 'reduce of food-intake', 'use of non-prescription drugs', 'reduction in physical activities', and 'excessive restriction on food-intake', consecutively. In conclusion, the study validated therapeutic outcomes of RA patients who we treated with standard guideline and demonstrated 9 factors of INR fluctuations in the patient. A well-trained, pharmacist-monitored anticoagulation service could reduce the risk of adverse effects and prevent complications in patients with AF around RA operation.

Constructing a Korean Subcategorization Dictionary with Semantic Roles using Thesaurus and Predicate Patterns (시소러스와 술어 패턴을 이용한 의미역 부착 한국어 하위범주화 사전의 구축)

  • Subcategorization, defining dependency relation between predicates and their complements, is an important source of knowledge for resolving syntactic and semantic ambiguities arising in analyzing sentences. This paper describes a Korean subcategorization dictionary, particularly annotated with semantic roles of complements coupled with thesaural semantic hierarchy as well as syntactic dependencies. For annotating roles, we defined 25 semantic roles associated with surface case markers that can be used to derive semantic structures directly from syntactic ones. In addition, we used more than 120,000 entries of thesaurus to specify concept markers of noun complements, and also used 47 and 17 predicate patterns for verbs and adjectives, respectively, to express dependency relation between predicates and their complements. Using a full-fledged thesaurus for specifying concept markers makes it possible to build an effective selectional restriction mechanism coupled with the subcategorization dictionary, and using the standard predicate patterns for specifying dependency relations makes it possible to avoid inconsistency in the results and to reduce the costs for constructing the dictionary. On the bases of these, we built a Korean subcategorization dictionary for frequently used 13,000 predicates found in corpora with the aid of a tool specially designed to support this task. An experimental result shows that this dictionary can provide 72.7% of predicates in corpora with appropriate subcategorization information.

VoiceXML Dialog System Based on RSS for Contents Syndication (콘텐츠 배급을 위한 RSS 기반의 VoiceXML 다이얼로그 시스템)

  • This paper suggests prototype of dialog system combining VXML(VoiceXML) that is the W3C's standard XML format for specifying interactive voice dialogues between human and computer, and RSS(RDF Site Summary or Really Simple Syndication) that is representative technology of semantic web for syndication and subscription of updated web-contents. Merits of the proposed system are as following: 1) It is a new method that recognize spoken contents using ire and wireless telephone networks and then provide contents to user via STT(Speech-to-Text) and TTS(Text-to-Speech) instead of traditional method using web only. 2) It can apply advantage of RSS that subscription of updated contents is converted to VXML without modifying traditional method to provide RSS service, 3) In terms of users, it can reduce restriction on time-spate in search of contents that is provided by RSS because it uses ire and wireless telephone networks, not internet environment. 4) In terms of information provider, it does not need special component for syndication of the newest contents using speech recognition and synthesis technology. We implemented a news service system using VXML and RSS for performance evaluation of the proposed system. In experiment results, we estimated the response time and the speech recognition rate in subscription and search of actuality contents, and confirmed that the proposed system can provide contents those are provided using RSS Feed.

A Study of Separation Mechanism in Ball Type Separated Bolt (볼타입 분리볼트의 분리현상 연구)

  • Launching tube is a kind of case to protect the guided weapons from external environments and conducted as a guide when they are fired. The guided weapons have been firmly kept at the launching tube and transferred, and would be separated at the required time when they are fired To meet the aim, it has been used explosive bolts which are reliable and efficient mechanical fastening devices having the special feature of a built-in release. The disadvantage of explosive bolt lies in that it is based on the high explosive effect of a pyrotechnic charge. When the explosive bolt is ignited, there are some bad effects; a flame, fragments and pyro-shock. Because of these bad effects there are many restriction to use bolt as joining devices to precision guided weapons. To solve these problems, the aim of the present work is to invent the ball-type separation bolt which is a pyrotechnically releasable mechanical linking device for two mechanical elements that does not suffer from such drawbacks. A standard pressure cartridge can moreover be easily integrated inside the device according to the present work and this with no modification to its structure. The present work was represented quantitatively the margin of separation safety and analysed separation mechanism in ball type separating bolt to perform the dynamic separation test.
