This paper introduces the Cheonggye-cheon restoration project. The restoration project aims to revive the 600-year-old city of Seoul by recovering the historical heritage, guaranteeing safety from the deteriorated covering structures, creating the environment-friendly space, and revitalizing the neglected city centers. In order to understand the current hydrological cycle of the Chenggye-cheon watershed, the annual water balance of the region was calculated using the observed data including precipitation, runoff, water supply and sewage, and the changes in the groundwater level. The $2001{\sim}2002$ data were used to calibrate the WEP, and the $2003{\sim}2004$ data were used to verify the WEP. The calibration and validation results for the flood hydrograph how a reasonable value (at Majanggyo station, the R2 for the calibration period was 0.9, and that for the validation period was 0.7). According to the annual water balance of the Cheonggye-cheon watershed for 2004, the amount of surface runoff, infiltration, and evapotranspiration was 1,097mm, 216mm and 382mm, respectively, for an annual precipitation of 1,499mm. The application results from WEP, a distributed hydrological model, provide more detailed information of the watershed, and the model will be useful for improving the hydrological cycle in urban watershed.
The purpose of this study is to monitor the long-term vegetation change of the village complementary forest after restoration. Based on the monitoring in 2010, six years after the restoration project in 2004, the monitoring of the complementary forest in Dubang village in 2019 after 9 years was conducted. This study identifies the change of species diversity and structure, growth, vegetation coverage, structural quality etc. and succession through long-term monitoring. For this, field survey was conducted in 2003 and 2010, 2019. The results demonstrate significant increase of species diversity and multi-layer structure and progress of natural succession. Overall, Part I is considered to be a quasi-natural complementary village forest, which has a natural balance between natural vegetation that have remained in nature for a long time and anthropogenic vegetation, revealing the coexistence of nature and humanity. It means ecological structure and function have improved. Part II should be restored to the lost part and adaptive management rather than excessive management should be carried out to leave natural succession.
이 연구는 채석장의 실태조사를 통하여 토석채취 후 합리적이고도 완벽한 복구를 실시하기 위한 기초 자료를 제공하기 위하여 전국의 18개 토석채취장을 대상으로 조사한 결과는 다음과 같다. 농어촌정비사업에 따른 토석 채취 후 산지복구지는 대부분 조경적 녹화가 이루어지고 있다. 또한 복구공사 후 유지관리가 이루어지지 않아 식재한 나무가 고사하거나 비탈면녹화가 제대로 되지 않아 여름철에는 강우에 의한 표층토양의 유실 및 붕괴로 이어지고, 복구녹화공사를 실시한 비탈면은 황폐화되고 있는 실정이다. 따라서 자연친화적이고 완벽한 복구녹화공사를 실시하기 위해서는 비탈면녹화를 실시하기 전에 현장의 토질특성, 지질특성 등에 대해서 조사하고 그곳에 적합한 복구공법에 대하여 면밀히 검토해야 한다. 아울러 계획된 복구공법의 적용에 있어서도 복구비를 절감할 수 있는 공법의 적용이 필요하다. 조사 결과 토석채취지의 경우 토질이 토사질 또는 리핑암, 풍화토가 대부분으로 이러한 지역은 복구녹화가 완벽하게 이루어질 수 있는 조건이 되므로 여기에 적용하는 공법도 가능하면 간단하면서도 복구녹화가 충분히 될 수 있는 공법의 선정이 중요하다. 아울러 복구녹화계획 및 검토시에는 반드시 산지복구를 전공으로 하는 전문가의 의견을 청취함으로써 그 지역에 가장 적합한 복구녹화공법의 선정 및 완벽한 복구녹화가 가능하게 될 것으로 사료된다.
With characteristics of river continuum, stream ecosystems have diverse components and environments from upstream channel to estuarine area. Therefore, the habitat requirements and composition of conservative object should be well understood before applying any improvement measure. In this paper, the causes of stream habitat changes were first illustrated with the categories and principles of habitat restoration methods. The structural restoration techniques of fish habitat improvement utilized by the authors or one three-year research project starting at 1990 were then presented. Through the introductions on the project background, planning guidelines, structure design, and ecological evaluation, this paper tried to provide some effective examples of stream restoration practices that ecological expert was invited for cooperation and advising.
청계천 복원공사 전(2003) 중(2004) 후(2005)의 수질과 식물 및 식생모니터링결과 청계천의 수질등급은 공사 전에는 $BOD_5$가 평균 51.1mg/L로서 등급 외이었으나, 공사 후에 한강수와 지하철 역사의 물이 공급되면서 $BOD_5$가 3.3mg/L로 낮아져 수질이 3등급으로 향상되었다. 식물의 경우는 공사 전에 총 121종에서 공사후에 132종으로 다소 증가하였다. 특히 다년초의 비율이 공사 전 24.8%에서 공사 후 35.6%로 증가되었으며, 갈대군락과 잔디군락이 도입식생으로 관찰되었다. 그러나 공사구간은 공사 전 우점 군락이었던 식생보전등급 1인 환삼덩굴과 망초군락이 여전히 우세하여 식물의 생태성은 공사전과 후의 변화가 크지 않았다. 또한 이 같은 조사내용을 비교대상구간과 비교하면 비교대상구간의 수질은 $BOD_5$ 0.8mg/L인 1등급으로 공사구간보다 양호하고, 식물종수도 154종으로 공사구간보다 다양할 뿐 아니라 귀화식물의 비율은 13%로서 공사구간의 28.8%보다 낮았다. 따라서 현재까지는 공사구간이 비교대상구간보다 생태적으로 떨어지는 것으로 평가된다. 그러나 하천복원이란 장기적이며 복합적인 과정으로서 본 연구 에서와 같은 단기조사만으로 복원의 효과성을 논할 수 없으며, 앞으로 장기간에 걸친 다른 주요항목에 대한조사도 병행되어야만 청계천 복원의 효과성을 검증할 수 있을 것이라고 사료된다.
생태복원은 문제가 있는 생태적 공간을 진단하고, 온전한 자연을 분석하여 얻은 정보를 바탕으로 훼손된 생태계를 치유하여 본래의 모습과 유사한 건강한 모습으로 되돌려놓는 생태기술이다. 성공적인 복원을 이루기 위해서는 일련의 절차를 존중하여 사업이 추진되어야 한다. 그러나 국내에서 진행되는 복원사업은 진단평가에 관계없이 적극적인 복원 위주로 추진하여 비용과 에너지를 낭비하고 효과는 크지 않다. 대조생태정보가 활용되지 않아 훼손된 자연을 되돌리기 위한 생태복원이 자연의 모습과 크게 다른 모습을 연출하며 또 다른 훼손을 유발하고 있다. 복원효과가 평가되지 않아 성공여부를 판단할 수 없어 사업이 계속되어도 발전이 없고 효과도 없다. 그러나 선진사회는 이러한 절차를 존중하여 학문적 진전을 이루어낸 것은 물론 생태복원이 하나의 산업으로 자리 잡아 환경을 개선하는 것은 물론 경제적 측면에서도 큰 효과를 거두고 있다. 따라서 국제사회는 생태복원을 기후변화를 비롯해 지구적 차원의 환경문제를 해결할 수 있는 중요한 수단으로 인식하여 국제기구가 중심이 되어 상처입은 지구를 치료하기 위한 사업을 활발하게 추진해 나가고 있다. 그러나 국내에서 추진된 복원사업은 효과 평가 결과 대부분 수준 이하로 평가되었다. 그럼에도 불구하고 이러한 수준을 향상시키는데 중요한 기여를 할 수 있는 생태복원을 하나의 새로운 산업으로 정립하기 위한 계획을 수준 낮은 사업을 주도해 온 당사자들이 가로막고 있어 문제를 더욱 악화시키고 있다. 이러한 문제를 해결하기 위해 사전과 사후로 구분하여 엄정하고 바른 사업 평가 제도를 도입하여 불량사업을 걸러낼 필요가 있다. 나아가 생태복원을 하나의 산업으로 신설하여 그 과정을 시장의 원리에 맡길 필요가 있다.
Ecological restoration aims to reverse the degradation of ecosystems that occurred as humans have affected landscapes. This study was conducted in part of a larger project to develop participatory ecological restoration procedures for disturbed areas in Baigdoodaegahn which is a major mountain range in the Korean Peninsula. The case of alpine farmland at Kangwon-do was selected to apply the theoretical framework of participatory restoration since the nutrient contents in alpine solid under vegetable cultivation degrade water quality in the watershed while farmers in the region are economically struggling due to imports of vegetables from China. The reciprocal model of restoration was applied to cope with interactions between human and ecosystem needs in ecological restoration. A series of environmental education and eco-tourism programs were developed and incorporated into the participatory restoration project to rebuild social-cultural aspects of the community as well as to restore the biophysically disturbed area while meeting both ecological needs and human needs. This study suggests that participatory projects will be more successful when experts support the local residents and citizens in restoration process, when leadership are developed through social learning, and when ecological, financial and social factors of restoration are integratedly considered.
본 연구는 지리산국립공원 심원계곡 생태경관 복원공사지역의 모니터링 결과를 분석하여 체계적인 복원관리를 도모할 수 있는 기초자료를 확보하는데 그 목적이 있다. 복원사업이 완료된 2017년도에 식생 모니터링을 위한 조사구 12개소와 대조구 4개소를 설치하였고, 2017년과 2020년의 상대우점치, 종다양도지수, 유사도 등의 변화를 분석하였다. 복원사업 시 수목이 식재되었던 조사구는 종다양도지수가 0~1.4552로 나타났고, 대조구와의 유사도지수에서는 1개 조사구가 1.32%로 분석된 것을 제외하고 모두 0%로 나타났다. 조사구의 종다양도지수 및 유사도지수가 매우 낮은 것은 복원사업 시 식재된 수목이 고사하거나 멧돼지 피해, 유수에 의한 침식으로 유실되는 등의 영향으로 판단되었다. 반면 복원사업 시 수목이 식재되지 않은 미식재 조사구는 종다양도지수가 0.9538~2.3222로 나타났고, 유사도지수는 최대 8.33%까지 분석되었다. 국립공원 생태경관 복원공사지역의 복원 공법 개발을 위한 장기 모니터링과, 미식재 조사구의 천이과정을 분석하는 지속적인 연구가 필요하다.
Restoration ecology is undergoing rapid growth as academic field over the last 15 years. The specification of goals for restoration projects is frequently described as the most important component of a project. The endeavor for universal development of goals for ecological restoration continues to generate many discussion and controversy. I discuss the importance of restoration goals and diverse roots of restoration ecology, and show how the complex lineages within restoration ecology. I review the three major theme that currently are used to develop the restoration goals : restoration of species, restoration of whole ecosystem or landscapes, and the restoration of ecosystem services. Restoration ecology, landscape ecology and conservation biology share goals to conserve biodiversity, but differ in focus of approach. I review the differences among three fields. Conservation biology has been more zoological, more descriptive, and theoretical, and more emphasized the population and genetic research. However, restoration ecology has been more plant ecological, more experimental, and emphasized the community and plant succession. Landscape ecology has emphasized the interaction of ecosystem and dispersal among populations. I suggest the integration of restoration ecology, landscape ecology and conservation biology. For example, conservation biology will contribute to the preservation of original habitats by population study, restoration ecology will contribute to regenerate damaged ecosystem and ex situ preservation, and landscape ecology will contribute to restoration of population and landscape.

Change Orders generally impact cost and schedule performance of highway projects. However, highway projects that do not have any change orders also face cost growth and schedule delays. This study seeks to determine the cost and schedule performance of Texas DOT projects by collecting project data for 120 highway projects completed between 2016 to 2020. For the study, we selected project data that has zero or negative change orders which were then grouped and analyzed based on their Project Types i.e., maintenance works; structural works; restoration and rehabilitation works; and safety works. The study found that performance of Maintenance and Safety type projects had less cost and schedule growth among the data analyzed. Statistical tests also found that even though the projects have no change orders, Rehabilitation and Restoration type projects experienced significant schedule growth compared to others. However, the data did not show any significant cost and schedule growth for the projects when statistical tests were performed on overall data. The study concluded that highway projects are experiencing schedule growth even though the projects had no change orders. Results from the study can help planners, engineers, and administrators to gain better insight on how different types of highway projects are performing in terms of cost and schedule and eventually derive appropriate solutions to minimize cost and schedule growth in such projects.
