This paper deals with the paddle type end of arm tool for rescue robot instead of rescue worker in dangerous environments such as fire, earthquake, national disaster and defense. It is equipped at the dual arm manipulator of the rescue robot to safely lift up an injured person. It consists of the paddle for lifting person, sensors for detecting insertion of person onto the paddle, sensor for measuring the tilting angle of the paddle, and mechanical compliance part for preventing incidental injuries. The electronics is comprised of the DAQ module to acquire the sensors data, the control module to treat the sensors data and to manage the errors, and the communication module to transmit the sensors data. After optimally designing the mechanical and electronical parts, we successfully made the paddle type end of arm tool and evaluated its performance by using specially designed jigs. The developed paddle type end of arm tool is going to be applied to the rescue robot for performance verification through field testing.

There has been a string of negligent accidents at the seaside, and there is presently a shortage of professional equipment to deal with such accidents. The purpose of this paper is to assess the development of a rescue lift. The critical load of a support pipe, and the stability of the rescue lift, were investigated using structural analysis. Critical-load analysis was used to study the effects of variations in the pipe length and the ratio of the moment of inertia. The total weight of the developed rescue lift is approximately 20.7 kg, and the lift passed the load tests.
Along with the increase in demand for rescue services, the types of rescue services are also diversifying. Accordingly, rescue workers are exposed to various unpredictable dangerous situations, and the possibility of safety accidents is increasing, so the need for systematic management of safety accidents by rescue teams is emerging. It is necessary to present a roadmap for improving the quality of rescue services. An integrated technology roadmap tool that can be used immediately to improve structural quality was applied. The driving elements of the roadmap are composed of three elements that constitute the improvement of structural quality. It can be divided into safety management, professional competence and other (policy support) fields. This study intends to present a long-term and short-term roadmap by dividing it into safety management, professional competency, and other (policy support) fields.
This study is to reduce the rate of drowning accident by using of buoyancy bag. People are exposed to the high risk of drowning accident when they have water leisure activities due to the lack of safety mind-set and shortage of safety products. In case of drowning accident, the rescue action is normally depending on the other people's assistance. Therefore, rescue activities which relyn the people doesn't improve the ratio of survival in the drowning accidents. The submarine specialists should use the buoyancy products to rescue the people in the drowning accident. The citizen can carry portable buoyancy product in the automobile as well as by hands anywhere and anytime. It will be effective rescue tool to save his/her life in the emergency. In addition, it will contribute to rescue other's life because it can be used immediately. There are 3 positive characteristics on the buoyancy bag. First, it is convenience. Documents and other stuffs can be kept in the bag. Second is safety. The material of buoyancy is placed in the inner of the bag. It is possible to float the person whose weight is 90 kg. Lastly, it is durability. It can be used long-term because the outer of the bag is made of anti-water material and anti-water zipper. As a result of performance analysis, it is evident that the buoyancy bag can be used to rescue the people in the drowning accident as a indirect rescue tool compared with the current other rescue products. It is recommended that the design of outer box and performance of buoyancy are required to be improved in order to contribute more to rescue people in the accident.

The tool for integrating heterogeneous data is fuzzy logic model to decision support system. In this paper, therefore, RCC/RSC evaluates the priority for operation efficiency. Background: Underground mines have several hazards that could lead to serious consequences if they come into effect. Acquiring, evaluating, and using the real-time data from the atmospheric monitoring system and miner's positional information is crucial in deciding the best course of action. Methods: A graphical user interface-based software is developed that uses an AutoCAD-based mine map, real-time atmospheric monitoring system, and miners' positional information to guide on the shortest route to mine exit and other locations within the mine, including the refuge chamber. Several algorithms are implemented to enhance the visualization of the program and guide the miners through the shortest routes. The information relayed by the sensors and communicated by other personnel are collected, evaluated, and used by the program in proposing the best course of action. Results: The program was evaluated using two case studies involving rescue relating to elevated carbon monoxide levels and increased temperature simulating fire scenarios. The program proposed the shortest path from the miner's current location to the exit of the mine, nearest refuge chamber, and the phone location. The real-time sensor information relayed by all the sensors was collected in a comma-separated value file. Conclusion: This program presents an important tool that aggregates information relayed by sensors to propose the best rescue strategy. The visualization capability of the program allows the operator to observe all the information on a screen and monitor the rescue in real time. This program permits the incorporation of additional sensors and algorithms to further customize the tool.
This paper introduces an integrated Modeling & Simulation framework for the efficient development of the rescue robot which rescues a wounded patients or soldiers and disposes a dangerous objects or explosive materials in the battlefields and disastrous environments. An integrated M&S(Modeling & Simulation) framework would have enabled us to perform the dynamic simulation program GAZEBO based Software-in-the-Loop Simulation(SILS) which is to replacing the robot platform hardware with a simulation software. An integrated M&S framework would help us to perform designing robot and performance validation of robot control results more efficiently. Furthermore, Tele-operation performance in the unstructured environments could be improved. We review a case study of applying an integrated M&S framework tool in validating performance of mobility stabilization control, one of the most important control strategy in the rescue robot.
Purpose: This study tests the validity of a standard evaluation tool of ambulance ride practices with new evaluation items and supports its application by 119 preceptors. Methods: We tested the validity of standard evaluation items collected from 19 on-site professionals assessing ambulance ride practices. New evaluation items, 'understanding of emergency rescue equipment' and 'ability to communicate', were added as additional criteria. The modified Delphi technique was used to test the three evaluation areas and ten evaluation items. We used the analytic hierarchy process to analyze the weighting value of the reconstructed evaluation tool model. Results: All three evaluation areas and 10 evaluation items within the standard evaluation tools used for ambulance ride practices corresponded with the consistency index, degree of convergence, and agreement in the modified Delphi panel. Conclusion: These results provide evidence of the consistency and usefulness behind preceptors' use of this standard evaluation tool in ambulance ride practice.
