Reservoir Operation by Variable Restricted Water Level during Flood Period (홍수기중 가변제한수위에 의한 저수지 운영)

  • For optimal reservoir operation during flood period, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. The purpose of this study is to decide the restricted water level of the reservoir during flood period specially to meet water demand in non-flood period. The optimal policy is derived by reallocation of storage capacity through the application of variable restricted water level(VRWL) and minimum required water level(MRWL) for shorter intervals. This study also suggests water level dconditions to secure conservation storage capacity at the end of the flood period estimated by reservoir operation study. This paper illustrates an application of the Daecheong Dam and Chungju Dam respectively during flood and the results are reviewed.

  • When flood control storage lacks for the reservoir operation of multipurpose dams during flood period, the additional flood control storage should be considered for the flexible use of limited storage capacity. Flood period is divided by meteorological characteristics in this study and the water levels for water demand and flood control are investigated for the divided flood period. Based on the investigations, we suggest the variable restricted water level(VRWL) from the considerations of water conservation and flood control which can determine dam operating water level during flood period. This paper presents an application of the methodology to determination of the VRWL during flood period at the Taechong Dam and the results are discussed.

Wave Field Near a Vessel in Restricted Waterway

  • Shipwaves can have harmful effects on people who are using riverside and cause bank erosion, bank structures destruction in restricted waterways. The wave field near a vessel is consisted of a combination of a primary and secondary wave system in a shallow or restricted waterway. The water level depression(squat) and return current beside the hull are called the primary wave system. The secondary wave system, that is the wave height originates from a local disturbance point such as the bow of the ship. This study aims at investigating the characteristics of the wave field around a vessel in a restricted water in relation to navigation experimentally and theoretically. The return current and squat with a correction factor can be newly evaluated and the almost same high-sized wave heights take place on the whole waterway in a restricted water without regard to the distance from the sailing line.

  • The progressive contamination of water resulted from man's activity and the use of fertilizers is not restricted only to surface water, but also the shallow groundwater is affected. This type of groundwater contamination is mainly restricted to areas composed of permeable, nonconsolidated sediments forming a shallow aquifer. The chloride and the sulfate resulted from man's activity and the use of fertilizers were measured to study the variations of the groundwater contamination. In general, (1) When water level rises, the rate of groundwater contamination becomes less and when water level declines, the rate of contamination is increased. (2) The highly contaminated season is the early-summer and the less contaminated season is the winter or after rainy season. (3) The groundwater in weathering zone without covering layer. (4) The degree of contamination of wells is increased with the increase of well depth and lowing the water table, because of increasing contaminated water from enlargement of the area of influence of the well.

  • Peace dam constructed against the water attack had stopped in the first step, linked with Hwacheon dam through bypass tunnels and had an effect of flood surcharging in its pocket on Hwacheon dam downstream. To study the utility of Peace dam, the flood control effects of Peace dam and the restricted water level (RWL) in Hwacheon dam were reviewed and identified with operating Hwacheon dam system. Analysing the results the ideas of expanding the usability of the water resources in Hwacheon dam system were suggested. To do that, the criteria and the model of reservoir operation were established frist and the optimization of the operation have done. Based on the results the performance of the optimization was evaluated as an reference coefficient with relative value of the registered data to the optimized. And examining several alternatives for the RWL in Hwacheon reservoir operation made more feasible RWL suggested. And its economic benefit was also reckoned.

Change in Carbohydrate Concentration in Kiwifruit (Actinidia deliciosa) while Fruit Growth Was Restricted (참다래 과실의 생장 억제에 따른 과실 생장기의 탄수화물의 농도변화)

  • Sugar concentration, starch concentration, water content, and dry weight in fruit tissue of kiwifruit (Actinidia deliciosa) were investigated when the fruit growth was being restricted with ø43 mm and ø52 mm acrylic sleeves. Fruit fresh weight, dry weight, and water content of both the sleeve treatment fruits did not increase as much as those of control fruit did. The water content stopped increasing for treatment fruit of acrylic sleeves at fruit growth stage III. The total sugar concentration suddenly increased and then decreased to the level of control fruit in both acrylic sleeve treated fruit. At that time, starch concentration was not shown to be lower tendency than that of the control fruit, and dry matter percentage was not different between treatment fruit and control fruit. Therefore, the total sugar concentration increment at the growing fruit restricted with acrylic sleeves may be effective for water content decrement in fruit tissue.

  • HEC-ResSim, reservoir operation model, is applied to Seomjin river dam in order to establish a rational method for water supply and flood control by dam operation. In order to minimize downstream flood damage for Seomjin river basin and adjacent regions, reservoir routing is applied to several frequency flood events within the framework of rainy seasonal operation rule and then the characteristics change of hydrological behavior for the downstream of study area is investigated in depth. Its quantitative efficiency and estimation method is evaluated on the basis of the adjustment scheme of conservation water surface elevation for flood control and water secure; reservoir routing considering preliminary release and variable restricted water level; and its effect to water supply; and downstream flood-duration analysis.

A Study on Recognition of the Primary and the Secondary School Teachers on Water Environment Education (물 환경 교육에 대한 초.중등교사의 인식 연구)

  • The purpose of this research is to find out teachers' understanding and recognition about the water and the water environment education and to suggest the strategies of water education at school based on survey results. Results of the study are as follows: First, teachers had high level of water related knowledge and awareness about importance of the water environment education. However, they showed low level of environment educational efforts and environment protection behaviour in daily life. Second, they had a little chance to have the educational training for the water environment education. Third, the water environment education at schools has been made in very restricted areas such as water related scientific knowledge and water pollution. Fourth, teachers pointed out the biggest obstacle for the water environment education would be the lack of teaching materials and the second biggest one was the lack of educational facilities at schools. Based on the survey results, it was found out that in order to improve the water environment education at schools, substantial research by the teachers shall be implemented for all teachers of every subject to build up their capacity in adapting the water education to their subjects.

Effects of Soil, Water Level and Shading on Growth of Acorus calamus var. angustatus (토양과 수위 및 차광의 차이가 창포(Acorus calamus var. angustatus)의 생육에 미치는 영향)

  • This study was carried out to analyze effects of soil, water level and shading on growth of sweet flag(Acorus calamus var. angustatus). Three types of soil were used, which included sandy, silty loam and paddy loam soil. Three levels of shading were applied in the experiment: no shading, 55% shading and 75% shading. The water levels were also adjusted to three levels in the experiment. The results are summarized as follows; 1. The cultivation of sweet flag in sandy soil with low water level resulted in decreased fresh weight compared to that at planting. This result indicates that the water level should be maintained higher than the soil surface for sweet flag growth in sandy soil. 2. 5 out of 72 sweet flags died in paddy loam soil. Water saturation of soil easily reduced paddy loam soil, and root growth of sweet flags in reduced soil condition were restricted, resulting in the dead plants. 3. The growth of sweet flag in paddy loam soil was worse than those in silty loam, indicating that reduced soil conditions in paddy loam is harmful to root growth. In planting sweet flags in paddy loam, improved soil aeration in paddy loam soil is necessary for good growth of sweet flag. 4. The maintaining of high water levels is better than that of low water levels in sweet flag cultivation. During winter, soil near the water surface froze and sweet flags in frozen soil were stressed physiologically. Maintaining high water levels prevents soil from being frozen which is good for the growth of sweet flags. 5. There was not significant difference in the growth of the sweet flag between non-shading and 55% shading. It thus appears that sweet flags can grow soundly under shading rate lower than 55%.

Analysis of flood control effect by applying variable restricted water level on rehabilitated agricultural reservoir (둑높이기 저수지의 가변 홍수기 제한수위 적용에 따른 홍수조절효과 분석)

  • 농업용저수지는 이수 목적으로 비홍수기 농업용수 공급을 위한 용수 확보를 주요 목적으로 하고 있다. 한편, 농업용저수지가 홍수조절능력 또한 지니고 있음이 다수의 연구를 통해 제기되고 있으며, 이에 치수 목적으로 홍수기 홍수피해 저감을 위한 치수 대책 또한 수립할 필요가 있다. 현재 우리나라 농업용저수지의 홍수기 운영은 제한수위 방식을 기준으로 하되 필요에 따라 예비방류를 허용하는 조합 형태를 취하고 있다. 이러한 운영 방식은 홍수기 이후 상시만수위로 복귀하지 못하면 해당 년도 잔여 비홍수기 혹은 다음 년도 영농 시작 시기의 농업용수 공급에 차질이 생길 수 있다는 문제점이 있다. 따라서 홍수기 농업용저수지의 운영은 홍수조절과 함께 상시만수 위로의 복귀를 동시에 고려하여 이루어질 필요가 있다. 가변 홍수기 제한수위 (Variable Restricted Water Level, VRWL) 방식은 홍수 발생빈도와 규모를 고려하여 단위기간별 (일별 혹은 순별) 제한수위를 차등 부여하는 방식으로, 한정된 저수공간의 효율적 재할당에 따라 이수와 치수의 효율을 증대시키는 방안이 될 수 있다. 따라서 본 연구에서는 농업용저수지를 대상으로 저수지 유입량 빈도해석을 수행하고 순별 가변 홍수기 제한수위를 산정한 후 가변 홍수기 제한수위 적용에 따른 홍수조절효과를 평가하고자 한다. 연구대상지는 전국 110개 둑높이기 농업용저수지 중 가능최대홍수량 대상저수지 (유역면적 2,500 ha 이상, 총 저수량 500만 톤 이상) 12개소로 선정하였고, 저수지별 기상자료와 지형자료를 구축하였다. 저수지 유입량 모의를 위하여 장기유출량 산정 모형인 TANK를 이용하였으며, 구축된 저수지 유입량 자료를 토대로 순별 유입량 빈도해석을 수행하고 홍수기 저수지 유입량의 이론적 확률분포형을 선정하였다. 선정된 확률분포형을 토대로 초과확률 10%에 따른 순별 저수지 수위로서 가변 홍수기 제한수위를 산정하였다. 산정된 가변홍수기 제한수위 적용 효과를 분석하기 위하여 홍수조절용량을 산정하였고, 유역비 홍수량을 지표로 하여 홍수조절능력을 평가하였다. 향후 본 연구의 결과는 둑높이기 농업용저수지의 홍수기 제한수위 설정 및 관리, 운영 지침 개선에 있어 기초자료로 활용할 수 있을 것으로 사료된다.
