철도안전법 시행지침 16조의 충격가속도 평가를 위한 객차의 데이터 필터링 연구 (Study on the Collision Acceleration Data Filtering of the Passenger Trailer for the Article 16 of the Rolling Stock Crashworthiness Regulations)

  • In the article 16 of the domestic rolling stock crashworthiness regulations, the collision acceleration level during collision accidents should remain under the maximum 7.5g and the average 5g. By the way, the accelerations obtained in crash simulations and tests contain many kinds of high frequency components due to numerical oscillations or noisy signals. So, this paper aims to develop reliable post-processing methods to filter high frequency oscillations and extract the rigid body motions of passenger rail cars. For this study we used the 1-dimensional dynamic model of KHST (Korean high-speed train), and evaluated acceleration data at the driver's area in the first power car and the passenger area in the following trailer.

  • 전자 및 컴퓨터 산업의 발전으로 반도체 산업은 비약적으로 발전하고 있다. 그러나 반도체 제조 공정에서 필수적으로 사용되는 각종 환경 오염 물질에 대한 규제가 세계적으로 강화되고 있어 반도체 업계의 적극적인 환경 대응책이 없이는 반도체 수출에 대한 선진국의 제재를 피하기 어렵다. 따라서 본 연구에서는 청정 기술 측면에서, 반도체 산업의 환경영향 개선을 위한 세정 공정의 기술적 대체 방안에 대하여 조사하였다. 세정 공정의 대안으로서 기상 세정 공정, UV 사용 공정, 플라즈마 사용 공정을 조사하였으며, 각 공정의 장단점을 비교하였다.

홀센서를 이용한 파워 윈도우용 안티핀치 시스템 (Anti-Pinch System for Power Window by Using Hall Sensor)

  • Recently the power window system is widely used in automobiles to increase convenience of passengers and drivers. However some accidents or injuries have been caused by malfunction or misusage of the system. Therefore safety regulations of the system to cope up with these accidents have been strengthened gradually in many countries. Especially in America, since 2005, all vehicles which had power window system should be contented with FMVSS 118-S5 regulations. We suggest very low-cost anti-pinch window control system satisfying the regulation in this paper. Hall sensors are used and installed around a motor rotor with ring magnet to detect motor speed for anti-pinch. The optimum number of hall sensor and location angel of them are mainly investigated to get sufficient speed resolution for anti-pinch. Through some experiments, the validity of the suggested system was verified to satisfy the regulation.

  • To assure the safety of urban railway train, it is necessary to observe the specified driving principles under an essential condition during running on tracks. These principles arises from a great deal of experience for a long time and include safe distance between trains, the railway signaling, block system, regular block of the highest priority and driving prohibition of simple railway vehicle in the main track, etc. Therefore, it is important to apply these principles to domestic urban railway driving regulations and railway vehicle driving regulations. However, domestic urban railway administrator established his own operation rules within the regulation. In this study, domestic urban railway administration's own rules are examined and the appropriate driving regulation on the safe driving principles is proposed.

  • Effect of hand-transmitted vibration on human discomfort and health was reviewed. Since the effect by hand tool was more serious than those by any other vibration environments, western countries have protected hand tool workers by regulations. International organization for standardization legislate standard, ISO 5349, at 1979 for the measurement and evaluation of the effect. Afterwards, more than twenty standards on hand-arm vibration were enacted to protect any damage of hand tool users. Even though Korea Standards adopted ISO 5349 in 2001, it is required an action plan should be applied to all of work environments, especially to the workers using pneumatic tool workers such as miners, construction workers, and etc.

국제선급(國際船級) 기술규칙(技術規則)의 통일화(統一化) 작업(作業)에 대하여 (On the Unified Requirements of IACS)

  • The International Association of Classification Societies(IACS) can trace its original back to the International Conference on Load Lines of 1930 and was established in 1968. Long before the formal foundation of IACS, a number of working parties existed to carry out studies of specific topics concerning technical rules of classification. The general terms of reference of the working groups of IACS are to draft unified rules and regulations between Societies, to study safety standards at the request of the International Maritime Organization(IMO) and to prepare unified interpretations of technical regulations of international conventions. As an associate member since 1975, the Korean Resister of Shipping has been actively attending the meeting of IACS working parties. In this paper, summaries of major agenda of the working parties including history of unified requirements and relevant technical tendencies are explained for the purpose of providing better understanding of the rule development.

  • The purpose of this study is to develop an efficient algorithm for the management of the shift schedule in nuclear power plants in consideration with the ergonomic criteria and the regulatory codes. The ergonomic criteria considered are the work hours, overtime-work frequency and working time, start and finishing time of works, allocation of rest times and duty-offs, rotating of shifts, etc. to comply with the regulations such as the Labor Standard Act, the ILO Convention No. 171, 178, "the detailed content of a periodic safety review," enforcement regulations 19-2 of the Atomic Energy Act. The developed algorithm for the shift schedule program adopts a heuristic method to minimize the difference the workload for shift workers in nuclear power plants.

Improvement of Ultra-wideband Link Performance over Bands Requiring Interference Mitigation in Korea

  • Ultra-wideband (UWB) systems have witnessed a debate over whether they may cause interference to other existing and future narrowband systems sharing their band of operation. The detect and avoid (DAA) mechanism was developed as a solution to reduce interference to narrowband systems in order to ease regulatory concerns. It works by adaptively reducing the transmitted power at the overlapping bands upon detecting an active narrowband link. However, employing DAA degrades the performance of UWB transmissions. In this paper, we present the Korean UWB regulations as an example of regulations that require DAA in certain bands. We investigate DAA's impact on performance and propose a method to mitigate it, which provides UWB with the more efficient support of the DAA mechanism and enables it to avoid a larger number of narrowband users while sustaining the data rate. Results show significant improvement in performance with the application of our technique compared to conventional performance.

급경사지 재해 경감을 위한 제도개선 방안 연구 (An Study on Measures of Regulation Reform for Disaster Reduction in Steep Slopes)

  • In this paper, reviews and analyses of literatures related to characteristics and status of disaster occurrence in steep slopes in Korea, its maintenance and regulations and laws about maintenance of slopes in abroad were carried out to propose the measures of regulation reform for disaster reduction in steep slopes. The regulation on disaster prevention in steep slopes (National Emergency Management Agency, 2007), the most effective and systematically arranged regulation out of the currently practicing regulations, was introduced to understand the overall and contents of this regulation. Therefore, problems related to disaster reduction in steep slopes from institutional, technical and financial points of view respectively were raised and their improving measures were proposed to treat the problems effectively and actively.

건설공사 유해위험방지계획서제도의 효과분석에 관한 연구 (A Study on the Effectiveness of the Risk Assessment Regulations for Construction Works)

  • The Risk assessment regulation(RAR) is one of the essential articles of the Occupational safety and health law for the construction industry along with safety and health management expense and safety organization regulation. However, arguments regarding the working time of the safety assessment documents, the person in charge of documentation, weakness in legislative enforcement etc. are ongoing. Thus this study aims to analyze the effectiveness of RAR for the guidance of enhancing the effectiveness of RAR. The findings are; 1) the effectiveness of RAR is recognized, however the indirect effectiveness ie, enforcement of safety activities, previewing of drawings etc. are bigger than the direct effectiveness of accident prevention, 2) to enhance the effectiveness of RAR site inspection procedure has to be utilized, 3) further research for identifying and getting rid of negative factors in RAR is recommended.
