Problem and policy on reorganization of rural communities in less-favored areas

  • In the rural communities in less-favored areas (mainly hilly and mountainous areas) in Japan, the number of settlements which cannot maintain the community functions by themselves has been increasing because of the progress of depopulation and aging, so the necessity for achieving mutual supplementation of the community function by the settlement reorganization has been increasing. This paper consists of the following three points. 1) General view of settlement reorganization policy in Japan. 2) Case study of the T district in Japan. 3) Possibility of the settlement reorganization by the policy measures which obligate community members to work together. Main results are as follows. 1) There are several settlement reorganization policy measures, but many are still the model project stage, and not yet spread, so it is necessary to wait and see how these measures will develop. 2) The number of the residents of small-scale aging settlements who do not hope for the reorganization, nor feel the necessity of reorganization shall not be few. This will make great difficulty in the settlement reorganization process. 3) A local area activity promotion conference which derives from a former administrative unit like a former village has many functions to the settlement reorganization. 4) In the rural communities in less-favored areas, the policy measures which obligate community members to work together have widely spread. These are expected to play the supplemental role for the settlement reorganization. It is necessary to discuss among residents the activation plan and the future vision of the community, as well as to discuss the settlement reorganization.

  • Reorganization is essential part of data base maintenanc work and the reasonable reorganization points can be determined from the trade-off between reorganization cost and performance degradation. There has been many reorganization models so far, but none of these models have assumed nonlinear search cost function. This paper presents the existensions of two existing linear reorganization models for the case where the search cost function is quadratic. The higher performance of these extended models was shown in quadratic search cost function case.

  • The stiffness of cancer cells is attributable to intermediate filaments such as keratin. Perinuclear reorganization via phosphorylation of specific serine residue in keratin is implicated in the deformability of metastatic cancer cells including the human pancreatic carcinoma cell line (PANC-1). 12-O-Tetradecanoylphorbol-13-acetate (TPA) is a potent tumor promoter and protein kinase C (PKC) activator. However, its effects on phosphorylation and reorganization of keratin 8 (K8) are not well known. Therefore, we examined the underlying mechanism and effect of TPA on K8 phosphorylation and reorganization. TPA induced phosphorylation and reorganization of K8 and transglutaminase-2 (Tgase-2) expression in a time- and dose-dependent manner in PANC-1 cells. These effects peaked after 45 min and 100 nM of TPA treatment. We next investigated, using cystamine (CTM), Tgase inhibitor, and Tgase-2 gene silencing, Tgase-2's possible involvement in TPA-induced K8 phosphorylation and reorganization. We found that Tgase-2 gene silencing inhibited K8 phosphorylation and reorganization in PANC-1 cells. Tgase-2 gene silencing, we additionally discovered, suppressed TPA-induced migration of PANC-1 cells and Tgase-2 overexpression induced migration of PANC-1 cells. Overall, these results suggested that TPA induced K8 phosphorylation and reorganization via Tgase-2 expression in PANC-1 cells.

  • The objective of this study is review effective business reorganization measures for tackling financial difficulties for financial managers. The major cause of business failure is incompetent management. Business failure occurs when a company is unable to meet its current obligations, or the net worth of the company is negative : usually the signs of business failure are predictable in advance of its actual accurrence. Discriminant analysis as well as other analytical tools - profile analysis, dichotomous analysis, analysis of likelihood ratios - have been used to predict business failure on the basis of various financial ratios , among those, discriminant analysis has been tell known an excellent technique in predicting business failure. The first question to be raised is whether the business is better off, dead or alive. Assuming the decision is made that the firm should survive, reorganization procedure should be considered. The informal procedures of voluntary settlements used in reorganization are extension : composition and liquidation by voluntary agreement. Unless this settlement is possible by those means, the case goes to the courts for 1ega1 solution. If the court decides on reorganization rather than liquidation, it will appoint a trustee to control the firm for reorganization and to prepare a formal plan of reorganization. the plan must meet the stand of fair, equitable and feasible. In that case, the court will approve the plan.

마이스터고 학제 개편 방향 탐색 및 관계자 인식 분석 (Exploring the Direction of School System Reorganization of Meister High School and Analyzing the Perceptions of Participants)

  • 이 연구의 목적은 마이스터고의 교육 경쟁력을 강화하기 위한 학제 개편 방향을 탐색해 보는 것이다. 구체적으로는 첫째, 중등단계 직업교육의 학제 개편과 관련한 기존의 논의를 검토하여 마이스터고의 교육 경쟁력 강화에 초점을 맞춘 학제 개편안을 제시하고, 둘째, 이에 대한 관계자 인식 분석을 실시하여 마이스터고 학제 개편 방향 설정과 관련한 주요 시사점을 도출하고자 하였다. 이를 위해 먼저 중등단계 직업교육 학제 개편 관련 선행연구 분석을 토대로 (1) 학점제 도입, (2) 3학기제 도입, (3) 수업 연한 확대를 기본 틀로 하는 마이스터고 학제 개편안을 마련하였다. 다음으로 이러한 마이스터고 학제 개편안에 대한 관계자 인식 분석을 위해 마이스터고 교원 138명 및 마이스터고졸 취업자 185명을 설문조사를 실시하였다. 또한 산업체 현장의 의견 수렴을 위해 마이스터고에 대한 이해도가 높은 산업체 인사 4명을 선정하여 FGI를 실시하였다. 조사 내용은 '학제 개편의 필요성', '학제 개편안에 대한 인식', '학제 개편안 적용에 따른 기대효과' 등으로 구성하였으며, 설문조사 분석 결과 제시를 위해 빈도, 백분율, 평균 및 표준편차 등의 기초통계 분석을 실시하였다. 분석 결과, 첫째, 마이스터고 교원 및 마이스터고졸 취업자 모두 마이스터고 학제 개편의 필요성에 대해 동의한다는 응답이 비중이 더 높은 것으로 나타났다. 둘째, 제시된 마이스터고 학제 개편안의 도입 필요성에 대해 전반적으로 일정 수준 이상 필요한 것으로 나타난 반면, 적용 가능성에 대해서는 도입 필요성에 비해 전반적으로 다소 낮게 인식하고 있는 것으로 나타났다. 셋째, 산업체 인사들의 경우, 특히 수업 연한 확대에 따른 전공심화과정의 운영에 대해 긍정적인 반응을 보였다. 이러한 분석 결과를 토대로 '보다 체계적인 학제 개편 운영 모형 설계 및 이에 따른 정책적 지원 방안 마련', '추후 학제 개편안 적용 시, 시범 적용을 통한 전면적 확대 검토', '학제 개편안에 대한 산업현장 전문가 대상 체계적인 의견 수렴' 등을 제언하였다.

Ethacrynic Acid Inhibits Sphingosylphosphorylcholine-Induced Keratin 8 Phosphorylation and Reorganization via Transglutaminase-2 Inhibition

  • Sphingosylphosphorylcholine (SPC) is significantly increased in the malicious ascites of tumor patients and induces perinuclear reorganization of keratin 8 (K8) filaments in PANC-1 cells. The reorganization contributes to the viscoelasticity of metastatic cancer cells resulting in increased migration. Recently, we reported that transglutaminase-2 (Tgase-2) is involved in SPC-induced K8 phosphorylation and reorganization. However, effects of Tgase-2 inhibitors on SPC-induced K8 phosphorylation and reorganization were not clearly studied. We found that ethacrynic acid (ECA) concentration-dependently inhibited Tgase-2. Therefore, we examined the effects of ECA on SPC-induced K8 phosphorylation and reorganization. ECA concentration-dependently suppressed the SPC-induced phosphorylation and perinuclear reorganization of K8. ECA also suppressed the SPC-induced migration and invasion. SPC induced JNK activation through Tgase-2 expression and ECA suppressed the activation and expression of JNK in PANC-1 cells. These results suggested that ECA might be useful to control Tgase-2 dependent metastasis of cancer cells such as pancreatic cancer and lung cancers.

정부조직개편에 따른 기록물 관리 지침 연구 (A Study on the Guidelines for Managing Records in accordance with Government Reorganization)

  • 본 연구는 정부조직개편에 대한 일반적인 유형과 변동에 따른 대책과 지침들을 분석하였다. 또한 실제 정부조직개편에 따른 기관의 기록물 관리 실태를 조사하였다. 분석결과, 첫째, 정부조직개편의 다양한 유형과 발생 요인에 따른 추가적인 지침 보완이 필요하다. 둘째, 정부조직변화에 따른 기록물관리가 기관간의 변화만이 아닌 내부조직 간의 업무기능 변화와 이에 따른 기록물 이관 관리가 이루어져야 한다. 셋째, 조직 변화에 따른 이관대상 비밀기록물 및 특수기록관 기록물에 대한 관리지침이 마련되어져야 한다. 넷째, 정부조직변화에 대한 기록물 이관과 관련된 담당자들의 역할을 명확히 규정하여 야 한다. 다섯째, 관련 법규 및 규정을 재정비하여 기록물 누락 및 멸실을 최소화하여야 한다.

동중국해ㆍ황해에 있어서 국제적 어업재편과 과제 (Reorganization of International Fisheries Regime in the East China Sea and the Yellow Sea)

  • This study discussed the international reorganization of fisheries in the East China Sea and the Yellow Sea, for the cases of Korea, China and Japan, through the fishery competition and the division of sea areas and resources. In these sea areas, each country has done mutual operation, which causes the fishery competition and controls fishery development. Besides, Exclusive Economic Zon(EEZ) established in 1996 resulted in the prominent changes of fishery development as well as fishery relationship among each country, demands reorganization of fisheries. New fishery order in these sea areas is controlled by BEZ system. The fishery reorganization according to EEZ is a common issue of each country and it also includes the importance of mutual fishery agreement. Resources of fisheries could be used continuously under reasonable management. Each country should consider the stability and existence of fisheries in the international viewpoint. At this point of time, those should be considered such as adjustment of interests according to the division of sea areas, establishment of resource management system and insurance of fishery management, for the subject of fishery reorganization.

회사정리기업의 주식성과와 회생절차종결 경영정보의 공시효과 (An Empirical Analysis of the Stock Market Performances of Reorganized Firms and the Disclosure Effect of Completion of Reorganization)

  • 본 연구는 회생절차 종결기업들의 종결이후의 주식성과를 분석함으로써 회사의 갱생을 통하여 경제적 효율성을 제고하고자 하는 회사정리제도가 실제로 그 목적을 충실히 수행하고 있는지를 검정하고자 하였다. 본 연구에서는 주식성과를 중기와 단기로 구분하여 분석하였다. 첫번째, 중기 주식성과 분석에서는 회사정리를 종결한 기업을 대상으로 회사정리신청 6개월 이전부터 회사정리 신청월까지의 주식성과와 회사정리종결월로부터 12개월 이후 동안의 주식성과의 변화를 측정하여 회사정리 종결기업과 비교대상 일반 기업 간에 차이가 있는지를 검정하였다. 두번째, 단기 주식성과분석에서는 회사정리종결 정보의 공시 이전 20일부터 공시 이후 20일까지의 주식성과 분석을 통하여 회사정리종결이라는 경영정보의 공시효과를 검토하고자 하였다. 분석결과, 중기 주식성과에서는 회사정리신청전보다 회사정리종결월 이후의 누적초과수익률(CAR)로 측정한 주식성과는 회사정리 종결 이후 12개월 동안 지속적으로 음(-)값으로 유의적인 초과수익률을 얻고 있다. 단기 주식성과를 분석하는 공시효과 분석에서는 회사정리종결 공시 이전 -20일부터 회사정리종결 공시까지는 양(+)의 값으로 나타나지만, 종결 공시 이후 +1일부터 종결 공시 이후 +20일까지 모두 음(-)의 값으로 나타났다. 이러한 결과는 주식시장에서 회사정리종결 이후 주식성과가 중기와 단기 모두에서 부정적으로 나타남으로써 현행 회사정리종결제도는 경제적 효율성 제고라는 소기의 목적을 충분히 달성하지 못하고 있다고 판단된다.

Theoretical Studies on Dicyanoanthracenes as Organic Semiconductor Materials: Reorganization Energy

  • Internal reorganization energy due to the structural relaxation in hole or electron hopping mechanism is one of the measurements of key indices in designing an organic thin film transistor (OTFT) for flexible display devices. In this study, the reorganization energies of dicyanoanthracenes for the hole and electron transfer were estimated by adiabatic potential energy surface and normal mode analysis method in order to examine the effect on the energies for the positional variation of the cyano substituents in the anthracene as a protocol of acenes to design an organic field effect transistor. The reorganization energy for the hole transfer was reduced considerably upon cyanation of anthracene, especially at the 9,10-positions of anthracene, and the origin of the reduction was interpreted in terms of understanding the coupling of vibrational modes to the hole transfer.
