The article deals with problems of innovation development on a network basis, which require effective mechanisms of innovation communications. In research the organizational aspects of ICT infrastructure development for innovation networks sustainable development based on cooperative marketing principles is considered. The proposed research idea is based on the idea that ICT implementation is based not only on the operational approach for innovation management as a factor of efficiency of internal communications, but also on knowledge economy and post-industrial economy trends. Therefore, the purpose of study is to develop an ICT model of innovation infrastructure to improve its effectiveness (strategic character) and efficiency (operative character) through increasing the efficiency of network communication interactions. Creation of information space and communication tools to support innovation network sustainable development and cooperation activities in research is proposed to be solved with the help of specialized ICT platform. It is shown, that ICT platform of innovation cooperation innovation network is important tool for common work of participants. ICT platform is considered as an integrated information system designed to automate business processes related to the sustainable development of innovation network, segment management and integration with HEI information systems and industrial cooperation. The main factors that determine the need to use a special ICT platform for innovation network cooperation were considered. The main issues of concurrent engineering (C-technology) application in high-technology industries and innovation cooperation for integrated product development were studied.
In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. The progress of digital revolution leads to technology and industry infusion which make new products and new commodity markets in the existing industries. Under the circumstance of new innovation patterns in industries and globalization of the world, innovation firms adapt different evolution processes for different business situations. Technological innovation enhances the competitiveness of fins in the business world. This paper shows the researches on technological innovation which make constant economy growth in the knowledge based economy. And this paper also suggests the policy on technological innovation for the future growth of society. Main focus of this paper are as follows. First, the theoretical survey on technological innovation is reviewed. Second, the program and the supporting system for technological innovation in the USA and Europe are investigated. Third, the situation and problems of Korea is analysed. Fourth, strategy and suggestions on the development of technological innovation in the 21st century knowledge based economy is suggested through the window of cluster and regional economy development.
In year 2003, the Daedeok Science Town(DST) has celebrated its 30 years of anniversary and achievement in science and technology development. However, there is a criticism that DST has not played its expected role in Korea's National Innovation System. Recognizing this criticism, the development of DST was evaluated in the perspective of innovation cluster. The research shows that DST has been following the downstream path of evolution - from S&T development to business development - and is in the early stage of R&D-driven Innovation Cluster. Not only the development factors of DST innovation cluster were identified but the DST was compared with other internationally recognized innovation clusters. Finally, it is suggested that the business related functions should receive due attention in innovation cluster policy.
Purpose - This paper is an empirical investigation of the mediation effect of innovation activity in industry transformation considering the relationship between the semiconductor industry and high-quality economic development. The research questions are whether the semiconductor industry drives high-quality economic development and if so, what is the semiconductor industry's role in high-quality development? We found that the semiconductor industry has clearly improved the quality of economic development, and its comparative advantage has significantly increased per capita national incomes. Furthermore, innovation activity proved to be an intermediary factor for the semiconductor industry to promote high-quality economic development. The world economy should aim to reasonably develop the international semiconductor industry and cultivate innovation markets. Design/methodology - Our empirical model considers the relationship between the semiconductor industry, innovation activity, and high-quality economic development. We constructed an analysis framework based on data from 199 World Bank economies between 1995 and 2019, and we used a mediation effect method to calculate the total effect of the semiconductor industry on promoting high-quality economic development, the indirect effect of the semiconductor industry on promoting innovation activity, and the mediation effect of these innovation activities on the promotion of high-quality economic development. Findings - The results show that the semiconductor industry has significantly promoted high-quality economic development. This is true even after the robustness test of grouping and alternative variables was applied. An analysis of the mechanism shows that promoting patents, scientific research, efficient government, and urban management innovation are important mechanisms for the semiconductor industry to release high-quality development dividends. Originality/value - Although it has been shown that specific industries like semiconductors can affect high-quality economic development through industrial upgrading, few researchers have attempted to empirically test the impact of the semiconductor industry on high-quality economic development. In this paper, we use a mediation effect model, alternative variables and a grouping test to find the internal mechanisms of the comparative advantage of the semiconductor industry in high-quality economic development from the perspective of innovation activity.
The Schumpeterian process of "creative destruction", associated with the emergence and diffusion of new radical, so-called "general purpose" technologies, has throughout history impacted wealth and income, jobs creation, jobs displacement, and the emergence and submergence of new hotspots of innovation. Emerging countries have benefited most from such a renewing of those societies' dynamics, leading them to higher levels of economic development and welfare. Doing so they have shown a remarkable capacity in moving upstream in the value chain, from outsourcing of manufacturing activities to autonomous process technology development, product development, design, and applied research. At the same time however, such Schumpeterian processes have now and then turned into exactly opposite processes of "destructive creation." Such processes seem to have become common among what could be called "submerging" economies: innovation only benefitting a few at the expense of many with as a result an opposite pattern of a long term reduction in overall welfare, productivity, and employment growth.
This research intends to make a model of space development in Korea as a sectoral innovation system. The main contents include a character analysis of the elements of three low levels of the space development innovation system, including governance (the main agent and cooperation relationship of which the center is a research institute supported by government), resources (financial resources and human resources), and the diffusion of research results. It is important to grasp the factors that bring about technological innovation of industrial sectors to produce technological innovation policy. Technology innovation policy should thus be formulated for specific, individual sectors, and not all sectors.
It is generally known that a Science and Technology Park - as a representative example of an Innovation Cluster - produces network synergy among industry, university, research institutes, and other innovation actors in a specific area, so that it has a competitive edge over other regions in technological innovation. However, as the novel Coronavirus (COVID-19) pandemic unfolds, it has become necessary to reduce face-to-face contacts and this could lead to lesser network synergy being produced in an Innovation Cluster. With this background, this research was designed and conducted to evaluate how COVID-19 has changed the activities in Innovation Clusters and explore future development scenarios. In order to find out the changes occurring in an Innovation Cluster, a survey was conducted among the people in Science and Technology Parks. The survey result shows that people are experiencing difficulties in technological innovation and support activities, and face-to-face contacts have been reduced in the Innovation Cluster. A scenario planning sought to explore the future development of the Innovation Cluster. It suggests that the transformation into a Digital Innovation Cluster, which is less affected by physical distance, but can still maintain the effectiveness of the networks, can be the key strategy for the future Innovation Cluster.
This paper presents research linking national culture and innovation. The research identifies how key features of Korean culture, collectivism and hierarchical authoritarianism, affect technological innovation. This perspective casts new light on cultural research that, while generally confirming national culture-innovation ties at the organization level, has had less success accounting for culture barriers to innovation in collectivist nations, especially at the interorganizational level. The data for this study was obtained from interviews and written sources. The paper introduces the concept of the social shaping of technology, with which the influence of culture on technological innovation is analyzed, and highlights the development of EDI systems in the collectivist Korean society. It draws attention to the interorganizational basis of collectivism and authoritarianism in the technology innovation process. Finally, Korean innovation systems are questioned, and some negative effects of the collectivist Korean culture at the interorganizational level are discussed.
Studies on innovation point towards the need for both in-house research and development (R&D) capabilities along with collaborations with external organisations or linkages with other firms, universities and research institutes. The argument is that innovation is not just a firm specific factor but requires support from several other factors which in turn involves developing linkages with various actors/institutions as sources of resources and/or knowledge for innovation. This paper presents findings from an exploratory study about the Malaysian biofuel sector as an innovation system. Instead of using the neo-classical approach and proposing policy interventions based on traditional market failure rationale (Bergek et al., 2008a), the functional analysis of the technological innovation systems (TIS) approach is used to analyse the biofuel sector in Malaysia to help reveal the strengths and weaknesses in terms of its fulfillment of seven critical functions which are necessary for the generation and commercialization of a product. In addition an attempt is made to reveal the inducement and blocking mechanisms affecting the Malaysian biofuel TIS and the seeking of improved poor functionality. These functional aspects of the Malaysian biofuel sector are analysed in different phases of its development to gain an understanding of the different institutions and their functions at different phases of the development of the innovation system.
