MSDSs Reliability Evaluation in Workplaces Manufacturing Aromatic Hydrocarbon (방향족 탄화수소 화학물질 제조사업장의 MSDS 신뢰성 평가 연구)

  • Reliable hazard and risk communication is needed to prevent the safety accident & occupational disease through right use of chemicals and MSDS(Material Safety Data Sheet) is mainly used as such a tool of communication. MSDS policy has been put into effect in order to prevent the safety accident & occupational disease through right use of chemicals and fulfill workers' right to know. If information on MSDS lacks reliability due to its inaccuracy, prevention of the various effects related with environmental safety & health in advance is not possible to achieve. The most essential thing regarding authoring MSDS is to exactly evaluate the composition and ingredients of the chemical and include reliability-guaranteed information. Therefore, in this study reliability was evaluated on MSDSs in 15 aromatic hydrocarbons(benzene, toluene, xylene, etc.) manufacturers and ways to secure reliability of MSDS were suggested. The results showed 93.5% of composition agreement rate and 89% of reliability on each section in MSDSs. In order to curb MSDSs with low reliability, examination on CBI(confidential business information) in MSDS, certification of MSDS, collection and verification of MSDS are suggested.

Application of inverse reliability method to estimation of cable safety factors of long span suspension bridges

  • An efficient and accurate algorithm is proposed to estimate cable safety factor of suspension bridges satisfying prescribed reliability levels. Uncertainties in the structure and load parameters are incorporated. The proposed algorithm integrates the concepts of the inverse reliability method and deterministic method for assessing cable safety factors of suspension bridges. The unique feature of the proposed method is that it offers a tool for cable safety assessment of suspension bridges, when the reliability level is specified as a target to be satisfied by the designer. After the accuracy and efficiency of the method are demonstrated through two numerical examples, the method is used to estimate cable safety factors of suspension bridges with span length ranging from 2000 to 5000 m. The results show that the deterministic method overestimates cable safety factor of suspension bridges because of neglecting the parameter uncertainty effects. The actual cable safety factor of suspension bridges should be estimated based on the proposed method.

  • The safety assessment for facility industry is now being periodically performed in Korea. For the purpose of scientific safety management, QRA(Quantitative Risk Assessment) is also being performed, and reliability data of the facilities is essential to perform the assessment. The necessary reliability data for QRA have been generally announced the values in other process industries, which results in the drop of risk reliability. The most appropriate method is to perform a direct reliability analysis towards the facilities undergoing safety assessment. In this study, the distinction between homogeneous sample estimation and multi-sample estimation of reliability data clarify using 2-Bayes theory.

  • It is generally known that software reliability growth models such as the Jelinski-Moranda model and the Goel-Okumoto's non-homogeneous Poisson process (NHPP) model cannot be applied to safety-critical software due to a lack of software failure data. In this paper, by applying two of the most widely known software reliability growth models to sample software failure data, we demonstrate the possibility of using the software reliability growth models to prove the high reliability of safety-critical software. The high sensitivity of a piece of software's reliability to software failure data, as well as a lack of sufficient software failure data, is also identified as a possible limitation when applying the software reliability growth models to safety-critical software.

Structural reliability analysis of offshore structure at cold region (저온해역에서의 해양구조물에 대한 구조신뢰성 해석)

  • In this study an adequate type of offshore structure at the Sakhalin region as cold region is proposed and its structural design results are presented based on the reliability analysis. Structural safety assessment has been carried out for the proposed offshore structure at the Sakhalin area as designed by the reliability method. And a rational design procedure is presented based on the reliability analysis. Followings are drawn through the present study : - Four colum TLP structure is proposed as an adequate offshore structure type at the cold region like the Sakhalin region and the reliability-based structural design results are presented. It is seen that the proposed type is a more adequate and economic than the fixed type. - Safety assessment of the proposed structure applying the extended incremental load method is performed. - Referring the allowable safety level for offshore structures it has been found present TLP structure has sufficient structural safety at the system level as well as at the component level.

  • The hydrocarbon gas leak in the offshore plant can cause large accidents and lead to significant damages to human, property and environment. For prevention of fire or explosion accidents from gas leak, a SIS(Safety Instrumented System) should be installed. In the early stage of the offshore design, required SIL(Safety Integrated Level) is determined and reliability analysis is performed to verify the design in reliability aspects. This study collected data, information related to reliability analysis and created knowledge model of safety design for the offshore system with MBSE(Model-Based Systems Engineering) concept. Knowledge model could support safety engineer's design tasks as the guidance of reliability analysis procedure of safety design and make good conversation with other engineers in yard, class, company, etc.

Generally, the existing safety assessment is performed by using the values announced in other industry processes, which result in the drop of reliability. In order to solve this problem, there is an urgent need to establish reliability database for the facilities. The most appropriate method is to perform a direct reliability analysis towards the facilities undergoing safety assessment. In this study, in compliance with the assessment method and procedure of OREDA-2002 handbook, the facility reliability data are collected, which include the calendar time and operational time in terms of different facility items, the number of failures in terms of different failure mode, the mean, standard deviation, lower limit and upper limit of failure rate, and the failure rate. And the data process method for this special occasion is also proposed when the number of failure is 0.

Evaluation of Highway Traffic Safety using Reliability Theory (신뢰도를 활용한 도로시설 교통안전성 평가기법)

  • PURPOSES : This paper proposes a reliability index for the safety evaluation of freeway sections. It establishes a reliability index as a safety surrogate on freeways considering speeds and speed dispersions. METHODS : We collated values of design elements including radii, curve lengths, vertical slopes (absolute values), superelevations, and vertical slopes from seven freeway sections in Korea. We also collected data about driving speeds, traffic accidents, and their deviations. We established a reliability index using these variables. RESULTS : The average radii, curve lengths, and superelevations are highly correlated with the incidence of traffic accidents. Deviations in radius and curve lengths show an especially high correlation. The reliability index, derived from speed and speed dispersions of the seven freeway sections, also correlated highly with accidents with a correlation index of 0.63. CONCLUSIONS : Since the reliability index obtained from speed and speed dispersions are highly correlated with traffic accidents, we conclude that a reliability index can be a safety surrogate on freeways considering speeds and speed dispersions together in terms of design and operational levels.

Quantitative Reliability Assessment for Safety Critical System Software

  • At recent times, an essential issue in the replacement of the old analogue I&C to computer-based digital systems in nuclear power plants becomes the quantitative software reliability assessment. Software reliability models have been successfully applied to many industrial applications, but have the unfortunate drawback of requiring data from which one can formulate a model. Software that is developed for safety critical applications is frequently unable to produce such data for at least two reasons. First, the software is frequently one-of-a-kind, and second, it rarely fails. Safety critical software is normally expected to pass every unit test producing precious little failure data. The basic premise of the rare events approach is that well-tested software does not fail under normal routine and input signals, which means that failures must be triggered by unusual input data and computer states. The failure data found under the reasonable testing cases and testing time for these conditions should be considered for the quantitative reliability assessment. We presented the quantitative reliability assessment methodology of safety critical software for rare failure cases in this paper.

A Study on Battery Charger Reliability Improvement of Nuclear Power Plants DC Distribution System (원자력발전소 직류 전력계통의 충전기 신뢰도 향상방안 연구)

  • The nuclear power Plant onsite AC electrical power sources are required to supply power to the engineering safety facility buses if the offsite power source is lost. Typically, Diesel Generators are used as the onsite power source. The 125 VAC buses are part of the onsite Class 1E AC and DC electrical power distribution system. The DC power distribution system ensure the availability of DC electrical power for system required to shutdown the reactor and maintain it in a safety condition after an anticipated operational occurrence or a postulated Design Base Accident. Recently, onsite DC power supply system trip occurs the loss of system function. To obtain the performance such as reliability and availability, we analyzed the cause of battery charger trip and described the improvement of DC power supply system reliability. Finally, we provide reliability performance criteria of charger in order to ensure the probabilistic goals for the safety of the nuclear power plants.
