  • In this study, 3-D object recognition and restoration independent of the object translation for automotive kind recognition in parking administration system using an ultrasonic sensor array, neural networks and invariant moments are presented. Using invariant moment vectors of the acquired data 16$\times$8 pixels, 3-D objects could be classified by SCL (Simple Competitive Learning) neural networks. Modified SCL neural networks using the 16$\times$8 low resolution image was used for object restoration of 32$\times$32 high resolution image. Invariant moment vectors kept constant independent of the object translation. The recognition rates for the training and the testing data were 98[%] and 95[%], respectively. The experimental results have shown that ultrasonic sensor array with the neural networks could be applied for the detection of the automobiles and classification of the automotive kind.

  • Background: The relationship between the size of bullae and pneumothorax recurrence is controversial. The aim of this study was to retrospectively evaluate the role of blebs or bullae in predicting ipsilateral recurrence in young patients experiencing their first episode of primary spontaneous pneumothorax (PSP) who underwent conservative treatment. Methods: A total of 299 cases of first-episode PSP were analyzed. The status of blebs or bullae was reviewed on high-resolution computed tomography (HRCT). The dystrophic severity score (DSS; range, 0 to 6 points) was calculated based on HRCT. Results: The 5-year recurrence rate was 38.2%. In univariate analysis, age (<20 years), body mass index (<$20kg/m^2$), a unilateral lesion, and intermediate risk (DSS 4 and 5) were associated with recurrence. Sex; smoking history; and the presence, number, and maximal size of blebs or bullae were not related to recurrence. In Cox regression, age and intermediate risk were independent risk factors for recurrence. High risk (DDS 6) was not an independent risk factor. Conclusion: The presence, number, and size of blebs or bullae did not affect ipsilateral recurrence. DSS failed to show a positive correlation between severity and recurrence. The decision to perform surgery in patients experiencing their first episode of PSP should not be determined by the severity of blebs and bullae.

  • Recent discovery of an Io-related feature in Jupiter's auroral regions prompted us to search for an or multiplet at $1304{\AA}$ in IUE aurora spectra. In three independent IUE spectra taken on January 18, 1981, we found an emission structure at $1304{\AA}$, with a signal-to-noise of about three. If the structure is due to the OI emission, then it is a direct evidence of oxygen ion precipitation, which may originate from Io and Io torus. The emission rates of the $H_2$ band systems and the or multiplet are about 50 kR and 150 R, respectively. We have constructed high resolution model spectra with the estimated emission rates of $H_2$, OI and SI for the Goddard High Resolution Spectrograph (GHRS) onboard the Hubble Space Telescope. The model spectra clearly show the or and SI mulitplets separated from crowded $H_2$ Lyman and Werner band lines, and therefore it is promising to detect the OI and SI multiplets with the GHRS. Given the possibility that the lo-related feature may be caused by ion precipitations from the Io flux tube, it is likely that the OI emission may be detected in the footprint area of the IO flux tube.

  • During the last years it became more and more difficult to deal with environmental conflicts using traditional political instruments in industrialized countries. One reason for the occurring problems might be the citizens' awareness of scarceness of nature. Another reason might be the changing legislation with the introduction of the environmental impact assessment (EIA) as an integral part of a project's licensing procedure. The EIA offers new possibilities for citizens to interfere in decision processes and to obstruct projects. The changing situation requires new instruments for conflict solving. Mediation may be considered an alternative or completion to the traditional political instruments. It is a systematic strategy for conflict treatment and. with the support of an independent mediator, allows to reach an agreement among all parties involved. Mediation may be introduced in the EIA One possibility offers the scoping date, which, if the participation of the public is assured, might avoid heavy disputes in the further process. Another connection between the instrument of mediation and the EIA could be the use of the environmental impact study (EIS) as information background for a mediation process. EIA would then be source of information about all environmental aspects. Thus the role of EIA would be extended to being a part of conflict analysis in the alternative dispute resolution process.

  • In this paper, a motion-based ROI extraction algorithm from a high resolution fisheye image is proposed for multi-view monitoring systems. Lately fisheye cameras are widely used because of the wide angle-of-view and they basically provide a lens correction functionality as well as various viewing modes. However, since the distortion-free angle of conventional algorithms is quite narrow due to the severe distortion ratio, there are lots of unintentional dead areas and they require much computation time in finding undistorted coordinates. Thus, the proposed algorithm adopts an image decimation and a motion detection methods, that can extract the undistorted ROI image with a standard angle-of-view for the fast and intelligent surveillance system. In addition, a mesh-type ROI is presented to reduce the lens correction time, so that this independent ROI scheme can parallelize and maximize the processor's utilization.

  • Three main important sources for establishing GIS are the orthomap in scale 1:5 000 with Ground Sampling Distance of 0,5m; DEM/DTM data with height error of ${\pm}$1,0m and topographic map in scale 1: 10 000. The new era with Very High Resolution Satellite (VHRS) images as IKONOS, QuickBird, EROS, OrbView and other ones having Ground Sampling Distance (GSD) even lower than 1m has been in potential for producing orthomap in large scale 1:5 000, to update existing maps, to compile general-purpose or thematic maps and for GIS. The accuracy of orthomap generated from VHRS image affects strongly on GIS reliability. Nevertheless, orthomap accuracy taken from VHRS image is at first dependent on chosen sensor geometrical models. This paper presents, at fist, theoretical basic of the Rational Polynomial Coefficient (RPC) model installed in the commercial ImageStation Systems, realized for orthorectifying VHRS images. The RPC model of VHRS image is a replacement camera mode that represents the indirect relation between terrain and its image acquired on the flight orbit. At the end of this paper the practical accuracies of IKONOS and QuickBird image orthorectified by RPC model on Canadian PCI Geomatica System have been presented. They are important indication for practical application of producing digital orthomaps.

  • This study modified the Parameter-elevation Regression on Independent Slopes Model (PRISM) and investigated the applicability of the modified model (M-PRISM) in estimating $1km{\times}1km$ gridded daily precipitation over South Korea. The model parameters of M-PRISM were estimated by regression curves and were validated using the Jackknife method at the Korean Meteorological Administration (KMA) stations. The results indicate that M-RPISM shows better performance in estimating the frequency of daily precipitation than PRISM while M-PRISM has similar performance to PRISM in estimating the daily precipitation amount. Thus the M-PRISM model proposed in this study can be very useful to estimate high resolution daily precipitation.

  • The spectroscopic properties of bright extragalactic planetary nebulae are reviewed, considering primarily their chemical abundances and their internal kinematics. Low-resolution spectroscopy is used to investigate how the precursor stars of bright planetary nebulae modify their original composition through nucleosynthesis and dredge up. At present, the evidence indicates that oxygen and neon abundances usually remain unchanged, helium abundances are typically enhanced by less than 50%, while nitrogen enhancements span a very wide range. Interpreting these changes in terms of the masses of their progenitor stars implies that the progenitor stars typically have masses or order $1.5M_{\bigodot}$ or less, though no models satisfactorily explain the nitrogen enrichment. High-resolution spectroscopy is used to study the internal kinematics of bright planetary nebulae in Local Group galaxies. At first sight, the expansion velocities are remarkably uniform, with a typical expansion velocity of 18 km/s and a range of 8-28 km/s, independent of the progenitor stellar population. Upon closer examination, bright planetary nebulae in the bulge of M31 expand slightly faster than their counterparts in M31's disk, a result that may extend generally to the planetary nebulae arising from old and young stellar populations. There are no very strong correlations between expansion velocity and global nebular properties, except that there are no large expansion velocities at the highest $H{\beta}$ luminosities (i.e., the youngest objects never expand rapidly). These results independently suggest that bright planetary nebulae arise from a similar mass range in all galaxies. Nonetheless, there are good reasons to believe that bright planetary nebulae do not arise from identical progenitor stars in all galaxies.

  • Real-Time Kinematic GPS positioning is widely used for many applications.Resolving ambiguities is the key to precise positioning. Integer ambiguity resolution isthe process of resolving the unknown cycle ambiguities of double difference carrierphase data as integers. Two important issues of resolving are efficiency andreliability. In the conventional search techniques, we generally used chi-squarerandom variables for decision variables. Mathematically, a chi-square random variableis the sum of mutually independent, squared zero-mean unit-variance normal(Gaussian) random variables. With this base knowledge, we can separate decisionvariables to several normal random variables. We showed it with related equationsand conceptual diagrams. With this separation, we can improve the computationalefficiency of the process without losing the needed performance. If we averageseparated normal random variables sequentially, averaged values are also normalrandom variables. So we can use them as decision variables, which prevent from asudden increase of some decision variable. With the method using averaged decisionvalues, we can get the solution more quicklv and more reliably. To verify the performance of our proposed algorithm, we conducted simulations. We used some visual diagrams that are useful for intuitional approach. We analyzedthe performance of the proposed algorithm and compared it to the conventionalmethods.

  • According to increase of Franchise Agreements, troubles related to those agreements and trading acts occur frequently. As Franchise system had come from Western countries, franchise agreement troubles tend to international disputes. In fact, those parties entered into a franchise agreement prefer arbitration to lawsuit as a dispute resolution system because arbitration is easy to risk-management for cost and time. The essential conditions for Franchise agreements are as follows ; for Franchise to grant Intellectual Properties to Franchisee, to give an impression of the same company between Franchise and Franchisee, to control and support Franchisee, for Franchisee to be an independent merchant, and to pay Franchiser license fee. Because Franchise Agreement is also based on liberty of contract, Franchise and Franchisee could enter into any kind of agreement. However, Franchiser can make an unfair agreement abusing a position of advantage. This paper check those unfair terms and conditions in Franchise agreement. Once they enter into an agreement, they should fulfil their contract. In case of trouble on performing the contract, both of them have to discuss to solve that trouble faithfully. But, they enter into either lawsuit or arbitration in accordance with agreement when they can't reach a decision in general. Specially, which is the most popular dispute resolution hands in case of Intellectual Property License agreement. General international Franchise Agreements have arbitration terms, but there is other case such as separate Arbitration Agreement if the want, which is separate from Franchise License agreement, so even though Franchise License agreement is invalidated, Arbitration agreement continues to exist, This paper reviews Franchise system and the terms of arbitration in Franchise agreement.
